immigration reform. watched closely by many here in the bay area. good evening, i m jessica aguirre. i m raj mathai. we have multiple reports including a look at who the plan exclu exclude. peggy bunker with more. reporter: not the huge sweeping change the president hoped his immigration bill would be. without the help of congress the president decided to go it alone using executive order. the changes to his immigration policy are smaller, will spare 5 million undocumented immigrants from threat of deportation. come out of the shadows and get right with the law. that s what this deal is. reporter: untouched for years, america s outdated languishing immigration system pushed to the breaking point this summer as immigrant children swelled southern borders. today our immigration system is broken. everybody knows it. to date president ordered sweeping overhaul of the system. affecting 5 million people. and the fact is we have an immigrant population in the country

to benefit. reporter: with the presidential memorandums he signed today, mr. obama says he is attempting a partial fix of an immigration system that s been broken for years. we ve known about this for years. and we ve known we can do better. today we re doing something about it. reporter: the border will be more secure, more skilled workers can stay in the country, millions of undocumented immigrants will children who are here illegal can apply to stay temporarily without fear of deportation. that s why we ll keep focusing enforcement resources on actual threats to our security. but that means felons, not families. that means criminals, not children. we applaud the president for his actions, for his courage. reporter: the son of the late civil rights leader caesar chavez says a presidential action is long overdue. for a young woman who grew up american, it means federal agents might not come knocking on her door late one night to take her undocumented father away.
