and pleasanton and livermore and over to the peninsula. that is heavy rain, palo alto and right over half moon bay, and stretching southward towards the santa cruz and moving into the santa cruz coast area and the santa cruz mountains. dry air around hollister and gilroy. the wind has picked up to 50 miles per hour. 50s on the temps. you're seeing the strong easterly breeze. that will only get worse in the next couple of hours. the strongest gusts to the south. we have a wind advisory. a day of wind and rain. a strong system. not much of a break until the next system comes in which i think will be on wednesday now. rain and wind and 60s on your temps today. christien kafton is down at the reservoir. it is not supposed to this full. >> reporter: not at all. that's why one of the outlets is full open. you can see how much water is being dumped right now. people watching what is happening here in morgan hill. the concern is of course with more rain in the forecast, that dam could go over and the water could pure over the spillway nearby. the officials from the water district have been dumping water as fast as they can into the reservoir. it is not enough to offset the rain we have seen come down in the last couple of days and weeks. the outlet here fully open since january 9th, dumping 400 cubic feet per second. the concern of course is the dam seismic safety. it could cause an earthquake on the nearby fault. i talked with the water district. they say although that earthquake is a remote possibility, it is one of which they're very aware and they're taking every precaution to get the water oust the dam. at last check it was over 99% capacity. could top 100% capacity at some point in time today. the retro fit is three years away. we are keeping an eye on the water level here as they are dumping water out of anderson reservoir into coyote creek. the concern for neighbors of course is that it could cause flooding in the area. there is concern about flooding. there's concern about that water coming over the spillway. and of course the ongoing concern over the seismic stability of the dam here at anderson reservoir, steve. >> what they're concerned about is they're releasing a tremendous amount of what could be construed as freshwater. that's just disappearing right now because they have no other alternative. right? >> reporter: right. of course that's the problem. that was one of the questions that i had asked as well. all of this freshwater after five years of drought, it is heart breaking to see this freshwater dumped out to the bay. that's what they have to do. the dam is attica passity and they're trying to get it down close to the 68% capacity. if they can get it down there, they say that would take as many as four, possibly nine weeks. so depending how our weather is looking, it will take some time to get it back down to the water levels -- we can get the water levels down to where officials would like to see them. >> thank you, christien kafton. nice job down at anderson reservoir and morgan hill. let's head over to sal who has an update on our traffic. >> yeah. we have highway 17, steve, that is a concern this morning. we have new pictures of that road. as cars drive through. it has been raining -- actually i think i said new pictures. these are recent but brand-new pictures of the work done there and a driving shot of the traffic. you can see it has been put on one side of the road. this is usually southbound but we have traffic going north and south as they do the slide repair. i want you to know that the commute here is slow as it would be. we're not getting a friday break. and it's still going to be slow by gets better by the time you reach the summit. we have a fresco user that sent us this. this is from randy turner. happened to be driving somewhere and caught this for us. the bumper of the car came off. no serious injuries here, by the way. this is the kind of crash that has been happening a lot during the windy and rainy weather. let's go to 880 north and southbound. the camera is on a tall building across from the coliseum. shaky as you might imagine. not as bad as you might think. but steve says the rain will be moderate to heavy today. this is a look at the bay bridge westbound. a 15 to 20 minute right. at 7:06, let's go back to the desk. operators of the oroville dam says the facility should withstand the next round of storms. we are learning what may have contributed to the damage of the main spillway and the dire consequences if the system fails. four days after a crater first appeared in the concrete chute on the spillway, it blamed rainoff from recent rains for eroding and undermining the spillway, causing a section to collapse. meanwhile repair crews are continuing their work to patch the break within the emergency spillway. >> we've got crews working 24 hours a day out on the emergency spillway, placing large rocks, gravel and aggregate in there and filling it in with a slurry mixture of cement to stop further erosion. >> crews are slowing the release of water down the main spillway to ease the burden. the associated press has uncovered a letter from 2011 where the state warped federal regulators, if it failed, there would not be enough time to evacuate downstream communities. they would have no choice but to draw to higher ground and prepare to treat victims. if you're heading up to tahoe or reno over the weekend, bring your chains and a full tank of gas. the storm is expected to dumb several feet of new snow over the weekend. it was falling at two inches an hour. no chain requirements on interstate 80 or 50 right now. but that is likely to change. the snow is expected to fall in a few hours from now and will last all the way through the weekend. so road conditions could change at any time. the grapevine will get a lot of snow today too if you're heading south. this is welcome news for skiers and snowboarders. this is expected to be a busy weekend, the long weekend with president's day. according to reports, many ski resorts are experiencing record breaking crowds this season and they still area storm making for a tricky morning commute. live storm tracker 2 is the big picture on the left, showing you the rain moving through the region. let's focus on what is happening up in the air. at sfo, there are 90 cancellations in all and 24 delays. that's as of a few minutes ago. there is a ground delay program in effect from right now on through midnight. in san jose, the airport is reporting 34 cancellations and two delays. story the same in oakland with 32 cancellations reported and five delays. make sure to check your flight with your airline before you head to the airport. >> pack your patience. we will move to southern california. the latest storm system is expected to hammer that area. it could be the heaviest rain that the region has seen in several years. >> flooding isn't the only concern. there is a possibility of mudslides and rock slides in some of the high risk burn zones there. mario ramirez joins us live in ventura county with more on what is about to hit southern california. good morning. >> reporter: good morning to you. by the time this is done, it definitely will be the strongest storm of the season. to give you an idea how much rain we have seen so far in the first month of 2017, we saw more rain than we do in an average year. behind me you see all of the damage. this is one of the homes that was nearly destroyed. it was red tagged after a mudslide here. falling hillsides is what the signs read and that's what residents are concerned about. three homes on this street alone were nearly buried in late 2014. more than two years later and they still haven't recovered after debris from that charred mountain side became oversaturated and gave way. 150 homes are under voluntary evacuation orders. some areas could be looking at record setting rainfall totals. as much as six inches expected in coastal and valley areas of los angeles. here in ventura county, northwest of l.a., there's a wind advisory, a flash flood watch and a high surf advisory in effect through tomorrow. over the next 24 hours, looking at a lot of weather activity in the area. reporting from ventura county, we will send it back to you. >> thank you, mario. 