For a young woman who grew up american, it means federal agents might not come knocking on her door late one night to take her undocumented father away. They had a private meeting on air force one. The president told him, according to the president of the farm workers, that the farm workers are a big part of mr. Obamas plan. Theres no question the nation is divided about the president s action and republicans are now leading the charge against this immigration plan. And i warned the president over and over that his actions were making it impossible for me to do what he wanted me to do. As you heard, House Speaker john boehner came out swinging saying president obama was sabotaging any chance of a bipartisan reform and that hes damaging the presidency itself. The speaker is now promising to work with congress to put a stop to mr. Obamas executive order. Here in the bay area, people again gathered to watch the president outline his plan. Many immigrants already asking Community Groups to help explain whether this could be a lifeline for them. Robert handa continues our coverage, joining us live in san jose. Went to one of those watch parties today and it led to action. Theres no shortage of optimism but the question is how realistic is that promise of help for other people . Reporter thats right, jessica. That is kind of the looming question going on right now. Even though many became are encouraged at this point. A number of public workshops are being planned here in san jose to help immigrants. One will be at the center for Employment Training here starting monday. And one similar session started right after the president s speech. An anxious group of immigrants and Community Organizers crowded into the fciu union hall to listen to president obama say what he can and cant do right now in terms of Immigration Reform. Millions could benefit. Others are still in limbo. Im very scared my mom could get deported. Shes worked, contributed to the economy, pays her taxes, does good work. My children, i bring them to this country for a better life. And the reality is not a better life because we are still in the shadows. We live underground. Reporter the Asian Law Alliance opened its doors today to help people on the path to citizenship, but the executive director says the president s actions can only take them so far. There are going to be different categories of people that dont qualify for a variety of reasons. So we need to know that before we can really fully advise people. Reporter supporters and critics disagree whether a bill is needed. Its really up to the republicans. Theyre the ones that have refused to allow a vote. And im hopeful that we can work together. The system is not broken. But people like the president , they say its broken. Its a matter of a selffulfilling prophecy. A live look at San Francisco on the left and san jose. And yes, another storm is building up. In just a few hours it will look and feel a lot different outside. Nbc bay areas chief meteorologist jeff ranieri is tracking the timeline of this weekend storm. Just what we need. Getting that ground saturated, at least hoping that our shortterm fire threat, not doing a whole lot for the drought. Its a positive sign. You can see now that third storm system is just off to the north, about 200 miles away. Its mainly spreading most of the rainfall here north of ukiah. Its very light activity. We do expect it to pick up in intensity across the bay area. Yuck see theres just a little to nothing right now. Spotty shower taft back here towards the trivalley. Also for the east bay. The first leg of this storm system, you can see how things are going to shape up. 10 00 tonight, some showers near point reyes, the immediate coastline. We probably wont see consistent activity begin to develop until the overnight hours, 3 00 in the morning. That will begin to pick up as we head into 5 00 as well. Not only the wet weather but also the winds will pick up. Down in the south bay, 10 miles per hour. North bay, where that storms going to hit first, thats where we think winds could be anywhere from 25 to 31 miles per hour. Well track the duration of the storm system through your saturday. Well let you know what it means in about ten minutes. New at 6 00, hydrant heist. The drought appears to be behind a new crime in the east bay, water thefts from fire hydrants. Potentially dangerous looting that could leave firefighters dry. Contra costa coun Contra Costa County district is looking at upping the punishment for that. Christie smith joins us live from clayton. How did they find out the water was missing from hydrants in the first place . Reporter the Water District is getting tips, notifications from people that someone is taking water from fire hydrants. They say they come out and sometime is find questionable equipment left behind. To stop it theyre turning a small fine into a much bigger one. In a drought, the thought of someone helping themselves to extra water doesnt sit well with clayton resident bill evenson. It makes me evenry for sure. Reporter the Contra Costa County Water District says hydrants have become a target for thieves. There could be various reasons. It could be a matter of convenience, where they dont want to go to another fill station, or people could be in a situation where theyre out of water at their residence. Reporter lately the area around marsh creek road has been hit. The district says theyre not only worried about water theft but also potential contamination or damage. Our board is considering raising the fine that we can use for people stealing water from 25 to 250 for the first offense. And 500 for each offense after that. Reporter for those who may have had the well run dry or need water, there are solutions other than theft. We do have Legal Options for people to get a temporary meter. So they can access water. But they would would be able to run it through a meter and pay for it at the district. Reporter the district is considering Video Surveillance or increased patrols. Thats what bill evenson wants to hear. Terrible. Its absolutely theft. Its a Precious Resource that we cant afford to be without. Reporter at this point, the district is considering this, but they are expected to make a decision on whether to adopt the fines at their meeting on december 10th. We are on the verge of the Holiday Travel rush. It just got a little easier to get in and out of oakland airport. Bart is opening the airport connector. Beginning tomorrow, passengers can cruise right to the Oakland International from the coliseum station. Its a short journey from the