The driver appears to be here standing by his car, and, of course, the person who fell has been transported. We dont know what the condition of that person is who fell, mark, and do you know how many stories that person might have fallen . Reporter its 11 floors up to the top and what we are hearing is he fell from the roof, so thats quite a drop, and, no, i dont have any information on the condition. When we arrived just a few minutes ago, he had already been removed. Okay, what our assignment desk has been able to figure out in making those phone calls early on in the situation is the person did appear to be breathing at the scene after he or she was transported by ambulance to the hospital, so that is at least one positive sign. And we will continue to follow this breaking story with the latest information as it comes in. We know Mark Matthews will remain at the scene, hopefully we can get a update later on in this newscast. This Morning House Speaker John Boehner said by acting alone, the president ruined any chance for a bipartisan plan. With this action, the president has chosen to deliberately sabotage any chance of enacting bipartisan reforms that he claims to seek, and as i told the president yesterday, hes damaging the presidency itself. Boehner added that the president made the Immigration Crisis worse by essentially inviting more people to come to this nation illegally with the promise of some sort of protection. In his speech last night, the president said to lawmakers critical of him using executive privilege, dont like my plan, come up with one yourself. New details this morning on the young boy who fell off a cliff in the north bay nearly ten days after he was in a coma he woke up. 4yearold Sebastian Johnson fell 200 feet down a cliff nearly two weeks ago. He was throwing rocks into the ocean when he then slipped over the edge. Rescuers rappelled down the dlif to save him. He ended up with a broken leg, arm, and jaw, but this morning sebastians father tells us hes breathing on his own and had his neck brace removed. Good news, my goodness. Going to take longer to get to that turkey this year. Experts say the improving economy will be the biggest thanksgiving crush in years and there are new ways for travelers to get to the airport. Stephanie chuang is live at Oakland Coliseum bart station, where the grand Opening Celebration is under way for people to get to that airport easier. They are touting it as a train to Plane Service that runs between the coliseum bart station here and oakland international. The celebration just took a little pause, there was live music earlier, youve got about a hundred people here. There will be 12 speakers before this Ribbon Cutting for a project that broke ground in 2010. At a cost of 484 million and four years later, the first tram will leave at 6 00 tomorrow morning from the coliseum station here. Earlier we saw a couple workers putting some finishing touches this morning, again, one scrubbing the floor where the Ribbon Cutting will make place this afternoon. There are four threecar trains that can carry up to 120 people. The tram is pulled by a series of cables that run 3. 2 miles. It will replace the air bart bus service that averages 20 minutes one way down to eight to nine minutes. Riders we spoke with said its worth it. Nowadays, youre on your phone, dont pay attention, but when you have a flight to catch and when you think youre going to miss it, you really want those traffic lights turn green, the guy in front to move over, all of that. Its going to be great. Its going to make my travel time that much less and get me to the airport quicker. Reporter is it worth double the fare . There was a victim that was probably right on the corner here waiting for the light to change, probably ten feet away from the point of impact when it did happen. We have an officer at the hospital right now, but were unable to contact him. Reporter was he conscious. When he left here, but he had some pretty bad injuries. He did have a partner with him. Hey, were kicking off our fifth annual help us end hunger food drive starting tomorrow is our kickoff at all your safeways here in the bay area, 155 of these safeway locations. And its really easy. When you go into the safeway, youre going to find these Grocery Store bags. They are already filled up with a lot of items people who are in need of food could use. You pay 10, go up to the cashier, pay the 10, put the bag in here and these bins will be getting off to one of seven food banks throughout the bay area. Heres a sad statistic, roughly one in six people in our area rely on food from others from food banks. Were talking about roughly 780,000 people. The Contra Costa Solano Food Bank is one of the recipients, of course, larry sly, good morning to you, larry. We read in the paper unemployment is about to hit a record high. Of course, youre going to tell me otherwise. Well, the economy is turning around. I understand economists say that. The number of people coming to us has increased, though. Were serving 188,000 people per month. A lot more people need help from food banks. Reporter what was that number last year . About 150,000. So were looking at 30,000 more people coming to us. Were more efficient getting food out, but theres a lot more people who need the services we offer. Reporter who are these people . Folks just like you and i, people who have had bad stuff happen, car wrecks, their car breaks down, stuff happens, they lose their job, hours are cut and they cant get by. They need food help. Reporter i look whats in these bags, its not this entire quantity, but this general idea of tuna, green beans, mac and cheese, peanut butter, im assuming that goes the long way . This is ideal, food for the kids, mac and cheese, pasta for your family, youve got something thats going to be enabling you to get the food you need to hungry people in your