expressway. fox 2's janine de la vega has an update on what's happening. >> reporter: gasia, we thought the fire would be contained by now. it's been burning four hours, as you mentioned, but it still has not been contained. you can see the wind has shifted and it's really rolling in here. it looks like fog, but this area is just covered with smoke. you can see the destruction that it has caused here. they have an aerial ladder shooting water on the strip mall that has 12 businesses. there has been 60 different firefighters trying to get this fire out. i am joined right now with chief bill kelly. tell me why is this taking so long to put out? >> this building is 50 years old. over 50 years there have been many building developments. so it's very difficult to get to the seat of the fire. the fact that firefighters found fire in the attic upon arrival, it was a tough challenge for them. the fire was spreading through the units before we got here. >> reporter: and i know in the last ten minutes or so more parts of the roof just keep collapsing. what does that tell you? >> it tells us, first of all, it's very risky for firefighters. the fire is going to take what it's going to take in this building. right now it's eight of the 12 units. looks like they are a total loss. my concern is for the safety of the firefighters at this point. when the building starts to collapse, we make sure they are out much collapsed zones. we ref new video we took in the last 30 minutes or so much a drone. we saw a drone up in the air. that's from one of your fire volunteers. what is that doing? >> that's correct. we have had a drone deployed on fires for about a year now. our volunteer runs that particular device. it gives us an aerial shot. we try to get as much evidence as possible of the fire. the drone helps in the fire investigation. then for a review of our actions, so our firefighters can learn from what they have done today. that drone video has been very helpful. >> reporter: thank you so much. chief bill kelly. they are going to be out here for quite some time. i asked how long and they are saying they don't know but they are estimating the majority of the day. you can see the water is through this parking lot of this strip mall. it's already flowing on to el camino east of lawrence expressway between that expressway and pomeroy. no word what caused this fire. as you heard, about eight businesses damaged. they are trying to save the remaining four. so it's been pretty devastating for the business owners who have shown up and basically have seen their livlihoods destroyed. >> janine de la vega. thank you. we will keep checking back with you. let's go to weather. we will talk more about what's happening not only there at the scene of the fire and around the bay. >> cloudy and the fog is in there. there is not a heck of a breeze here. san jose is not showing that much of a breeze. i looked around the area and i can hardly find anything over seven miles an hour. a lot of fog in place. there is a big fog bank. we will be slow to recover from this coast and bay today. west-southwest san jose. at the airport five. livermore, everybody is in on a westerly breeze. day baseball. at&t usually gets sun. in the worst case of a fog bank, that's what we have. upper 50s or low 60s. a westerly breeze in place. low clouds up and down. we will see some drier air move in here. 50s on the temps. east bay temps in the 50s. not budging here. thunderstorms blew up everywhere. they will be a little bit more south and east today as that low takes the turn. tomorrow we will slowly warm up. today low clouds. drizzle out there this morning around the bay. breezy to windy later on. drizzle. showers to the south. staying very cool here for many with 60s for most inland locations, low 70s. sal, 7:05. what do you want to focus on first? >> a lot of slow traffic all over the east bay and all over the south bay, steve. let's look at the fire here in santa clara. janine mentioned that el camino real is shut down. it looks like it's going to be shut down for a good part of the day. this area is off limits. the lawrence expressway not affected. you can continue to drive to work on the lawrence expressway. but if you happen to exit at el camino real that will be a problem in that area. let's move along and look at some of these other commutes here in the south bay. we have had a couple of fender- benders here and there. they haven't really affected the traffic that much. be aware that they are there. southbound 880 at 92 an earlier accident there. that's gone but traffic is a little bit slow as a result. live pictures. this is highway 4 coming up to the willow pass grade. slow through most of pittsburg and baypointe. at the bay bridge toll plaza 15 to 20-minute delay depend wig lane you are in. traffic is slow on the 880 ramp down to that toll plaza as well. 7:06. back to the desk. the san jose sharks could make team history with a win tonight. a victory tonight would put the sharks in the first ever stanley cup finals. >> the sharks made it to the conference finals three times before, but never made that last step. ktvu's brian flores is in the studio with the prospective of a player who has been with the team through the good and bad times. >> patrick marleau. this is a good time. this is the 25th anniversary for the sharks organization. how fitting would it be for the team to make the stanley cup finals? they are one win away. they are taking on a tough st. louis blues team who, by the way, have won more road games during the playoffs than any other team this year. the sharks won game five back on monday. 6-3. they now head back to what will no doubt be a feeding frenzy full of sharks faithful at sap center tonight. one shark, patrick, has been with the team since 1997. he was there when the sharks came close to the stanley cup finals in 2004, 2010, and 2011. he says he is focused on the most important game of his career. >> you just try and stay in the moment and not think too much about it. just play -- control what you can control. that's the biggest thing. and know you're in it with, you know, 20 other guys trying to do the same thing. so that gives you that little extra boost. >> yeah. you can tell within the locker room the guys even that that have been here a couple of years and how much pressure. i would want nothing more than to have those guys have that opportunity. i think a lot of the younger guys feel exactly the same way. i am sure the people, the fans are in the place this morning. they are on the brink of elimination. they lost back-to-back games. oklahoma city won game four last night 118-94 taking a 3-1 series lead. draymond green and steph curry didn't look like