two spots but until now, riders had to use a shuttle bus. Screaming and then a horrifying thud as a window washer fell 11 stories this morning onto the roof of a parked car. Thats where two workers were preparing to get into their apparatus to wash the windows when one of them fell right from that corner. It is miraculous that anyone could survive a fall from the top of this 11story building. I saw something blue out of the corner of my eye falling. It hit the car. Nearly crushed it. When we asked Police Sergeant told us the driver did not want to talk with reporters. The Fire Department says a paramedic was at the scene within five minutes of the 911 call. It took tennessee m minutes for ambulance to arrive. Witnesses did what they could. I took off my jacket and i put it on on his legs. And i just told him, just keep breathing, help is on the way. Reporter cal osha is investigating the accident. Members of the window washers union tell me the rules are anyone within six feet of a ledge must be in a safety harness. I know him from the union for a long time, over ten years. Reporter the window washer, he says, was a hard worker and careful. Yes, yes, all toot time weve got harness, everything, yeah. Reporter the company he worked for, century window cleaners of concord, has been fined for safety violations. A complaint from 2008 resulted in a 2,700 settlement. The state ordered the company to train and supervise the use of equipment and Safety Devices to ensure that safe working practices were observed. I called century window cleaners to get a comment the man who answered the phone declined. San Francisco Police say the window washer remains in Critical Condition at San Francisco general. Nbc bay area investigation is prompting calls for Governor Brown to take action and look at the issue of medical mistakes. The request coming after our investigation earlier this week into medical mistakes in california hospitals. Whats known in the medical community as adverse events. Today Consumer Watchdog Group called on Governor Brown and Californias Department of health to audit hospitals to find out how many mistakes actually occur. President obama hit the road today pitching his bold and controversial Immigration Reform. He is defying congress here. Nbcs political analyst Larry Gersten is with us. He did his due diligence. The president knows he can do this, use his executive power. But republicans will still fight him on this. Look, the courts are going to have a fun time with this. Theyll have the final say, no question about it. But the fact of the matter is, for the moment at least, weve got ourselves a situation. And obama has said both republicans Ronald Reagan and hgw bush have used that executive order to help undocumented immigrants stay in the United States. Theyve done that in the past. Obama has turned to the same idea. This tool, why . Because congress, he says, has not provided enough funds to export to deport, rather, all 11 million undocumented immigrants, therefore, he says, ive got to decide who goes and stays and thats how it comes to pass. Republicans have to be careful here. Tread lightly, especially with the hispanic vote. Shut down the government, theyve tried that, watch out. Shut it down. Secondly, pass some sort of environmental or some sort of Immigration Reform bill, which gives in. And torch the whole thing and say, all right, were at war, thats all there is to it, we are at war. Heres how it boils down. The first possibility has been tried before. We know thats not going to work. It backfired terribly. The second would make the republicans look weak, just as if theyve captured just at the same time theyve captured control over both chambers of the congress. And the third is most likely to leave the president and congress in this no mans land for another two years, ticking off not only them but the public as well. Its not a good situation. Its going to be an interesting two years to say the least. Okay, forget nationally. Lets get localized. In california, if this all works, what does it mean for us here . A lot. Look, here weve got more than 2. 5 million undocumented immigrants. Right here in california. Its fair to say that the obama plan is probably going to affect 1 million, 1. 25 million, perhaps. So expect that many of these people are going to come out from the shadows. Theyre going to come out, seek employment and jobs. Those jobs, guess what, will extract taxes. Hundreds of millions, maybe billions for the state. But theres another side to this as well. You can also expect these folks to go ahead and compete for jobs. Compete for jobs with people, legalize people, citizens here, who already have them. Thats the other side of the coin. Finally, theres one other element here. It seems to have been overlooked as far as folks here are concerned. What do we do about getting additional h1b workers for this area . That is such a key issue in Silicon Valley. Thats what the tech sector was looking for yesterday and didnt get it. No doubt thats going to be yet another issue added to the 2016 president ial campaign. Very interesting for santa clara county. The high concentration of undocumented immigrants. Its also the Silicon Valley as well. Thank you, larry. Issues with immigration to obamacare. Republicans push back and now file a new legal challenge against the president. Fighting back. The new tool to battle parking tickets in San Francisco. When you saw what we reported how did you react . It was upsetting to me. A state senator responding to what we uncovered in electric substations in northern and central california. Im Tony Kovaleski. We investigate security in the places expected to protect your electricity. [ female announcer ] get your taste of the season, at raleys, bel air, and nob hill. Right now at 6 30, more problems for pg e. The embattled utility fighting off mounting pressure from a wellknown local politician. An uncomfortable spotlight for the utility yet again. This time a state senator is demanding to know what pg e is doing to keep its most critical electric substations safe. Chief Investigative Reporter Tony Kovaleski is here with new details. They both accuse pg e of not doing enough. Tonight a state senator and a former president of the states Public Utilities commission are calling for an investigation into pg e and failures in its Security Network. Our investigation uncovered risks and vulnerabilities in the Security Network. Now pressure for action. By all indications, this is a major substation. Reporter our investigation and our cameras got an upclose look at many of pg es