Fillmore, western addition, bay view, mission, tenderloin and all other San Francisco communities. Okay, call the next line item item fwopressionentation from 234 Community Safety inturns discussion. So, welcome, i see shareal davis quhing to the podium. This is a presentation from the Community Safety inturns who have been here for many of the meetings regarding the questions we ask them to think about and help thunk through on recommendation for rescrutment of communities of color and trust between all of San Franciscos communities and how to continue to talk about Law Enforcement in a way that all of the neighborhoods in the city see themselves in the department so we have some real extraordinary young people that give recommendation squz finds squgz talk 33 the process. I dont know if you want to say anything about this before they begin . I want them to get started. Before you have a couple folders which have in the pink folder there is a sheet like this which is a rough kraft draft of a report of the work that has been done, the young people and activities. All and all there 7 cohorts that work would the Community Safety this summer, 3 from hope sf and in partnership with theo miller and this was a internship about Skill Development and about really preparing people to think about going into project pull or future grads and creating this pipeline where we sometimes dont see young people from had communities most at risk if violence and poverty and crime. This is focused on how to build better relationshipwise the Police Department so i do want to thank president loftus and chief suhr for being willing to engage and move if t it forward and the partnership. We were just talking and this is by far the best summer we had with young people, this age and the work they put out is amazing and like anything that you would probably pay something to do, so excited for that. I wanted to share stats with you. We did surveys in regards to how many of them would consider Law Enforcement as a career and we did that at the beginning we had about 66 percent of them said absolutely not and would never consider being in Law Enforcement and now we have 20 percent of them saying absolutely not so there was a shift and some have become recrurts. They are not thinking about it personally but recommendobe other people. We also had 100 percent say they now see Law Enforcement differently than when they first started the program and the other one i want ed to share is, did your opinions about Law Enforcement change and 89 percent said their perception and ideas about Law Enforcement changed so i think this is the beginning of having conversations how to have better partnership. They created amazing product squz the report givers a smap shot of what they worked on. I did want to invide theo miller up because he did a lot of recruitment. Thank you for this opportunity and you are in for a amazing surprise tonight thank you mrs. Davis im the director of hope sf which represents 4 neighbors, hunters view, potrero hill, sunny dale [inaudible] privilege tooz be here on behalf of the mayor. We started this with the communities were experiencing too much violence and wanted the young people to be mart of the solution and wanted to think of career path ways for these brilliant young people t. Is my privilege to find 40 or so of the best and brightest people and without further ado ill bring up morken. We took a cohort model because young people learn well in teamsism we know the young men and women work well together but sometimes better separately. Welcome morgan my name is morgan tuck er and fts the cohort lead for the female group of girl and throughout the summer we worked on a project to benefit the Community Relationship between theplice z people in the community so we came up with different ideas using social media like a app or instugram and face book to look and see what we can do to help bring more peep people in and would like to introduce my girls to come up. Thank you for coming, my name is [inaudible] this is my cohort that consists of melody, [inaudible] today we would like to talk about the recommendation my cohort and i came windup to help better the relationship between the community and San Francisco Police Department. We believe that in order to better this relationship we need to be able to share stories and get opinions that involve the events and actions in the community and i would like to have [inaudible] come up and explain how. Welcome my name is aleana [inaudible] i created a app to for police to keep up with the people in the community by giving them a safe place to connect anonymously about issues we are facing in our communities. This app will hopefully improve connection between the police and communities they serve. The app also have a unspoken voices column for families who face tragdied and would like to address the problems; next i would like to bring up [inaudible] appleton to introduce the [inaudible] thank you aleana. Good afternoon. My name is mellied [inaudible] what i came up with is a instugram page for the sfpd to connect more with their communities. We thought as a group a way to connect to the communities is interact with them and we felt like an instugram page is a good way to interact with them by hosting commune tazty events and have them more often so if you want a sports day we recommend you can do them twice a month so the community can see you are consistent in what you doing and trying to create a bond. That is what the Instagram Page is about what is the name of the account . Sfpd gives back. I followed it i did want know it was yall. That is good, i was glad. There are great pictures on it. If you want the instagram ask me because i got it. Chief suhr will ask for that later. At first people were not following the Instagram Page until i fallowed a bunch of famous people and got more followers. I posted a picture of a Police Officer, part of the sfpd and already got a comment saying how they feel safe being here, but i dont comment back because im not a real officer, you know, but think it will be helpful. Got it, thanks melody. Good evening everyone, my name is [inaudible] for our third recommendation was a face book page. Face book is not only a place where people socialize with friends and families but it is great space to connect with officers in the community. It gives residence a chance to post special and positive moments they captured interacting with officers and it gives them a chance toface book is also a place where it helps bring awareness to current and future events which will not only help residence feel security, it will also give them a chance for interacting with the officers. It will give people a chance to be open minded by cooperating or working with or socializing with Police Officers in the community while also creating a chance of bonding. Already with the Facebook Page being like said red by over 100 people we have a feeling it will not only help change the perception of officers in the sfpd but officers all over the world. Lastly, the Facebook Page gives a opportunity for communities to voice their opinion on a broader level giving more details for feedback and other comments that they have with the work the sfpd is doing in their community. Greg requests a [inaudible] his friends tell him about a app he can use to give anonymous [inaudible] greg downlouds the app and once he sees how it is set up he tells the police what happened and he has proof from moony. Hello, my name is [inaudible] we ran around the community asking questions. The first question we asked is how do you feel about the connection between the community and Police Department. The answer i got back [inaudible] stay away from the police because they were the bad people but as i grew up i know they were not so bad. The second question we asked is what are your thoughts about sfpd in general and the answer i got backshe is also part of the sfpd. I love being a part of the sfpd, there are so many good things we can do like helping people. [inaudible] ability to make connections some people dont have. I like going to different communities, meeting and talking to new people and seeing what i can do for them. Thank you. Thank you. We realize if there isnt a grood relaceship between the recruiters and recruited the compan wont work. We found out interviewing a bunch of people throughout the communities and here are a couple of their opinions and after this well give our opinions on how you can better recruit people or help the recruitment process go more smoothly. [inaudible] [unable to hear video] do you feel like police protects you . I think that is their goal, but no. I think that was [inaudible] but in the different communities that really need people to actually be there for them they dont have that. [singing] i say yes and no because yes, you [inaudible] you might hate me because im black or something. [inaudible] i know that is not true for all. How have your experiences been with police . [inaudible] bad experiences with the police. Getting pulled over and not being explained what im pulled over for. [inaudible] i was in a Interrogation Room and that is it. [inaudible] what are wrour thoughts on diversity on the Police Department . [inaudible] being able to experience it and being a officer in that environment where [inaudible] i can talk to them better about it because i have seen it done. I want to see more African American people who came from [inaudible] change because they talk about the police and [inaudible] would you join the Police Department . [inaudible] i think about it sometimes. I sure would because the retirement is [inaudible] [laughing]. [inaudible] if that is what they want to do, let them do it. [inaudible] they never called me back so i gave up on that. What could we do to get people like you in the force . [inaudible] respond to something [inaudible] they can come out and impact day to day and you get to know them outside of just [inaudible] it creates a relationship beyond [inaudible]. We got to have a better relationship and have more programs going on. [inaudible] like boys and girls club in the ymca, talking about the youth and let them know they are on their side and they can be trusted. More involve would the community. I feel [inaudible] they try to give Police Officers to come around and [inaudible] Community Involvement is a big thing. [inaudible] to the community and try to encourage people to pursue a career in Law Enforcement. At least one or two a month to get a feel of how the Police Community is. Thank you mob nob my name is [inaudible] and my recommendation is to have local Police Officers coach local teams to get more acquainted thanks my recommendation for the police to have better [inaudible] is for the police to go into the local Youth Centers or where they have Community Meetings ask people sit down and talk to them and get a good idea what is like to join the police force. Angel, i think we all agree as long as we are all invited [inaudible] my recommend is to use social media to make the police more positive word. Thank you stefon. Good evening, hope everything is good and thank you for taking into consideration all the projjects before us. My group is working on a documentary and took [inaudible] wanted to do police and Community Relations so we created the same thung, a documentary. It is a little lenty, there are 2 sides, one side is giving the Police Officers constructive s criticism and the other is what the community can do. How long is it . Like 13 minutes, is that okay . Ya. Greg suhr, doesnt have anywhere to be. Hello. My name is [inaudible] im part of [inaudible] and in the beginning of the summer we were present would the topic of Police Officers and the community and how the relationship recollect there was a lot of tension and hatred, so we thought of ways to improve this between the community and Police Officers. We went to different districts in San Francisco, fillmore, bay view, Richmond District and while doing that we interviewed pipeal of all age groups and different races. Sorry, i lost where i was. I guess that is pretty much. We did a bunch of interviews and you will hear lots of good advice the people will tell you about and Police Officers that feel accepting to the criticism so hope you enjoy the video. Thank you. [unable to hear video]. Before we started the project our cohort wanted to create a documentary on a issue not a is prevalent in San Francisco and the United States. The negative tension that occurs between Police Department and communities we entered several different neighborhoods around San Francisco and spoke with [inaudible] our objectives is find positive and negative [inaudible] when we asked them what the first thing that comes to mind when they hear the word police, here are their reactions. [inaudible] they dont like black people sometimes and [inaudible] i hear police and the first thing that comes to mind is stress. [inaudible] a little bit of safety. Tension. [inaudible] somebody getting shot. We can see there are all most positive thoughts when people hear the word police and that shouldnt be the case. In order to solve the problem we need to dig deeper. We want on to ask people what Police Officers are doing poorly in the neighborhoods and what can they do to improve on. [inaudible] they judge. Improve on their word, they can improve on [inaudible] there should be a way to communicate. Instead of doing more problem solving and [inaudible] i dont know who i would go to. [inaudible] i feel they are unequipted to bond to communities and dont understand. [inaudible] Police Officers frole the neighborhood a majority of people relate to people in the neighborhoods. We felt more people would be open to [inaudible] bridge the gap between Police Officers and people in the community. [inaudible] we need somebody to work with us and not be against us. We need Police Officers who are trained to use their weapon. [inaudible] active effort to engage in the community. [inaudible] every Police Officer should come outside and [inaudible] at least get a feel of it. People want to do something to help. People dont want police to come in and swoop in and try to save the day. [inaudible] makes it more difficult [inaudible] as the bad guy which they hate. [inaudible] every room they walk into [inaudible] there are the police like i dont want to be around [inaudible] i think the person to talk to believe [inaudible] on foot rather than in the squad cars the Community Relationship improves between Police Officers and locals. [inaudible] before we started doing it [inaudible] they got to know us as people versus just the uniform. It made a huge influence on the people [inaudible] we can walk for a hour at a time and you are just out talking to regular joe blow citizen another issue that needs to be resolved is who we choose to be Police Officers. People woo choose to be Police Officers are background in the military and so on and i think to a extents one of the challenges we are facing is it hard to transition from the [inaudible] if you take a young Police Officers that for example has been in the military for 3 or 4 years fighting for their life and in iraq and they choose to become a Police Officers you need to acknowledge the last 4 years of their life their reaction to danger is use their weapon however thrrks is one Issue Community and Police Officers think need to be improved if we do a better job training the officers than issues about profiling and so forth we believe will [inaudible] military training that they get, the first thing they are told is if you show up in all your gear you are already escalating the situation and guaranteed a violent outcome and dont think that is [inaudible] it is about teaching the officers that you are reacting to [inaudible] the activ ity and not the color of the individuals skins however it isnt just the Police Officers that need improvement, the Community Needs to do their part as well. People said they need to start changing their sevls in order to see change in the community. In order for San Francisco to change lets have police and communities work together. [inaudible] we do need a lot of education, but at the same time the Community Needs a lot of education. Selling drugs, [inaudible] we have a red zone and [inaudible] nobody respects the children. We as individual citizens [inaudible] nobody cares. We need to give our kids and young people [inaudible] we need to get them to understand [inaudible] as a community this is something i like to tell everybody, we got to come together to work things out. Just because now there is a huge divide between the police and communities. I think we start at a very young age teaching kids how to handle problems. We all have problems [inaudible] but it is the way you interact. Sit down, talk about it. Dont necessarily go get a gun and shoot somebody. That wont solve anything, it just creates a continuous circle. [inaudible] Community Relations and relationship with the police, about the time we see them as outsiders [inaudible] we need to hold them accountable as well as hold ourselves accountable as far as what is going oon in the [inaudible] it doesnt [inaudible] abuse their power. [inaudible] they look like a suspect and approach them and look like they are reaching [inaudible] understand this is [inaudible] not necessarily a murderer trying to kill a black person, it is both ways. It is a really difficult shot. Right now i think the job isnt necessarily meeting the expectations that society [inaudible] i used to do [inaudible] [inaudible] in the communities talk about [inaudible] dont be afraid to talk or ask questions. We are human [inaudible] i think just say hi, how are you doing, you will bridge that gap. There is only so many of us and cant have eyes on everything that goes on the city. [inaudible] we p you cant accept criticism from the public then we are in the wrong business because sometimes we deserve criticism. [inaudible] start at a young age the idea that police are all bad people with hopefully deminsh. [inaudible] it never likei got to know the Police Officer [inaudible] this guy aint doing it for the camera, he is helping out all the time. [inaudible] closer to them so when issues arise that may be problematic we have a better relationship established already so we get better communication. [inaudible] we have a number of other programs [inaudible] as a African American who grew up [inaudible] the reason i got into the job is because [inaudible] i still cant remember his name helped me out. [inaudible] out doing what kids do, breaking windows and stuff like that and [inaudible] you cant keep doing what you doing. I always [inaudible] there is a lot of work to deeinate only in San Francisco but the United States as well when it comes to community and police relationsism hopefully as san franciscans we can come together with this change. I [inaudible] known for a lot of [inaudible] i love our community to see we are friends and [inaudible] building better relationships in communities of color and the police. I think any city can do it, we can. [music] [applause] how are you doing . [inaudible] my name is leroy [inaudible] a few of my colleagues and i came up with associations with the community [inaudible] one of suggestions that parent come together with policeman and they trade ideas how they can help their kids get up off the streets. One of the recommendations that i have is to have Police Officers should commit to a certain amount of Community Service hours. Thank you novel. I do want to give a shout to commander sullivan and commander manx. Commander ocell vun is amazing helping organize the visits and the visit to the academy and tactical and the department made a huge impact just going to the crime scene unit at 850. Understanding it is more than just the officers in the car and getting the connections and getting to knew folks first hands maigs a difference. I want to thank president loftus and chief suhr and also want to acknowledge paul hendertion. He had a cohort that did work around prop 47 and have 1 thousand followers on the social media, so you need to step it up a bit. I would like to ask the commission to gave round of applause to these young people, they did an amazing job. I will let mr. Miller [inaudible] thank you so much. Bl dave us, i know the challenges facing the communities are not solved over night. I want to thank cheer shirr z commander osullivan. We had a middle school group of young man. Commander osul vun thank you so murch. We thank you the partnership of inPolice Department to pry to make the communities safer so thank you all very much. This is justall in all we had close to 70 or more than 70 and that is a picture book to share and take a look at the folks participating and dont know if mr. Hendserson wanted to say anything. Since i vamicrophone. I just want to congratulate the kids. It is great we are hear list toong this but want to congratulate them because i know how hard they worked all summer. I remember summers, it wasnt necessarily what i wanted to do is do work and to be this focused all throughout the summer and come consistently to work with us adults on something i think is important and something they think is important and that is reflected in the idea s we see today, it is a a big deal. I want to thank the kids on the work they did and supporting us and i loved they had thousands of followers already on social media. Hopefully we are friends with everybody and facebook friends and hang out. I think the ideas we got here are really powerful and impactful and will change what Public Safety looks like for the city and communities that they live in, so thank you all so much and the kids. Before i do that i want to thank cheer sure for his leadership, commander osullivan and commander [inaudible] officer jason johnson, shareal davis [inaudible] this literally was such a Family Affair and theo, in particular the kids that you brought to us, the recruitment efforts you did and the way you thought to give had kids the opportunity and the courage it takes. Not everything Police Department in american will welcome youth most ravages with violence and say can you give ideas how we can do better so im very grateful for the courage it takes to ask that question and listen to the results and they have been stunning and know my colleagues probably want to Say Something or ask questions along those lines. Doctor joe. So, i want to thank all the young people for getting involved and the one thing i dont like is whenthis gives you a chance to see the other side, you know . Malcome x once said find out for yourself. When you get involve jd find out for yourself you can make informed decision squz this process is giving you information and allot of folks get into trouble because of misinformation or lack of information so now you know more than before and that is great. I assume it will influence your thoughts and actions and then you will be able to tell somebody else something when they Say Something because they dopet dont have the information you have, but you got to get involved to do that and that is why im proud of you. The process of this tooks you to the next level because that is the process it took me to so congratulations for getting in there and finding out for yourself. [inaudible] i want to thank the groups. It is fun meeting with you before the Commission Meetings and you all learn one thf first lessens why the Police Officers we want to recruit. You want to help others. The ability and desire to help others is what i see come out of the group. Great videos and good to hear what the people are saying. I made this invitations, people have been by the law firm and want to encourage you to become a lawyer so if you want to become a lawyer come to my law firm and ill introduce you to lawyers. There is a lot of competition. Commissioner hwang im so impress would the product you put on today. I have been on this commission about the year and shared with the chief, every week we have folks come here and point the finger and point blame and this is a group that dug deep and looked for constructive criticism and [inaudible] what is going through the back of my head is what is the next step . I think what you have done is kbround breaking for our entire country. This is a problem facing the entire nation so what can we do to take your recommendations and move it to the next step because dont know if anyone is talking about this stuff now in the same way you talk about the issue so really commend you for the important work you have done and moved by the stuff you put together. Can i say to thatchief suhr i will reach out to roena orrisa to see about meeting you because i said specifically to the young ladies if they do a good job and impress the commission there is a look how to keep this going through school year jz move on the recommendations, the bbq and [inaudible] young people to help ororganize and get the right people in the move so hopefully this doesnt die in committee but move forward. Shirly stold my thunder so i would say the old saying is the first outf of the jar is hardest is that a saying . Has anyone heard that . If it isnt than are made it up. Im so impressed how smart and talented this group is in putting together what you put together in the time. I see old friends in the room. One och the offers