themselves many people say. klay thompson fount his shot in the second half scoring 19 consecutive points during a stretch. the warriors could not complete a comeback. >> we have to be able to chase down loose balls and long rebounds. otherwise, they are getting just way too many possessions compared to us. >> lucky for us, we are so great at home, that this really sucks right now. a terrible feeling to not even get one here. but you can't -- you just got to play with desperation like our lives are on the line on thursday and go from there. >> the warriors need to win three public defenders office will hold a meeting with the police use of force and several experts will address the crowd. the meeting follows last week's fa fatal police shooting in the bayview district. a police sergeant killed a 27- year-old behind the wheel of a car. that marked the end of greg suhr's career. san francisco's police chief. it also renewed the debate about police use of force and the possible use of tasers in san francisco. well, the slayer county district attorney will not -- the santa clara county district attorney will not charge two police officers in the deadly shooting last christmas of a mentally ill man. two police officers shot and killed 31-year-old william wrath outside of a residential treatment center in palo alto. the officers responded after wrath called 911 and falsely claimed that a man was threatening other patients at that treatment center. the d.a. says the police officers were threatened by wrath who came at them with a knife.. >> now, the d.a. released dashcam video of what happened out there taken from several different aprilles. one angle clearly shows him charging at one of the officers and what comes next is very graphic, very disturbing. so we're not going to show it. we're actually stopping the video just before the police officers fired the fatal shots. 7:11. a homeland security committee will hold a hearing to come up with legislation to address the long lines at airport security checkpoints across the country. we showed you waits up to three hours nationwide. those lines could get even longer during the summer travel season. by next month the tsa says it will have up-to-the-minute wait times at the country's largest airports. it won't speed up the lines, but it could help passengers plan their trip better. the agency is testing out an automated bin moving system which should move the passengers' belongings through the checkpoints a little faster. 7:12. it happened again last night. another shooting on an east bay freeway. in 20 minutes the investigation underway and the hunt for the upper body who pulled the trigger. more campaign chaos. a violent protest erupts outside a donald trump rally in new mexico. up now he may get an endorsement from gop house speaker paul ryan. that would be a big deal. trump, meantime, with the delegates he won yesterday, he is fewer than 30 delegates away from locking down the nomination. he had a campaign appearance last night in albuquerque. outside things got a little rough. protesters outside a donald trump rally in new mexico. burning the flag and clashing with police, pelting them with rocks and other debris as police responded with pepper spray and smoke grenades. several officers injured. trump getting good news from the state of washington where he won yesterday's primary and he went after hillary clinton. >> and i will never say this, but she screams. it drives me crazy. >> reporter: trump is making headway uniting the party, waiting for the possible endorsement of house speaker paul ryan. some others in the gop are holding out though, including the first latina governor in the country suzannah martinez and democrats facing their own party problems. bernie sanders warning of a divisive convention this summer. his supporters are now targeting clinton ally and democratic party chair schultz who could be jettisoned just before the convention according to the hill.com as clinton supporters try to ease tensions with the sander camp. clinton, meantime, with a new angle on trump, attacking his real estate strategy during the recession. >> why on earth would we elect somebody president who actually rooted for the collapse of the mortgage market? >> she goes, and donald trump is a terrible person and he wanted to buy housing when it was at a low point. who the hell doesn't? who doesn't? >> reporter: meantime, donald trump may get additional ammunition today. a state department audit has just been released, according to the "associated press," that delves into e-mail practices specifically involving hillary clinton and that private server she used. this audit really takes her to task for mismanaging that process. gasia. >> doug, thank you. now, hillary clinton will be making some campaign appearances in the bay area today and tomorrow. she is set to appear at a private fundraiser in atherton. tomorrow she will be in san jose at park side hall. doors open at 11:30. she is scheduled to speak at 1:30. it is free and open to the public. >> thank you, anaheim! >> bernie sanders wrapped up a series of rallies last night in southern california. he spoke to an enthuse i can crowd of supporters. we may start seeing and hearing ads for bernie sanders in the bay area. his campaign reportedly launched a $1.5 million campaign to buy advertisement time in california. let's see if the commute is heating up. hey, sal, how's it look? everybody behaving? >> yeah, you know, i don't know about behaving, dave, but we have slow traffic out there. let's go ahead and start off with a look at the toll plaza because you will see some slow traffic at the toll plaza this morning, as usual. traffic is moving along okay as you drive to the macarthur maze, but then it slows way down. there is a collision on treasure island that has just been reported a little while ago. they have slowed the metering lights down. and you can definitely tell. look at the toll plaza, in case you are not watching the tv and just listening. if you look, the traffic is not moving almost. sometimes you see it and it's slow, but it's moving. those metering lights are slowed down because of that accident near treasure island. let's take a look at the san mateo bridge. that's also very busy heading out to the high-rise. i want to mention san jose has a motorcycle accident northbound 280 near meridian. also a rollover vehicle northbound 880 at 101. and i do want to mention something that i said i'd get to and i know people rely on this. i want to go up to my maps on the richmond bridge. we have a big backup out of richmond to marin. 