of it may be on the shoulder, but the damage acknowledges already done. it is going to be super slow as you drive-thru, and another motorcycle accident. we've had a lot of them. this is a look at the bay bridge toll plaza and you can see traffic is going to be slow, as well. i want to mention the traffic on 580 through livermore has been super slow, and 680 southbound has not cleared up. they're still clearing an accident and it's going to be a tough one. 238 is the slow down on southbound 880. 7:03, let's go to the desk. a correctional deputy at the santa clara jail is suspected of turning away a man who came to him to surrenderer. he's now behind bars accused of stabbing to death his girlfriend. jeanine delavega is at the jail this morning. good morning. >> good morning, dave. that man that you're talking about who is now under arrest told the jail employees that he wanted to turn himself in and he knew where a body was so the sheriff's department wanted to know why he got away. he told a custody support assistant he wanted to turn himself in. he checked and didn't find any warrants and asked to speak with a deputy and handed a note over stating that he knew where a body was and that's when the deputy told castro he needed to go to the san jose police department, and tell them about it. he left. he was true to his word and went to the police department and officers arrested him, but because the deputy let castro walk away without an escort, the sheriff's department is investigating. here's a statement that the department released. it says, quote, [ station audio difficulties ] >> now, as you can see there's tech category problem with jeanine's microphone. we'll get more on this very, very interesting story surrounding the santa clara jail in a couple minutes. time is 7:04. mornings on two, a hearing scheduled in marin county for three young drifters accused of murder. the defendants are lamply, angold, and aligood. they're facing first-degree murder charges, suspected of shooting a canadian tourist at golden gate park and a hiker at marin county jail this morning. they were supposed to be arraigned on monday but it was postponed in part to give the defense lawyers more time to prepare. and in just a couple hours from now this santa cruz, teenager charged with murdering 8-year-old maddie middleton will be in court. jerry gonzalez will be tried as an adult, murder sker kidnapping. he's suspected of luring mattie middleton into his family's apartment, killing her, and hiding her body in a recycling bin. waze listed three of the most dangerous intersections for pedestrians and cyclists. one is where a 12th mission street, otis street, and south vanness, it says there have been 92 crashes between 2005 and 2012. the intersection between market and octavie, as well as potrero, and 16th. santa cruz police expecting some 15,000 people to pack downtown, and police say they'll enforce things like drinking in public, and graffiti. the chp says they'll have a team of officers looking for drunk drivers. 7:06. the accolades are still coming in for those three americans who stopped that terrorist, attack. last night at the team opener, the team honored the three. these heroes are getting used to all the attention, last night was a really unique experience. >> it was pretty cool. it feels a little bit different when you're full rourpts will vote on house of representatives will vote on whether to make ryan the official speaker of the house. it shows ryan on the house floor as members were gathering. since republicans have a majority, ryan's election is true, but each of the representatives will vote one by one, and is set to take over for house speaker john boehner. and the gloves came off at the's republican's reason you're doing now, is that someone convinced you attacking me is going to help you. >> and donald trump battered attack from governor john kasik. >> he was so nice. he was such a nice guy and he said i'm never going to attack, but then his poll numbers tanked, that's why he's on the end, and he got nasty. trump got in one thing over the debate. >> everybody said it was three hours, including them and about two minutes i renegotiate today to two hours so we can get the hell out of here, not bad. >> reporter: trump had some well received livens by that republican crowd last night, but he didn't play the same kind of dominant role. it's not clear whether that's part of a strategy to appear above the fray and perhaps more presidential, or if it's a reflection of the fact his poll numbers have been softening a bit. >> we'll see what happens now. doug, thank you. >> the national football league is in town and asking to hear from raiders fans tonight. ktvu's alex savage, raider nation going to be loud and telling the nfl why the silver and black needs to stay in oakland, alex. >> reporter: yes, indeed. it will be a passionate crowd on hand tonight, no doubt about. that raiders fans are expected to pack the paramount theater for this nfl town hall meeting. they want to send a strong message to both the league and of course to team owners, as well. fans want the silver and black to stay here where we have an incredibly sound fan base. the meeting gets underway inside the paramount theater at 7:00 tonight. nfl representatives will be fielding questions and listening to