i make to all young people that finish a summers work is anyone that apply for a job now anywhere you want and want a chance and want a reference from the chief of police, i will give you one. And im accountable to that. Im not saying it will get you the job, but it shouldnt hurt. But for sure i have written down and taken a ton of notes, we would love to keep this going and take it city wide, so one of the things that is suggested by other groupicize to have ambassadors around the city that already have [inaudible] i would love to commission this group as ambassadors to convene the forums and get the bbq and Community Engagement going on all around town and use you as point paired with cops so that again, we can just do the whole friends thing and get better connections. I tell you, really impressive and thank you and to president loftus and chairal and theoand everybody es, better than anybody would have imagined and we were hoping for a lot so, great. Thank you, chief. I just wanted to thank you for doing what you are doing. One of the things that one of the recommendation i heard was being a big brother, big sister concept, but beyond the Police Department, you need to support each other and you need to insure this is just the beginning of a real long relationship because by supporting each other, you are going to insure no one is going to tell you you cannot do this. And, i really encourage especially the young women to think about a profession in the police force. So, congratulations and look forward to seeing you one day here. My last comment, i was hoping to put michael car the new director of Work Force Development on the spot. Chief suhr maybe we can work with him on the Ambassador Program and the notion that young people are ambassadors in the community and taking the knowledge they learned this summer to recruit or make people aware of both sides of the badge. Great idea but you will have to be on the spot. The chief feels strongly it isnt a badge, it is a star so that is a Cultural Exchange moment. He corrected me infront of hundreds of people. It is muni not moony. I am totally saying moony from now on. So, is the last thing well wrap it up, i just want to say when we started talking about the program because when the chief said throw it together, we did. We have been in a conversation about how to do the most and remember one thing that was said to me is what will these kids do like 8 weeks, isnt isnt that a job . It was really, we took a chance on all of you that the 8 wook squz what you were paid to do under mrs. Dave us and theoes tutelage would have results. You blew me aware. There are videos and things on the community and narratored and there was the funny thing with the moony thing even though it was a accident, but there are people that discounts youz because of the age. You just blew us away. It was honest, it was fair, it was thoughtful and there is absolutely nothing more that i could ever ask for as someone who considered policy and does this every wednesday and sometimes hears the hard stuff but rarey something as thoughtful you put together. This is how they really are and just dont get a chance for it to be show cased, that is why this is important. That is how they really are. When they have a chance to become involved with the process and give them the opportunity so kudos to everybody for giving the opportunity so we are not one and done, the chief agreed to sit down and work with the commission, what we want to do now is get back to you all about what we do with your recommendations. You have my commitment and the chief will write a letter of recommendation and this commission will take your recommendations and look at them and work on them and report back to you on what we do and do hope the process continues in the way that this continues to be a relationship as we move beyond and you guys all go back to school. I had a chance to be a part of the whole process and being behind the scene squz being a part of their whole engagement, it was interesting for us to go to the new Police Department on 3rd and just sort of interact with some of the technicians and other people that are behind the scene and i was sort of new for me too but just to see them interact with all the Law Enforcement activity and community. More importantly how to [inaudible] about Law Enforcement and what that means and some of the young people are bright. They are amazing. I had a chance to know these young people so im looking for some really bright thing tooz come forth and think this experience sort of is part of that foundation to grow and have a whole different perspective on the work that needs to be done and do it in a positive way so thank you very much and i appreciate this whole process. Thank you. Sergeant. Item 3 c, reports and announcements. 3 a, chief report discussion. Review of rent activities and presentation of Second Quarter 20 [inaudible] findings and recommendation and ois summary good evening commissioners and public. Ill be very brief because i know that everybody is still celebrating that. We did have a sad incident occur on thursday morning about 5 30, we had a collision at lum bard and richardson where a one vehicle rear ended another. It wasnt known at the time why the second vehicle was acting the way that it was. The 2 drivers got in a pedestrian pursuit around the block and then the second driver walked off. When officers encountered the subject he was a very large man, he beat both the officers into the hospital. One of them suffering from a concushion. He continued east bount on lum bard and other officers responded and took the suspect into custody. Some time after being hand cuffed he went into medical distress. [inaudible] the suspect was not able to be resusitated and passed at the scene. One officer suffered a concushion and is recovering, the other officer suffered injuries to arms and legs. It was discovered the suspect committed a homicide in Sonoma County about a hour before the incident. We will wait for a toxicology report and cause of death. It is a very sad situation but the person ciltded in sonoma was in his mid90s. I wish i had a happier note to follow up the other item on but will leave it to that but go to the presentation Second Quarter f fdrb findings. Do we have a presentation . Ya. Thank you for your patience. Okay. Thank you. President loftus, commissioners chief suhr, director hicks my name is Sergeant John [inaudible] assigned to officer involved shootings vgzs. Im here for the Quarterly Report which includes the [inaudible] and then an update on open investigations. You should have received i believe reports were distributed prior and you have those. Um, the last fdrb had convened the first quarter, 2015 had convened march 31, 2015 so this was the Second Quarter fdrb convened tuesday june 23, 2015 and reviewed 4 caizs. The board reconvened wunz day july 1, 2015 to review a 5th case. The 5 investigations reviewed by the Second Quarter were officer involved discharge, oo 115. Officer discharge oo 215. Officer [inaudible] officer involved shootings oo 9. [inaudible] oo 4. As i said, the quarterly board convened twice so first convened tuesday june 23, 20s 15 with the numbers shown here deputy allah and redman and schmit and [inaudible] commissioner dadajesus [inaudible] lieutenant dur aunt ozand sergeant [inaudible] when the board reconvened to consider the 5th case the voter members with alee, redman, commander and manx for special operations. The other members were commissioner hwang, director hicksen perena [inaudible] and officer [inaudible] from the range. Ill go ofern over the cases reviewed and findings. Officer avaurfbed discharge occurred 1304 hours february 22, 2015 on the 200 block of hal day avenue and in this instance a officer following upen a complaint of illegal imcampment approached some subjects in high thick weeds. As he iproached a pit bull not restrained charged the officer growling and snarling. He retrated falling down and as he fell he fired twice. The animal was not struck but [inaudible] it is one of the two subjects in the field were able to catch the dog and tie it up with a shirt. Was restained, animal control took the dog in position and the owner was sited for the unrestrained dog. The discharge was found to be in policy. Discharge oo 215, this occurred at a priveant residence in the city near [inaudible] and 35th avenue on april 22, 2015. Approximately 1650 or 450 in the afternoon, a officer who is off deutaat home with personal weapon was [inaudible] to put a trigger lock on his weapon and accidently discharged it. He attempted to do the same thing and discharged it again. [inaudible] unintentional discharges and this was found to be not in policy. [inaudible] considered by the board, officer involved shooting 13006 occurred april 17, 2015 on the 900 block of [inaudible] in this particular instance a officer responding to a call of a deadly assault and assaultthe caller self reported he attacked his brother with a mu chety and requested a ambilns. There was a bleeding person outside, the officers were not sure if it is subject or victim at the time as they were conducting a initial investigation within a few seconds, the second subject ran out of the house carrying a large object the officers shot it was a knife or mu chety and turned out to be a claw hammer. The subjecktt [inaudible] fired the weapon. The subject was struck and deceased. That use of fire arm was found to be in policy. There was a issue that was discovered in the course of the investigation related to equipment and that was also addressed. The otherthe second shooting that was considered was one that occurred at 19th and tear vel street december 30, 2015 at [inaudible] 2 uniformed officers from tearville responded to the area of the intersection. They heard oorlth unit vaurfbed in a pursuit that got caught in traffic. The officers believed a foot chase was about to ensue. Got out of the cars, the subjectthe driver of the suspect vehicle instead worked his way through traffic, basically wedges between cars. Drove towards one of the officers who fired his weapon one time, struck the vehicles, the driver is note hit, he continued on his flight and was crashed near Golden Gate Park and taken into custody. This was determined to be in policy. 14004 occurred at bruno heights march 24, 2015 at approximately [inaudible] 4 uniformed officers assigned to ingle side responded to the park [inaudible] person arm would a gun. The officers located a man matching the description and held him. The suspect responded drawing a laser weapon [inaudible] the officers fired at the suspect fately striking him. It was learned that the weapon is a electronic control weapon or taser device. The shooting was determined to be in policy. The recommendation of the fdrb is the chief review and approve the recommendations. You have the letter from had chiefs aufs as well as the reports submitted by internal affairs and believe you received those as well. The next fdrb is scheduled for tuesday september 22 and that is the status of the last fdrb. [inaudible] shooting investigations i will tell you this report was prepared before the occurrence on july 26, 2015 so we vanew case not on the report and paperwork you have and that is because it was completed prior. The Previous Report to you was presented may 6 and since that report 3 of the investigations were presented to the fdrb, i just described them to you and they are now closed and signed off by the chief, presented to you, you received the reports, and these cases are completely closed. In the middle of july we did receive 2 new charging [inaudible] for officer involved shooting 13005 and 13007. We received 2 from the das office mids july so those will bepresented at the next fdrb. As of this report, this report there were 15 open investigations, 16 at the time. 2 of the investigations as i said the department received the District Attorney charging kiz in 2 of the caiz cases. Those caseerize being concluded. The internal Affairs Investigation is being concluded and presented next fdrb. That leaves 13 crimial investigations on going and all in revie by the office of District Attorney so the new case which well talk about tonight in closed session, but that case is an active and ongoing investigation. Well talk about it later but that one is being investigated criminally in san mateo county. Just in summary of where we are at year by year date, 2013 investigations, two will disappear from this list, 006 and 009. That leaves 003, 5, 7 and 8 open. They are on the same status awaiting discharging decision afor from the District Attorney. 