7:13. let's help people get out of the door. >> we had problems early and that accident cleared. and things have returned to somewhat normal which is slow on a day like today, driving into san francisco. the rain and the wind are going to make it a challenge. let's go to the bay bridge toll plaza first and show you the backup of about 20 to 25 minutes. it has been raining off and on. sometimes it let's up and people drive fast and we have more accidents and then there's slow traffic again. san mateo bridge traffic has been heavy and slow. steve said the rain was moving through here a little while ago. i believe it because we saw a lot of slow traffic in the area. we're also looking at slow traffic on the dumbarton approach. i can show you the traffic will be busy approaching the dumbarton. not too bad on the peninsula. that is lighter heading down to the valley. 7:14, let's bring steve in right now. >> sal, it's been a slow day, you know, feet up on the desk. >> sure. kind of like the maytag repairman. >> exactly, sir. thank you. our system has arrived and producing wind and rain. the heaviest rain has been to the south of us. santa cruz mountains south. there are drier air coming in with the strong southeast wind. some areas are getting just the wind and not rain. gusts to 50 miles per hour. already some 40 plus miles per hour around gilroy and 70 plus down around big sur. wet friday commute. heaviest rain will to be the south. decent bands going through right now. it has been picking up the last few hours. it will start to decrease later here. very strong system here. i mean, it is in all levels of the at moss fire. originally we want to take this down to southern california. they will get their fair share. if you have a barometer at home, it continues to drop rapidly. bursts of moderate to heavy rain. it is heavier up to clearlake. now it picks up again over in the east bay from concord, walnut creek, by mount diablo and heading towards -- skirting brentwood and antioch, back over to 580, 680, towards livermore and pleasanton. and another line back over to hayward, union city, fremont. over the san mateo bridge, over to foster city, san bruno, daly city, half moon bay, and on 280, that is heavy. right along the line here going into the santa cruz mountains, right along highway 9, maybe skyline and highway 1 as well. there is drier air coming in around san jose, los altos, morgan hill to gilroy because of the downsloping. high wind warning is out south about watsonville. a wind advisory here. winter weather advisory for the sierra the winter storm warnings are in southern california and the sierra. 50s on the temps. we continue to get this strong southeasterly breeze. san jose had gusts to 30. now at 25. it is working its way up to santa clara valley. breezy to windy at times. a strong low continues to deepen here. sends bands in throughout the day. not much of a break here. the next system is racing along. i think it will be here on sunday. won't be great here between now and saturday. but then it really cranks up monday and tuesday. there will be heavy rain to the north. so something to keep in mind, especially as we head towards monday and tuesday of next week. there could be impressive totals. winter storm warning is out for the mountains. san bernardino and riverside. flash flood watches are out. if you are traveling, steve, is there going to be snow over the grapevine? yes, there will be snow. i get it all the time, frank. yes there will be this time, 50sand 60s. a little bit of a mixed close yesterday. checking in on the numbers right now. the dow jones down just about a quarter of a percent. still at 20576 though. nasdaq just about flat, 5814. and the s&p 500 down a little bit as well. president trump heading to south carolina today. this is a live look at air force one this morning. he is headed to north charleston for the unveiling of boeing's first 787 dream liner jet. the white house says the visit will give the president a chance to celebrate a huge milestone for the thousands of workers at the boeing plant. that visit also comes just two days after boeing workers rejected an effort to unionize that 787 dream liner plant. apple moving its annual developer conference back to san jose. after a 14-year run in san francisco. the high tech event attracts thousands of people around the world. this year's conference will be held at the mchenry convention center in san jose in early june. apple says the time was right to bring the event back to san jose where it was first held from 1989 to 2002. facebook recently announced its developer event will be held at the mchenry convention center as well. last year they held it at fort mason in san francisco. the man who helped connect the world to social media is now trying to keep the world together. facebook founder mark zuckerberg shared a lengthy letter explaining his vision for the company. he talked about building a global community and moving away from the political trend of nationalism in the u.s. and abroad. he also talked about a plan to use artificial intelligence to crack down on terrorist propaganda and fake news. facebook was one of the companies criticized recently because of fake news and trying to crack down and separate and make it more clear to users what is news and what is administration is considering mobilizing national guard troops to round up unauthorized immigrants in the united states. we will bring new news as we take another live look at air force 1. the president is heading to south carolina today. he will be there for the unveiling of boeing's first 787 dream liner jet. we have not yet seen the president board. so we will go back to the breaking news from the ap. a draft memo obtained outlines the president's administration propose under consideration that would mobilize as many as 100,000 national guard troops to round up unauthorized immigrants. millions who would be affected live in 11 states that are not near the mexican border. it's an 11-page document according to the ap that calls for the militarization. if it is implemented, governors in the affected states would have the final approval on whether troops under their control participate. how this affects california, if this affects california, we're still working to learn through. >> 7:29. starting you off with a look at the beautiful golden gate bridge. you can see it even through the rain drops on our camera lens. traffic moving well. the streets are slick. this is the story here and the story just about everywhere. in fact from the north bay to the east bay in oakland to the peninsula to the south bay and beyond. everyone is seeing rain right now. and this rain and the wind is going to continue throughout the morning and into your afternoon. and, again, it's a story of rain and wind. they're going together this morning. a busy friday. february 17th. i'm let's go over to steve paulson with our forecast. >> i think paul chambers has been standing in the rain for about a week now. the system is moving through. areas of moderate rain and some bursts of heavy rain and a wind advisory out. the strongest gusts from san jose down to gilroy and hollister. strong gusts even down to salinas. the high wind warning is out from watsonville south. the surface low is continuing to move up the coast. as it deepens, you're seeing pressure drop rapidly from oakland up to sausalito, san francisco, right over the bay bridge, down to san mateo, also over in the east bay from discovery bay, brentwood, highway 4, oakley and also antioch. again from danville, alamo, more ago owe, orinda, back down to hayward. the strongest sells and rain, straight up from the santa cruz mountains and along the coast. you can see some areas. there are a few locations that the wind is i don't even sloping. it takes the moisture out. that's where the strongest wind has been to the south. that is taking away some of the available rain. 50s on the temps. strong or blustery day here. wind advisory into the afternoon. i have seen some of the 33 miles per hour near san jose. look for off and on rain. this is a strong system. it will be with us throughout most of the day. heavy rain all the way down to southern california. 