most important and most critical electric substations. This is a thermal imaging camera. Were about 200 yards away. This gate is wide open. Weve spent almost an hour within about 200 yards of this apparent security vehicle. He has not moved. He has not asked us any questions. Reporter during several unannounced visits over several days we discovered what experts have described as vulnerabilities in pg es Security Network. It can be done better. Hands down. Reporter our investigation included insight from a military special ops veteran with two decades of experience in identifying risk and capitalizing on opportunity. How intimidating is the security presence youve seen so far . It wouldnt stop anything. I mean, it wouldnt. When you saw what we reported how did you react . It was upsetting to me. Reporter earlier this year state senator jerry hill authored a successful bill forcing california utility companies, starting next year, to increase security at substations. He also reviewed the findings of our investigation. Well, it said that pg e has not done enough to protect the infrastructure that we so rely on. Reporter on april 16th of last year, this Security Camera video shows what can happen. A sniper attack destroyed 17 transformers at the metcalf substation along 101 south of san jose. It was a gamechanger. It was a wakeup call for the industry. Reporter pg e responded promising aggressive action and 100 million to beef up security at critical electric substations. Been out here 30 minutes. Havent had anyone ask me any questions. Is there anybody here . Onsite . Its not manned. It used to be manned but its not anymore. No security . Yeah, theres security, cameras all around there. Nobody onsite . No. Reporter 16 months after the attack at metcalf, our investigation included 14 unannounced visits to nine of the largest substations in northern and central california. What are we, 50 yards away . Reporter we discovered a less than aggressive and highly simplistic Security Network. I think they get a passing grade. Is passing good enough . Is the minimum enough . I think not. Reporter citing potential future undercover assignments, the military special ops veteran asked us to disguise his identi identity. Metcalf could be repeated across all the sites you showed me in less than 15 minutes. Youre the former special agent in charge of the fbi. Yes. Would you call pg es security right now highlevel security . Yes, i think for critical facilities we have highlevel security there, yes. Reporter remember that answer. It came from stephanie douglas. She left the fbi, now serves as pg es senior director of the security. Following our 14 unannounced visits to substations we asked pg e for specific details. Can you tell us where weve been and when . Ill let you tell me. I do know a couple of places that youve been. I know that youve been to visiting some of our sites at night. Thats part of our test here. Can you tell us where we were and when . Tony, ill let you give me some ideas. I think pg es answer was weak. I hope it was just for the camera and that they dont seriously believe that their system is secure enough to protect the grid and protect the infrastructure and those substations. Because what i saw, it didnt come close. Do you think pg e has done enough now to prevent another metcalf attack . We are working every day to make sure it never happens again, tony. Reporter nine days after that interview, a few weeks after our investigation, youre looking at what was left of an out fence at the metcalf substation. This time intruders cut through the fence, stealing thousands of dollars in construction equipment. With security guards onsite and Security Cameras in place, it went undetected for more than four hours. You were doing the publics work for us. By identifying the weaknesses in their system that still exist. This is new video reporter a point of contrast. Several bay area Car Dealerships reporter earlier this year, surveillance cameras at a bay area car dealership captured car thefts in action. Remember, utilities director of security said, for our critical facilities we have highlevel security there. So that highlevel Security Network has so far produced nothing publicly, while cameras at a car dealership did show the bad guys committing crimes. We cant, unfortunately, just trust pg e. Reporter Loretta Lynch is a former president of the states Public Utilities commission. She says the states puc, under the direction of michael peavy, has both the power and the responsibility to look closer and demand accountability. Theres been a clear safety violation, not once but twice, and who knows how many other times, that have gone unreported. From what you document, not much has changed in an unsafe situation. Reporter responding to the findings in our investigation, instead of hill has sent this letter to the puc calling for the state regulator to review security at pg es critical substations. The evidence that ive seen is certainly more than sufficient to open an investigation. The concern i have is that the puc under mike peavy has been very slow to investigate when it would embarrass the utility. Shes referring to what some have described as a cozy or corrupt relationship between the puc and pg e. Commissioners at puc and senior director of pg es security all declined multiple requests for interviews. In a statement the puc said pg e is in the process of making security upgrades across their system and cpuc staff is monitoring the progress. House republicans sued the president over obamacare. House Speaker John Boehner accused the president of repeatedly ignoring the will of the American People and said the house has an obligation to stand up for the constitution. The suit is centered on the white house decision to delay the employer mandate of the Affordable Care act. They say it led to unlawfully giving Insurance Companies 175 billion that congress didnt approve. Democrats are dismissing the move as a political stunt. They call it a waste of texas pair money. Reporter since the measure passed three weeks ago, hundreds of inmates across the bay area have been set free. Thousands of others who have already served time could have their felonies cleared from their records. To have a chance to be relieved of, in many cases, lengthy sentences and to have a chance at a future. Some of the people that are being released frankly are dangerous. Reporter prosecutors jason pecks been fighting many of the releases. He says hes worried the community could be at risk. People that have a whole career of Identity Theft are getting released.