2014, 14004 was closed at the last fdrb, all follow up is completed. That is a closed case and will disappear from thelace. That leaves 14002 [inaudible] awaiting a charging decision. Sergeant can i ask you a question because there is a lot of zeros and want todoes that mean that there was 15 open cases, 2 we got a letter from the da, declining to file criminal charges that means that officially closes out the process and the 13 remaining are they all at the d as office . We have done all our works is t is just the 14 open caseerize awaiting decisions . We are in a Holding Pattern awaiting the final decisions. Everything is cued up based on what we understand from the case. Once we get a final charging decision well finish the criminal investigation that is a matter of a couple weeks or days and i will finish our investigation so it will be presented athe 2 we have all eter for will be presented at the next fdrb. Anything else it if we get it a couple weeks before well present it and it will be ready togo thank you 2015, same boat with 4, 2015 cases in the report. The 15005 criminal 5 well talk about later and that is active and on going investigations both administratively personal investigations and also criminal. Questions . Colleagues . Um, i do. The only question i have has to do withi know we talked to chief about part of the concern i talked about for a long time, i know commissioner [inaudible] and my colleagues on the commission for some time said there is improvement for the amounts of time for the case tooz be resolved. Is difficult on the officer and potentially families member frz someone they lost. I see smf thocases are 3 years olds so chief i know we talked about sometimes what comes out is a policy recommendation or training issue. I know there was discussion in there and dont know where we are it. If there is a opportunity to have a preliminary analysis recognizing we cant control how long it takes the District Attorneys office to [inaudible] based on that conversation that happened at the fdrb and dont recall where we are in advancing that conversation. I spoke to [inaudible] about putting in awith regard to any training or policy issues not to make a final determination as to policy and discussed to convening such a body great the bottom line is it is in progress and being kicked around and we are getting it worked out so it is something we are trying to do. Good, i look forward to hearing more about that. There were policy recommendations and it is just great that those come out of it and the sooner we can get those in place the better understanding what is frustrate frg me and all of us is we wait for other agencies to complete something that would otherwise be complete. One thing we have done and have been able to do where we see we are able to bifurcate something or send somebody to training so the individual has a defixancy or something we can improve or get better at, we can take care of that. We bifurcated cases where we said there is a issue we can deal with internally much quicker on a policy issue separate that pursuit case for example that had a officer not involved in the pursuit is one we talked about. Not involved in the pursuit was the [inaudible] learn from the pursuit and deal with issues from that. We are trying to do what we can in that way and trying to set something up that works and maintains the officers rights and Everything Else that works so that we can identify these things and get direction and quick feedback where we are able to i notice we are going in the right direction, the first case is stwo and a half years old, the second 2 years and the last is one year old. The 13 open oiss are the pieces we can involve and the ultimate fooinding is testament to your work sergeant so i think for take thg same questions from me every time. Last saturday Deputy Director [inaudible] gave a presentation on the functionoffs the office of citizen complaints to aclass of cadets at the academy. Last night occ staff attended several National Night out activities at San Francisco Police Department locations. To date this year the occ opened 46 case squz closed 392. Between jan 1 and august 5 last year the occ opened 426 case squz closed 415. Through july 30 of this year the occ mediated 30 cases compared to 33 mediated between jan 1 and july 30 last year. I will just begin with saying there is a few things the Law Enforcement appreciation night, i was proud to represent the commission with the giants and other Law Enforcement leaders. There was a tribute to officers who have been cilded in the line of duty. It was beautifully done and got feedback for the Police Department and tupt for families who lost a officer to come together and have a night and a number of officers from the department thrrp so that was great. There was a graduation, happy to be there and see other yuj people getting engaged. I was happy to attend bod acamera working group committees. They are run by member thofz command staff, commander mogesier, commander osullivan rfx deputy alee are doing a artful job. Director hicks is represented. It is a Diverse Group of stake holders discussing and balancing a number of interests. [inaudible] acknowledged the policy has to balance a number of competing priorities and i was grateful to observe the discourse and dialogue so colleagues you will get the minutes from the meeting and will know who was there and what was asked and hope this will happen at the onedf august. Well do 2 Community Meeting where the public weighs in but it is good to observe. I dont play a formal role other than watching deliberate and think they will give food for thoughts. Thank you chief and members of the commands staff for handling that. We had a good meeting with the parole special. As many know the Police Commission basically supervisors the parole special program. We are involved in their discipline, the rules and procedure, picking the uniforms, the handling and background check frz hiring. President loftus was great, she met with myself and member thofz command staff and had a line frup the parole officer squz discussed issued about compliance and had them at the newplice head quarters, i think a lot of them enjoyed being there. We told them this is a Important Program but they have to follow thg rules and the city tone was present with us to explain the same thing. Thank you president oft us. Im the liaison and try to make the Program Better to insure they are trained. Prior to 3 years ago the Commission Voted to let them go to the range and now have them do advanced officer training at the academy. It is a long standing effort and thanks for president loftus for being there. Itb met a lot for the parole specialist to be the attention we gaichb it doctor marshall i wasnt at the last Community Meeting so chief, did you report on our trip to he wasnt there. I wasnt there either. This is our opportunity. I just want to say that the chief and i took a trip to washington dc, i guess it is about a month now, 3 weeks to the conference on Police Community relations and it follows what we are talking about here. It was 80 Police Chiefs from around the country, big and small jurisdictions and the interesting thing is each department brought a Community Person with them. It wasgave a pretty good snap hp shot of how people feel about what is going on in the country and got to [inaudible] for putting the conference on. They have done conferences i have been to before but there is nothing more timely in the relation between the police and community and take that topic on. It was a unique format, the Community Members speak first which took a while and then had the chiefs of police chic second and the third is a meeting of the minds. I thought it was great and i was everything i heard was indicative, we want toeverybody wants to make things better. The one thing that does come out in a session like that iswhat im going to say is makes sense to everyone, but whatever happens with regard to policing the community in a area of the country effects everywhere in the u. S. Nobody looks at jurisdiction, all they see is uniform. It is what happened in South Carolina or chicago or baltimore. [inaudible] and [inaudible] put together a report, which would be great for folks to take a look at when it comes out squand i think oakland chs there, sacramento and stauckten and bart was there. As a follow up, the chief and i talked about host agregional sort of piece to follow up. Lastly ill say the chief is a great traveling companion. He is fun to be on the road with. He is fun for me, i dont know about the rest of you. It was a great trip, but it was alsoit was notthere were uncomfort moments. It was by no means like a puff piece. There was raw feelings and anxiousness, but it was good conversation and hear thg kids talk tonight, it really is a situation that is playing out all over the country and regardless where it is going on it is all the same thing, there is just greater need for staying in the conversation, so i look forward to following up and having a more regional discussion. The bay area was well represented and california all and all. La was there too. It wasnot a lot of people always go to those things but the fact this was this well attended demonstrates it is a priority as it should be for everybody there are about 170 people from the department of justice there. It was a huge huge gathering and the fact he got all the voices in the room, he is very skilled with getting everybody i have never seen [inaudible] he got called out by a couple people in the room when they didnt think he was facilitating it right and he gave it. I donts think he had much choice. We did highlight a number of things we are doing in San Francisco and talked about this group there, so we put our 2 cents in to things we are doing here to make thijs better thank you for representing us there dr. This is great day a historic day im going to make it quick with this large historic budget i know were all rushed to get what can to work we have San Francisco and the exciting things we get to do im excited again for me and the supervisors for the Department Heads and commissioners there were many years we look at each other and said what do we have to cut and how to communicate with our communities about the highest priorities are and i know it is historic for many reaps but that this is the first time weve be able to enjoy a new cuts budget in the city and county of San Francisco clapping that is really worth celebrating clapping. i want to thank the buyer board of supervisors for again unanimously adapting this yesterday so it we can get to work and implement all the things weve promised to do budgets are the revenues of the values of this city i know that the board and my office and the Budget Office and harvey rose and everyone 0 recognizes that for many, many years thank you to all the partnerships and deliver to the for the purpose of San Francisco a balanced budget that september occupy our city a budget that reflects a lot of hard work between going and the people we serve i want to particularly thank our sxhoopd who is be able to make sure this has good leadership of the board i also want to thank a ignore to the i successful effort our budget schar mark farrell and all the budget and finance Committee Supervisor tang and supervisor mar and supervisor wiener and little entire members of the audience and thank you to supervisor christensen she gets to say this is my first budget signing and thank you to all the departments, the commissioners and Community Leaders and again, thank you harvey rose because youre able to find what the board needed and make sure weal doesnt compromise what we wanted thats a great job again you know this is a historic budget as i said and a historic time for the city because of fiscal discipline weve really had throughout the entire boards staff, supervisors and the departments and because of smart economic policies to focused on job creation, innovation and resiliency in our residents and our Business Community this budget were making historic investments to make sure our city remains save and solvent for everyone so everyone will prosper our city budget invests in the Pedestrian Safety thank you to our public safeties departments they know were a growing city the board knows that as well and our growing demands in the First Responders be there and have the confidence of the public theyll be there any time something happens and sometimes before things happen we plan to hire 4 hundred Police Officers a hundred and 98 firefighters 55 paramedics 36911 dispatches within the next two years and we can all agree that save San Francisco is more than just about Pedestrian Safety it is about strengthening our social safety net