story, what are we learning at this hour? >> alex, we're learning more right now about the man who was at the center of this entire situation. the fbi dallas field office revealing his identity, malik faisal akram, 44 years old, a british citizen, the fbi saying they're not aware at this point of anyone else who was involved with the situation. the joint terrorism task force is continuing to follow up according to the fbi on all possible leads. that's what we know about the person at the center of this. president biden weighing in today and here is where it gets confusing, alex. think about how meticulous and careful the fbi has been with every single detail of what has unfolded and where they stand with the investigation, not wanting to jeopardize anything. president biden just moments ago describing what he said was what he believes are some of the facts at this point that akram had landed potentially from britain, not clear when in the united states, had acquired a weapon somewhere along the way on the streets in the words of the president. he said he stayed at a homeless shelter and got that weapon from someone at the shelter or in the community, somewhere nearby and then committed this act yesterday. all of that sequencing still leaves a lot of information that needs to still be filled in. the president saying he's not aware of any bombs or explosives on-site. again, that is something that fbi did not want to delve into yesterday for fears of jeopardizing the investigation. there was a loud bang according to all the folks here, somewhere in the 9:00 hour, so loud, it reverberated for blocks. then we know the fbi acknowledges they had to breach the synagogue to get inside to rescue the rabbi and three other hostages inside. jake sullivan, the national security adviser to president biden, said it's too early to draw any conclusions and here's what he said. >> it's too soon to tell at this point what full parameters of this act of terrorism, this act of anti-semitism were. we have the department of homeland security, the fbi, and law enforcement and intelligence agencies working intensively to get a full picture of what this person's motives were and whether or not there are any further connections. >> reporter: alex, senior law enforcement officials tell nbc news that the primary demand here, really the only demand with the fbi described as a singular demand, 2000 free aafia siddiqui, a pakistani woman, who was convicted in 2010 of trying to murder u.s. security personnel. that was his demand. the adl, anti-defamation league which tracks accidents of anti-semitism said after that conviction decried israel, not the united states, for her outcome. then it really begs the question, was a synagogue over my shoulder here a random choice, a random location for what transpired 24 hours ago, or is it because of anti-semitism, was there hate driving any of this? that's going to be part of this lengthy sflooun very lengthy, no doubt to answer those questions. sam brock, thank you so much. josh letterman in wilmington for us, josh as sam was noting there, the president moments ago, he had a lot to say, why don't you get to the highlight points there. >> yeah. you know it's always difficult or risky for presidents to weigh in this early in an investigation when we don't know all the details, motives and circumstances, but president biden making a decision to call this an act of terror and saying he has placed a phone call or tried to reach out to the rabbi involved in this situation and will also be working with the attorney general merrick garland to see what federal government can do to try to prevent these types of accidents in the past. take a listen to the way the president described what he's learned about these incidents. >> i wanted to make sure we got the word out to the synagogues and places of worship we're not going to tolerate this, we have this capacity to deal with assault on the anti-semitism that has grown up from someone on the street buying something from someone on the street except there's so many guns sold of late it's ridiculous. because of the failure for us to focus as hard as we should on gun purchases and ghost guns and the range of things i'm trying to do. >> the latest incident at the end of the first year of president biden including the inability to get gun control measures or policing reform through as well as the build back better agenda and voting rights bills stalled as president biden starts his second year in office. the president expected to hold a rare news conference on wednesday where he will describe his takeaways and what he can accomplish. this is the first time president biden will be holding a solo news conference in the united states since last march. >> okay. josh you will be in attendance there and reporting for us, thank you so much. joining me is maryland senator ben cardin a democratic member of the finance and foreign relations committee and share of the small business and entrepreneurship committee. good friend to us. always glad to welcome you here, senator. first of all, sir your reaction to the texas synagogue hostage situation and the information about the 44-year-old british man who was killed? >> well, alex, first it's good to be with you. a tragic event. we are pleased that the hostages were released, but this is an indication that we have a lot of work understood our communities. we've seen in the united states and around the world a rise of anti-semitism, a rise of hate and violence. we don't know the specifics behind the motivation of this particular episode, but we do know that we see more and more violent activities in our community-related to the rise of hate and anti-semitism. i was glad to see the president speak to this, and i think all of our leaders need to speak out and do everything we can to make it clear we won't tolerate that type of vulnerability in our community. >> i think that fbi investigation will be critically important to helping along those lines, sir. let's move to the president's nearing one year in office