50s and 60s. all right, sal. it's not that i don't listen, but i haven't listened in the last half hour because i've been dancing as fast as i can. >> you've been busy. we are busy too with a lot of flooding on the roads. a lot of pooling water. chp had to step in a couple of spots to avoid people drive through and get their cars stuck. we have a chp officer here with a car blocking one of the lanes northbound 880 up to the bay bridge. san francisco had the same thing. northbound 101 and northbound 280 and southbound 101 in the area of silver avenue. we've had flooding. this is a look at the traffic getting into san francisco. and we have seen a lot of heavy traffic there. sometimes on friday it is light. that's not the case today. moving along to the santa cruz mountains. it continues to be a slow drive up to vine hill where they do the slide repair. a little but not much better than yesterday and the day before. 7:33. let's go back to our paul chambers who is out in the weather this morning. paul, where are you? >> reporter: sal, i'm in san rafael. i have a quick request from you. a lot of people sang the song but tina turner did it the best. i can't stand the rain. help me out with that. >> i'll get on it. >> reporter: all right. awesome, my man. you were talking about flooding. this is what happened in san rafael. a nice big pool of water here there. is a crew out here to clean the area right here to get the water out of the roadway. this is one of the problems that are happening. it has been raining on and off throughout the morning. the rain has let up some in san rafael but the roadways are still wet and slick. earlier this morning, this was the scene as a steady, heavy at times rain washed through san rafael. the rain was constant for several hours. as yet another winter storm hits the bay area. the winds never kicked up in this area. as the day continues and the storm continues, more rain and wind is expected throughout your commute. now of course since more cars are hitting the roadway about this time of day, if you come back out here live, you see it is wet. give yourself plenty of time. we were talking earlier in the 6:00 hour we were talking about flooding and cleaning your gutters. it appears they listened to us and they are taking care of this issue on this street right here. i'm sure it is happening throughout the bay area as we have become accustomed to this with the rain and the storm. it floods. definitely give yourself more time out there. slow down and expect a nice wet commute. but it's friday. so let's be happy with that. >> that's a silver lining. it is friday, paul. well done. thank you, sir. up in the north bay. people in the community are in a race against time to save their belongings as the latest storm has the entire area under water. water levels have dropped a few inches but there are still concerns about flooding along the san joaquin river. water flowed into the basement. he won't be able to reopen for a while. >> i would assume three to four months. mainly because the snow pack up there. you have 1.3 million gallons of snow that has to melt. i don't can see the river receding at all. >> flood control officials are also watching the don pedro reservoir which is 60 miles southeast of stockton. communities downstream could be ordered to evacuate. you can always download our free ktvu weather app for the latest on the stormy conditions. it includes a live radar and extended forecast as well. we continue to follow the breaking news we brought you moments ago from the associated press that says the trump administration is considering a proposal to use as many as 100,000 national guard troop to round up undocumented immigrants in the united states. again, this is a live look at air force 1 as the president is bound to a boeing plant to take a look at the newest airliner that the company is unveiling today. the draft memo obtained by the ap calls for national guard troops as far north as portland, oregon and as far east as new orleans. it was written by john kelly. it says governors of the states would have a choice of whether or not to have their national guard troops participate. the draft memo says participating troops will be authorized to perform the functions of an immigration officer if and how this affects california, still yet to be determined. we're working on getting more information. and we will bring it to you as soon as we have it. 9th circuit court of appeals in san francisco will hold off on deciding whether they will have a large panel of judges reconsider a ruling that kept the travel ban on hold. the court made the announcement yesterday after the president's news conference where he said he plans to sign a new travel ban sometime next week. the administration says it does not plan to pursue a court fight over the order. stanford will not be declared a sanctuary campus. school officials met yesterday with students and campus employees to discuss the matter. the university president pledged to work with the coalition on immigration issues and improve online admissions for undocumented applicants. however, stanford's president fears undocumented students and workers could face severe sanctions if the school designates itself as a sanctuary campus. president trump's pick to replace michael flynn as national security adviser has turned down the offer. harward could not reach an agreement with the white house who should serve on the national security council. flynn was forced to resign after it was leaked that he misled mike pence about his talks with russia's ambassador to the united states about sanctions. president trump lashed out at a news conference yesterday at the white house. >> so you should take that instead of having to get up and ask a very insulting specifically at sfo we're tracking almost 100 cancellations. 90 as of right now and 24 delays. there's a ground delay program in effect from 7:00 this morning to midnight. down in san jose, they're reporting 34 cancellations at the airport there. just two delays. in oakland, five delays reported. again if you're heading out of the bay area by plane, check the flight before you make the trip to the airport. >> all right, gasia. the time is 7:42. there is confusion about how oakland police should handle illegal parties. yesterday afternoon police command issued a directive telling officers to report any unpermitted parties or living situations they encounter. the administrator canceled the order later. it was to prevent incidents like the warehouse fire that killed 36 people back in december. they rescinded the order saying it was distributed practice maturely and the city is developing protocol. she is in charge of the police department pending the arrival of the new chief ten days there now. a san francisco firefighter recovering after being injured while fighting a house fire that displaced 11 people. it happened yesterday afternoon on apollo street in the city's bay view district. this is video from the fire department's twitter