7:19. let's bring in sal. thank you, sir. every observation at least from santa rosa to san jose says cloudy and the reason being there is a rather impressive fog bank over us. some of that fog is producing some drizzle san francisco, southern marin county, oakland, or maybe where you are. i know towards the coast as well a lot of reports of drizzle. most of the shower activity had some impressive thundershowers yet, north, mendocino county, lake county, out to the valley. looks like that's going south now. low associated is almost down into southern california. day baseball. bundle up. on the cool side. upper 50s to 60. west wind 20 miles per hour. west at hayward. west at sfo. everybody says cloudy on these observations and there is still a breeze in place. once that fog burns off, a decent breeze from buchanan. that's a delta breeze. there is the low. it tracks to southern california. you can see the circulation around that. that's what gave us the wide variety of shower and thundershower activity yesterday. it was closer to us yesterday. peninsula temps mid 50s for just about everybody. 55 woodside, los altos hill 54, san mateo says 55, cooler pacifica 52. truckee 39 degrees. quieter in the tahoe-truckee area. central and southern area in line for more thunderstorm activity and hit-and-miss showers in southern california. not bad in tahoe, truckee, reno today. yesterday things were going nuts. that low as it tracks south will be the source of cooler weather today. once to takes the turn into the foreign corner that allows high pressure tomorrow. it will be warmer. low clouds. breezy to windy once the fog burns out. drizzle this morning. showers possible to the south. it stays cool unless you are well, well inland. even those temps are below average. they are going to bump up ten degrees probably friday and saturday. today if you are break-ins are happening more often and what you can do to protect yourself. welcome back to "mornings on 2". time 7:25. a big mess in florence, italy. will you look at your television set? a giant sinkhole opened this morning swallowing cars that were parked on a road along the river bank. the pavement collapsed beneath all of those cars. the sinkhole is 70 feet long. it was caused by a broken underground water pipe. two apartment buildings facing the river, they had to be evacuated. so far no injuries have been reported. back in this country, california scientists studying the lake tahoe area say they found another sign of the warming climate. research found a growing number of trees in the sierra are naturally shifting to higher elevations in a search for cooler temperatures. the trees are taking root farther up mountainsides with trees moving an average of almost 500 feet higher over the past 80 years. last year was the hottest year on earth since modern recordkeeping started in 1880. as the snowpack melts, bears are becoming a problem for homeowners around lake tahoe. in one south lake tahoe neighborhood bear sightings are about an everyday occurrence. this is video of a bear scrambling around the cabin. they are coming into homes, going through garages, garbage, even houses. the family of bears ransacked a home in el dorado county until the sheriff's deputies arrived and scared them away. >> mom was wanting to leave. the little baby cubs can be more stubborn. once they have found their honey pot, they don't want to put it down. >> after years of drought, deputies say bear run-ins are more common. the sheriff's office gets as many as five calls a day on reports of bears. time is 7:27. what will we do? no nor skinny jeans or leggings. the reason for a controversial new dress code at some schools in north carolina. good morning. once again the chp is investigating a shooting along a freeway here in the east bay. we will tell you what we know about the investigation that took place last night in hercules and what we're learning about the condition of the victim coming up. we have a problem on the bay bridge and that is affecting the toll plaza them. went for a few sun breaks over at&t today. it won't be very warm at 12:45. i might be optimistic with that 60. maybe 58 degrees. westerly breeze. west. southwest. doesn't matter. any slice you look at it or component of it, it's onshore breeze. the low is in southern california. 50s on the temps here. they have been there all morning long. brentwood 60. thunderstorm activity fired up around us. today to the south as that low right there starts to work its way to southern california. low clouds and a lot of drizzle coast, bay. a couple of reports all over the place here around oakland, san francisco, and marin county. a few showers could pop up to the south later. it stays on the cool, cool side. 7:32. we have had a couple issues there, haven't? >> yeah, we have had a few, steve. you know, right now we do have kind of a normal morning commute with a couple of trouble spots. it isn't as if the morning commute is ever great on a regular weekday. the bay bridge stalled vehicle or whatever it was, it was either a stall or a single accident inside the tunnel, it has been removed according to chp and bridge crews. traffic is beginning to recover on the bridge. once you get to the toll plaza you will notice they slowed the metering lights down. now they are moving a little bit better again. it did a number on the bay bridge. you are going to see slow traffic. sometimes people use the richmond bridge. sometimes people say, heck with the bay bridge, i am going to use the richmond driver. you might expect a little more company as you drive through the area. now that we're here i want to show i 80 westbound. it's slow all the way down from hercules heading out towards the macarthur maze. so that's not a very good drive. and 680 southbound is slow from concord down to the walnut creek interchange. 7:33. let's go back to desk. >> sal, thank you. we are following developing news from santa clara. fire crews finally getting an upper hand on that big fire at a strip mall in santa clara. i want to show you video of when it first started. this is when we were on the air early this morning. this started about 3:00 this morning on el camino real near the lawrence expressway. it quickly grew to five alarms, destroyed several businesses. now, we haven't heard of any injuries yet. ktvu's janine de la vega has been out there all morning. she will bring us a live update at 8:00. 