now, with the new poll which finds that 58% of americans feel the president is not focusing enough on the economy. you've got 65% feeling that he's not focusing enough on inflation. in that same poll, 39% of americans say president biden and democrats are focusing on issues they don't care about. while 28% say they're focusing on issues they care a little about. does the party need to shift priorities in 2022? >> well, alex, first of all a lot got done under the biden first year in office, passed the american rescue plan that contained help for covid-19 to help our state and local governments, to help end the poverty for so many american families dealing with the affordability of so many areas. now we have the infrastructure bill that passed and the moneys are just being released. in my state of maryland we released the money for bridge replacement. there's a lot of good things to talk about. we are hung up on the build back better agenda. i hope we can get that done in the next couple weeks because i think that's important because, again, it deals with the affordability of american families to afford child care and housing. the voting rights is mandatory. we have to be on that. that is protecting our democracy. we may not win this week, but we're going to continue to fight and do everything we can to protect voting rights. but we also have to attend to the changing dynamics within our economy. the supply chain issues are very, very challenging for all of us. we go to stores and don't see products on the shelves. we know they're having trouble with workforce. that needs to be dealt with for our country. i think president biden has done a lot during his first year, but we certainly have a lot of challenges heading into a second year. >> senator, specific to build back better, it seems to me like there is a continuous messaging problem. one would think -- i would say every lawmaker i've spoken on this broadcast about bbb, the things in this bill would benefit all americans, not just democrats. it would not exclude republicans. i'm sure every single one of your constituent in the state of maryland could benefit from this. how is that not getting out? because people don't seem to know what's in this bill that's good for them. >> alex, you raise a very valid point. what's in the build back better agenda, affordable child care, that's american families have challenges in having safe child care for -- so people can be in the workforce. dealing with affordable housing. a shortage of affordable nougs america affecting all of our families. to try to deal with the workforce issues. that's not a democratic issue or a republican issue. these are american really bread and butter issues we have to deal with. i would agree with you, we really need to have a better way of communicating these priorities with the american people. >> okay. well, you can take that to the senate and have a chat with them about how we're going to do that. meanwhile -- and the white house as well. let's turn to voting rights legislation because i'm curious the mood in the senate. what's happening behind the scenes ahead of these bills being taken up next week? is there a full-court press to try to convince your democratic colleagues to support changing senate rules and if so, is that moving the nooelds needle at all? >> there is a full-court press. we are working as you speak, meetings taking place. i've been in touch with my colleagues over this weekend, and i have been in contact with the two senators who have gotten the most attention. so yes, there's a lot of work still being done. it's clear to me that we have a real uphill battle in getting the votes we need to modify ways we take up legislation for the senate. that needs to be done and needs to be done to restore the senate to how it used to operate in debating and taking up amendments and voting on issues. we're not doing that today. so we have reached out to our colleagues to say, look, let's use this as an opportunity not only to pass the voting rights, which is absolutely essential for our democracy, but to restore the senate's procedures so that we can have more bipartisan work in the united states senate to advance legislation. i think we could have a win/win situation. >> i would love to know as the president was speaking with the senate democratic caucus on thursday, what was it like being in that room? talk about the president's message and how you and all of your colleagues received it? >> what was the tenor of snigs. >> -- things? the president was very serious about what is at stake. we're talking about preserving our democracy. voting is a bedrock principle of any democratic state and that's being challenged today. so i think he sort of underscored for all of us how serious this issue is and how committed he is to stay with this issue until he can get it done. he gave a lot of personal examples of his activities within the united states senate when he was a senator. he understands the senate, understand the concerns, but we have to get this done. our democracy depends upon it. our leadership globally depends upon it. i thought he really talked about the seriousness of the circumstances. he was realistic to understand where we are, and made it clear that we cannot give up. >> what happens, again i called myself a negative nelly, i'm not trying to be that, but let's agree realistically voting right, if the legislation does not get passed through the senate what do you think the senate's next best approach should be? >> alex, understand we're going to fight until -- and continue to try to get it done. as i said there's discussions taking place over this weekend and we'll continue to have those discussions. we are going to have votes on the floor of the senate next week. leader schumer has made that clear. if we're not able to advance the legislation -- and we hope we can -- it doesn't mean we're going to give up on it. we're going to continue to talk to our colleagues and find way goat this legislation through the senate. we also recognize that the