good afternoon. i'm tori campbell. there is a massive backup at the bay bridge toll plaza. the drive into san francisco really should be a smooth one at the beginning of this holiday weekend but there's been a traffic jam on the span for hours. ktvu's tom vacar is live at the toll plaza to explain what is causing all of this gridlock. tom? >> reporter: well, there are probably a number of things causing this. but certainly technical glism has a lot to do -- glitch has a a lot to do with it. traffic is going slower and slower. but this began when it was still dark. bay area authorities say they are still working on an unusual software glitch that cause ed big problems in the early- morning. >> the metering lights and the carpool lane lights came on at 5 after 6:00. normally, those are only on during noncommute hours. >> reporter: initially technicians tried to cure problem by rebooting. >> we had to shut down the system. i heard been causing pretty significant backups. >> reporter: relief came to the fast track lanes with human assistance. >> they've been waving them through. >> reporter: as we speak, technicians are still working to cure the problem and the slowness. but it's hard to know if the slowness is one of abnormal operations of the lights themselves or the slew of people trying to get in the city or beyond. >> we regret the inconvenience. >> reporter: also consider that a lot of this might have to do with the closure of the 280 which would then force this traffic to go on the already crowded 101 causing a problem. and a word to the wise, if you are going to the giants' game tonight, best advice leave as early as you can because this may still be going on. tom vacar, ktvu channel 2 news. >> very good advice. thank you, tom. more details on the memorial day travel. aaa expects a record number of californians, nearly 4.3 million to travel 50 miles or more over the holiday. that's up nearly 2% from last year. 3.5million are expected to drive with more than 400,000 people flying out of town. and 300,000 people will travel by other modes of transportation. so just buses, trains and cruise ships. for people driving up to tahoe, prepare to encounter some bumper-to-bumper traffic traffic. the airtra is -- area is bracing for the busiest traffic in years. nearly every room is booked in the tahoe area. they also say finding a spot at the campgrounds will be impossible. many people made their reservations months in advance. >> we booked our cabin six months ago. >> they are set up for the best summer since 2006. >> with the drought, many lake and river levels are expected to be lower than last year. no word how that will impact memorial day rerk rational activity -- recreation activities. for the latest updates to go ktvu.com and click on the traffic tom. as tom mentioned, construction crews are working on a two-mile stretch at 880 that will be closed for the entire memorial day holiday weekend. last night, caltrans shut down southbound 280 from the king street onramp to just before cesar chavez street. it's not scheduled to reopen until 5:00 tuesday morning. northbound traffic is not affected this weekend. the southbound lane closure began right on schedule at 9:00 p.m. highway crews are now working around the clock on an important earthquake safety project near cesar chavez street. the stretch of 280 is a favorite route for giants' fans leaving at&t park and tonight the giants begin a weekend series at home against the minnesota twins. >> it will definitely impact it. i had to think about it and figure out an alternative because definitely don't want to head that streks and get -- direction and get stuck. >> caltrans is urging fans to take muni, b.a.r.t. or caltrain to the ballpark this weekend weekend. oakland is investigating a former police officer who has been collecting disability payments while also working for the fbi. kuts's alex savidge is live -- ktvu's alex savidge is live with the many questions oakland leaders are trying to answer. good afternoon, alex. >> reporter: tori, good afternoon to you. the city has launched an internal investigation to figure out how this former oakland police officer has been receiving a $52,000 a year disability payout work working as an fbi agent. the former officer at the center of the controversy has been identified as aaron mcfarlane. he retired from the force in 2004 after reportedly suffering leg injuries on the job. four years later, he was hired by the fbi after passing a fitness test. according to one report mcfarlane was involved in a shooting as an fbi agent last year, killing a friend of boston bombing suspect tamarla in dzhokhar tsarnaev. now they are going through records to figure out how he was getting the disability payment from the city while still working in law enforcement. while they don't have the details yet, administrators say it's possible this case falls in a gray area. >> the real question is the job that they are doing, the second job they are doing, is it different substantially different from the job before? >> we don't know the nature of the work that he was engaged in with the fbi. it could be something that he was doing as an oakland police officer employee. >> reporter: mcfarlane had a troubled history as an oakland police officer. he was the focus of two police brutality lawsuits and four internal affairs investigations. the fbi meantime