7:34 this morning. the search is on for whoever opened fire on a car last night on interstate 80 in hercules. this latest freeway shooting left one person wounded. fox 2's alex savidge live now with what drivers have to say about what many consider a disturbing trend. >> reporter: yeah, gasia, good morning to you. certainly these ongoing freeway shootings are a major concern for drivers that we are talking to. they are happening at all hours of the day. even those these are targeted attacks according to investigators, obviously innocent people driving along the freeway are potentially in the line of fire. i will show you the scene behind us. that is interstate 80 beyond us here in hercules. can you see that traffic is flowing freely in this area. all lanes are back open following a major investigation here last night into the latest shooting. it happened around 9:20 in the eastbound lanes of interstate 80 west of the highway 4 connector. you can see that several windows of a car were shattered by the gunfire. the chp says one person was shot in the leg. we haven't heard any updates on their condition this morning, but it would appear they would survive those injuries. the chp says the shooter drove off in a black chevy el camino that had tinted windows on it. there have been 20 shootings along interstate 80 and highway 4. most appear to be linked to ongoing feuds between gangs in this area. still many drivers say it's troubling how common place these attacks have become. >> we're all human. you don't want to become numb to what's going on. you know., a lot of people say these are natural occurrences. really it isn't. again it's a life. going back to what i said initially. it's a lack of love and concern for another one's life. >> reporter: earlier this month a woman was shot and killed along highway 4 in pittsburg. she was one of several people killed since late last year when these freeway shootings began to happen with more frequency in this part of the bay area. we are working to get more information from the chp on this investigation. again in many cases, gasia, they don't have too much in the way of information from witnesses. in this particular case the chp has what appear to be a decent lead. they have a getaway scar. a black chevy el camino. >> alex, i know officers are saying most of these tend to be targeted shootings or retaliatory acts. that must be very little comfort to drivers because anything can happen when you are going 70 miles an hour. >> reporter: right. it is a fair point. and the chp continues to point out these are not random acts of violence, and they point that out to try to put people at ease somewhat. i think a lot of drivers say you have somebody opening fire from a moving car at high speeds on a freeway. the likelihood that some of those shots go where they are not intended to go seems pretty high and you have a lot of innocent people who could potentially be in the line of fire. >> thank you. 7:37. now to that woman and child killed on a crash on train tracks in san leandro. they have been identified. relatives say the driver of the suv hit by the amtrak train yesterday was 30-year-old vanessa henriquez and her three- year-old daughter sadie. their suv was trapped on the tracks by heavy traffic at 1:30 yesterday afternoon when the crossing guard arms came down and they could not move. the toyota rav 4 was pushed down the tracks about a quarter mile. relatives say henriquez was devoted to her family. >> she was a very loving mother. very responsible always with her children. >> she loved just to be with her family. >> at this point pg&e is looking into reports that traffic was heavy because of work being done by its crews. police plan to reenact the scene. they are asking anyone who has surveillance or cell phone video of the accident to contact them. time is 7:38. the three suspects accused of killing keith green of millbrae are expected to stay in jail until they appear in court again next week. tiffany lee, her boyfriend and their friend, they are accused of killing keith green. tiffany lee and green have two young daughters. he was last seen alive at the millbrae pancake house. that's where he met lee on april 29th to talk about custody of their daughters. green's body was found 12 days later off highway 101 in sonoma county. some reports say he was fatally shot. prosecutors say all three defendants are liable even if only one pulled the trigger. >> they can be liable for murder even if they didn't actually pull the trigger on theories of either conspiracy or aiding and abetting. it doesn't require a separate charge. we feel we have proof beyond a reasonable doubt. that's why we proved forward this with prosecution. >> none of the suspects entered a plea. all are being held without bail. we don't know who has custody of the little girls right now. san francisco's board of supervisors voted to make changes to the policy of not sharing immigration of status of inmates with federal immigration officials made news last year. a man charged with killing a woman is from mexico and is in the country illegally. last night they approved changes that clarify when local law enforcement officials can notify immigration officials on the federal level that an undocumented immigrant will be released from custody. that can happen if a suspect is charged with a violent crime or has been convicted of a recent serious felony. >> if you have a serious or violent felony and you have priors, you could be subject to notification to ice. >> the guidelines were negotiated with the sheriff. mayor ed lee has to sign the ordinance before to goings bah. even if the ordinance was in effect last year, it would not apply in the killing of kate steinle because his previous felony convictions were not considered serious. california lawmakers are debating a law that would protect people who smash out a car window to save animals trapped inside a hot car. three sem assembly members sat inside a car to show their support. it was 90 degrees outside. the temperature inside rose to 108 during 21 minutes in the car. supporters say the proposed law would allow good samaritans to smash out a car 2 save a pet without worrying about being sued. there are some restrictions. >> this is not a license for you to break windows. this is an opportunity for you to use your sound judgment at the point where you feel it's necessary for you to break that window and then you have to stay and wait until law enforcement arrives and to be able to explain the situation. >> now, several states, including florida and tennessee, they already have similar laws. many young people are now looking for a summer job with the school year coming to an end and employment experts say this may be the best sumner years for teenagers to entered the job market. many adults who were in entry- level jobs in retail or restaurant jobs have moved up leaving jobs open for teens. one employment expert has advice for young people hoping to stand out in a sea of applicants. >> if you want to go work for a coffee shop in the summer, if you go to the employer and say you will work their social media for