comments from raiders fan who of course are concerned about the team possibly making a move to southern california. now, it's unclear if any raiders official license attending tonight's event. we do know earlier this week the until held a similar town hall meeting in st. louis. they also held another event in san diego last might. the rams considering a move to l.a., so are the chargers, as well. the owner of the raidsers says he wants to keep the team in oakland, but of course there is all that talk about the raiders and the chargers possibly sharing a new stadium, yet to be built in carson just outside of l.a. but the head of a grass-roots group called save okay land sports, i talked with him this morning and he told me that it doesn't make any sense for the raiders to desert such a strong fan base. >> the nfl has specific relocation criteria, and that we think is the most important one of all. not only do the raiders not have a dwindling fan base, the fan base is increasing. >> and last night, raiders fans held a pep rally of sorts outside of city hall before mayor libby shaft delivered her state of the city speech there, and by the way, during that speech, the mayor did not mention the raiders although we under that she will attend tonight's nfl town hall meeting to let fans know where negotiations stand between the city and raiders' owners. tonight's meeting gets under way at 7:00 at the paramount theatre, but i just found out registration is actually closed, so it does not appear the nfl will be allowing any more fans to attend, however if you see what takes place, the nfl will be streaming it on its web site so people can watch it there. >> a lot of attention, alex, thank you. 7:16. let's see what's happening right now. sal, you taking care of the folks on highway 24? >> on the east bay, traffic is very slow on most of these freeways. highway 24 is one of them. sometimes when 80 gets bad -- and 80 is bad because of an earlier motorcycle accident, some people who can choose to kind of live in the in between, they go to highway 24 and highway 24 becomes a little bit slower and it's already slow to begin with on most days at this time of the morning. moving along to the bay bridge toll plaza, you can see the traffic is going to be slow as you drive to the toll plaza area. i want to show you the east shore again. we can go to the maps and i have the east shore up there and you can see that traffic is going to be super slow because of an earlier accident. as we look on the map, you can see all the red, all that stop and go traffic. push into the east bay, slow to concord. 580 is mostly slow, livermore and dubland, 680 is a mess, and to the south bay, just in case you thought the south bay's out of this, it's not. northbound slows at 287, 280 is slow from 101, and slow from blossom hill road into santa clara. this is the peak of the morning commute. 7:17, let's bring sal in here. >> thank you, sir. there could be a few clouds down towards santa clara valley. most locations stay clear and it's rather cool this morning, gasia. you said you're freezing. wait until monday, tuesday. >> that's what i'm afraid of. a cold rain and the rain will crank up. it's cold in santa rosa, 44 degrees, the moon, venus, jupiter and mars, all visible. san francisco, 72, 57 today, what's averaged? 68-53. the record high, we have to go pretty far back, 84, 1890, and 1916, san jose, and 78, 57 today, average of 73, 50. these are the forecast temps for palo alto, oakland, and santa rosa, 70, 67, 70, and 68. we're above on all counts. santa rosa set a record of 85 a year ago today. we have clear skies expect for a few clouds around, 43, napa, 49 concord, my goodness, that's the coldest they've been in a long time. i know there's some 40s around danville, also, palo alto, and upper 40s, stanford. 60s for some, or if you get any breeze, it's upper 50s, 60s. if not, it's rather cool. alamo, 46. danville, 46, low 50s for lafayette, and miraga. blue canyon has a northeast breeze gusting to 21 miles an hour. it's 35 in south lake tahoe. we have a system developing to the south. more rain, high pressure to the north. the end result is a breezy to windy pattern. some of that will make it to the surface here just some early fog to the south. but 70s and 80s, temperatures will bump up pretty quick. i know it's cool now, but a lot of these will be wind dependant, but it looks like that northerly breeze continues to wrap up into arizona. they have had an accountist 4 or 5 months down there. we were hard press to get anything. but they've had a lot of weather down in arizona, new mexico, and southern california. 