page. one person had to be rescued from the third floor of the building. the person was not injured. authorities say one firefighter was hurt when he fell down a flight of stairs. he is expected to recover. all three floors of the home have extensive damage. the red cross is now helping those 11 people who were living in the building. crews are back at work in the san francisco highrise that was the scene of a construction scare earlier this week. the san francisco office of emergency management says the project that 33 street is stable. it caused a large construction platform on the 30th floor of the building to tilt to one side. initially there were fears that the structure or debris could fall. 19 nearby buildings were evacuated. the evacuation orders are no longer in effect. but a block of the street remains close this had morning. now to a tb scare at a bay area school. parents and public were warned about an active place of tuberculosis. the county health department is working with the school district to come up with a tb screening and testing clinic. officials are planning to test anyone who may have had contact with the unidentified person. >> we wouldn't quarantine the individuals unless we suspected that they had active tb disease. because, again, if you're infected, you're not contagious. if you have active disease, if you're sick and you're tested positive, then -- then we would isolate those individuals. duals. >> tb is a slow growing respiratory disease spread through the air. stubborn to treat. fatal if untreated. even if someone tests positive, if the infection is inactive, it is readily knocked out. they will hold a meeting for parents on tuesday. it is 7:45. we have a wet commute. let's check in with sal and find out how we're doing out there. >> well, frank and gasia, there's been a lot of standing water and of course chp is advising you not to drive into it. sometimes you don't see it and you can't see it and that's when trouble starts. we have trouble on 880 northbound. there is flooding in some areas. more cars here. maybe somebody got stuck. chp is up past the 980 interchange towards the bay bridge because of the flooding. there has been a lot of it all over the bay. san francisco had some. it's been raining and of course a lot of the storm drains are clogged and cannot handle the water. you will see that traffic is backed up in even the carpool lanes. highway 17, continuing to focus on that. this hasn't been a commute great commute all week. into the valley, it is a little better than normal because of friday. i think a lot of people have -- they work four days a week and not going in today. it is helping the commute. 7:46. let's bring in steve. >> thank you, sal. >> you're welcome. >> we have the system rotating through. it is a big system. and you're getting tremendous drops in the pressure for those who follow that. your barometer should be around 29 or 37, somewhere in that vicinity. lower for some. half an inch to two inch between now and into the weekend. heaviest rain generally favoring the morning hours to early afternoon. then a lot of this should lift northward. we will see better conditions later this afternoon. could get gusts to 50. although it looks like the strongest gusts will stay to the south. a wet friday commute. heaviest rain and wind so far is favoring areas south of the bay area. it looks like the heaviest about right now 7:30, 8:00 and into noon. then things should taper off as the band lifts out of the area. really vigorous strong low pressure system with low pressure at the surface. also aloft. and a howling jetstream tapped into abundant moisture enhancing us. we're getting strong vertical motion helping to enhance this. some of the rainfall rates are picking up. i'll focus on the heavy ones right now. from san mateo over to half moon bay and fremont and stretching back over to san jose and into the santa clara valley. there are drier areas. you get that southeast wind giving us a downsloping. around oakley and towards antioch getting windy as well. brentwood over to discovery bay. 680 corridor over to moraga and oakland. you can see it also to berglyand stretching over san pablo bay and northward. they are going northward to the coast and coming up the santa clara valley. there are pockets of moderate to heavy rain. hollister had strong gusts. there were some around gilroy. that is dry sloth right in there. salinas had gusts of 66 miles per hour. now the barometer is reporting that it is going up. east 28, east what is that 20 at fairfield. almost 30 at the napa airport. due east at oakland. high pressure inland, low pressure off the coast giving us that easterly component. for some gusts 40 to 50 miles per hour. 28 in truckee. there is snow being reported. precip at blue canyon. snow at south lake tahoe. we have a winter weather advisory out for the sierra. not much of a breeze yet but that may pick up later. it does go until tomorrow morning. about six to 12 inches of snow. the heavier snow is going to be south in the central and southern sierra and even down to southern california. you see this band rotating through. i think it will be with us through most of the morning and early afternoon. the low will eventually dig southward. the upper low is digging towards southern california. i don't think we're getting much of a break. maybe saturday afternoon. the next system is racing across. i think it will be here sunday. and then heavy rain late sunday and into monday. not torrential rain from the system coming through. it will pick up. monday and thank you, you will see heavy amounts especially up north. the circulation will keep some in here through saturday morning. then saturday afternoon looks okay. i would say after 10:00 a.m., we should be all right. and then saturday afternoon, 4:00, some breaks. watch what happens though. the next system by sunday morning spreads rain right back in here pretty fast. then i think we get another break until the next band comes through. southern california is in for heavy rain. also into the mountains they do have a winter storm warning out. san bernardino and riverside. be advised if you're traveling down there. it will not be any better. maybe worse than here. 60s on the temps or upper 50s. another day of wind and rain here. take us into early saturday. a break saturday afternoon. rain returns sunday. and i think heavy rain for the north bay and points north and up towards lake with more heavy rain in the forecast, the spillway that sends the water overflow into a creek could spill over as early as today. this file photo of the drainage opening from way back in '04, some 13 years ago. yesterday afternoon, water levels at the lake were just inches from the 440 mark needed to spill into that drain. police in milpitas calling the reported kidnapping of councilman's daughter last week a hoax. the councilman got the news during a city council meeting. they received reports that the 1-year-old was abducted. well, the teen had claimed she managed to escape from the two kidnappers in san jose. but police say she made the story up and was cited for falsely reporting a crime. a man who bought high powered rifles used in the san bernardino terror attack agreed to a plea deal in court. enrique march questions junior appeared in federal court in riverside with his hands cuffed and chained to his waist as a judge accepted his plea agreement with prosecutors. he could face up to 25 years in prison. he purchased the weapons used to kill 14 people in san bernardino. but he did not know or have prior knowledge of that shooting. and a piece of rope was the subject of testimony in the murder trial of sierra lamar's accused killer. investigators say the rope was found in garcia-torres' car. they considered that a key piece of evidence because they claim it