Colorado House advances ban on single-use plastic, polystyrene containers


The Colorado House on Tuesday advanced an omnibus bill to ban plastic bags and polystyrene containers after a debate that stretched more than three hours and saw the chamber shoot down 20 Republican amendments.
Under House Bill 21-1162 from Democratic Reps. Alex Valdez of Denver and Lisa Cutter of Littleton, stores and restaurants would have to stop using single-use plastic carryout bags by Sept. 1, 2022. The ban would not apply to existing inventory, but that has to be used up by March 1, 2023, and businesses could sell those single-use bags for 10 cents each until then.
Between Sept. 1 of this year and Sept. 1, 2022, stores can furnish a recycled paper carryout bag or a single-use plastic carryout bag, also for a 10-cent per bag fee. Recycled paper bags would be available after Sept. 1, 2022, for a 10-cent per bag fee. ....

Need a job? Colorado restaurants are hiring in May 2021


Nearly 100,000 restaurant workers lost their jobs in Colorado since the pandemic began. The Colorado Restaurant Association says many are reluctant to return, for many reasons. Some want to stay on unemployment while others don’t feel comfortable interacting with people yet. Restaurants are enticing applicants with their benefits.
Frasca has been offering benefits for years. Now that s helping them entice new employees to join their restaurants. 
For a restaurant group to have insurance, a 4% matching 401k, those are benefits that most restaurants don’t have so that has helped us, said Stuckey. 
Linda Hampsten Fox owns the Bindery in Denver. She also offers benefits and has now moved some hourly employees to be salaried.  ....

Colorado may use preliminary data for redistricting amid census delays


The Colorado House of Representatives approved a resolution on Wednesday that asks the state Supreme Court to consider the constitutionality of using preliminary population data to draw initial electoral maps in light of census data delays caused by the COVID-19 pandemic.  
“While no one could have predicted that a public health crisis would throw a wrench into our carefully crafted process, we have to do everything we can to ensure the process runs as smoothly as possible,” House Majority Leader Daneya Esgar, D-Pueblo, said in a statement.
“That’s why we’re engaged in a bipartisan effort with the Colorado Supreme Court to guarantee fair and balanced maps are delivered on time and with full public participation and input.”  ....