and this budget delivers with many members of the board said we have to make sure that we support our Service Deliveries through the nonprofits and support our Homeless Services like your Navigation Center the 5 hundred new unit that back up that center and make sure that center is the model it should be and expanding our programs for seniors and children and youth People Living and working here can now enjoy like not other time in our history a liveable city thats why were investing in 253 million in the capital plan to improve our streets and roads make sure that assess with people with disabilities are improved and make sure we were water Wise Investments and address our drought i want to say thank you, again to the board for helping us and me make inpreened investments in probably the great choice weve had more years and decades have been in the making for avenue, i 7, 8, 9 to thank supervisor farrell and is supervisor avalos in helping me to develop a funding package that invests hundred and 40 million for the new resources to prevent evictions were not going to stop implementing last week the entire board were sending to the voters this november the largest Affordable Housing bopped in the history of the city 310 million bopped that will not race property taxes in San Francisco i want to thank every single one of you are for your support and partnership were going to make sure we fix our Public Housing and speed up the production of housing and for families and seniors and veterans and, yes well fix every elevator were in charge of; right . Its a really exciting time in San Francisco im so honored to be in a position to serve as the board president during a time we didnt have to make any cuts to some of the amazing programs in our community in fact, were invest more 2, 3, 4 Affordable Housing and infrastructure and transportation the things that matter to everyday san franciscans so today with this budget is signed by the mayor im going to be really excited and rev ready to work with the different departments to spend all the money to improve San Francisco thank you all for being here and i also want to say to the Budget Committee under mark farrells leadership thank you for your working with members of the board of supervisors to make sure that every single vicinity that every corner of San Francisco is impacted in a positive way in this budget it was an amazing collaborative project with harvey rose a lesion hes been doing and work on budget before i was born i love to say that i never thought i would see the day to work with smoking gun someone hes truly an intervention and kate howard the mayors budget director she was amazing i dont know how she makes the numbers work she does a great job im excited weve got a lot of work to do your leadership in the San Francisco Ethics Commission through this budgeted demonstrates that we are making changes and making ways to make the city and county of San Francisco the best city it can be thank you all for being here supervisor farrell clapping. thank you london and thank you, mayor ed lee for your leadership you know if there were one theme of this years theme at the board of supervisors was the affordable the number one issue we dealt with as the board of supervisors during the budget process we were able to make recorded investments weve never seen from at the board of supervisors specifically 25 million as a new Affordable Housing which tacked on to mayor ed lee incredible efforts for incredible relieve to san franciscans and make sure our city is the diverse city were able through the process to make sure we had 11 cosponsors the mayors 3 hundred and step outside the box Million Dollars Affordable Housing and the mayor and the board of supervisors i think this year yourself e during our budget process the incredible leaps forward to make sure that San Francisco is secure this the future i want to say thank all the people first of all, my bucket Committee Members vice chair katie tang to supervisor eric mar supervisor wiener and supervisor norman yee thank you and to all my colleagues that played an integral role and harvey rose this is harveys 44th budget in the city of San Francisco so harvey to deborah thank you to you so much to benefit rosenfeld and his Incredible Team this wouldnt have happened to todd for this and mission bay i michelle and everybody a special, special thanks to kate howard the mirrors budget director it is difficult to over sate how much that of an impact it kate had to mr. has updated our congratulation rate to 83. 9 percent in rent an increase for the School District from the 81. 7 rate in 2013 were especially proud of the class of 2014 given the class of 2014 was the many ways to engage the process like the goals the state standards in the core curriculum those tests are far different to make any comparison between the old scores and the new scores this is baseline year and what we know the results are coming in with the standards for rigorous than in the past i can say with certainty the hard work of the ucsf teachers and the work theyve been doing in the classroom have been to implement the common core standards aint curriculum shows the scores overall on this early date are far ahead of the urban districts with similar groups we look forward to sharing those and describing for the public what those scores mean im all to take a p g and express my heavier heart i have mentioned we lost our boo loved teachers east taught in ucsf for 14 years and which we all consider quote unquote a kid magnet a teacher in Downtown High school shared his love of nature for this course called get out and learn he changes or changed the lives of hundreds of students and will be missed by all we also were sandal to learn we lost a Visitacion Valley middle School Student in a tragedy water accident a teacher at Elementary School and recommended as a person that brightened up the room and finally we recently learned the city the entire city lost a champion for San Francisco in particular the Mission District and a former member of the board of education and wanting restraining order add originally from bolivia and in San Francisco dedicated her life to sincerely the immigrant community i have the distinct pleasure of knowing her and license to her many stores the first latina woman elected to School District and while serving served for 12 years most recently, the executive director of the Mission Language and Vocational School ion on behalf of first school weve built from the ground up since elementary in 2005 ive been on campus it is a fabulous place of learning that our community should be very proud of the new school is a focused Good evening, everyone thank you for your time im julie the principle added San Francisco International High school i wanted to talk about the dilemma a different kind of limbo the students a facing we have many students this year that experienced the collaboration of the july administration the ucsf class of 2015 worked hard for 4 years to attend the classes to get credits and pass the courses we have students that have scholarships and attended school theyre not allowed to attend the universal our school served recently for the English Learners and our students some have spent two or three years in the country this can be a stumping block for the universal they said you cant attend the college our students were not given an opportunity to pass this test they were counting on the july administration to get them to college theyre ready to go to college we ask you give them the opportunity to get into the college we need a diploma lets here from some of the students and families. And hi good evening im tiffany a 11 and 12 grade teacher they industrial High School Im here to share my opinion although theres been many students who have used the opportunities of the july casey to get into the fouryear colleges theyve got labored and told you over it and will be able to handle College Although the casey is not the best way to it is an injustice we cant afford for is already underprivileged students please consider those students and the impact this has on their future theyve come to this country for a better life please dont leave them behind since the casey was suspend their getting not having the opportunities. Murase thank you for coming forward and expressing your yourselves a couple of things to clarify we are absolutely with you on this particular issue School District has been fighting all summer to get clarity around what i were going to be allowed to do given the state protective take care has suspended the k c for this the board of education didnt hold the authority to issue our diploma without clear direction from the state board of education, in fact, were going to make sure that a copy of those comments are sent to the board of education at the state level and the superintendent to understand the lingo we had a choice to make that summer with the k c is no longer a requirement for graduation, however, the board of education at the state level has not given guidance or direction as to what we can duo do number two, of not having the k cs in the future so the choice do we go ahead and issue a diploma to everyone that met even though requirement for the diploma yet not passed the k c and a simple answer is yes unto the issue the board of education says there are not requirement i have to fulfill well be required to revoke our diploma and notify every institution weve revoked our diploma that is not something were willing to do and not something a position were willing to put our community or students in limbo of so what were doing is advocating for clarity can we issue a clip and i guarantee if he can well issue it on the day we get the note in the meantime, what were willing to do with the students that have this situation were willing to communicate 0 our colleges and universities about the communication why we feel we should be able to issue a diploma yet were not allowed by state law at this point to issue a diploma so we can communicate that it is a bureaucratic mess we understand that but were absolutely in audiotape with you in terms of getting clarity and our ultimate goal well be able to issue a diploma fourth with having completed the k c and issue a diploma immediately so we just want you to know were standing with you and whatever you can do to help us to get clarity at the state board of education your help to get the decision about the students so thank you, again, for coming forward. Hi, im a teacher with ucsf and taught at John Oconnell about 15 a assistant principle one thing i know that it is crucial for the students kurment relevant curriculum and equality we hear from the district quite often the arabic pathway reflects those values i know that im here to stand with the boards decision to continue with the pathway and time to say that as a member of the Jewish Community the jcrc doesnt speak for me it is crucial we understand that the attack on arock and on the Language Program are really problematic and i hope that the board can stand by its decision and support our students. Im robert r0g9 ive been a teacher in the district for 27 years and im starting my 28 right now i teach at Mission High School and im also to speak in support arabic language to the pathway i was here when the board unanimously passed the resolution and over the summer i began to hear attacks from the jcrc on arock in particular also im a jewish teacher in my experience ive worked with arock in any both in my classroom and school anticipate theyve severed as the very, very strong support for my an arab students my students have gone to arock for tutoring and after school work a bull warmth of their every part of their identity as arab students in a city and society very often attacks them and so for me when i heard those attacks over the summer i was very concerned about the braids response ive been happy to hear that the board stood firm in its support not only for theries but in its support for the partnership with arock and obviously curriculum is decided by the district and by teachers so it is not about the partnership that you have what the Community Partner but i think in terms of the perspire that arock represents a very significant force in the ash Ash Community and done positive work with the students and community and i urge you to continue that partnership as i move forward with the ash ashic language pathway thank you very much. I work with jewish rights for peace ive been a long term activist here for human rights and justice in the bay area i was shocked that would come up for reconsideration youll hear my support for arock and hopeful youll lay this to rest and lets get