economic forecast. let's get to alison kosik. she's monitoring everything today where at one point today, the dow tanked morning 500 points. what's going on? >> that's right. these worries about a recession were ampfullied today. not just in the u.s., but overseas as well. the federal reserve spooked everybody first. this was yesterday. the fed giving a really bleak assessment of the u.s. economy warning of significant downside risks to the economic outlook. translation there that the economy will get significantly weaker. then overnight, we got weak manufacturing reports out of europe, the u.k, even china, which had been an engine of growth out of the great recession. you have to remember, wolf, we're all interconnected. only been one economist to tell us europe is probably in a recession and the u.s. is teetering on the brink of one. wolf? >> so, basically, it doesn't look very promising right now. what are they brace you for tomorrow? >> tomorrow, we're trying to see if we're getting, if volatility may sort of come to a head, calm down a bit. the fact is, the markets had been looking to the fed for some help and the fed came out with this stimulus measure to basically sell short-term bonds and buy up longer term ones to hopefully lower long-term interest rates with the idea that sparking these lower interest rates to get people to refinance their mortgages, get businesses to reinves, invest and grow their businesses and ultimately hire, but many are wondering if this is really going to make any difference at all because the economy is having such a problem growing jobs at this point. one analyst says with the stimulus measure, it can't make the economy worse, but many say they don't think it's going to make the economy any better either. >> amid growing concerns of a potentially double dip recession. thank you. in washington, republicans seem to be sending the federal reserve message blunt message to stay out of it when it comes to turning this crisis around. let's go to joe johns. >> wolf, members of congress have tried to meddle with the fed before, but when you look at the whole picture, what we've been hearing from republicans on the trail is now being echoed on capitol hill. some found it hard to believe with job growth stagnant and fears mounting, about a double dip recession. first, the four top republicans sent a letter to ben bernanke telling him not to do anything to stimulate the economy out of fear it could make things worse and then when the speaker of the house got asked about it, he said the fed ought to leave the fix up to the political system. >> it appears to us that they're taking actions because they don't believe the political system can do what needs to be done. frankly, i think that's enabling the political process rather than forcing the political process to do what it should do. and that's to deal with our deficit and our debt. >> but wasn't it the political system that made such a mess of raising the debt ceiling just last month that the country's credit rating got downgraded? and it's not like both parties decided to send a consensus message. no, this was from four leaders of one party, a former top economist at the fed said he was shocked. >> especially because it's in a partisan way. if this were with the broad support of both parties and the president, that would be one thing, but to have it be only by the leerds of one paerd is worriso worrisome. >> even to some republicans. tony fratto, who worked for the treasury department, tweeted -- a proponent of george w. bush, which makes it more curious that republicans running for president are slamming bernanke for his interventions into the economy. it got almost scary when rick perry weighed in. >> we would treat them pretty ugly down in texas. i mean, printing more money to play politics at this particular time in american history is almosttreacherous. >> newt gingrich said he's send him packing. >> i would fire him tomorrow. >> firing the fed chairman isn't likely, however, the president doesn't have to reappoint him at the end of his term in 2014. >> thank you. let's get to another economic battle playing out on capitol hill in washington. this one again with the potential to trigger a government shutdown only eight days from now. yesterday, we told you about a house bill which failed in part because of a dispute over emergency relief funding. today, we're learning republican leaders will propose cutting more spending to off set the amount of disaster relief money in the measure. let's talk about it with gloria borger. john boehner was pretty frustrated today, but you really can't blame him. >> no, i don't blame him. in this situation, it probably helps to be one of 12 children growing up because he probably learned a lot of patience. on the one hand, i think he was sort of surprised that he lost 48 republicans on what was supposed to be kind of a routine bipartisan measure because they thought this bill was way too expensive. then on the other hand, he lost the democrats who didn't want to pay for disaster relief at all with spending cuts, so i think that you know, this is a speaker who's completely frustrated, wolf, and in the end at the