had sierra lamar's dna on it. defense attorneys questioned whether the hair was on the rope when it was discovered, suggesting it may have been transferred there later. sierra lamar disappeared almost five years ago. her body has never been found. the trial set to resume next week. and san leandro police released a surveillance photo a van that may have been involved in a deadly road rage shooting over the weekend. the van is described as white, american made and with a distinctive tall roof. the driver could have valuable information about whoever shot 45-year-old, the father of two. he was driving with his family this past sunday when he apparently got into an argument with another driver. police say he was shot near the intersection of marina boulevard and merced street. time now to mike mibach. >> i'm gasia mikaelian. and our big story of the morning once again is the storm. we will start you off with a live look at sfo. you can see clouds up in the sky. rain just about everywhere. at this point we know there are at least 90 cancellations in all and 24 delays at sfo. there is also a ground delay program in effect and that lasts until midnight. down in the south bay, san jose airport, there are 34 cancellations, two delays. oakland reporting 42 cancellations and five delays. with all of this in mind, we go to steve paulson. getting around this morning has been tough. that will continue. >> yes, for a while. to be honest with you, mike and gasia. no doubt about it. next week we will have issues as well. it doesn't matter where you are out in the bay or even aquatic park or anywhere near the coast, there's a lot of debris floating around. so much water is coming down from the delta. kevin is in sausalito. he is picking up -- he has picked up .58 of rainfall. loads of debris at the ferry landing. i would concur on that. my computer is stuck. sal, it's slow. if you know what i mean. rain is moving through. so look for wind and rain to continue. plaza. it has been raining pretty much off and on, mostly on, by the way, as awe drive to san francisco. when you get to san francisco, there's a lot of standing water. 880 is slowing down past the coliseum up to downtown oakland. we've had too many individual spots of flooding for me to mention them all. i would say generally avoid driving into large puddles of water. this is something that most people know. southbound 880 at davis street there, is a crash that they're clearing on the way down past the airport. this is highway 17 video. earlier we had traffic moving along slowly here. this is video taken yesterday of the drive through what you will see when you drive through it. by the time you get here, it starts moving. the problem is getting here where two lanes squeeze into one in each direction. at 8:03 let's go back to the desk. we continue to follow the breaking news we brought you half an hour ago from the associated press that says the trump administration is considering a proposal to use 100,000 national guard troops to round up undocumented immigrants in the united states. >> frank frank following the latest developments from the news room and joins us live now. >> good morning, mike. we should make this clear this is a report from the associated press. they have obtained a draft memo authored by the homeland security secretary john kelly. within the last half hour, the white house responded to the report saying it is, quote, 100% false. here we go. according to the associated press, the states affected by the proposal are here in california, arizona, new mexico, texas, oregon, nevada, utah, colorado, oklahoma, arkansas and louisiana. again, according it to a draft memo the associated press says that troops would be authorized to perform the functions of immigration officers. it says that governors would have a choice whether to have the national guard troops participate. california senator kamala harris tweeted about using the plan to use national guard troops. let us not mince what this would be. a deportation force designed to break up families and deport millions of people. that have kamal harris. >> not true. 100% false. this story is changing minute by minute. we're going to stay on top of it and update you throughout the morning as it plays out. the president is on air force 1 at this hour. he is taking off and heading down to south carolina to visit boeing. so we're unsure when we will hear from the president about this breaking story. but we will keep you updated. gasia. >> thank you, frank. already so with the tvu. there is a massive water release at the anderson dam in morgan hill. christien kafton joining us live on this friday morning with what is being done to protect the reservoir as well as the people who live near it. >> reporter: yeah. good morning, mike. we moved in the last hour. let's give you a sense of just how much water we're talking about. this is anderson reservoir. you can see how high the water marks are here. you can't see any water marks. that is because the reservoir very close to 100%. as we swing that camera around, we will give you a few of what we were showing you a little bit earlier. that is the outlet. if you take a look down there, way down at the bottom, you can see that is where we were standing about an hour ago. that is the outlet that they're letting, again, as much water out as they possibly can. but it is not enough water to compensate for the amount of water that is still flowing in from all of the rain we have seen this winter. now, that outlet has been fully open since january 9th, releasing water into coyote creek at the rate of 400 cubic feet per second. the concern is over the dam seismic safety. the danger would line the possibility of a magnitude 7.25 quake on the nearby fault. i talked with the water district last week and they say although that is a remote possibility, it is one that they are taking very seriously. that's why they're working as hard as they can to try to dump as much water as quickly as possible. the long-term fix is a $400 million seismic retrofit. that, though, at least three years away. now, one final concern is the spillway here at the dam. we had a chance to check it out ourselves. if the rain keeps coming, it could force water to go down that spillway, down into coyote creek. we've seen some people here. you can see a couple of folks behind me to my right. those folks, neighbors from morgan hill, coming up to check out the water level. a lot of concern for the community here, mike and gasia. >> thank you, christien kafton. a concrete spillway at napa county's largest lake could overflow as early as today. coming up at 8:30, the proposed purpose of the spillway as the next batch of storms moves in. we still have plenty of slow traffic and wet weather. not a good combination. you see traffic will be busy here at the macarthur maze where the rain has been steady. and at 8:07, storm tracker 2 still lit up in green and yellow. even orange. there is rain across the entire bay area. coming up, we will tell you how long that will last when we get a break and when the rain will move right back in. >> the time is 8:10. the story hasn't change much. the bay area storm is still wuss. steve paulson still tracking it. you can tell that by the rain drops on our camera. any camera we take this morning will have rain on it. you see it on the streets. affecting air travel. more on the storm throughout the morning. while operators of the oroville dam says the facility should withstand the next week of storms, we are learning what may have con tribe uted to the damage to the main spillway. the los angeles times report that's four days after a crater first appeared in the concrete chute on that spillway, the state drafted an internal summary of the incident. it blames runoff from recent rains for eroding and causing the