is not talking about macfarlane's hiring process but some here in oakland, some councilmembers are frustrated to find out public funds are being used to pay a disability pension to someone who has the ability to work. there was question about whether the payments would be cut off and they said there's still more investigation that needs to be done before any action is taken. alex savidge, ktvu channel 2 news. >> thank you. police in morgan hill are searching for a man threatening people with a gun at two shopping centers. police say the man tried to steal a woman's purse in the parking lot of a target on cochran road last night. then held up employees at a nearby subway. news of the robbery left customers shaken. >> she's probably just, you know, doing her own thing and somebody comes up to her with a shot gun. i would be in shock, you know, hopefully, you know, i -- you know, i would run or be -- make it out of it. >> morgan hill police have released these surveillance pictures of the suspect. he's described as a white man in his 20s, slim build, mohawk, tattoo on his left wrist. anyone with information on his identity is asking to call morgan hill police. the man accused of killing and kidnapping a morgan hill teenager was in court. our camera was not in the courtroom. this was his first court appearance since the district attorney announced he will seek the death penalty in the sierra lamar case. he's charged with the murder of the 15-year-old who disappeared on her way to school more than two years ago. outside of court, supporters last mother family said they hope the threat of a death sentence could help lead to sierra. >> we are hoping that maybe he's using that as a bargaining chip and tells us where she is. we would be fine with that. >> prosecutors are confident they have the evidence that will lead to both the conviction and a death sentence. today's hearing on a request to unseal documents was continued. garcia-torres's next court date is june 27th. a teenager killed in her castro valley home two decades ago will be remembered tonight in a memorial and candlelight walk. next tuesday marks the 20th anniversary of the murder of 14- year-old jenny lin. her killer has never been found. a $100,000 reward still being offered for information leading to a conviction. tonight, service begins at 6:30 at the castro valley library on norbridge avenue. police and first responders just wrapped up a first-of-its- kind emergency drill in oakland simulating a school shooting. the drill was held on the campus of oakland school on macarthur boulevard. police, firefighters and other emergency responders joined several oakland school leaders for the training event. they practiced how they would react to an active shooter on a school campus. >> unfortunately, it seems like the trend of these kind of incidents are increasing around the cut. we need to make sure all different disciplines dash are working -- disciplines are working much more collaboratively. >> there was no school at the school today. they plan to do another drill in an hour. the important step being taken today to try to raise one city minimum wage to -- city's minimum wage to $12.25 an hour. it's starting to warm back up. rosemary will be here to tell you when you can expect the warmest day of the holiday weekend. and a 9-year-old girl writes a letter to the president. the important message from such a young child. a worker advocacy group today took a big step in its campaign to raise the minimum rage in oakland. the east bay alliance for a sustainable economy today delivered some 35,000 signatures to the oakland city clerk's office. it's for an initiative on the november ballot to increase the minimum wage from $8 to $12.25 an hour. the campaign is called lift up oakland. >> it's about human dignity. it's a person feeling proud about themselves when you can put food on the stable. as great as the hope is and as great as the economy, a lot of people don't have a chance to participate in that. >> organizers say they've received widespread support for the initiative. some opponents are concerned it would drive up the cost of doing business in oakland and send businesses to other cities. the oakland as are the latest target of a federal investigation into possible wage violations by major league baseball teams. that's according to the website fairwarning.org. the labor department is looking into claims that clubhouse and admin strastive workers as well as -- administrative workers as well as interns were paid less than minimum wage and denied overtime. they are one of four teams being investigated. the san francisco giants, the orioles and the miami marlins have been targeted in this investigation. in fact, fairwarning.org reports that the giants have agreed to pay more than $220,000 in back wages in connection with the information. the settlement affected 78 employees, many of whom were interns. it was the second wage violation. the team agreed to pay more than $544,000 last august in back wages and 74 other employees. hayward police are looking for leads in the deadly shooting at a busy intersection that happened yesterday on west winton and saklan road. one man was killed. another man was injured. homicide investigators say the shooting was tied to an accident. several terrified witnesses watched the car crash and the deadly gunfire. >> right in front