beginning of the day today, he told republicans, look, this could boom rang and we may end up having to cave to the democrats and cost us more money. take a listen. >> they could vote no, but what they're in essence doing is voting to spend more money. because that's exactly what will happen. >> so, the latest option, wolf, may with b to take more money from the department of energy to get more republicans on board, but that would mean he would lose democrats and even if it passed, who knows what would happen in the senate, so it's just more of the same that we've been seeing this entire summer. >> so, i guess the bottom line question is there going to be a government shutdown? >> well, i hope not. i don't think so. house speaker john boehner said today, there's not going to be b a government shutdown. hopefully, this vote if it occurs this evening will help allay some of the problems, but really, this just shows you the difficulties that this speaker has keeping his own troops in line. i mean, these republicans, lots of them, i was told, wiare worrd about being primaried by other conservative republicans in their districts, so they do not want to vote for any new spending, even if it's for disaster relief, without off setting with some spending cuts. very difficult. >> you and i remember that when republicans shut down the government back in 1995, it helped the then president bill clinton the following year get re-elected because the polls showed the american public blamed the republicans for the shutdown. here's the question. are democrats hoping privately for the same thing right now? >> we are gravely concerned about iran's nuclear ambitions and their nuclear program and that's why we've taken such aggressive steps to try to set them back. the most important step we took was a little over a year ago here at the united nations when we got the toughest sanctions regime on iran imposed. we've also paired that with strong domestic legislation and utilized that to its fullest ability. we've got the european union and a number of important trading partners to increase the economic pressure and that is precisely because we're concerned about the program and it has to either be resolved, we hope, through negotiations or if not, through increased pressure. >> but as far as the intelligence is concerned, you think that they are absolutely -- >> you know better than to expect me to comment on intelligence. the united states is gravely concerned about iran's nuclear program and its ambitions to have what we believe is nuclear weapon. >> was there ever serious consideration to not allowing ahminedjad to come this year to the united nations? >> michele bachmann was perhaps not aware that we have a treaty obligation as the whole state, we are obliged when we agreed to take that responsibility in 1945 to allow representatives of all u.n. member states to travel to the united nations. now, in the case of ahminedjad and some other unsavory heads of state who are under sanctions or other violations, they have a very limited ability when they come to the united states, they're not allowed to travel outside of new york city. they can't engage in the normal activities that a head of state in good standing could. we have that ability and we have imposed those limitations on ahminedjad every year, but we would be in violation of international law in our commitments in hosting the united nations if we were to bar him or any other head of state from visiting. before we go to that, we find what ahminedjad does and says when he comes to the united nations absolutely odious, hateful, antisemitic, which is why the united states for three years including today, have led a walkout of his speech. so, there's no indication or no suggestion that by his presence here that there is any acceptance of his policies, his rhetoric or anything else. absolutely the opposite and that's why many of our allies join with us in that walkout. >> certainly was a dramatic moment. once again. the israeli palestinian conflict. palestinians are deeply disappointed by what the president said this week, maybe more what he didn't say, mainly israel must go back to the 67 lines with mute yully agreed land swaps and they're suggesting that from their perspective, the u.s. role in negotiating a u.s.-palestinian agreement is at the end right now. they're looking to france an other countriecountries. you're smiling. first of all, the united states remains centrally involved in this effort because both sides now that only the united states can play the crucial role that needs to be played, but that doesn't mean there isn't a space and need for others to be on board. in fact, ever since the president gave his important speeches in may in which he laid out so-called principles, u.s. vision for peace in which he talked about the need for there to be an agreement based on the 67 lines with mutually agreed swaps, it was because you know, we want very much to see other partners join us and we've been working on that with a quartet, and european contacts with other states in the region. >> it's everybody together. but the u.s. will certainly continue to play a role. but wolf, the