collapse. >> we have crews working 24 hours a day out on the emergency spillway, placing large rocks, gravel and aggregate in there and filling that in with a slurry mixture of cement to stop further erosion. >> they released video of the dam. crews are slowing the release of water down the main spillway to ease its burden. the associated press has uncovered a letter from 2011 in which the state warned federal regulators if the dam abruptly failed, there would not be enough time to evacuate downstream communities. it goes on to say that emergency responders would have no choice but to withdraw to higher ground and prepare to treat victims. if you're heading up to tahoe or reno this weekend, bring your chains, a full tank of gas, maybe snacks for the car. a major storm is expected to dump several feet of new snow over the weekend. chains are now required on interstate 80. all the snow is welcome news for skiers and of course snowboarders. this weekend is expected to be busy at resorts in the tahoe area because it is a long holiday weekend with president's day. many ski resorts are already experiencing record-breaking crowds this season. a reminder that you can always download our free ktvu weather app to take with you to get the latest on the storm. it has an extended forecast and radar. people are calling on the city to take action and improve safety for bicyclists. here is the area of concern at the corner of 17th and church. it is a short block with a long history of bicycle accidents. one man showed us video that he captured in front of his home of four accidents. one of them, a mother is seen riding a bike with her two children behind her. she tries to get around a vehicle double parked and falls. the man who captured the video says less than a week after that accident, his cameras recorded another bicyclist falling. neighbors say the problem gets even worse because of muni train tracks that cause bicycle tires to get stuck as one woman experienced firsthand. >> i was making a left-hand turn and my back tire slipped into the tracks and i kind of went superman face forward, flew off my bike. >> it's been steadily going up and worse than that, it will continue. not only to go up, but it will continue. somebody has to fix this problem. >> neighbors say the agency that oversees muni has been slow to respond to the ishikawau. a muni spokesman is looking into possible changes, including removing the tracks and increased enforcement of double parking. a meeting is scheduled for next wednesday night at 6:30. the nba all-star weekend tips off today in new orleans. festivities between a is raining. raining off and on, mostly on for the next four or five hours that we've been here. the traffic is going to be busy on the span as well. and there is flooding in many of the areas. flooding on 101 and 280 in san francisco, in oakland and many areas. in marin county, there is standing water as well. san mateo bridge, westbound 92 traffic is okay. it looks like it has temporarily stopped raining here. but the traffic will be busy when you get to the pence l i want to show you the south bay map. we have been focusing on the santa cruz mountains. we have slow traffic now on northbound 101 and on 880 approaching an area where it has been raining and there has been flooding problems in the last few moments. at 8:15, let's bring steve in. one thing before we go, steve. we have a little video, fresco advise from a user who filmed -- filmed, video taped a crash. this is a crash that happened on the richmond bridge early this morning, heading west. or heading east, i should say. traffic has been slow on that bridge all morning. at 8:16, let's bring steve in. >> old habits die hard. filmed it. i understand. >> yes, sir. >> thank you. some areas are not getting a lot of a breeze but other areas it is just roaring, especially towards gilroy and hollister and salinas and monterey. not seeing much in the way of breeze. but there has been damage towards hollister. a couple reports coming in. this is one that just came in, getting hammered down here. trees down. they're not getting as much rain but they are getting the wind down there. heavy rain should be moving through now to heavy afternoon. mainly to the south. that looks to be the that he havest. wet commute for friday. and then the rain picks up through the early afternoon hours. then it should taper off rapidly. not much of a break. strong deep system pumping in a lot of moisture and has a lot to work with here from hercules up to vallejo and a strong band there, over to richmond as well. there are some areas around san ramon, back over to dublin. over to moraga and up to dan villas well. there are pockets there. after that, it is a general rain. some areas not so much. going parallel to the coast, there is intense bands. a few areas coming up from the south that will probably rotate into the santa clara valley. over the santa cruz and coast, this area though from gilroy, morgan hill to hollister gets the downsloping because the east/southeast breeze takes away a lot of the available moisture which is why you're seeing a dry sloth right there. strong gusts. 50s on the temps here. east at oakland. roaring off shore breeze, if you will. there is san jose. 20 gusting to 31. southeast breeze or even a due east from livermore to hayward and also to sfo. we don't see that often but we are today. they are reporting some snow up around lake level there. is a winter weather vise for the sierra. the winter storm warnings are for the central, southern sierra all the way down to the southern california. this is one that goes until saturday morning. maybe 6 to 12 inches. the breeze so far hasn't cranked up. it might later as the low starts to work its way in. the snow level around lake level to slightly below that. you see the rain moving through. some of the pockets liting through the bay area up to the north bay. that will be the theme until the low moves through which won't be until tonight. the surface logos over the bay area. the main upper low is diving more towards southern california. and not much of a break. i think we will get one saturday afternoon. the next system is already racing across on a very robust jetstream around 200 miles per hour. so i think sunday will be another rain day. some of the totals on monday will be a strong system as we start to see amounts go over three, four, maybe five inches for some. especially from santa rosa up to ukiah and sacramento. that will be the main focus for lake oroville. but some projections around monterey and the santa cruz mountains of five to six inches of rain. heavy rain down in southern california. advisories all over the place. 