In oakland, they are struggling to find a solution to the homeless camp. And it is a spill over into San Francisco. Reporter welcome to the oakland hidden homeless, and in the past year there has and eight growing collection of shantytowns, tents and shacks spring up along the oakland bart tracks and freeways, and most of it just out of sight of the booming downtown. But sometimes it is in the middle of the street. Just go out to 80 p street in international, it takes up half of the city block. Oakland is not really struggling with the homeless problem, but we realize this is a Mental Health problem, Substance Abuse problem, and we have to ensure that we provide services and not just housing to the people on the streets. Reporter it is becoming a visible problem for city hall. We get complaints on a daily basis, and you can see all of the homeless living in the encampments, taking all of the garbage and throwing it on the sidewalks. Reporter how many people are in the city trying to do with this . I dont know. Reporter we do approach this with care and compassion. We have mobile units Offering Services to get the people into the transitional housing. Ive seen people being pushed around from different areas, and they find an encampment for two weeks or month. The numbers have risen drastically in the last year. We are overwhelmed in the ability to deal with this. We will pilot tiny homes as well as explore sanctioned encampments. Reporter like so many of the oakland residents, many are coming because they are being pushed out of San Francisco. Theres a definite spillover from San Francisco. Reporter it is not just San Francisco. We of the Oakland City Council member noah gile joining us. It appears one day you were feeding the homeless camps and tuesday you are taking them down. Youre absolutely right. This morning we will be cleaning in clearing the homeless encampment on part this morning, and it is a challenge we have, trying to do the spiritual thing on one end, feeding the homeless on tuesdays, and then i get complaints from the neighbors in schools, along with residents that want their encampments removed from their neighborhood. This problem, about a year ago we had scattered camps throughout among the freeways, and it was the state highways and freeways. In caltrains started putting up fences to keep people out, and the next thing they were under the freeways in oakland. In the last few months they have gone from under the freeways to all over. What has happened . They are in the parks, school grounds, troubled lines, caltrans and even on the city property. It is a growing challenge, not just in oakland but nationwide. But in oakland, you are not the county so you do not have the welfare system to get rolling on this and im not even sure you have the money. You said you would spend 1 million to go for the outrage. San francisco spends 250 million. Absolutely. The problem is how to provide housing. I see this daily, grandmothers and seniors sleeping in their cars that are does laced from the housing, displaced from the housing, and i also see children. There are families with their kids, anywhere from oneyear old to three years old sleeping in the park. Children and grannies you can probably get housing for and they will probably stay in it. But what i saw, most people are clearly on on meth or other drugs. Absolutely. When there is a Law Enforcement issue, and it is also a Public Safety and health issue. Are we telling the cops to do anything . Right now, the only time we call a Police Officer is when there is a homeless that is drugged out and in the middle of the street with the pipe trying to hit cars are trying to jump off a bridge. Those are the realities. We do call the officers, but at the same time, public works is out there daily to remove the encampments. Understand you are investing in tiny houses to try to get the people off of the street. We are trying to get the cooperation of caltrans, the housing authority, to take in the homeless, and there is a moved to create tiny houses that we can relocate on public land, caltrans ore city land to accommodate the homeless caltrans or city land, to accommodate the homeless. But each is a cost of about 1000, and who is going to take care of this . We have other news to take care of, and back to you. The Drought Conditions are not helping the lake tahoe water level. The precipitation was near average, only 6. 5 fell as snow in 2015, the lowest ever recorded. The air quality for today likely smoke in the Santa Clara Valley and in parts of the south bay along with livermore and the east bay. Elsewhere, the forecast is good. And livermore topping out at 91, as warm as it gets today, upper 80s for many in the east bay, and upper 80s in the north bay as well. But the people on the floor were happy to be there, and they were likeminded people. Despite the fact that they were booing the press, when you spoke with them individually they were nice. The democrats started out temp it, but by thursday ready to go. What about the bloomberg appearance . Turning independent. He was compelling. It will be interesting to see. Being president involves finding solutions, not findings pointing fingers. And it needs to install hope and not fear.