them because you are an expert in that in a lot of ways, you are much more hireable and likely to get the job. >> another way for teens to stand out is to go old school when applying for a job. he says face to face contact with a potential employer so much better than sending an e- mailed resume. today on "the 9" we will talk about getting that first job and keeping it. meanwhile, 7:42. stripping san francisco's mayor of some responsibilities. in 20 minutes the powers he would lose under a newly introduced ballot member. i remember that improving. we had a stalled vehicle inside the tunnel. that's gone. and traffic is now looking more normal. it's moving along. it's still a delay of 20 minutes. also looking at a commute here on 880 northbound. we are beginning to see slow traffic of course as you drive through. let's check out the peninsula now. it's been kind of a quiet but slow commute on 280 coming from daly city up to the alameda interchange and 101. a little bit of slow traffic as well. as we go over to the eastbound we have the traditional slow traffic on 580 coming out of san leandro into oakland. 7:49. let's go to safety improvements. they will reshape masonic avenue. the work comes four years after the project was approved. there were more than 100 crashes on that stretch of road between 2009 and 2014, including two deadly accidents. time is 7:56. kindergarten kids in palo alto, they are soon going to have a longer day in class. last night the school board voted 4-1 they are changing kindergarten schedules to all day beginning this fall. they have had half the class stay for longer hours two days a week. >> full-day kinder garden to learn more, but their attention span improves. some teachers are happy with the way things are and see no need to change it. >> a lot of controversy over this. some students and parents in north carolina don't like a proposed new dress code. it's in new hanover county, and they want to ban skinny jeans and other types of pants. they say they have to wear a shirt to cover their bottom completely. it comes, they say, to some overweight girls being bullied for never done. advance to the stanley cup finals. and we have been on this huge fire since it broke out at a strip mall early this morning in santa clara. all the damage that has been done and how it's impacting that area. good morning. we are looking at a commute that's improving finally at the bay bridge. now that they have the obstruction out of the way. you will see slow traffic on some of the other bridge approaches that is not getting better. there is a lot of grey over the bay, as we like to say, and it's keeping temperatures cool. there are signs of a warm-up as we head to the weekend. the fact that firefighters found fire in the attic upon arrival, it was a tough challenge for them. >> an early morning five alarm strip mall fire gutted several businesses in santa clara. the new development in the firefight that happened a little while ago. this is ktvu "mornings on 2". >> good morning. thank you for joining us. it's wednesday. it's may 25th. i am dave clark. >> i am gasia mikaelian. and we will go straight to breaking news. top story we have been covering all morning long. investigators are looking for the cause of this huge early morning fire at a santa clara strip mall. it started just after 3:00 this morning. it quickly went to five alarms. fast moving flames caused major damage to a number of buildings, and at this point crews are still putting out hot spots. >> this all happened on el camino real not far from lawrence expressway. ktvu's janine de la vega, you have been out there all morning long. you are here now. what's the latest? you have some other things to show us as well. >> reporter: yes, dave. we just got word that about 30 minutes ago they were able to finally contain this fire. i want to show you what it looks like right now. you can see they still have water, aerial ladders are putting water on in from three different directions. this is an l-shaped strip mall. smoke is rising from the building, so they want to make sure nothing flares up. it's been sad for the business owners. they watched as the fire has eaten away at their businesses. this is new video. this was around 3 a.m. when the fire first began at the rancho shopping center. now, in this video it looks like the flames were started appearing over a foot spa and spread to an indian restaurant and various other businesses. there is 12 businesses total, and the fire captain told us that it quickly spread to about eight of the businesses, destroying them. firefighters have been attacking the fire with water from those aerial ladders and engines, and it appears they were able to save the remaining four businesses. the biggest challenge is the older construction of the building. at one point there were 60 firefighters out here on scene from santa clara, the county, and sunnyvale. some crews are starting to be released, although el camino is blocked off in both directions between lawrence and pomeroy because hoses, fire hoses are running across the street and there is still emergency vehicles there in the street. so no word on the cause yet, but fire crews are still going to be out here for quite some time. they are going to be doing some mop-up and i saw the fire marshal out here. he says they are going to start their investigation. earlier they had drones up in the air, and that's also going to help with their investigation. but expect el camino to be closed for a couple of hours. there is still a lot of activity here. again avoid the area. we know it's affecting businesses who aren't even a part of this fire. ones that are across the street because people can't get to them. employees can't get to them because the street is blocked off. >> all right. janine de la vega. thank you for the update. we will talk to you later. want to show it to you on the maps if we can. el camino real is a very busy street. i don't have to tell you that. but the lawrence expressway is open. it's a little slow. i am not sure if that has anything to do with the fire. it's always slow this time of the morning. this area here on el camino real, janine mentioned it's not going to be open for a while because there are fire hoses strewn across el camino real. consider this area between flora vista and pomeroy are off limits. there is a big traffic jam in the area as well. now that i have the maps here let's move them up to another part of the east bay. southbound 880 still slow traffic coming down through hayward. it's improved a little bit heading south. we also have slow traffic in this area. dumbarton and san mateo bridges moderately heavy traffic. live pictures now. i can show you the bay bridge. we had an earlier stalled vehicle inside the tunnel. it wasn't there too long and traffic is improving a little bit. and if there. breezy windy. drizzle. below average temps. 