60sand 50s on the temps. that is kind of a moot point. it is drought, we're finally getting some relief. we've already seen since the start of the year much higher than average rain totals. with that comes the possibility of danger. property damage to a lot of homes in burn areas. you're looking at some of it. we have seen wildfires. an entire street of homes here was buried back in late of 2014. this is ventura county, northwest of downtown l.a. residents obviously still haven't recovered. we're talking about 150 homes today under voluntary evacuation orders with the fear of more of this happening. parts of southern california today expecting up to six inches of rain. right now there's a flash flood watch, a wind advisory and a high surf advisory along the coast. all of that in effect through tomorrow. so this is definitely a lot of weather activity that people are not used to. it is happening over the next 24 hours as it continues to pour steadily and fast. reporting here in ventura county, back to you in the studio. >> thank you, mario. a popular stroller is being recalled. they are recalling the strollers because of reports of a latch problem that has contribute today 30 babies falling. it is specifically recalling the click and go receivers that allows a car seat carrier to attach to the stroller frame. this is used in the bob motion strollers. the strollers have detachable car seats and the problem is with that latch. the strollers were sold at babies are us, target and other stores nationwide. apple is moving its annual developer conference back to san jose after a 14-year run in san francisco. the high tech event attracts thousands from around the world. the conference will be held at the mchenry convention center in san jose in early june this year. apple says this time was the right time to bring the event back to san jose where it was first held from 1989 to 2002. facebook recently announced its annual developer event will also be held at san jose's mchenry convention center this year. last year it was held at fort mason in san francisco. the man who helped connect the world through social media is now trying to keep the world together. mark zuckerberg explained his vision for the company. he talked about building a global community and moving away from the current political trend of nationalism in the u.s. and abroad. google's parent company alphabet getting ready to launch high flying balloons. they can beam internet service by hovering over masses of land for several months. they hope it will handle wind conditions and deliver more consistent service. the project is a success, then the hashtag tvu. back to the weather not just in the bay area but the southland. there's a new series of storms making for a wet commute for the north bay. >> paul has been monitoring the rainfall all morning long. >> reporter: good morning. deja vu for us. we're getting used to the wet weather in san rafael. it has been pretty much on and off. right now it is kind of off. with so much water coming down, some roadways were flooded. crews here in marin county are out clearing debris from drainage system so the water has someplace to go. all of the wet weather brought out the umbrellas and hoodies as students tried to stay dry on their way to school. steady rain was heavy at sometimes as it washed through san rafael. the rain has been constant for several hours. after several weeks of wet weather, we have grown accustomed to it. the forecast is calling for another major storm here in north bay on monday. of course as steve was saying so we're preparing for it one more time yet again. if you're hitting the roadways right now, remember if it's not raining in your area, it is still slick and wet and give yourself extra time. >> thank you, paul. also this morning, water officials are keeping a close eye on the lake in napa county as the concrete spillway there is close to spilling over for the first time in years. this is a photo from the drainage opening back in 2004. the lake itself is at full capacity. and with more heavy rain in the forecast, the spillway that sends water overflow into a creek could spill over as early as today. yesterday afternoon water levels at the lake were just inches away from the 440-foot mark needed to spill into that. meanwhile people in the community are in a race against time to save their belongings as the storms have the entire area under water. water levels have dropped a few inches but there are still concerns about flooding. one business owner says the water from the river flowed into a basement of his bar and he won't be able to reopen for a while. flood control officials are also monitoring the reservoir 60 miles southeast of stockton. communities downstream could be ordered to evacuate. a reminder to download our weather eye and a large part of his face. >> the prospect of losing my eye was something that i wanted to avoid if possible. >> in john's case, he had a type of melanoma and the way it was spreading that made us worry that actually if we went ahead and did the surgery, there was still a chance that it would come back. >> that's where dr. cy, ucsf and a new treatment called immune owe therapy comes in. >> instead of killing cancer cell, it tries to activate your own body's white cells to recognize the cancer cells, the proteins that are there and therefore to harvest your own body immune system. >> reporter: the timing was perfect. it was just approved by the fda for stage 4 melanoma which is started in one part of the body and spread to another or stage 3 that affects a large area or spread to the lymph nodes. it is very different from chemotherapy which basically knocks down your entire immune system and leaves the patient more vulnerable to illnesses and certain infections. >> i have literally gone every other thursday for an entire year. and so it -- it's like having the flu for a couple of days. it's not nearly as bad as what chemotherapy does. >> reporter: this break through in medical technology is being called the closest thing that we have seen to a cure for cancer. it trains body to recognize cancer cells and kill them. not temporarily but ongoing. doctors are hopeful because cancer cells are always changing and the focus of treatment has to include the healthy tissue around the cancerous area. doctors at ucsf says that is exactly what immune owe therapy does. >> you're getting something in the blood stream that will treat not only the affected area that we can see and feel on the body but also potential the disease we cannot see. >> because of the result of my treatment this year, actually looking to expand my business. incredibly optimistic. it has really turned my life around in a big way. >> melanoma has become the poster child for immune owe therapy. doctors have seen success in fighting other types of cancer including extraordinary types of breast cancer. the clinical trials at ucsf are ongoing and are accepting new patients. we have a link to interstate 80 and 50 going to tahoe. chains are required on all vehicles on interstate 80. i'm reading from caltrans latest bulletin. except four-wheel vehicles with snow tires on all four wheels from kingvale. on 50, 50, there are no traffic restrictions reported right now. word to the wise, bring your chains with you. you're going to pay someone to put them on. get the proper chains for your car and have them with you. let's go to the bay bridge toll plaza right now. you can see traffic is going to be busy as you drive up to the pay gates. it hasn't been raining in the last ten minutes or so. and when it stops, things get a little better. then it starts raining again. this is what we're dealing with. the winds are already gusty. this is a look at interstate 880 in oakland. you can tell it is slow. not as bad as yesterday when lanes were blocked but definitely very slow as you drive through the area. and a look at 580 alternate here. 580 will be slow from the oakland san leandro boundary line. 880 slows from union city to fremont. at 8:46, here is today's weather with steve. >> sal, we should mention that morgan hill, gilroy to hole enterster, many trees down and power outages due to the wind. >> thank you, steve. >> i appreciate everyone sending me the information. i'm posting some. i think you took the brunt of the breeze. now it is heading to parts of the east bay. our observer over in antioch, 35 miles per hour, gusts to 43. for some, it's not that breezy. for others it has been roaring. especially around hollister and i know gilroy. many, many power outages down there and trees down. high wind warning to the south. wind advisories for us. so far the most rain has been about 92 -- i think it was .92 at mill valley and three quarters of an inch. the heaviest should be around 9:00, 10:00, early afternoon. gusts to 50, certainly to the south and in the higher elevations. a wet commute for the most part. a few breaks in there. heaviest rain and wind to the south. although