on with such a Wonderful Program including arock. Good afternoon, commissioners this will be a where we live presentation this evening as many of you may know on monday we welcomed over the 57 thousand students over 2 hundred students to the newly reestablished Willie Brown Middle School and we look forward to seeing them we thought it was really important that on the overview of openly the schools we gave you gave you the progress rotator for the tuition youll hear about this evening in advance appreciate that this is really been a yearlong across the departmental efforts many folks that insuring not only the Physical Plant but the pragmatic workers of the school we look forward to providing for our students much of that provided Corporation Cooperation and leadership if the projects i want to appreciate her pubically and many folks are coming back to meet with the colleagues today in fact, the carefully hand selected Willie Brown Middle School faculty and support staff have been working throughout the summer under the leadership of the promise in being prepared to off powerful teacher a unique experience so this evening youll hear a recap of the big picture and the Community Engagement and the pragmatic features were share with you principle austin. Julia and in the back our beacon director so id like to begin by giving you an overview of the process and willie Brown Construction the site is beautiful and this was Willie Brown Middle School one year ago september 9, 2014, you can see the main entrance it is in the rear this is Willie Brown Middle School today and as we wait for the light this is a beautiful shot it is wellpolished okay. Well see it on the side good doesnt we today, we hosted our step up orientation for over one and 10 of our students to be act made to the school our entire staff was there with enthusiasm to engage all the students and families as we prepare for monday august 17th Willie Brown Middle School is a school destined on the founding principles specifically the 6 at least and dispopulations of our vision 2025 they must be master for the 21st century to for the skills to be employable and have a global identity embedded in the core of our program the students will have access to World Education to extend their education beyond the textbook our students will be supported by pier resources to develop the leadership models inside Willie Brown Middle School a purpose of self the shifts that are listed in the vision 2025 are shifts taking place across the country Willie Brown Middle School in the design of our state and federal consulate personalized pathway and two in the space and time in our Mission Statement we specifically call out the fact we want our students to have the skills and abilities to major in stem degrees we wanted our students have the option and freedom in the future to choose stem crazy San Francisco economy demands those tool to explore the identity and expand the possibilities and be of service to others our students to be advocates of social justice for the expansion of the rights of humanity with the Willie Brown Middle School so the action into 9 action of willie brown memorial day begins with the in coming sight graders we designed an Academic Program and a social program and Healthy Program so when our students leave in eight grade they meet the 6 dispopulations of the profile our Strategic Priorities are steward around the academic achievements as well as Emotional Development that means that the students are the core of our model outside surrounding it our Family Engagement strategy and communities involvements as well as Staff Development it is approved monthly and weekly and daily four academic achievement the first to open a ucsf for the standards for the next generation of scientific in sf i was most of complex construction to make sure that every student is focused on developing math and Science Teacher at Willie Brown Middle School we expand the construction do our e l a and social departments 3 times a year well offer the opportunity to students to be engaged in the hands on learning well invite the community to give feedback during exposition week for the design process were oh, the extended classroom and have a partnership with a local Education Management organization to support our personalized learning plan so how students will have a plan unique to them and the abilities support if the teachers for the learning task as well as individual Technology Skills four our psycho Emotional Development were beginning our academic as well as behavorial performance at Willie Brown Middle School weve create smaller class our crews and in our advisors class up to minutes two or three times a week 15 students work to support them into the academic growth as well as reflection on their goals beyond Willie Brown Middle School and as well as college in their career we have a partnerships are Stanford University to help us build the acclamation practices so all our students know theyre in a welcome place and perform in high levels through sfusd your teachers are dpw the Restorative Practices for the learning curriculum and our mission we have the resources as part of the directive supporting our Youth Development the Healthy Habits of mind lifestyle were offering a health class to the saith graders all students are enrolled in a pe course and well continue to offer that heartache class 3 to 8th grading grade are a partnership with the Public Health and this is managed through our partnership i mentioned our beacon director is wanting were in a position to offer not only Family Engagement but before and afterschool programs we have a student club sports for involving and basketball and boys and girls to attack boys and girls were offering anyone else events that was our Parents Organization aligned with our student organization. Our fundraiser forevers have been incredible the stem phone call is a huge draw for Many Companies supervisor yee can spoke earlier about the tremendous support of a the of us and as you walk the halls of were about to see the support for our students our health and Wellness Center is supported by the department of Public Health and we have additional learning opportunities for many in kind supports at this point, were looking for 40,000 which will go to both students and family programming and the tech and help the elements at Willie Brown School enrollment we as of this morning have 2 hundred and 15 students enrolled you can see how the wait list has moved forward if round one we have 33 students and parents knocking on our doors trying to get their students into the school we have met the 10 percent and ready to start in terms of gender it is split evenly slightly more male students but the concern was that initially shared is that not coming to fruition were happy to welcome everybody our ethnicity breakdown is the most diverse were 38 Elementary Schools that are represented. Staffing model for those schools are based on the staffing model for the Willie Brown Middle School it bans all of those funding supports allows us to hire a stem corresponded to help with the cooperation of the stem practices at Willie Brown Middle School two math and two science and two social Science Teachers and one inclusion teachers to support the high rate of students for the individual listed plans at the Willie Brown Middle School in connection with is have two educators and at the bottom engineering and design class feldz and art class resources are world language is spanish for this year and offer a Librarian Library class in the support staff one custodian and two Security Officers and for the health and wellness the wellness nurse and. Community outreach from ucsf august those are the you mean events some have taken place we welcome the middle school with the ceremony to support emphasis legacy drive career in San Francisco and i believe 75 families came out to the family pioneering engagement and was held at the park it was a success students really had a great time families connecting with the teachers fun building positive relationships today, we started out prooirp as a student step up the parents were there from 8 to 10 and students involved in the orientation and to note the teachers as well as the angular staff august 14th this friday the Ribbon Cutting term for the Community Support that event begins at 11 00 a. M. Is it a different model at willie brown that the middle schools that are tweaks and changes youve made or what the district is doing in other schools to support the students in the general population. The next item is exploring the probability the shipyard chius campuses wed like to have one public speaker and then discussion thank you. So dr. Murase id like to ask our chief Development Laura morand who has been the point along with the Deputy Director and officer david golden in those open up for Public Comment this is going to be a brief introduction to the board and public around some of the conversation and the ideas were engaging in the conversation with the City Partners and lennar and for the future the San Francisco and the San Francisco Unified School District but with that, im going to turn it over to our chief Development Officer laura thank you superintendant carranza and ill be sharing this with our deputies this is an exist opportunity for us as many of you may know the shipyards is under construction and is a really existing opportunity for the city and im going to hear tonight a little bit about what is going on at the shipyards and over the last 6 months our superintendent and deputies chief facility officer has been in conversation with San Francisco State University about an initiative partnering for a presence at the shipyards we wanted to present some of the early thinking to the board this is more follow but have next steps how to engage the board more deeply so basically, were xrrg exploring the potential for shipyard and on the next page in the handout about the existing work going on at the shipyard and this is really an opportunity to have a revitalized waterfront neighborhood with the whole vision for the residential and entertainment a research and development conveying campus a business gutter situating on the waterfront and as we think about much the innovation work going on there some of that will be moving into the shipyard this is going to be an exciting mixed use space and 6 thousand housing opportunities there as well at different income levels weve not finished our projections around demographics which mr. Lee will talk about we know there will be families there one of the things we had some encouragement from roberta to make sure when we think about the opportunities for Community Space which are generous but limited she encouraged us with Exciting Partnership ideas with the San Francisco State University to come and present those to lennar urban what are the opportunities for us to have a educational footprint at the shipyard so we wanted to show you that as you heard from our presentation of were about this willie brown is the epic center of the stem Educational Opportunity zone, if you will, for our schools so what you see think the chart is the educational sites that we have and if were building willie brown as its center of education what about precare at the high schools how can we take advantage of some of the opportunities at the shipyard that will then not only benefit the students that lived in the shipyards by broadly benefit the whole areas the two opportunities is superintendant guerrero will go into the opportunity for a new school that could be a stem elementary professional school that feeds into willie brown and helps to build the capacity for stem at the other pre k elementary sites and the middle school and high school we also have been talking about as many of you may know the High School Redesign how to rethink how to allow every single high School Students a multiple opportunities so that this is really this is part of vision 2025 from our business communities how do we make sure not only the students in pretech ed but all students have rich opportunities to for dual enrollment and career experiences to have an opportunity to do something excited with an innovation alley lots of new companies entitying so those are the things from conversation next steps. So commissioners this next rendition a high representative in the oranges and yellows so highs that are 6 thousand homes projected in the shipyards and open park area as well as retail and commercial use and some identified Community Use areas and then one thing ill be describing in the blue is research and Development Projects that are being conceptual listed ill talk about in a moment