You just see all the homeless folks who are living in encampments, taking all their garbage and throwing all out on the sidewalk. You know how many people you have in the city assigned to trying to deal with this . To be honest with you, no. We preach these encampments with care and compassion. We do have mobile outreach units that come out to offer services and try and get people into transitional housing. Seeing people being pushed around from different areas for sometimes two weeks to a month in encampments. People are homeless all over oakland and the numbers are up over the last year and we are overwhelmed in the ability to deal with it.