administration, the executive branch, can do certain things, the courts we hope will help us. we hope we can have a way that we can advance voter protection, but make no mistake about it, it's absolutely critical for the united states senate and the congress to enact voting rights protection legislation to provide a floor as to what is acceptable for voting in america. we make sure everybody can register, vote, and their votes will be certified appropriately. it's critical we pass that legislation. >> last question, senator. what do you want to hear from the president on wednesday? >> yeah. more of that. we've seen it all. alex, we've been tracking the storm since thursday. it started in the northern plains and moved through the central plains and southern plains and into the southeast and now maze taking its way towards the northeast. this has been a long event and we're still going to be talking about it for next 24 hours. this is what storm looks like right now. we are looking at heavy rain in some spots and thunderstorms and looking at heavy snow in some spots and freezing. where you see the blue is where the heavy snow is falling in the darker blues an pinks and purples is the ice and orange and yellow the heavy rain and lightning strikes on the tail end down in parts of florida. that is improving. i will show you that. as we go through our timeline we will see that low make a journey to the north and east and deepen tonight into tomorrow morning. we're going to have a wind event overnight in parts of new york and new england. but first we're going to see that icing continue in the drns carolinas and then see that low deepen overnight. then it will be out of here by tuesday morning, but still we have a while to go before we see some improvement. this is what it looks like in terms of our winter alerts. 82 million people impacted from new england to the gulf coast of the united states. so where you see the pink is your winter storm warning, the purple is your ice storm warning and where we're seeing some power outageses and winds with that. once you get the ice on the roadways and tree, we're going to see the trees coming down. that could happen in the northeast with gusty winds overnight. this is what it looks like in terms of the ice. this is a bull's eye of where we think we will see the most eyes form. union to greenwood, chesterfield, in the carolinas. but there's parts of the northeast that could see icing as well. this is the forecast in terms of the ice. you see it even into the northeast parts of pennsylvania and new york into new england. we could see some icing. it's that blue really where we're going to see the thickest ice. snowfall, we're looking anywhere 9 to 10 to a foot of snow. the highest amounts are expected to continue in the highest elevations of the appalachians. even in parts of western pennsylvania, western new york and new england, we are seeing some pretty heavy snowfall as well. now we still do have that tornado risk. 7 million at risk. but we are looking at that squall line moving offshore. we're starting to see improvement there. alex? with 30 grams of protein. sore throat pain? ♪honey lemon♪ try vicks vapocool drops in honey lemon chill for fast acting sore throat relief ♪ahhh!♪ wooo! vaporize sore throat pain with ♪ ♪ ♪ ♪ with a bit more thought we can all do our part to keep plastic out of the ocean. a very somber and sad goodbye to 17 victims of an apartment building fire here in new york city. it was the deadliest bronx fire in 32 years. new york city's mayor joined state officials at a communal memorial service at a mosque this morning. most of the victims have root in the west african country of gambia and from the names you can tell that one family lost five members and another family lost four and ten of the victims were under 21 years old. joining me now, congressman ritchie torres from new york. so heartbreaking, thank you so much for joining me. probably hard for you today. you were there at that memorial so talk about what that was like and what these families of the victims are going through. >> the depths of the anguish is hard to overstate. i went to the mosque to share my condolences and i was surrounded by the caskets, there was a father who lost his whole family, his wife, his twoons and daughter. there was a mother who lost her 2-year-old toddler. there were children who lost their parents. you know, the two most important things to most of us in life are our homes and families and the experience of losing both in the span of a single tragedy is traumatic and terrifying to an extent that few people could imagine. even though the fire is a tragedy, let's be clear, it was not an accident. it was a consequence of a cruel and callous society where poor people are left to live in conditions that put them at far greater risk of a fire, of losing everything including their own lives from a fire. >> yeah. i want to get to some of the details. things i know you're focusing on now, but quickly there has been an amazing outpouring of donations from new yorkers and from neighbors. how would you gauge the way they are being taken care of, the survivors of this fire, at this point? >> we're making every effort. those who have been displaced for the long run are going to be guaranteed housing elsewhere with a section e voucher. families who have the ability to return to their homes at twin parks northwest but refuse to do so because of trauma and we will allow those families to receive permanent housing. the outpouring of generosity from every corner of the city and country, has been overwhelming and we would encourage people to go to the mayor's fund nyc.gov/bronx fire relief fund, bronx.org bronx community foundation, funds are desperately needed to support these victims and their families. >> you talk about the consequences of things that led to the fire and not being specifically just an accident. when we look at how this fire started it was the use of space heaters and the doors to the apartment that was originally set on fire because of a space