70. back to gasia and dave now. santa rosa police say a 15- year-old boy wound inside an officer-involved shooting monday night wanted to die. police responded to a 911 call about a man with a gun near coffee park. when officers arrived they say the teen pointed a weapon at them. police then fired several shots and hit the teen in the foot. as it turns out, the gun was a fake. >> nobody wakes up wanting to go out and shoot somebody. we get into this profession to help the public, you know, and provide a service. really to give back to our community. when something like this happens, it can be very traumatic for the officers and the dispatchers who are involved in this. >> police now say they believe the teen called police himself and may have wanted to be shot. the teenager is now undergoing a psychiatric evaluation. 8:07. happening today san francisco's public defenders office will hold a meeting about the police use of force. several experts will address the crowd. the meeting follows last week's fatal police shooting in the bayview district. a police sergeant fired a shot into a stolen car killing the woman behind the wheel. that shooting marked the end of greg suhr's career as police chief in san francisco. it also renewed a debate about police use of force and the possible use of tasers in san francisco. well, san francisco supervisor david campos introduced a november ballot measure that would drastically reduce the powers of the mayor. "the chronicle" reports that would create a new office this would handle citizen complaints and other duties handled right now by the mayor's office. campos says this new office called the office of public advocate auto would create greater accountability in city government. the critics dismiss the plan as an effort by campos to create a job for himself at city hall. time is now 8:08. we can start talking about hockey now. i am sure the shark tank is going to be rocking tonight. the sharks are now one win away from reaching the stanley cup finals. one. >> just one. and this is the closest dazzles. a large protest in albuquerque, new mexico last night turned violent outside a donald trump rally in albuquerque. some protesters broke through a police barricade. they broke a glass door to the convention center. police say after the rally some in the crowd were throwing rocks and bottles at the police. many of the protesters held signs and banners attacking donald trump for his views on immigration. meantime, police in southern california say they are going to be quick to arrest any violent protesters today at a donald trump rally in anaheim. now, they say they want to prevent a repeat of this kind of violence at trump's last southern california rally. it was in costa mesa last month. in that case protesters damaged several costa mesa police cars. 17 people were arrest. a police spokesman says they will be prepared to take swift action against anyone who breaks the law. there are also reports this morning that house speaker paul ryan is ready to announce he is endorsing donald trump. ryan and trump met two weeks ago in washington, d.c. after ryan said he was not ready to support trump as the republican party presidential nominee. after that meeting the two issued a joint statement calling on republicans to unite. still not clear when ryan's reported endorsement may happen, although he does have a briefing today on the house gop agenda. again that's later today. new this morning a state department audit has faulted hillary clinton and previous secretaries of state for poorly managing e-mail and other computer information. this review was prompted by questions over clinton's use of a private server to conduct official business during her time at secretary of state. it says they are slow to recognize cybersecurity risks associated with electronic data communications. hillary clinton will attend a fundraiser in atherton today and a rally in san jose tomorrow. bernie sanders wrapped up a series of rallies last night in southern california. spoke to an enthusiastic crowd of supporters yesterday afternoon. he delivered speeches in riverside and san bernardino. we might start hearing and seeing sanders ads. his campaign has oakland. very nice of them. they watch us. i mentioned something about ashby avenue and they sent us this picture. lane closures on both directions at ashby avenue. this was an earlier dump truck crash. for some reason they didn't put two and two together. the crash is gone, but the debris still remains and the traffic is going to be slow because they are cleaning that up. again that crash is clear, but they are trying to clean this up. that's why, if we go to the east shore picture, i can put it up here. you can see the traffic on eastshore freeway is okay. but if you are driving out to ashby avenue, it is going to be a little bit slow trying to use that ramp. you see down there at the bottom moving from left to right on your screen there? that is going to be slow as you drive towards what we just showed you on the computer heading over there. it's going to be slow for a little while. let's go to the bay bridge toll plaza. the traffic is still slow there. backed up to the maze. 25-minute delay or so. we are also looking at the east bay commute. i want to show you traffic is still slow on 880 south. dumbarton and san mateo bridge are beginning to ease up a little bit to a very normal looking peninsula. normal means a little slow traffic here and there on the way into the valley. 8:34. back to the desk. once again the chp is investigating a freeway shooting that happened last night on interstate 80 in hercules, and one person was wounded. ktvu's alex savidge is out there now to tell us what drivers are saying about this. >> reporter: good morning to you. many drivers, as you could imagine, are on edge, worried they could be caught in the line of fire here despite the fact that the chp believes these ongoing shootings are not random acts of violence. now, let me show you the scene where this latest shooting happened. it was just beyond us there in the lanes on interstate 80. you can see this morning this investigation has wrapped up. all the lanes of traffic are back open for this morning's commute. let me show you the investigation here. it happened about 9:20 last night, this latest shooting. it was west of the highway 4 connectner hercules. several windows were shattered. the chp says one person was shot in the leg. we don't have an update on their condition this morning. the chp believes the shootner this