palestinian concern about what president obama said yesterday, first of all, the united states has been clear from the outset that the only way to accomplish the goal we all share through a palestinian is through direct negotiations. >> so, when president abbas tomorrow presents a letter to the u.n. security council calling for full membership, what happens? >> a complicated prude url process where he will submit the letter to the secretary general of the united nations. the secretary general will review it and he's obliged to transmit that to the security counsel. i suspect starting early next week, the security counsel will begin private discussions of letter and will be able to gaunlg the degree of readiness and concern or opposition, but the palestinians know that this is going going to result in their becoming full members of the united nations. as we've made very plain, if it were to come to it and if it were necessary, the united states would exercise its veto. >> do you have nine votes aligned up among the 15 in this security counsel that would block any such vote? >> we need to see where each member state comes out in this process. there's lots of discussions, but nobody has final word on that until members sit down and declare their positions, but i can tell you this. there are several states that share our concern that this is a premature action and a counterproductive one. and various states come to that conclusion from different perspectives for different reasons, but the united states will by no means be alone in making the point this is not the way to achieve a palestinian state. much as we want to see one, this will -- we're very concerned only set back process backwards. >> good luck. >> thank you. >> good to see you here in the united nations. >> good to be with you. >> can understand has obtained rare, up close video of israeli defense forces training and supplying settlers with military weapons. the israeli government is concerned that the palestinian quest for statehood could trigger widespread unrest in the territories where these israeli settlements are located. >>. >> a nighttime military activity gets underway in the west bank, but this is not the israeli army. these are local settlers on exercise. the scenario, a palestinian government has come into their settlement and taken over a house. all are volunteers, reservice in the israeli army. teachers, farmers, businessmen and lawyers by day. by night, fast responders prepared to defend their sell lment in the event of an attack until the army arrives. often a flash point of violence, the west bank is a little more tense than unusual these days now that mohamed abbas has gone to the united nations to seek a palestinian state. what might happen on the ground after he leaves new york is at the back of everyone's mind. >> however, we won't let anyone into the town because that's wra we're here for. >> the team coordinates their actions. their equipment is issued by the army. elsewhere in the west bank on a main road used by both israelis and palestinians, people power of a different kind. but these are not palestinians showing support for mohamed abbas at the u.n., but local and international members of committees, first responders to attacks on palestinian villages. >> we just got a call -- settlers have just come into the village and they're attacking people in the village and attacking cars and property. >> the cars are welcome then guided through the village in question to the spot where the israeli army has been keeping settlers and villagers apart. the committee's stated purpose, to document disturbances to pass on to human rights groups and journalists in order to help palestinian villages. their actions aren't coordinate wd the israeli army. >> translator: journalists are not interested in the story here and the coverage of palestinians being attacked by settlers is being neglected. we hope in the future we can help more. >> by the time they arrive at the scene of the trouble, the settlers are nowhere to be seen. the palestinian youth now turn their anger on the army. they're soon dispersed by tear gas from the soldiers. in a diplomatic smoke clears in new york, thousands of miles away, lives on the ground will still be unsettled. >> just a couple of hours ago here in new york, i had the rare opportunity to chat at least a little bit with the iranian president, mahmoud ahminedjad, along with cnn's newest anchor, erin burnett. erin is standing by to join us live in the next hour. wee going to talk about what we heard from the iranian leader and the an answers to my specific questions on what he thinks about president obama cht does he still stand by his earlier comment when they sahe there are no homosexuals in iran? >> well, the story today was about job creation, but a lot of it was about who is standing in the way as the president sees it for creating jobs and this jobs proposal he's put forward that does include $50 billion in surface transportation spending for bridges and roads. he came here, the backdrop, what's behind me. the spence bridge which spans kentucky and ohio. no accident. a bridge that the president traveled over in route to this