70s to near 80s, we're okay, go to good for friday eve. things change fast sunday into monday. >> last one year and b.a.r.t. hopes to begin using them system wide in december of next year. >> 7:23. three years ago today, super storm sandy devastated a big part of the east coast. it caused $50 billion damage, left thousands homeless. a lot of those people affected by the storm are still waiting for government help. some have been camping across from the new jersey state house since tuesday just to remind the governor they still need help. the u.s. military is investigating how one of its blimps broke together tethers and flew off a maryland army base across pennsylvania for hours. the 240-foot long helium blimp had classified information on it, and the mile long tether remained attached and knocked out power lines. eventually the blimp broke into pieces, and fell to the ground. the military retrieved the equipment. a rode island couple suing a movie studio between the horror film, the conjuring. the couples the film is haunted by movie films because it was displayed without permission. they're demanding warner brothers cover the cost of a security system for their property, as well as unnamed monetary damages. the movie studio says it can't comment because it hasn't yet seen the lawsuit. beating ride sharing companies, what you can do if you're using uber this halloween. >> reporter: residents may have been targeted by robbers after dropping kids off at an east bay high school. the warning and investigation from police underway. good morning, we're looking at the south bay commute and 211 getting into it, you can see slow traffic -- and the 287, getting into it. going to want to listen to what steve had to say. >> i like that peach hue. it's cold out there and it's going to be sunny, nice and warmer today. big changes though sunday, monday. napa valley, we know her better as kathy chick. i know the airport in downtown are closer to town. going to have to dig out the gloves and walk the dog this morning. monday, tuesday you'll need to get the scarf. i'm telling you now. 47, san ramon, 43, napa airport, 44, santa rosa, 48, palo alto. and stanford, 47, as well. calastoga, 46, sebastopol, 46, and system churning in the four corners. what's new? they continue to get off and on systems since about june. hay pressure building into the north. that -- high pressure building into the north. a lot of breezy, higher elevations coast some, low clouds to the south, but i don't think that much of a chance. we'll have 70s to near 80 degrees. 7:30. sal, you've been busy. getting better or what? >> yes, getting a little bit better, steve, in some areas, but it is still very slow and that's because of earlier issues. we had a problem on the east shore freeway and a lot of slow traffic still. this is a look at the bay bridge toll plaza. a lot of people are finally arriving. they're late. it is backed up for 25 to 30 minutes if you start counting from the macarthur maze from the east bay, and san francisco, this seems to be kind of a new slow down, southbound 101, getting out of the city has become a lot more crowded in this last year accident or not. sometimes we have crashes to blame, but right now, southbound 101, there was a little something earlier. the east shore freeway is super heavy. we had a bunch of accidents, the most serious being in berkeley. now those crashes are mostly clear to the side or completely gone. some people are using highway 24. 680 is backed up from 242 to 24, and 880 heading south from hayward slows right near the lieueling area and heading down to free month. 7:31, let's go back to the desk. >> sal, thank you. there is a serious warning for parents in two east bay cities after two fathers who were dropping off their kids at a high school in san lorenzo were robbed at gunpoint when they returned home at san leandro. alli men. they took his wallet, when calling for police -- -- now, the daughter told ktvu, the experience has really shaken her family's sense of security in their quiet neighborhood. >> i could picture my dad's face helpless and not being able to protect his home and his family and it just kills me. >> we're trying to figure out how they're being selected, if the suspects are conducting surveillance beforehand, if they may know the people, and a lot of that is really going to come together once we get these suspects identified. >> reporter: the two victims live just a few blocks away from each other if that san neighborhood in san leandro, but in the 1st one they fled in a car similar to this one. there's 3 or 4 of them apparently all working together. they -- during the robberies were wearing hoodies, dark hoodies, and had their faces covered with hank erdkerchiefs, and face masks. if parents are coming to arroyo high school, or notice anything suspicious, notice anyone following them, they should definitely notify people. dave and gasia, back to you. 7:34. a 9-year-old boy is recovering after being shot in the leg yesterday morning as he slept in a bed in his apartment. police say the upstairs neighbor, erik smith, somehow shot himself in the foot. the bullet went down through the floor and hit that 9-year-old boy. police say smith is a convicted felon and never should have had a gun in the first place. >> just really terrible, and -- because of somebody else like the little boy paid the price. >> smith was arrested for negligence and also possessing a firearm. 