federal railroad officials following last weekend's deadly crash near philadelphia. a train slammed into a backhoe on the tracks killing two investigators say the workers may not have known the track had been reopened to trains. to the attacks in belgium, prosecutors released new video as they search for information on the man in the hat. he was seen in the brussels attacks. investigators hope he can reveal important details about isis cells in europe. the attacks killed 32 people. the suspect is seen leaving the airport and later in a nearby town. the first delta airlines flight from new york village where police are investigating a slashing at a subway station. >> it's not the first time this crime. janelle burrell is live at the scene. >> reporter: dick and mary, still a very active scene at this hour. we are at the cornerrer of bleecker and lafayette. this crime tape blocking access to the subway station. this happened around 3:00 this 6 train. we're told that the victim is a male in his 30s or 40s. he was stabbed or slashed in the neck and this morning he was rushed to bellevue hospital where he is listed in stable we can tell you back in january at this very same station a 71- year-old woman was slashed here as well. she was left with a 4-inch gash, so this is a repeat incident for this location. as you know, this is the latest in what's been a rash of attacks and slashing attacks at subway stations across the city. the total number of knife attacks up about 24% from last year, over 1,000 stabbing or slashing incidents in the city since january, but back live we can show you still a very active scene as police continue their search for the suspect in this case. again, that man in his 30s or 40s suffering a slashing wound to his neck and his hand. the car crash initially said he fell asleep at the wheel. was that there was a lot of phone activity. >> what angers the liberman family is that they had to do the investigating. >> we subpoenaed the phone records through our own civil lawsuit, and what we learned from that is that the police weren't to blame for this. that the police don't -- there is no police protocol in place to investigate phones at the scene of a collision. >> so they're trying to change that with evan's law. assistant speaker of the assembly felix ortiz introduced the bill which would help create a protocol for police and allow them immediate access to driver's cell phones. >> they would be able to obtain the cell phone with this new technology. >> much like a breathalyzer detects whether a driver is drunk, a so-called textalyzer would determine if a person was on the phone at the time of the crash. they insist there are no privacy concerns. liberman has been working with them. >> scanning devices only looking at usage and won't look there won't be any text conversations or any pictures. >> though the purpose of this bill is to help aid police in the investigation after a crash, the hope is that this will also somehow act as a deterrent. >> putting people's mind psychologically that if this happened to me i'm going to have to pay big consequences because now my cell phone is going to be you, dick and mary. you can see police are still here at the intersection of bleecker and lafayette. inside of this police car they're questioning some people who saw the aftermath of what took place at this subway station around 3:30 this morning. apparently the victim was attacked on the platform of the 6 line. police telling us it's not clear what led up to the attack or whether there are multiple suspects in this case, but we can tell you that the victim was stabbed or slashed in his neck or hand. that victim and man in his 30s or 40s was rushed to bellevue hospital where right now we can tell you he is listed in stable condition. but this is a repeat for this station. back in january a 71-year-old very same platform. she was left with a 4-inch gash on her face. this, of course, is the latest in a rash of incidents across the city in the last several months. the nypd reports that the total number of knife attacks is up about 24% so far compared to last year. there have been more than 1,000 stabbings or slashing incidents here in the city since january, but going back to this case, again, a man in his 30s or 40s stabbed or slashed with injuries to both his neck and hand. this it's the best. the recent cold snap could impact the apple crop. buds are more sensitive to cold as they mature. farmers here in new york are assessing the damage. and netflix prices are going up but slashing taking place early this morning at a subway station in greenwich village. >> it's not the first time this station has seen this type of crime. janelle burrell is live at the scene. >> reporter: dick and mary, in this case, police are still searching for the suspect or suspects who are responsible. you can see still a very active scene here at bleecker and lafayette. that victim a man in his 30s or 40s slashed in his neck and this is the very same station where back in january a 71-year- old woman was slashed here, left with a 4-inch gash on her face. this slashing overnight the latest in a rash of incidents here in the city. the nypd reports that the total number of knife attacks is up about 24 percent from last year. there have been more than 1,000 stabbings or slashing incidents here in the city since january, but, again, this most recent case happening about 3:30 this morning on the platform of the 6 train here at the bleecker and lafayette street station. police burrell cbs2. thank you. new this morning, a deadly fire in suffolk county broke out late last night at a home on grand avenue in bay shore. it was quickly brought under control. a 62-year-old man was killed. and children lived in the house. the fired will release more information later this morning. new this morning, a nassau county woman will be arraigned today on charges after police say she forged prescriptions for painkillers. 35-year-old rosa benia was arrested yesterday in west bury and charged with ten counts of forgery. she forged prescriptions for nearly 1,000 percocet pills. a bill to overhaul the port authority is headed to the desk of new jersey governor chris christie after being okayed. it would require officials to appear before state legislatures in new york and new jersey up to twice a year. the new jersey bill is different from the one passed in new york. the two states must enact the same bill for changes to take effect. so far the states have not ironed out saturday night into sunday, could be the coldest period of the weekend with windchills in the teens and 20s. in the city it looks so inviting but it's chilly. you have readings in the 40s, 45 with a variable wind at 5, so you have to factor in that 30s into parts of the hudson valley. air temperature reading in oar monk is 42, down to the jersey shore with the wind we have multiple stations reporting windchills in the 30s, even sayville, you have windchill of 37, 39 in west bury. that's close to brian. it feels like the 30s out the door on the south shore. in the city 50 at lunchtime, mix of sun and clouds, passing shower possible. there's not a lot of moisture in the atmosphere north and west. it is falling in flake form. we hover right around 51 during the course of those afternoon hours. scanning the skies right at sullivan ulster county, a little light rain and flurry activity. warren and sussex you could see a brief passing snow shower. it's an area of low pressure right there. that's going to ride into -- pull most of the energy to the south. we'll be okay for the mets today, even with a passing you have those readings in the upper 40s. it's still breezy, though. a lot of the energy of this thing is going to actually push that means south shore communities you see some rain, a coating to an inch or two of snow west of the city. that would be on elevated surfaces, park benches, grassy surfaces and then it's cold. the concern is overnight saturday into sunday, if you have any kind of mixing or melting or wet surfaces, with that kind of cold performing a sex act on another. she was facing sex abuse and rape charges but cut a deal in january she was sentenced to ten years probation. she had to get psychiatric counseling, register as a sex offender and give up her teaching license. new jersey officials are considering changing to the antibullying laws. the regulations are so broad they're forced to investigate nearly every reported incident. changes would include allowing principals to use their discretion on whether to formally investigate. under state law bullying is considered in a student is targeted for characteristics 16-year-old boy was arrested yesterday after he allegedly brought a dagger to new town high school in elmhurst yesterday. investigators say the boy placed the knife against a girl's throat and threatened to slash her. she was not injured. the boy is charged with criminal possession of a weapon, harassment, and menacing. a wild fight caught on camera, watch as a man swings a machete outside a bar in paterson new jersey. police say two groups got into a brawl last month outside carlito's bar on main street. investigators say a man was severely slashed in the neck but survived. police are asking for help to identify the aled attacker who's -- alleged attacker. police are searching for a killer after an 18-year-old dance major was murdered at the university of texas in austin. police identified the victim as haruka weisner. she was last seen sunday night building around 9:30. police haven't released any details on how she was killed, but they have released surveillance video