household. Reporter i imagine help you guys out, not only food, cash works. Cash works well. Yeah, we need it. We get a lot of fresh produce, so cash makes that happen. I want to show you radar right now, live activity starting to move into the north bay and this will continue to be the case throughout the next few hours. By tonight, the steady rainfall arrives and you can see that front is coming in quickly. Now the difference between this storm and the last two that came through is, no two storms are the same, by the way. This ones packing a lot of wind with it and could take down some trees, some of the weakened trees by the drought. Very weak roots throughout tonight, because were talking about 45 to 50 mile per hour gusts possible and already saturated ground. Temperatures for today looking comfortable out there. This is a good day for holiday travel, but as we head deeper into tonight, it gets more and more dangerous with that wind picking up and that storm system coming in. Tomorrow is looking much better. Let me help you time out your plans if you are trying to get out of town. Right now midnight looks like the time were expecting the heavy rain to arrive in the north bay, everything spreads south between about 6 00 a. M. And 9 00 a. M. And here in the south bay were actually expecting pretty good rainfall totals, similar to what weve seen yesterday, and thats really good news, but this is what really concerns me. I want to show you your wind. We stop that clock as that fronts coming through at 5 00 a. M. You see all this bright color, youre looking for the warm colors, thats an indication of that fierce wind. 40 mile per hour gusts. This is going to extend through the east bay hills and even the Santa Cruz Mountains, gusty wind. System will come through, nice break, but once it moves out, the wind picks up again after we get that next round of rain, so saturday just not looking like a great day for travel, but sunday is looking much better. Then as we head through monday, into tuesday of next week, staying warm, staying dry. That storm window stays open. We bring rain back towards the end of next week. Reporter we are at the corner of california and montgomery, where a window washer has fallen from the 11th floor. Thats the top floor of the Sterling Bank and trust building. With me is an eyewitness to what happened. Where were you, what did you see, sam . I was physically right behind you crossing the street going this way and meant to go to that corner, actually, so i was looking right at the area where the man fell. I saw a blue streak out of the corner of my eye and then, of course, when it hit the car and shattered the window and there was a huge thud and a crash and at that point i realized that it was a person, a human, and laying on the ground, so immediately everybody came around him and people got on their cell phones and called the ambulance and started directing traffic. We took care not to disrupt his body or the integrity of the spinal cord. We put some clothes on him because we knew, obviously, he was in shock. A nurse showed up and put some other around his head. Reporter was he conscious . He was conscious. You could see he was lucid in one eye, his left eye didnt seem he had control of. There was some bleeding coming from his ears, it appeared. Didnt appear to be any obvious broken bones. He was breathing, he was frothing at the mouth. The breathing was somewhat unstable, but he did not appear that he was dying. He appeared that he was going to make it. Reporter how soon was the ambulance on scene . It was ten minutes. It was a long ten minutes, but we spoke to him in reassuring terms. You could tell that he understood what was going on, so i really hope that hes doing okay now. Reporter thank you very much for talking with us. Sam harwell was on his way to a meeting here in the financial district. He took a wrong turn at montgomery and california and crossed the street on the wrong side of the street where his meeting is. If he was on the right side of the street he would be in the path of the accident. A lucky break for mr. Hartwell and we are waiting on the condition of the window washer, who i understand is a longtime employee here in San Francisco. We spoke with a man who knew him, said he knew him for ten years and he was generally known to be a conscientious worker. We dont know why he wasnt strapped in on the top of the Sterling Bank and trust building when he began work this morning. Mark matthews, nbc bay area news. Boy, a job like that, takes that one time. Yeah. Waiting to hear about the person near or in the car, as well, to see what their condition is. Well keep you updated. Horrifying for everybody who saw it. We do have a follow up, new trouble for pg e, only this time it doesnt have to do with san bruno or questionable backroom maneuvering over rate hikes. This time a state senator is demanding to know what the utility is doing to keep its most critical Electric Substation open. The security is vital, a successful attack could leave the region without power for weeks or months. Tony kovaleski has details. Reporter by all indications, this is a major substation. Our investigation and cameras got an up close look at many of pg es most important and most critical Electric Substations. This is a thermal imaging camera. Were about 200 yards away. This gate is wide open. We spent almost an hour within about 200 yards of this apparent security vehicle. He has not moved. He has not asked us any questions. Reporter during several unannounced visits over several days, we discovered what experts have described as vulnerabilities in pg es Security Network. It can be done better, hands down. Reporter our investigation included insight from a military special ops veteran with two decades of experience on risk and capitalizing on opportunity. How is the security presence youve seen so far . It wouldnt stop anything. I