7:34. san francisco's housing crisis could be reaching new heights. a proposal could bring taller buildings to the sunset district. we're live in san francisco, and there's an important meeting tonight on a proposal by mayor ed lee. >> there is, gasia. good morning to you. and there's certainly a lot of talk about the housing, whether it's here in the outer sunset district or else in san francisco. here in this area, houses are not very high but this could change by mayor ed lee. developers would be able to exceed current height limits, if they forego height limits. it would allow an extra two-stories to a development if 30% of the units are affordable. builders would also be allowed to add an extra three stories if all the units are affordable, this plan is encouraging developers to focus on low income residents. the city has been successful in building high rights for low income investments. more can be done. we spoke with a woman who has rented a home in the sunset district for years and she hopes this will create a dent in the housing crisis, but she remains skeptical. >> we were looking for housing about ten years ago, and the medium price was $600,000 and that was too much for us then, and now it's over a million in the sunset, which used to be the cheaper places, so there's no chance of us buying a house in san francisco probably now. >> reporter: now, mayor ed lee says this could help the city's housing crisis, but some residents at least in the sunset are worried it could bring buildings as tall as seven stories into their neighborhood. as we take it back here live, that's why there's this meeting scheduled tonight 6:30 ortega street branch library, a meeting hosted by the outer sunset park side residents association, as well as supervisor katy tang. >> and brian, for some people who live downtown, seven stories is nothing, but seven stories is considerably taller than what's there now. >> reporter: yeah, and that's what the concern is, and that's why many people are attending tonight. >> thank you. another san francisco watering hole closing its doors for good. fiddlers green is shutting down after two years in business. the owner of the irish bar tells the chronicle the owner is selling the property. the last day of business is this saturday. no word yet on what will be going up in its place. 7:37. san jose police chief is moving to a new job. he'll become the new police chief in tracy. he was planning retire in january. the san jose's police chief, the city of tracy is hiring him to replace its retiring chief. he's expected to start on february 1st. he was also in the running to become chief in us itton arizona but he withdrew his name for consideration -- chief in tucson, arizona, but withdrew his resignation. there are 221 sheriff's deputies in a department that is staffed for 50. some of the deputies are nearing retirement, and others are leaving for higher paying jobs. deputies say they take home about $2,000 a month less than deputy and officers in napa and marin counties. >> never happened before in the mystery of this department. we've never lost a deputy to san a rosa pd. we have one there, one starts in two weeks and 8 more in background. >> they've been in labor talks for several months. in the meantime, the sheriff issued a statement on facebook saying, quote, the low take home pay caused by the cost of medical benefits, is not reasonable to potential candidates for open positions. the south carolina sheriff's deputy has been fired for throwing a student to the ground and dragging her across the classroom. video of the incident went viral, and we've been showing it to you on mornings on two. the sheriff of richland counties the deputy, ben fields, went against training procedures. officials say he was called into the classroom when the student refused put down her cell phone and leave. another video shows her hitting the deputy. the girl is not complaining of physical or psychological injuries. the attorney claims they were justified and lawful. computer problems for alaska airlines delaying some flights this morning including three flights headed two or from bay area airports. there are off and on problems with passenger check in today that alaska continues to say those problems should be solved in the next couple hours. the longest delay is for that 7:00 flight from sfo to lax. now, we're told it won't be leaving until 11:00 this morning. also a flight from guadalajara to san jose, it is running 40 minutes late and the fight from san jose to kuaui is leaving more than 20 minutes late. no flights to oakland are affected. and more delays when it comes to selecting a developer for the concord project. we'll talk about the report that claims improper behavior by a competing developer, is halting the entire process. and move over standing desks, up next the brand-new invention out of the bay area that lets you lie down while you work. sal? >> good morning, we are looking at the commute here, and i'm not lying down. i'm sitting down. northbound 288 to get up to highway 17, you'll see slow traffic getting into that west valley. >> it was fall a couple days ago. easy to see the moon, skies are clear, it's also going to be warmer, but how much and for how long? . it is breaking news, certainly not expected in any way, paul ryan has just won enough votes to be the next house speaker. the roll call continues, voting to make congressman ryan the next speaker of the house. he was officially nominated by fellow house republicans. ryan's election was assured but each of the 435 representatives will continue to vote allowed one by one. time is 7:43. the country of ireland and the city of berkeley are coming together honoring the victims of that deadly balcony collapse last june. ireland's last president, michael higgins, and tom bates, planted to trees at a park behind berkeley city hall. they paid tribute to