Transcripts For CSPAN3 Senate Energy Natural Resources Hearing On Public Lands Management 20240714

Morning, everyone. The committee will come to order. Were here to examine the deferred maintenance needs of the public Land Management agencies. This is a topic i care about. I know each of you certainly, the folks on this committee, have expressed concern. Not just coming into this hearing today, but, really, over the years. And whats a bit of both . So hang on for a wild ride. For in nature, and in the world of animals, the truth is always stranger than fiction. Just ask the kangaroo that lives in the tree or the dog with webbed feet or the bird that can look an elephant in the eye or the frog that looks like a tomato or any other astonishing animal you might meet. Lets start with a startli statement. Thats both so false and so true. Confused . Consider this. The river or nile hippopotamus, which is the great behemoth pachyderm most of us are familiar with, as well as the much smaller and much rarer pygmy hippopotamus, dont have true sweat glands. The foreign intelligence context, could we be running up against constitutional problems . Yes, absolutely. There are many constitutional issues implicated here. There is obtaining content of peoples communications, which is obviously going to raise Fourth Amendment questions. There is the reasonableness requirement and how that would apply in a National Security setting. And there are not only the rights of u. S. Persons communicating with other u. S. Persons, which has been the primary focus in the statue so far, but there are also constitutional issues raised when a u. S. Person is communicating with a nonus person. Half of that medication is constitutionally protected, of that communication is constitutionally protected, but has not received that kind of attention at all. There are many issues at play. Thank you very much to all of the witnesses. Thanks to the witnesses on this panel and to all of the witnesses on the board that made this possible. You can see the comments related