event. a bridge that gets more than twice the amount of traffic it was supposed to hold when it was built in the '60s and for that, has been labeled functionally obserolete obsolete. but is a replacement something that would replace jobs? the answer is now or certainly not very quickly. speaking to an ohio department of transportation spokesperson, i was told the earliest you would see ground broken would be mid to late 2013, perhaps as late as 2015, saying it isn't the best example of a shovel ready project, but the white house firing back there. jay carney saying that the white house never said that this was a shovel ready project, but more than anything, it's symbolic of the crumbling infrastructure around the country that could be repaired to put construction workers back to work. >> was this war of the political event today or an actual white house jobs creation event? what kind of vibes are you getting out there? >> it certainly feels like a campaign event. you have supporters yelling four more years. the white house is insistent this isn't a white house campaign, but what you can't miss is that all four of these events in the last couple of weeks have in swing states that president obama won in 2008 and is hoping to hold on to and so the battle for the white house well underway and as it is, we're seeing president obama really taking a different tone calling out republicans by name. listen. >> the bridge behind us just happens to connect the state that's home to the speaker of the house -- with the home state of the republican lead eer in the senate. now, that's just a coincidence. purely accidental that that happened. part of the reason i came here is because mr. boehner and mcconnell, those are the two most powerful republicans in government. they can either kill this jobs bill or they can help pass this jobs bill. >> you'll recall during the bruising debt ceiling battle, the president repositioned himself as sort of the grown up in the room, the reasonable one in the aftermath, what did he see? dismal approval ratings. so now, we're seeing a different approach than we saw this summer. >> thank you. nervous investors had a rough day on wall street today amid deep concerns of european debt and there's an ongoing unease about the instability in thworld, something fareed has written about. fareed is joining us now, also of "time" magazine. the markets way down once again today. you've been working on this story for a while. is there any reason americans should be optimistic looki inin forward? we've got some answers. also, the jont chiint chief chairman, accusing the service of playing a key role in the attack of the u.s. embassy in kabul. the congressional battle over green jobs. we're now learning house republicans are targeting a government loan program even tough -- even though one of the sharpest critics himself tried to tap into a similar program. we want to welcome our viewers in the united states and around the world. i'm wolf blitzer. you're in "the situation room." speeches are consistently among the most controversial, most protests at united nations. today's address by the iranian president ahmadinejad was certainly no exception. for 30 minutes he lambasted the united states and its western allies, prompting a mass walkout by many diplomats in the general assembly. what is different this year is ahmadinejad's standing at home in iran, we're taking a closer look. cnn's brian todd working the story for us. what's going on with ahmadinejad inside iran? >> reporter: wolf, analysts say he's had internal struggles with the man who is once his chief backer, supreme leader. ahmadinejad needs to build capital at home and in the broader middle east, and observers say speeches like this help him do that, even if many find them outrageous. it was classic ahmadinejad. less than seven minutes in, iran's president blasted the u.s. and other western powers, though not by name. >> translator: who abducted forcefully tens of millions of people from their homes in africa and other regions of the world during the dark period of slavery. who used the mysterious september 11th incident as a pretext to attack afghanistan and iran. >> reporter: he made this reference -- >> translator: who use atopic bomb against defenseless people. >> reporter: but he never mentioned his own country's controversial nuclear program believed to be developing a bomb. why do you think he didn't mention the nuclear program? >> ooh think ahmadinejad did not mention iran's nuclear program because, for ahmadinejad and politicians in iran, across the political spectrum, they believe iran has a natural right to a nuclear program. >> reporter: ahmadinejad instead went off on supporters of israel, implied that september 11th was a western conspiracy and that bin laden was killed to cover it up. led by the u.s., one western delegation after another walked out of the u.n. general assembly. a spokesman at the u.s. mission there said, ahmadinejad turned to abhorrent anti-semitic slurs and despicable conspiracy theories. britain's prime minister was more succinct. he said this speeches help ahmadinejad build for among iran's neighbors in the middle east. but they