mean, it wouldnt. Reporter when you saw what we reported, how did you react . Well, it was upsetting to me. Reporter earlier this year state senator jerry hill authored a successful bill starting next year to increase security at substations. He also reviewed the findings of our investigation. It said pg e has not done enough to protect the infrastructure that we so rely on. Reporter on april 16th of last year, this Security Camera video shows what can happen, a sniper attack destroyed 17 transformers at the metcalf substation along highway 101 south of san jose. I tell you what, it was a game changer. It was a wakeup call for the industry. Reporter pg e responded, promising aggressive action and 100 million to beef up security at critical Electric Substations. Ive been out here 30 minutes and havent had anyone ask me any questions. Reporter is there anybody here on site . Its not a manned. It used to be manned, but its not anymore. Reporter no security . Yeah, theres security, theres cameras all around there. Reporter but nobody on site . No. Reporter 16 months after the attack at metcalf, our investigation included 14 unannounced visits to nine of the largest substations in northern and central california. 50 yards away . Reporter we got up close and discovered a less than aggressive and highly simplistic Security Network. I think they get a passing grade, but is passing good enough . Is the minimum enough . And i think not. Reporter citing potential future undercover assignments, the military special ops veteran asked us to disguise his identity. Metcalf could be repeated across all the sites you showed me in less than 15 minutes. Reporter youre the former special agent in charge of the fbi. Yes. Reporter would you call pg e security right now high level security . Yes, i think for critical facilities we have high level security there, yes. Reporter remember that answer . It came from stephanie douglas. She left the fbi and now serves as pg es senior director of security. Following our 14 unannounced visits to substations, we asked pg e for specific details. Can you tell us where weve been and when . Ill let you tell me. I do know a couple of places that youve been, and i know that youve been to visiting some of our sites at night. Reporter thats part of our test here. Can you tell us where we were and when . Tony, ill let you give me some ideas. I think pg es answer was weak. I hope it was just for the camera and that they dont seriously believe that their system is secure enough to protect the grid and protect the infrastructure and those substations, because what i saw, it didnt come close. Reporter do you think pg e has done enough now to prevent another metcalf attack . We are working every day to make sure it never happens again, tony. Reporter nine days after that interview, a few weeks after our investigation, youre looking at what was left of an outer fence at the metcalf substation. This time intruders cut through the fence, stealing thousands of dollars in construction equipment. With security guards on site and Security Cameras in place, it went undetected for more than four hours. You were doing the publics work for us by identifying the weaknesses in their system that still exist. Reporter and we offered this as a point of contrast. Several bay area car dealerships. Reporter earlier this year surveillance cameras captured car thefts in action. Remember, utilities director of security said for our critical facilities we have high level security there. So that high level Security Network has so far produced nothing publicly, while cameras at a car dealership did show the bad guys committing crimes. We cant unfortunately just trust pg e. Reporter Loretta Lynch is a former president of the states public utility commission. She says the states puc under the direction of Michael Peevey has both the power and the responsibility to look closer and demand accountability. Theres been a clear safety violation, not once, but twice, and who knows how many other times that have gone unreported. From what you document, not much has changed in an unsafe situation. Reporter and responding to the findings in our investigation, senator hill has sent this letter to the puc, calling for the state regulator to review security at pg es critical substations. The evidence that ive seen is certainly more than sufficient to open an investigation. The concern i have is that the puc under mike peavy has been sluggish to investigate when it would embarrass the yuutility. Reporter tony kovaleski, nbc bay area news. Well, we want to take a minute to take you back to San Francisco this morning, where there was a terrible accident where a window washer, the car where youre looking at from the chopper there was down on the ground when a window washer fell several stories on to it. Well give you an update on that persons condition and the person who was driving the car coming up after the break. And welcome back. More now on that breaking news out of San Francisco. Live pictures from our helicopter, a window washer fell 11 stories on to that car there. That somewhat cushioned the fall. The man bounced off and landed on the street. This all happened around 10 00 this morning on top of the Sterling Trust Bank Building at the corner of montgomery and california in the financial district. The victim was getting the window washing apparatus ready when he somehow fell and smashed into the back of that car. Witnesses say the man was conscious and breathing before he was taken by ambulance to the hospital, but they say they could tell he was in pretty bad shape. So witnesses rushed in, they tried to cover him to keep him warm until people arrived. One of the people who rushed to the scene was a nurse herself. The victim was rushed to the hospital, dont yet know how hes doing. He was working with his window washing partner, who has been interviewed by police.