you see in the highlevel along the shoreline with the star is a potential parcel it could serve as a newspaper Elementary Schools the sfusd protocol an Elementary School that could serve as a key important addition to our protocol that could serve a school like wishing as as comprehensive middle what it would look like in the elementary School Students have a similar experience in the elementary years and so what would it look like or how might we create a stem focused elements that might have an additional feature as a professional Development School model some preliminary conversations with the college of ed at the San Francisco State University what if we had a setting many of the preteachers had an opportunity to develop their practice on a stem focus practitioners that could develop the models we herald or heard about earlier with willie brown and have to ac mat our educators to the practices in bay area schools specifically that feed into willie brown and marshall an exciting opportunity to how we partner and collaborate with the institutions in San Francisco. Now another part of the shipyard emerging developments here at the intersection of crisp avenue and fishing street is exhibit conceptual listed as a innovation alley a hub of technology that are interested in having a footprint in this area as well as stafshts that support very different kinds of sieblts in San Francisco but in the middle of that all there is preliminary communication around a hub working title systemic accelerate that serves as a place for hub for secondary students in particular regional models around state in the country where high School Students have an opportunity to participate in dual enrollment and other pathways that could be housed in a uniquely set up environment in a is it correct accelerate type of model some of the things that could continue to support the higher east side the cb o and other businesses that are interested in being established in this area what is the state of the Art Technology support not only high school but college aged students working in calculation clock and developing those sectors could create an interesting opportunity for our students to see some live and real models of Tech Companies and other no matter industries as a tech base for them. And to wrap up this conversation tonight im going to address a couple of points around process so this slide this shows probably not an exhale liquifies but an early brainstorming of the entities and the individuals within the various entities it needs to be engaged and beginning to be engaged actually many of the teams that are listed on this page actually need to share more information about the concepts of many folks listed it is a busy summer in this particular subject area so they have been conversations that have been take place in a preliminary fashion over the course of many months but accelerated over the summer so commissioners you may be hearing some of the ideas and see things are flushed out i want to reassure you this is a preliminary conversation in a moment ill suggest some possible next steps for boards committees to go deeper and, in fact, with our own colleagues within the district and many of the developments not to mention across the university and City Departments as well we have to expand the circles of communication but evolving all of those and other departments and individuals institutions need to be engaged to come up with both desirable feasible and viable ideas weve been engaged and were excited getting tieftd of excited about the potential here in terms of ceded next steps ms. Morand mentioned were in the process of updating the demographic projections for the district this is happening in as as you may know a very dynamic context with respect to develop accept in this part of city but generally across the city weve engaged our folks many of you have seen their laptop and global a reported out some of the early finding a bit for work to do before we schedule a presentation whether a committee are committee as a whole for you to see some of the results of the refreshed demographics that talks about the choices or for the board to give us direction about what seems most adviceable not to mention the specific sites have the most potential and we as staff will give you the thinking about that if you saw some of the maps of the shipyard there are actually 5 Community Serving sites that have been identified through the combination of the shipyard the Hunters Point shipyard and candle stick Point Development areas and weve been engaged in conversation with the lennar urban and the office of Economic Workforce Development a investment the closet to the redevelopment the citys arm for continuing the Development Plans work with lennar urban so weve in the process of vesting and learning more about the pros and cons of those sites and what the star that was on one of the slides represent our current thinking about what is desirable so in terms of process we suggest that this topic be vetted fallout and perhaps an augmented Services Committee a pretty complicated aspects it committee that a preliminary discussion i believe in either may or june commissioner walton and commissioner fewer and commissioner mendozamcdonnell were present for that but this is providing more detail than the committee took up but that is a good place for the Committee Members and others that are interested to really do i go into those details for us as staff to give you more information in the meantime, several the stakeholders are interested in initiating the conversation or deepening the conversation with the Mayors Office about the concepts that have been sketched out in particular around the systemic accelerate idea and a little bit later wear not ready to propose this but thinking that maybe appropriate you may find this appropriate for one or more of you to draft a board resolution or with our assistance can help with that as well to kind of take a formal position of interest to explore those ideas either the professional developments or the Elementary Schools and or the systemic incubator with the Mathematics Education we know were going through this quickly and a lot more conversation to be had. Well commissioners, i think the best i can offer a guess so we have had sort of on it ration of conversation with them pretty recently last friday i believe about some of the preliminary finding based on that we have a number of questions they themselves have a number of questions to explore seismically from status sources is from the city and county holds were making a judgment how precise we want to be based on those current a. M. Guts before scheduling a discussion for a board of education meeting with that said, it will not be meantime in august we hope we can schedule a discussion with a bit more information in september but there niece to be a couple of more iterations of some of the analysis and really just to put a finer point the major questions or set of questions is about this new development the new hows developments in the pipeline and we want to get a more precise understanding of the unit the mix of the for each Development Case by case what is the numbers of studios one, two or three plus bedrooms etc. And that really has to be done on a case basis so we have some Historical Information about the questions like the student yield how many students do we typically see from a development that has certain percentages of market rates from below market rate and so we have a lot of information in order for us to give specific projections especially about particular Development Areas like the shipyards or park merced or mission bay better, more precise information than we have so hopefully Early September it could be spill over a little bit but were working as hard was we can to bear down i appreciate that i know that is complex and youve been dynamic but the concerns i have precisely around the yield weve clawed there are good reasons to rely on the Historical Data traditionally we certainly do not want to over build or plan that is sad which to hear that we you know we basically in the past have thought so little of the students that would live in the market rate housing would become our students and that you know, i just want love us to dig into that a little bit more and see you know what are other similar communities what yields so necessary see if the yields vary what we historically see you know i dont i dont want to see were only goes to get the students that are low income or few of the middleincome and the higher income students and that may historically have been the pattern but i dont want to see us completely so those students are going to be our students id rather dig both that to understand how to disrupt a historical pattern for the participant. Thank you those are descriptions the line of thinking were trying to apply if we were satisfied justin just using the historical numbers wed have a betterment than trying to get underneath some of the nuances that might be different than what weve seen historically. I would close by saying ive definitely heard if the constituents depress about how we are looking at mission bay about the number of market rate developments and maybe this is the best way from a planning prospective i do want to be overly option but explain to the public why we think the yields in certain kinds of housing are so low and even have a narrative or plan how to implement that Going Forward as opposed to relying on a historical pattern. I have commissioner Vice President haney and commissioner walton this is the beginning of a conversation we have a much deeper conversation but if there are areas that the commissioners that 80 want to see pursued this is the time. Well, i want to echo the comments that commissioner norton say so thank you for making that into a similar question im excited about this and thank you for your leadership in getting ahead of it and mr. Morand for putting this forward and thinking about what is possible and having it not signed out we could have done something in the way it happened in the partnering im looking forward to the conversation if building the grounds i have one question that is relative to who what commissioner norton the reference the resolution the process in place how do this effort align with or you view it as separate from the conversation around mission bay some similar questions and some similar processes should those those some of this analysis be aligned this is a dwindles opportunity and timeline i want to put that out there with our thoughts and part of is the demographics. Commissioner Vice President haney i think there are a lot of intersections between our conversation and planning and vetting about this particular opportunities set of opportunities and other parts of city and thats actually been pretty explicitly discussed ill give you one example of that which is as as you may know were also making some plans around a general Obligation Bonds next year that championships some funding for some new schools because we fully expect well need to increase the capacity of seats in our protocol at the same time we dont expect to have enough money in the bond proposal to satisfy all the needs so we do have to think carefully and plan carefully what we will see additional demand at what grade levels in what parts of city that is a question that would, relevant around the shipyard and candle stick point and mission bay and e, etc. So it is all enter independent what is mraift us to propose a resolution specifically around the shipyard is that there are enter agencies implementation and partnerships for us as the School District and the board of education to be clear about what youre hoping to your committing to in xrrg the concepts that would be helpful as our understanding from the university and from larry more lennar and not close off options but it would articulate the boards current thinking including what say is open to exploring about it and the caveat for the information we will gather before locking into a discussion. Commissioner walton and ill try to be brief dr. Murase but im definitely excited about the innovation additional and the possibility of campuses and the work we can side on the shipyard pause of the exposure im up here because of the combrour so having the opportunity to expose our children and families to the Robust Program is something that is exist and i get more excited when we balance the entities across San Francisco in terms of what we offer and then just briefly if you talk about vision 2025 and some of the things in innovation alley with the vision 2025 plan the stem and the innovation the understanding the