help him domestically as well. ahmadinejad's had internal conflicts recently with the man who wields the real power in iran, the supreme leader khamenei. it began when ahmadinejad tried to assert his own power, and fire some of khamenei's allies. since then, the analyst says hom money's trying to eman mass cue late ahmadinejad. >> he's allowed his opponents to ravage him and in a sense it's been useful for khamenei because he likes to wield power without accountabili accountability, he needs accountability without power. >> reporter: ahmadinejad may have only one or two of these speeches left. he's term limited and will leave office in 2013 but analysts say he and iran's other leaders value these speeches at u.n., conspiracy theories and all because they help iran gain credibility in the middle east. expect the next iranian president to do the same but not with the same fervor. >> thanks very much. more on ahmadinejad. bill richardson, former united states ambassador to the united nations, also the former new mexico governor. ambassador, thanks very much for coming in. governor, i don't know what to call you. let's talk about, this spectacle goes on every year. is it a good idea, bad idea, anything can be done with it? you lived with it when you why the ambassador. >> the u.n. general assembly is forum for country likes iran, leaders like ahmadinejad, chavez, even saddam hussein to lambaste the international community, show off, and i think in ahmadinejad's case he's weak at home. so he's trying to get some political support, some domestic support. you know, he released the american hikers. he was one that made the announcement. it's obvious that the supreme leader, khamenei, is giving him a little space, a little good news, but also is manipulating him. but this is what happens at the general assembly. this is the forum for the third world, africa, asia, latin america, all the leaders trot out, denounce the west, the united states, and this is their forum. >> he invited a few reporters over for a little press briefing. he answered questions for more than an hour. i was there. one of the issues that came up was the allegation that iran is building, trying to bill, a nuclear bomb right now. and what if the israelis tried to stop that with military action? let me play the clip of what he said if that were to happen. >> translator: the zionists are quite eager to be able to be given the opportunity to damage iran. but they always announce it openly, but unfortunately, the western politicians and leaders have shown no reaction to these open and veiled threats of the zionist regime, they have only backed these threats. they would always, i think it is their ultimate dream to be able to transgress against iran. they have held many military exercises and rehearsals, and i think certainly they must know that iran's response will be quite hard, will be regretful for them. now, we never -- we never go towards warfare with open arms, but i assure everyone that we're fully capable of defending ourselves. i do hope that they don't end up making a fatal mistake. >> all right. tough warning to the israeli from ahmadinejad. that is surprising? >> it isn't surprising. it's an outrageous statement. but the reality is, it's a tougher neighborhood for israel. you know, i'm a strong supporter of israel, i worry about egypt, turkey going the other direction. i worry -- i'm happy with the arab spring, but i think what ahmadinejad is doing is deflecting from the fact that iran is building nuclear weapons, enriched uranium, not abiding by u.n. resolutions, defying sanctions that preceding all out with a nuclear program, defying the international community. i think what the international community needs to do, not just the security council members, the united states, europe, is everybody should be outraged that this is happening in iran and open defiance of u.n. general assembly resolutions. >> he shrugged off sanctions. he said, yeah, they hurt iran. he said -- he believes these sanctions against iran wind up hurting the united states' economy more. >> no, that's outrageous also. i think the fact is that iran imports half of its gasoline, a lot of its food. these sanctions are biting. i think internally, iran has high levels of inflation. and i think the international community needs to continue these sanctions, needs to continue tightening them because they're proceeding with enriched uranium, secret weapons programs. it's not just the u.s. and europe that should be concerned. it should be all of these general assembly countries voting on the statehood for palestine, the near 200 countries that are here represented at general assembly. >> good to have you back here in "the situation room," ambassador. thanks very much. any prospect of going back to cuba and getting that american out of there? >> i want to get him out. he should come out. alan gross. you know, if there's an opportunity, we'll get back in there. but he deserves to come home, like the two american hikers. that was good news that they're home. >> stay in touch with us on that. bill richardson joining us. i was among a handful of reporters, maybe a dozen, invited by president