Today before you is an important legislation reforming our ceqa appeal process in San Francisco. And in fact, implementing a process where we really dont have one legislatively. This legislation has no impact whatsoever on anyones substantive rights under ceqa. In fact, we cant do that under state law as much as sometimes wed like to amend state law, we cant. This provides for an improved more predictable and more timely process without affecting anyones substantive ceqa rights. That not to add to the Developers Cost which is commendable, but that the city share an impact required by state law with regard to ceqa that has not been adequately presented. This is a question of cumulative development. All development occurring in the central city and around this project which the city lacks the mitigation resources and implementation to affect you with the full impact. I remind you, this is a city. Were between 80 and 90 of all residents and not the port to buy or represent in the city. This is a citywide concern and it is an area concern. This project was presented to us earlier in the year and to make its a brief as possible, we loved it. Its right in our sweet spot. The urbanism, fantastic, onsite Affordable Housing. Enormous amount of bicycle parking. It is a strong and welcome addition to this evolving neighborhood. I think the benefits of this project are so obvious and so overwhelming im not sure exactly why im here except i fear physical violence from bob if i dont express these views. Landscape architect so its not just an open space, but part of a network. I think it makes this project exceptional given the open spaces which are all residual little segmentments are fragmented together unless you have somebody who designed it with one stroke. We have that great opportunity and i thought the presentation was exceptional because it spoke about the different experiences, the different conditions under which these spaces all address different needs and all respond to settings of light, shadow, proximity, or even under the freeway. And i think that it was very, very strong feature of this particular design. I am not as much concerned about the exceptions which will not be part of the commissions decision, but i do think that tower separation might not be an issue here partially because we dont have the likelihood of adorning towers or the freeways fall apart in the future, which is a nice idea, but its unlikely to happen in our lifetime. And black history is our history and black history is american history. applause as someone who has benefited from that history, i just want to acknowledge how important it has been to all of our live. And on a board where most of us are members of communities of color and or the lgbt community, we have all benefited from the struggle of the Civil Rights Movement and of many African Americans over the last century and a half in this country. The actions we forget between ghandi and Martin Luther king and the Nonviolent Movement that was happening throughout the world, from communism which was spreading in the third world to connecting to what was happening, to the Civil Rights Movement, it was also interconnected