case got away in a black chevy el camino there have been 20 shootings over the past few months along interstate 10 and highway 4. most of them appear to be connected to an ongoing few between gangs. drivers are concerned about how routine these attacks have become. >> is this indicative of the times that we are living in basically? i am sure the police are doing the best they can to try to stop these things. but it's going beyond them. >> reporter: now, earlier this month a woman was shot and killed as she drove along highway 4 in pittsburg. she was the latest person to be killed since late last year in this ongoing series of shootings along east bay freeways. they have been a few people arrested in connection with some of the cases. but authorities say that making arrests has been quite difficult, challenging to get witnesses to come forward. challenging to get the victims in many cases to cooperate with investigators. obviously, if you know anything about the shooting that took place here in hercules last night along interstate 880 or if you have any information on any of these shootings, put in a call right way to the chp. >> thank you. we will talk to you later. the woman and child killed in a crash on train tracks in san leandro have been identified. relatives say the driver of the suv hit by the amtrak train was 30-year-old vanessa henriquez and her three-year-old daughter sadie. police say the suv was trapped on the tracks by heavy traffic at 1:30 yesterday afternoon when the crossing guard arms came down and they couldn't move. the toyota rav 4 was pushed down the tracks about a quarter mile. relatives say henriquez was devoted to her family. >> she was a very loving mother. very responsible always with her children. >> she loved just to be with her family. >> at this point pg&e is looking into reports that traffic was heavy in the area because of work crews. police plan to re-create the accident scene to see if the safety guards were working properly. anyone who has surveillance video of the accident, please call them. the santa clara d.a. will not charge two palo alto police officers in the deadly shooting last christmas of a mentally ill man. those officers shot and killed 31-year-old william wrath outside of a residential treatment center in palo alto. the officers responded after wrath called 911. he falsely claimed that man was threatening other patients at the treatment center. the d.a. says the police officers were threatened by wrath who came at them with a knife. now, the d.a. also released this. dashcam video of the incident taken from different angles. one angle clearly shows wrath charging at one of the officers. what comes next is very graphic. it's very disturbing. so we're not showing it. we are stopping this video just before the police officers fired the fatal shots. there are conflicting reports about the cause the egyptair crash. almost a week after that plane carrying 66 people crashed into the mediterranean sea, the reason for the crash has not yet been determined. yesterday an expert in egypt said evidence on the human remains recovered so far indicates an explosion on the plane. the head of egypt's forensic investigation says the assessment was mere speculation and it's too early to draw con solutions. the plane's black boxes have not been found. happening today a homeland security committee will hold a hearing on legislation to deal with the long airport security checkpoints. now, waits of up to three hours have been reported at airports around the country. those lines may get even longer during the summer travel season. by next month the tsa says it will have up-to-the-minute wait times at the nation's biggest airports. this won't actually speed up the lines, but it may help you or other passengers plan better. the tsa is also testing an automated bin-moving system. it should move your belongings through the checkpoints a little bit faster. in belgium a police chief was knocked out. we are about to show you the scene now. we will first warn what you see may be disturbing. here is what happened. the chief was using pepper spray to disperse a group of demonstrators when someone hits him in the head with a rock. the police chief falls unconscious to the ground. you saw the attack right there. a couple of protesters as well came to his aid before he was taken away to be treated. no word yet on the protester who attacked him. the national weather service trying to confirm reports that 26 tornados touched down yesterday in five states in the central u.s. in dodge city, kansas two people were critically hurt. the storm damaged homes, knocked down power lines, toppled trees from michigan to texas. hundreds of lightning strikes hit the city of frisco, texas and sparked several house fires. >> i heard just an extremely loud explosion. sounded like a power transformer exploding. my smoke detectors all went off.. >> the national storm prediction center warns even more storms are on the way for states in the great plains. badly burned tort wis a new lease -- tortoise with a new lease on life. look at pictures of the tortoise named fredi. she nearly died in a brushfire in brazil last year. her shell destroyed leaving her body exposed to infection. an animal rescue group used a 3d printer to create a new shell out of four interlocking piece, even painted suspicious. a gardner found the man's body floating face down. a popular area for picnics on the eastern edge of golden gate park near the end of haight street. that small manmade lake was drained while authorities searched for evidence. >> it was surprising a body, you know, find it. very creepy. it's very scary. >>. >> the victim was assaulted by three men. the three suspects accused of killing keith green of millbrae are suspected to stay in jail until they appear in court next weeks. tiffany li, her boyfriend kaveh bayat and olivier adella are accused of killing keith green. he was last seen alive at the millbrae pancake house where he met li on april 29th to talk about custody of their daughters. his body was found 12 days later off highway 101 in sonoma county. none of the suspects entered a plea. they are all being held without bail. san francisco's board of supervisors voted to make changes in the controversy sanctuary city policy. the policy of not sharing the immigration status of inmates with federal immigration officials made national news last year when kate steinle was shot and killed near pier 14 in san francisco. the man charged with killing her is from mexico and he is in this country illegally. last night the supervisors approved changes that clarify when local law enforcement can notify immigration officials that an undocumented inmate will be