ahmadinejad to this news briefing that he had q&a. i pressed him on controversial comments that he's made. i want you to listen to this exchange. you remember a few years ago when you spoke at columbia university? you caused a lot of uproar, buzz, ridicule i should say, when you suggested that there were no homosexuals in iran. could you tell us, are there homosexuals in iran? >> translator: my position hasn't changed. in iran homosexuality is looked down upon as an ugly deed. perhaps there are those who engage in such activities and you may be in contact with them and more aware of them, but in iranian societyi such activitie, thoughts and behaviors are shameful. therefore, these are not known elements within the iranian society. rest assured this is one of the ugliest behaviors in our society. it is against divine will, divine teachings of any and every faith, and it is certainly at the detriment of humans and humanity. but, as the government, i cannot go in the street and stop my population and ask them about specific orientation. so my positions clear about that. >> cnn's erin burnett also that the meeting we had with ahmadinejad here in new york. a bunch of other reporters, piers morgan there as well. you've been to iran. what did you think of this hour and a half exchange that we had with him? >> i was surprised he was much more personable and friendly than i had expected. i thought the answer to you on homosexuality was one of the highlights of the whole exchange. i will say something, when i asked him about china, i was very surprised with what he said. china, right now, 25% of iran's oil goes to china. they're not on board with sanctions. china needize ran more than anybody. and china obviously has a lot of suppression in the country. when i asked whether he would condemn china, he said absolutely which goes to show you how much power iran has because of its ol rigil right n >> he seemed self-confident. he certainly has his talking points down. whenever any of us asked a critical question, and there were a few other reporter there's as welling he always turned it and focussed in on nextic things happening in the united states, poverty, unemployment or homeless. he knew statistics, he had that down. >> i was impressed by that and he made jokes at some points. one thing that struck me when i was in iran in december was the frustration that people there felt about the surge in food and energy prices. food prices have been surging there, they are trying to pay subsidies to people, $40 a family, and they need oil money to do that. china is helping iran significantly so circumvent u.s. sanctions but the people were incredibly upset about that. and the people i poke to, regular people be, they're not intellectuals, not people who hate the regime, deep frustration over the surge in cost in living and high unemployment. >> did you get the sense -- another reporter asked about what would happen fun israel why were to take military action against the nuclear facilities, israel has a history, iraq in 1981, syria recently, he was forceful on that. but i wonder if he's really concerned about that or he's sort of shrugs that aside. >> it was one of those moments where he tried to say that palestinian statehood and the existence of israel are two totally separate conversations. >> he said he wasn't going to recognize the quote zionist entity under any circumstance, if even if there were agreement. >> the areas with the meeting with us, i did think he was rational to your point on the talking point, where he goes off on the zionist rant. >> he did concede there may be homosexuals in iran. >> when you asked that question, wolf i thought to myself, there's the don't ask, don't tell. there's homosexuals, they can't identify themselves. >> that may be the vision he has -- >> my understanding is there a not inactive transvestite community in iran as well. >> don't tell ahmadinejad. >> not the neighborhoods he walks in. >> a fascinating discussion. you'll have a lot more on that later as well. >> good to see you, wolf, in person. >> i want to tell viewers october 3rd, correct? >> reporter: wolf, be on the lookout, there is a very new, very deliberate campaign by top officials at the pentagon to take on pakistan's support for t terrorist group, support the u.s. says is leading to the killing of u.s. troops. cnn has learned that the cia has stepped up armed drone attacks inside pakistan against the haqqani naeretwork. the u.s. accuses the group of sending suicide attacks are inside afghanistan to kill american troops and orchestrating high profile attacks on targets like the u.s. embassy in kabul. it's part of a plan created by the cia last year after general david petraeus, then commanding the war in afghanistan, asked for help. pakistan doesn't allow u.s. troops on its soil, so cia drones are the only way to get to haqqani's strongholds. but as haqqani attacks have increased, and pakistan still has taken no action, this week pentagon officials began openly and deliberately securing the pakistan government. >> the haqqani network, for one, acts as a veritable arm of pakistan's internal services intelligence agency. >> reporter: defense secretary