of me was the car, the suv two doors open, body on the ground covered and police everywhere. i watched the crime scene report -- or crime scene investigators come in and take pictures. >> police are still looking for suspects and a motive in the shooting. they are urging witnesses to step forward. a warning for women in livermore where police are investigating a series of groping cases involving people jogging or walking alone. police say the victims wore headphones leaving them vulnerable. there have been at least nine similar incidents since 2007. investigators are trying to figure out if it's the same person behind all of these attacks. a young girl concerned about the violence in her chicago neighborhood is turning to president obama for some help. 9-year-old taylor woods has sent a letter to the president and the first lady expressing her concerns and fears. her mother said they were watching the news one day when her daughter said she wanted to write to the president because of the violence going on every day. >> each day i feel my brother and me won't take it home. i'm tired of hearing about children getting killed. i'm worried about people coming to the school and shooting. it has to stop. >> the letter was sent last month. the family says the president has not responded but taylor holds out hope he will hear her plea and in the letter is hoping that mrs. obama can come to the school and talk about safety. a pregnant woman gave birth to a baby boy even though she's in a coma. melissa karltop suffered a seizure following treatment for a benign brain tumor. she's not regained conscious nbc. she brought the baby to full term and was born yesterday morning. the baby's father said she showed encouraging signs right before undergoing the c- section. she put his hands on her stomach. >> she was able to pucker for a kiss. these are things waited for, for months. >> the baby boy is healthy five pounds, 9 ounces. if all goes well, she could be moved to a specialized treatment facility in marin county. breaking news on the release of a notorious serial rapist who terrorize the bay area. a judge in santa clara county ruled that christopher hubart will be released to live in the remote los angeles county community of palmdale by july 7th. hubart is known as the pillowcase rapist because he put pillowcases over his victims' heads. tee tied to as many as -- he's tied to as many as 100 rapes. on wednesday, a group called the ladies of lake los angeles attended a hearing in hopes of preventing his release. the hearing was in san jose because his most recent crimes were in the bay area. one of the women who escaped after being held by a kidnapper for more than ten years in cleveland spoke out in support of a california woman who is making a similar accusation. 42-year-old cv garcia was in court yesterday. he faces 19 years to life if convicted of rape, kidnapping and other charges. he's accused of holding his victim in captivity for ten years since she was 15 years old. garcia's attorney says the accuser is making up her story. michelle knight who was held in cleveland by a decade by ariel castro had this to say to people who doubt her story. >> you have absolutely no clue what she went through to say things and say that she was lying. >> garcia is being held on $1 million bail. the disgraced owner of the los angeles clippers will reportedly give up control of the team. the associated press reports that donald sterling has agreed to turn over his stake of the basketball team to his estranged wife shelley. shelley and her lawyers are negotiating to sell the clippers. the nba has banned donald sterling from the league for life. but an issue that could complicate matters is shelley sterling's potential tax liability. a warming trend is in store for your holiday weekend. 70s for richmond. into the east bay, 73 for oakland, 79 castro valley. mid-80s expected for danville. santa clara valley, 80. saratoga, 84. along the peninsula, 75 san mateo, 70 for san bruno as well as san francisco. the extended forecast with your bay area weekend always in view, temperatures will warm as we get into saturday. come sunday, the winds will turn a more northerly direction and i think that will be the best day possibly for us to see more sunshine at the coast. temperaturewise, low 90s inland. 80s around the bay and then along the coastline it should be upper 60s to low 70s company. how the job cuts are affecting the stock price of hewlett- packard. stocks are higher on a quiet day ahead of memorial day weekend. taking a live look at big board, the dow is up 62. the nasdaq is up 30. the s&p which has been trading above its all-time closing high right now is trading at 1900. that is up 8 points. one of the biggest banners on wall street, hewlett- packard's stock is up nearly up 7%. this comes upon the news that the company is laying ofl 11,000 to 16,000 workers. hp did not say where in the operations the cutbacks will be. but it's part of a restructuring plant. since the company was removed from the dow jones industrial average last september, stock is up 50%. a u.s. soccer legend is out. a bay area native is in for the world cup in brazil. shock waves were sent yesterday afternoon. landon donovan did not make the cut to participate in the world cut. the 31-year-old earthquakes star is headed to his first world cup. he grew up in danville and