released from custody. the new guidelines say that can happen if a suspect is charged with a violent crime or has been convicted of a recent serious felony. >> you come in with a serious or violent felony and you have priors, then you could be subject to notification to i.c.e. >> the sheriff wanted more discretion to notify immigration officials when a suspect was being released. mayor ed lee still has to sign the ordinance before it becomes law. even if the ordinance had been in effect last year, it would not have applied to the suspect in the killing of kate steinle because his previous felony convictions were not considered serious. time is 8:47 kindergartens are going to have a longer day. the school board voted 4-1 to change kindergarten schedules to all day start this fall. the district has been experimenting with that longer format. they have had half the class stay for extended hours two days a week. >> full-day kindergarten not only you learn more, but their attention span improves. they are able to solve problems with other kids to interact better. have better social skills. >> some teachers and some parents who don't like this plan, they signed a petition. they worry about that long day and say they are happy with the way things are now and see no need to change it. time is 8:48. let's get you over to sal. make sure everything is going well in our commute. sal. >> yeah, dave, we still have a lot of slow traffic out there. i want to show you the bay bridge because there is still plenty of waiting to do as you come into san francisco. there are no major problems getting onto the bridge. you will see the traffic is going to be still busy, although not as busy as it was. if you are driving on 880 northbound slow out of san leandro. this has become kind of a normal commute up to downtown oakland. and 880 southbound is improving a little bit. it's slowing through fremont. 101 in san jose is slow. it slows out of san jose solid up to just past 237. we have had a couple of issues here. you can see all that slow traffic. i would not recommend northbound 101 coming through. use another way to get up to sunnyvale mountain view. lots of low clouds still in place. we will get some clearing north to south. low clouds maybe even out to the sacramento valley. so that's a pretty strong surge there. so it's going to be on the cool side today. not very many breaks. a lot of drizzle. 8 a.m. observation out of the oakland airport says drizzle. plenty of low clouds. we will get some clearing, but it's a slow process. doug ahrens, a friend of the show, has a good sense of humor. today he is serious. only the summit of mount diablo can be seen from brentwood. that's rare to get the fog that far that thick this time of the morning. partly sunny. maybe some mostly cloudies. there is usually a sun hole or break over at&t park. upper 50s to near 60. a westerly breeze blowing 20 miles per hour. the low which has given us a series of lows, we had one on the weekend. another one earlier this week. now this one. that is giving us low clouds and pushing towards southern california. brentwood 62. there is a lot of 50s around here. most have been stuck all morning long at about these temps even down to morgan hill and san martin, boulder creek, scots valley, 58 san jose state, saratoga's in there. 39 up in truckee. 55 ukiah and also monterey to only 59 down in santa barbara. lake county, mendocino county was big. today it likes you are too far to the to -- too far to the south. southern california, they will be dealing with it as that low tracks out of the area. high pressure will build in. not much change today. we will see warmer weather. i am not going bonkers on that. i think 80s through the interior and inland areas. 60s near the coast heading into the weekend. there is a lot of fog here. low clouds, sunny to breezy, drizzle gives way to showers to the south developing later. 60s to 70s. temperatures held in check by that low cloud deck. i mean, pretty cool for this time of year for those well away from the coast. if you are by the coast, you might be used to it. still on the cool side here even for downtown san jose. only 68 and 50s, 60s on the coast, in the city, upper 60s for low 70s on the peninsula. fog again tomorrow. i think we will get drizzle. looks warmer, daeche. but not crazy as we go into the weekend. >> thank there in florence, italy. a giant 70-foot long sinkhole opened this morning. swallowed up those cars on the river bank. the pavement collapsed under those cars. a broken underground water pipe is blamed. two nearby apartment buildings were evacuated. no injuries reported as yet. a law that would protect people who smash a car window to save animals inside a hot war. three state assembly members sat inside a sweltering car showing their support for this right to rescue bill. it was 90 degrees outside. inside that car it was 108. during their 21-minute experiment supporters say the law would allow good samaritans to smash a car window to save a pet without worrying about being sued. however, there are some restrictions. >> this is not a license for you to break windows. this is an opportunity for you to use your sound judgment at the point where you feel it's necessary for you to break that window and then you have to stay and wait until law enforcement arrives and to be able to explain the situation. >> so there are restrictions. several states including florida and tennessee, they already have similar laws. california scientists studying the lake tahoe area say they found another sign of the warming climate. research shows a growing number of trees in the sierra, they are naturally shifting to higher elevations searching for cooler temperatures. the trees are taking root farther up a mountain with trees moving an average of almost 500 feet higher over the past 80 years. now, last year was the hottest year on earth since modern records started being kept back in 1880. as the snowpack melts in the sierra, the bears are coming out for spring and they are really becoming a problem for homeowners around lake tahoe. in one south lake tahoe neighborhood bear sightings are happening almost every day. they aren't just wandering down the streets. they are going through garages and garbage and cars and even into houses. a family of bears ransacked this house until el dorado county sheriff's deputies came to scare them off. >> mom was wanting to leave. the little baby cubs can be a little more disturb ones they have found their honey pot. they don't want to put it down. >> come on, buddy. you got to get out of there. >> okay. deputies say after years of drought bear run-ins are happening more and more. the sheriff's office gets up to five calls