leon panetta, former cia director, out of patience. >> we cannot tolerate having terrorists coming across the border, attacking our forces, killing our soldiers, and then escaping back into that safe haven. that is not tolerable. >> reporter: this pakistan border town, is the center of concern. u.s. officials say haqqani commanders are headquarters in the religious school here that cannot be attacked. a pakistani intelligence units a short distance away, and the afghan border is in eyesight. but the cia drone strike haven't stopped the haqqanis. >> would you say that the pakistan leaders are aware of what options are open to us so that they're not caught by any surprise if, in fact, we take steps against that network? >> i don't think they would be surprised by the actions that we might or might not take. >> reporter: now, pakistan denies supporting the haqqani network but u.s. officials are more than skeptical, to say the least, wolf. >> could all of this possibly, barbara, lead to military action? >> well, look, you know, the u.s. already did it with bin laden, didn't they? they went into pakistan without pakistan's permission. officials are saying is what panetta's saying, all options remain on the table. but panetta today made it very clear, he is going to continue this drum beat of sending the message to pakistan that they need to crack down on these guys, that it will not be toller rated for them to cross into afghanistan, attack targets like the u.s. ambassador, nato headquarters, u.s. military bases kill u.s. and afghans. he wants it stopped and he wanted it stopped now. >> barbara starr, thank vez inch. here in new york, pakistan's top diplomat is denying strongly any government support for terrorists. joining us now, the foreign minister of pakistan. thanks very much for joining us. >> good to be here. >> i want to talk about you in a few minutes. let's talk about u.s./pakistani relations right now. admiral mike mullen and other u.s. officials are publicly accusing your government, pakistani government, of supporting the haqqani terror network, which is responsible for killing americans. what's going on? >> wolf, first of all, i think it is almost impossible to answer that question without a bit of a background, right? and i would like to take this opportunity to give you the background on, first of all, what pakistan feels about its relationship with the u.s., we feel that we are partners and we are very, very important partners in the global fight against terrorism. pakistan happens to be a frontier state. pakistan happens to be a country which has experienced 311 suicide bomb attacks inside its territory which has killed men, women and children. these are facts. if pakistan is part of the solution, as far as this war on terror is concerned, pakistan is an important country which has made immense sacrifice. >> are you supporting the haqqani network? >> this is something i have very, very strong reservations. any statement like that coming in publicly or privately, for that matter. we have said, we have discussed in great detail the counterterrorism policy. we have discussed in great detail that we hope to be worthy partners. but it takes two to tango. we have both to be worthy partners. if we are in this as a partnership we must make sure we are able to work it together. holding one responsible will not help in this broad, you know, effort that we are -- >> but in this extraordinary, for a high-ranking u.s. military or political leader to be making this direct charge against an ally like pakistan, if the haqqani network is responsible for so much terror attacks in afghanistan, pakistan, especially against u.s. and nato troops and afghan troops, why would pakistan, why would your military, your intelligence service, be helping them? >> first of all, i'm completely denying that our intelligence or our military service will be helping them. >> you're not. are you saying that what admiral mullen is saying, and other u.s. officials are saying, is not true? >> we are -- we have sacrificed our soldiers, we have sacrificed our men, women. we have not done it to be able to attack somebody else or to have more -- we are the onces experiencing -- if pakistan is part of the problem and pakistan is using its territory on its own choice to be able to give assistance to this terrorist network, terrorist networks are of many types that exist, would pakistan be the biggest victim itself? we need to ask these questions. if for that matter, we have said this clearly in our interaction with secretary of state, there is what they call some evidence that exists, as partners, as worthy partners we expect that evidence to be shared with us. >> have they shared it with you? >> they have not shared that with us. they have shared broad statements of what they believe to be the case. as partners i don't think that is enough for anyone to make such public statements. >> i want to be precise. you're flatly denying these allegations that pakistan is cooperating with the haqqani terror network? >> pakistan is cooperating with the world community at large, to be able to fight the skorj of terrorism which has hit us before. you live with