heater. they did not shut automatically. that's what led all the smoke and flames to spread. talk about what needs to and can be changed? >> well, the two immediate causes of the fire were the malfunctioning space heater and the absence of self-closing doors. we need tone sure there are safety standards for the manufacturing of the safety heaters and one of those should be a requirement space heaters shut off automatically because if a space heater had should off automatically the fire would have been prevented. the space heater was left running for days. second, there should be a requirement that every federally funded development since as twin parks northwest has properly functioning self-closing doors. if the door closed automatically, containment of the smoke would have -- the spread of the smoke would have been contained and the -- since the door was left wide open and the building had no fire escape the smoke spread so rapidly throughout the building victims were found on every floor. all died from severe smoke inhalation from cardiac and respiratory arrest. why we're using space heaters in the first place and the reality is these tenants were freezing in their apartments. the lack of heat and hot water, the inadequacy, causes tenants to use space heaters out of desperation for decent and dignified housing. that's the issue we have to address. >> there are some activists saying these survivors are caught between a rock and hard place going forward. take a listen to what they're saying. >> why must they be told either go to a homeless shelter, stay by a family friend, or return back to this building which as far as i'm concerned is not safe? we have tenants here today who will tell you this building has no heat, so what do you expect them to do? get another space heater, right? and then where are we going to be? we were here in 2017. laws were passed, nothing has changed. >> to her point, and echoing the sentiments you've made, when you think about the history of how people, particularly those in poor and predominantly black inner city communities, end up in bad housing, will passing another space heater law make a difference? there's got to be so much more that needs to be done? >> look, it comes down to investment. the devastating fire at twin parks has to be seen in the context of historical disinvestment from communities of color, the south bronx, affordable housing. if you allow affordable housing to be plagued by decades of disinvestment, residents will be put at risk. if you're living in a luxury building in manhattan you can take for granted fire safety, but if you're living in affordable housing complex in the bronx there's no guarantee your building has sprinkler systems, self-closing doors, there's no guarantee that your building has what experts would consider 21st century standards of fire safety. that's part of the reason we have to pass something like the build back better act because it would make once in a generation investments in affordable housing and we know from the tragedy at twin parks northwest that housing maintenance is a matter of public safety, it's a matter of life and death. >> congressman torres, a very sad conversation, but a needed one. thank you for joining me today. and now everyone, to courage in the face of danger it all played out before new year's as the devastating wildlife near denver became the worst in colorado state history and a first look at newly released body cam video from first responders. emily reports on the heroism to save lives. >> reporter: for last month's historic fire consumed neighbors in colorado every second mattered. >> head east. get out of the store now. >> reporter: this newly released body camera video revealing how quickly the officers jumped into action. >> evacuate now. >> reporter: within minutes rushing the terrified shoppers out of a costco surrounded by smoke. >> evacuate now. >> reporter: directing them away from danger. >> east, go. >> reporter: offering help amidst the chaos and confusion. >> you don't have a car? >> reporter: well, you know, like so much these days, alex, it's complicated. this supermarket in sunnyvale in silicon valley where we reported from the early days of the pandemic nearly two days ago, is pretty well stocked right now. i did a run through the aisles and very few gaps in the shelves. the produce section is full. that's not the case in many parts of the country. take a look at statistics from the consumer brands association on items out of stock in stores across the country. it's running about twice what it normally does in many cases. it varies from region to region. what's behind it? the obvious early initial answer is the omicron variant, which has caused so many staff shortages, both in warehouses and super markets, and also the bad weather, which you talked about. storms like the ones going on this weekend. but beyond that, there are broader issues like a shortage of truckers, like climate change, and so experts are saying that if you're going to go shopping now, the key here is be prepared. >> number one, have that shopping list. before you go into any store. number two, realize that store brands these days are the same, if not better quality, and they all have a money back guarantee to them. buy it. if you don't like it, bring the unused portion back and you're going to get your money back. number three is, as everybody knows about 40% of all of our food in the u.s. is wasted every year, a lot of that has to do with how much we waste at home. so buy the appropriate quan i.t., cook the appropriate quantity. >> reporter: i asked about how much more of these acute shortages we could expect, he says which could be 12 to 18 months, if you think about the fundamental issues going on like climate change and trucker shortages, that seemed kind of ambitious and he reminded me we have been dealing this for about two years. >> i'm having trouble explaining it to my cat, why my cat doesn't get his favorite cat food. it's been something to try to find it. fancy feast, get on