education and the academics and education and reimaging the space and time and the extended learning and everything that comes with that ideas i get excited and when we talk about in terms of of the projections who going to be living on the shipyards and bayview because of the development we can, in fact, start to look at how to get more affluent families excited wasnt we do in sfusd having a true education communities like were proposing and what is being discussed is something that is going to get any family excited about moving into an area and participating in a school and communities with Something Like that so this also addresses some of the concerns we have as well who enrolls in the the schools and the choices and the excitement we understand well be, of course, proposing a bond there are other priorities and things weve discussed that we know are coming the arts campus and complex around the stifsh area and mission bthere are opps that i think we all should think about as we move forward and then just one of the last things i dont talk about things outside of San Francisco but if you look like the center for advanced research and the things theyre able to do being able to how do i word this being able to bring the ideas and expects is something i get excited about, of course, this is operated by the district and development by the district and the opposite of what cart does in terms of the Charter School but excited about what they offer for students seeing the opportunity that is here through that and what is being proposed i think is again, we should take a look at it and oufg youll see something im excited about and hopefully develop something for the future that benefits us in the future with this type of planning. Commissioner wynns. Thank you thank you for that presentation that was actually very exciting and im happy to see that Human Resources i want to and actually, i wanted to respond to one of the things that commissioner norton said i think one of the historic analysis that we need is that we still as far are not getting the yield from mission bay that was projected and that weve now honestly we shouldnt be happy about this but youre planning was show so we kept saying oh, we have a school site we dont know what kind of school and level it might be that is still true im glad by ive heard a number of reporting that said gave projections that were estimates based on the years of development and those had not materialized so i think we should pubically say one thing that is much more important about the shipyard at Hunters Point is that the developer also the city has been much more responsive to the demands that we need Family Housing so the studios and one bedroom apartments the paramount housing partner in mission bay were not going to be appropriate for families and never mind weve not discussed the other issue the market rate so therefore not necessarily those that we have starred to seen in Public Schools if there are were any there in the first place that is one example present we need to look at a little bit and retrofitting but in the past the projection we know were a little bit ahead of the curve from the previous demographic study when the child and public population will begin to go up again based on not only on new developments but more just on the dome graphic curves we have as the superintendent and i were talking about the other day we dont have any room in the middle schools that is something we openly up a new one how do we plan well enough and, of course, none can predictability the recession so having the discussions like this and maybe this will give us the opportunities to explore some of the things and identify things to look at so thats the first one and is second thing is that i im very interested in making sure we have all the information about what is happening with the plans and what potential projects we have in mind for that the bonds so you look at this and it is fascinating exciting to have those two facilities is great but it can be really expensive so i think we need as much time as we can get to know all the components that are going to effect that so im you know asking for that whatever information we have of we always have the tension once we say it pubically people think it is concrete but not a surprise to us and the public but particularly so that were never in the position of saying oh, if we had known of 6 months ago or a year ago we would have had a different conversation those are any main concerns im glad that lots of people are moving forward this is what we show should do it could be fantastic and exactly the kinds of investments we need to the city were by the way, our students like and we really needs to focus more on that which were doing this is parts of that so thank you very much. I have two items one is actually item 5 of two a on page 24 a Million Dollars grant from the California Department of finance for innovation an innovation and Higher Education its purposes to increase the post secondary enrollment that is very Little Information that is the format but i kind of like to know what is it is before we is, yes well do that i understand it is not a lot of money comparatively speaking by one of the things if we dont know anything about it oh, yeah, we do something did we know about it and kevin is finally thats why youre smiling right so nobody knows about that i can get the information later oh. laughter . So i hope ken norman is listening she embarrassed me as many of you may know we applied about city college for the governments Initiative Grant and received for bridge to success we received a 3 million Innovation Award yeah. And one Million Dollars is for us and one Million Dollars the entire award goes to city college and then they, decide how to xrorpgs that 3 million grants we great and that city college said that was a joint project theyll take a Million Dollars and well share a Million Dollars in shared funding so this Million Dollars is to accept it basically, the same program weve been doing bridge to success. An award to continue to do the work weve been doing with city college. No a new source of fuentes wlaum by funding. The gage grant is actually ended up so, now we have no funding for San Francisco day or the councils for the p lc with the city College Councils for the math teachers to meet with the math teachers to have the joints enter departmental meetings in addition to providing incentive and support programs for the students during their freshmen year the grants has to the been appropriated theyre doing it only to accept the Million Dollars and youll start to see things come in. If i may i was thank you that is helpful but im without saying oh, i want every one of those to look like one of these if someone can look at that with the eye does that say third degree anything with an explanation there are a couple of other things ive highlighted this one explicit say anything in nobody objects maybe well look at the agenda in the future you know soon in the next couple agendas. So it is its a for profit they make money off the merchants but free of cost for our employees to use. So i want what i want our obligation to make sure we have to disclose where were giving employee information to the for profit what we get out of that look at both sides. Of course in our sort of tentative agreement it is pending approval here we do were not providing employee information it is opted only people can include it in open enrollment and employees interested can enroll with air ucsf address and they cant use it information or sell it for other purposes. Yes. Im still a little bit nervous but this is a little bit slippery slope i want to provide things for the employees an as he knows the cost of living here is prohibited but i still am a little bit nervous and superintendent and sxhultd. Sure thank you, commissioner we have a healthy sense of skepticism this is passed through the Legal Department our contracting officer weve subtle made sure that no identifiable information is provided to those folks an opt in and i think from a couple of conversations with new teachers with the orientation i had the opportunities to participate they were excited about it i think this is going to be you can no discharge danger to us im going to sign up for the gym membership laughter a nice perk for the employees. Openended contract. This is another example where this is not a lot of information about something that is maybe great but maybe a little bit slippery slope. Thats a 3 Year Agreement we thought that was exciting a Referral Program for local businesses so from employees that sign up they have a favorite restaurant or establishment in the city they can refer that to perks slot and theyll have them in for local discounts too. So just to question because ive dealt with this a little bit in my other life the events for perk spot their solicit the district employees and get a percentage with work with vendors. Is that. Im sorry im not following the question one more time. Basically, their benefit for perk spot to solicit our employees to connect them with the companies. Yeah. As american peoples employee theres a website if you registration our website to have access to the merchants that off perks through perk spot and something a monthly pamphlet how much out of saved often the restaurant or whatever. The word free is definitely free to the district because it is at the expense of the district employee with heavy solicitations theres a possibility that happens. One the thoughts of of the things to go into it how solicited and well not hair the districts emails with peculiar spot specifically for that it is important it is opt in only so only employees that want to be part of it will be part of it. How about outreach to our employees how will they learn about their option opting in. No weve prepared our open enrollment materials that goes out in september for to include a flier as part of open enrollment and for the new hire packets well probably put something in there as well. Commissioners keep in mind if an employee opts in they can opt out. I just think we have to be careful how we our employees that this is like have i got a deal for you b. A. But what you you getting access to our employees is a big deal; right . So you can see other thing all our other contracts have was ways to cancel them do they have a thirty days cancelation im not sure were going into a mou well have to consultant. Commissioner walton in a moment i share some of commissioner wynns concerns particularly a 3 Year Contract we havent had a chance to vet it we awe in the meantime it b if it getting goes out with open enrollments we have fully vetoed it i guess im not comfortable i have enough information to make that call tonight. Commissioner walton. Thats my question i know that is an mou not a contract but one does it have to be 3 years and if severed how to guarantee well basically stop the solicitation of the employees. Id like do my homework to answer that. We can consult with legal in terms of as we design the perimeters of the mou well consult legal on. I dont have questions about the legal illegality this can be very legal not stopping a corporation from doing what they do in regards to solicitation. Id like to recognize our General Council. Ill suggest with the commissioners concerns we get a little bit further in the process and bringing that back to the board and include language the commission is not explori endorsing and our employees can unprescribe if they decide this is too intrusive and we can certainly make sure there is a cancelation period so if this goes wrong we cancel it with thirty days notice. I could has are the ones creating the partnerships with the rail kwloth stores putting an in store collection box near the checks stand so customers can bring their used clothes to the store and deposit off. Textile will be accessible in buildings thought the city and we have goodwill a grant for them to design a textile box especially for families. Goodwill the wellknown store has been making great strides. We grateful to give the items to goodwill it comes from us selling those items in our stores with you that process helps to divert things it from local landfills if the San Francisco area. And the textile box will take it one step further helping 1230 get to zero waste. It brings the donation opportunity to the donor making that as convenient as possible it is one of the solutions to make sure were capturing all the value in the textiles. With the help of good will and other businesses San Francisco will eliminate 39 millions tons of landfill next year and 70 is confident our acts can and will make a great difference.