it is coming up parallel to the san mateo, santa cruz coast. marin county might take some of the heaviest rain. should start to taper off after the noon hour and decrease throughout the evening. really strong. what we call a vertically stacked system. low pressure at all levels. the surface low which is what we call balming out may track across the bay area. this is very, very impressive. for somewhat we call the gradient, you're not getting much wind. certainly over by the coast. inland and south, it is tight. that's why it is windy. there is rain all over the place here. some of the pockets of heavier rain towards st. helena, over to sonoma and american canyon. over towards hidden brook. and then off and on rain, brentwood, antioch. follow the line from concord up to vallejo. san ramon, blackhawk, dublin and over to pleasanton, livermore and an impressive line. some of these to the left or right may not be that much. going up right again san mateo and half moon bay. skyline and heading up to san bruno and san francisco, which is why some areas here could get the bulk of that. they are closer to the low. some of these bands that come through the santa cruz mountains and the peninsula and up to the san francisco area north might get the most rain. 50s on the temps here. the wind is just cooking. i mean, due east getting now about 25 to 35. again, the strongest gusts have been to the south. not showing up here. but i know i have seen about 45- plus down around hollister to gilroy. that east wind will be in place for a while until the low ejects out. that won't be for a while. san jose east gusting to 31 miles per hour. even if the rain stops you might be one of the ones where you're not getting much rain and then it is pouring. the upper low should start to track a little bit south. it is favoring areas north here. suffice to say it will be a cloudy, windy and rainy day. once this goes through. then we get a break saturday afternoon. the next system is already screaming across, helped along by a 200 miles per hour jetstream. that brings rain back on sunday. even down to southern california, san luis obispo, down to santa barbara, heavy rain there. los angeles, advisories out for flooding there. winter weather advisories out for the sierra. there is snow up there right now. not much in the way of wind yet. that may pick up later as the low moves inland. we will get a break late morning on saturday and then heavy rain is forecast sunday night and monday. the next system will focus more on the north. this one was a little more to the south. >> steve, thank you. >> you're welcome. 8:49, a warning for students at a bay area high school. the precautions taken after an active case of tuberculosis is discovered. >> welcome back. on the left side of your screen, storm tracker 2 is showing us the active system blowing through the bay area right now. strong in the south bay. it is going more of a northward trend through the bay and up to the north bay. on your right side there, live picture of the anderson dam. there is a huge release going on. this is down in morgan hill. the dam is at risk of overflowing. they are releasing as much water as they can into the creek, trying to lower the water level there at the dam. after a six straight record close for the dow, we saw the numbers head down this morning after the opening bell. and there they remain at this moment. let's go ahead and check the markets. the dow jones is down about one quarter of one percent. losing about 54 points. s&p down by less than -- less percentage-wise. and the nasdaq is essentially flat. the san francisco office of emergency management says the project that 33 street is now stable. on wednesday, a hydraulic jack failed, causing a large construction platform on the 30th floor of the building to tilt to one side. initially there were fears that the structure or debris could fall so 19 nearby buildings were evacuated. a black of the street remains closed. police in milpitas is calling the reported kidnapping of a councilman's daughter a hoax. they received reports that the 13-year-old girl had been abducted. she claimed she managed to escape from two kidnappers in san jose. police say the girl made up the story. she was cited for falsely reporting a crime. there is concern over a case of tb at a school. parents in the public were warned about an active case of tuberculosis in fairfield. the county health department is working with the school district to come up with a tb screening and clinic. they will test with anyone who may have come in contact with the unidentified person. >> it's not something that you get in passing through the hallways. it is a matter of, you know, spending prolonged periods of time in an enclosed space with the individual. >> tb is a slow growing respiratory disease that is stubborn to treat and potentially fatal if untreated. experts say if the infection is inactive, it is readily knocked out. the health department will hold an information meeting for parents that will be on tuesday. stanford will not be declared a sanctuary campus. school leaders met with students and campus employees to discuss the matter. they pledged to work with the coalition on immigration issues and improve online admissions for undocumented applicants. they fear that the undocumented students and workers could face sanctions if the school designates itself as a sanctuary campus. a new protocol in oakland following the deadly ghost ship warehouse fire. what police will now be required to do. >> there's some confusion this morning about ow oakland police should handle illegal parties. there was a directive telling officers to report any unpermitted parties or living situations they encounter. hours later city administrator canceled that order. the orange command was aimed at preventing incidents such as the warehouse fire that killed 36 people. in an e-mail she resigned the order saying it was distributed prematurely and the city is in the process of developing communication protocols. she is in charge of the police department pending the official arrival of the new chief, ann kirkpatrick ten days from now. a san francisco firefighter is recovering after being injured while fighting a house fire that displaced 11 people. this is video from the fire department's twitter page. one person had to be rescued from the third floor of the building. the person was not hurt. one firefighter was hurt when he fell down a flight of stairs but is expected to recover. all three floors have extensive damage. the red cross is helping the 11 people who were living there. a man who bout high powered rifles used in the san bernardino terror attack appeared in federal court in riverside. the judge accepted his plea agreement with prosecutors. he could face up to 25 years in prison. marques purchased the weapons used to kill 14 people in san bernardino but de not have prior knowledge about the shooting. a piece of rope was the subject of testimony in the murder trial of sierra lamar's accused killer. investigators say the rope was found in garcia-torres' car. prosecutors consider it a key piece of evidence because they claim it had sierra lamar's dna on it. defense attorneys question whether the hair was on the rope when it was discovered, suggesting may have been transferred later. the body has never been found. the trial is set to resume next week. san leandro police released a surveillance photo of a van that may have been involved in a shooting over the weekend. it is described as white, american made with a distinctive tall roof. police say the driver of that van could have valuable information about whoever shot the 45-year-old. the father of two was driving with his family on sunday when he apparently got into an argument with another driver. police say he was shot right near the