idea of terrorist attack in your country. we live with that attack on a daily basis. >> you know there's a great debate in congress and the american public, the u.s. provides pakistan with, what, $2 billion, $3 billion a year in economic and military assistance and people are saying, is that money well spent? >> wolf, i have, again, strong reservations against that type of mind-set because you know there are many promises made to pakistan which haven't been kept and our people equally can ask that question. there was promise of market access through two different administrations which wasn't met. and as far as the assistance is concerned a lot of this is reimbursement for the fight that we are fighting, for the expenditure we ourselves are making. i will make the point that we are building less schools in pakistan. we are building less hospitals in pakistan because we are using resources to actively fight terrorist networks inside pakistan. thor terrorist networks exist on the other side of the border. may i share with you na in the last two months only there have been four attacks, therefore a consistency in that, from terrorist network or groups which exist across the board. >> in afghanistan? >> in afghanistan, that exist who have attacked pakistani people who have killed pakistani people. we do not point fingers when that happen. we do not point fingers to your intelligence agency because we understand the complexity of the situation. we appreciate the same understanding to be begin to our allies in the war. >> to sum advise this one point, u.s./pakistani relations right now you would describe as? (sigh) whaa. tasty. that's, that's a complete dramatization of course, but you get my point. vo: geico 15 minutes could save you 15% or more on car insurance. two republican sources tell cnn house gop leaders will propose cutting $100 million from a controversial energy department loan program and use the money to help pay for disaster aid. the loans are meant to foster green jobs but the program has been under fire since one recipient solar panelmaker sill lynn droe went bankrupt. critics are questioning how effective this program is. >> that's right, wolf. they're looking at exactly how many jobs have been created under the obama administration, these green jobs, and it's hard to pin down because so much of it depends on how you define the word green. democrats are citing figures that say 2.7 million americans are working in green industries, even more than the fossil fuel industry. republicans accuse the administration of use inflated numbers. solyndra touted as a model of success has become a symbol of kcolossal fall ur. republicans are using the company as an example how the promise of green has turned sour. representative daryl issa, chairman of the house committee on oversight and government reform, argued in a hearing that the obama administration has been overstating the impact of energy department programs designed to create green jobs. >> if i put l.e.d.s in my office, apparently my staff becomes a green staff. if my staff director drives in a. a hybrid he becomes a green person. if a lobbyist is paid $1 million a year here to lobby for green grants apparently it's a green job. >> reporter: issa among the lawmakers questioning the promise of green jobs. solyndra received $535 million taxpayer-funded loan guarantee, half a billion dollars that will be hard to ever recover. issa says the energy department's loan guarantee program to promote alternative energy isn't working. but letters obtained by cnn show back in 2009, representative issa sought federal government aid from another energy department loan program on behalf of two companies in his district. one business was seeking an energy department loan, issa wrote, electric vehicle initiatives like aptela's will aid u.s. long-term energy goal business shifting away from fos fuels and using viable renewable energy sources. >> people they pass every day, ones in the grocery store, ones at the gas station, people are working in green jobs as a result of the efforts of this president. >> reporter: issa's office issued a statement in response, noting that the aptera's loan application is pending. quote, republicans have long supported an all of the above approach to energy and the issue isn't that members of congress from both parties have signed letters supporting some green projects, it's that roughly $90 billion set aside for efforts handpicked by the administration, haven't had a meaningful impact on lowering unemployment and that some companies like solyndra appear to have received special treatment. when solyndra went out of business 1100 worker were out of a job. sole linda went prubankrupt bece of competition from china. u.s. deputy energy secretary testified that the u.s. now ranks third behind china and germany on clean energy investments. wolf? >> thanks very much, lisa, for that. the nfl tries to get tough on players are faking injuries. the league is cracking down after the latest embarrassment. many aren't sure it will work. the economy's seen better days. jack cafferty asks, how much do you blame president obama for the struggling economy? stay with us.