it, folks. thank you for that. meantime president biden set to mark one year in the white house on wednesday, but it comes as the administration faces some challenges with covid cases once again spiking, inflation still on the rise, and two of the president's primary initiatives, build back better, and the voting rights reform, they're certainly stuck in the senate. joining me now to discuss it all, peter baker, chief white house foernts for the "new york times" and political analyst. we have this press conference, this news conference, that president will hold on wednesday. how do you think he's going to frame his first year? there was success in some areas, infrastructure, job creation, covid relief, but a lot has happened since then. what do you think the issues are that he's going to highlight? >> i think that's exactly right. part of the problem for president biden who is facing these low approval ratings he hasn't been a -- done a good job of touting the successes he has had. they did get through the record-setting infrastructure package with a bipartisan vote, they did get through a large covid relief package which offered a lot of stimulus to the economy and helped people. they have a lot of job creation, unemployment at a very low place, the stock market did better in biden's first year than in trump's first year. that's been overshadowed by the problems people are feeling, particularly the last few weeks and months with the arrival of omicron and the continuing inflation which is eating away at a lot of people's take home pay. i think that he's had a hard time getting a handle on those things and i think the legislative failures over the last few weeks have done a lot to sour the mood as well. he's not losing support among republicans who didn't support him to begin with. he's losing support among his own supporters, democrats and independents who normally vote for democrats because they're frustrated and feel like he ought to be getting things through congress and not able to. he has a narrow margin. >> i'm going to back you up on what you said because the polling out today, it's new that shows that most voters feel the president is not focusing enough on the issues that matter to them. that can't be a good sign for democrats, especially as we are approaching the midterms. are people inside the administration concerned about these numbers, peter? can they change the narrative that's been developed? >> they are, of course, concerned about these numbers and they may not say it out loud. that's the thing people in the white house try to avoid admitting, but it's the kind of thing they spend a lot of time looking at. those numbers are important. if you have voters feeling that president is not focusing on what they are concerned about, a disconnect that often translates into bad results at a polling place and we're heading into this crucial midterm election year. people want to see the president focused on inflation and covid. his people will argue he is focused on those things and doing a lot on them but hasn't shown in results and hasn't been able to crack through some of the opposition. obviously the supreme court knocked down his vaccine mandate which would have gone a long way toward, you know, helping on the covid continuing spread of covid. hasn't been able to get luck in terms of the build back better and voting rights act we saw essentially killed with senator sinema's speech. i think they need to find a way to make it look like he's more on top of these things because voters are saying they don't think he is. >> okay. so here's something when you talk about the white house not particularly wanting to acknowledge poll numbers. this is not good. the poll asked those who disapprove of biden whether their. would improve if he were to get inflation down or pass the build back better act and here's what they said. peter, 63% said the opinion would improve if he were to bring inflation down but 24% if he passed build back better. will the white house see this as a wake-up call? >> alex, i really don't know. i think in some ways they were trying to wait for cues to essentially join in on the idea that they were going to overturn the results that day. i'd also just like to remind people that imagine this were during the al qaeda era and we were talking about a group of people who were dressed in body armor charging the capitol with a qrf automatic weapons, night vision goggles, this sort of stuff outside the city. this is ludicrous that we treat it so lightly, really, in our discussions. i find that quite alarming, it is right here at the gate, it is not some far-fetched sort of scheme or plan or something that you read casually about. and this also comes just three to four months after the wolverine militia plot was interrupted to kidnap governor whitmer in michigan. there were other groups doing similar things just a few weeks prior to this. >> when you just said what it would've looked like if they had taken over that day, they might've taken over that day. tell me how that would have played out potentially. how do you envision that playing out potentially? >> what i'm curious about is had they gone in and actually seized the ballots or what if they had taken vice president pence or speaker of the house nancy pelosi? we heard them chanting these things when they were going in. i say that with this group and with others, a mob that was there. and i've also heard many say, oh well, most of the people there were just there because of president trump and the rally. but the problem is a small number of extremists can hijack an event like this. we talked about the proud boys and the oath keepers. both of them were the first to breach into the kul capitol grounds. and this sent off a flood of other people. what if they had called the qrf in? it would've been an absolute catastrophe in our nation's capitol. >> how concerned should law enforcement be that there are others interested in acting on violence that they are capable of having the same kind of weaponry and training potentially?