the six people killed in that balcony collapse. >> enormous and extra effect on the irish people. they were numbed the loss of life and the serious injuries visited on young men and women at the cusp that has affected us all deeply. >> he thanked the police officers, sheriff's deputies and firefighters who helped in the hours and days after that tragedy. berkeley's mayor says the city's doing all it can to make sure this never happens again. it's also now a measure that requires an inspector be on-site whenever a balcony is being built to make sure it is built correctly. and oakland mayor libby shaft continues to boost the economy, making sure the interest of the disadvantaged are protected. >> the fears right now are real. that today's dramatic changes could wight wash our rich cultural heritage, that new residents will suppress the free expressions of the world. the mayor addressed the staff last night, and talked about balancing the inequities in the neighborhoods, and say the neighborhood of lake merit is 3%, and the life expectancy in grand lake is 85, while in east oakland, the only 68. time is 7:45, with halloween falling on saturday this year, it's going to be a big partying weekend i bet and hopefully that means people will use a designated driver. it really depends how much you pay on where you are and what you know. >> reporter: ride sharing companies are doing what sports teams have been doing, surge pricing. there are some things you should know. uber divided san francisco for instance into about nine surge zones. but that changes by the day, by the hour, sometimes by the minute depending how many people need a ride and how many drivers are available. in fact, lift has been known to charge three times the typical rate when there's surge in a particular area. uber rates have been known to quadruple. there are apps to get around it such as surge protector. it sends out an alert to tell you when the surge should end so you can wait or it can tell you where the surge area ends. you can consider walking a bit before you catch your ride, but ride share drivers, they're wise to these, as well. some of them stay in the surge areas so that they can make more money. now, you can avoid some of this by using fly wheel to call a taxi. taxis are legally prohibited from changing their rates but you will still have to arrange for that ride ahead of time, especially during busy weekends like this saturday. now, if you want an even cheaper and perhaps more reliable ride to and from your halloween events this weekend and getting into the holidays later on there's bay bridge toll plaza, where a lot of people end up and you can see traffic is going to be busy as you drive to san francisco and most of it is going to be here as you wait in line to get on to the bridge. there are no major problems though. as you can see the east shore freeway is slow. but highway 4 is slow from pittsburgh solid into concord and 680 from concord to lafayette. the accidents fortunately haven't been coming as frequently as they were earlier, but it's still very slow all over the east bay and we're not forgetting about 101, 280, and 85. those are also very slow into the west valley. 7:49, let's go to steve now. >> thank you, sal. we have clear skies, rather brisk this morning for some. 40s for many from the north to south and mostly clear here. the moon's still there at 12:00, venus, mars, pretty good display, and the next couple mornings look clear. no sign of any fog. had some low clouds around san jose, but they're moving out and south pretty quick. chilly, breezy and warmer. windy already in some of the higher elevations also on the coast, it will be warm, nice warm into saturday, although days are getting very short. clouds on sunday. remember set your is in place. 49 in concord. napa, 43. san a rosssanta rosa, and saratoga dipped in at 49. scotts valley, 46. still must be a little breezy around morganville and gilroy holding them in the mid-50s. and truckee to blue canyon, 45 from ukiah, a low moving in, giving them a lot of clouds, off and on thunderstorms, high pressure winds out for us. until about sunday, then we'll have to watch the system from the north diving in and it sure looks like by sunday evening we'll start to increase the clouds. late sunday into early monday, we'll be very busy then and following behind that will be the coldest air mass we've seen in a while we'll bring some snow to the area and it will be a noticeable change. upper 70s to 80s. 80s don't really last for very long. it will be sunny for everybody. 70s around the bay, upper 70s, low 80s from morgan hill to gilroy, 70s on the coast, on the peninsula, redwood city. no worries for any weather concerns on friday into saturday. we're good for stop and go solid from dubland. 680 is slow, so is 880. if you go to the south bay, you can look at 280 northbound, as you drive 280. it's improved a little bit out of downtown, but it will slow again approaching 17 and that stays slow up to sunnyvale. 8:02, let's go back to the desk. new this morning, there's now a new speaker of the house, republican congressman paul ryan just elected to replace john boehner. >> joe waltman live in d.c., and after his nomination, this morning was assured?. >> reporter: good morning to you, guys. this was kind of anticlimatic, everyone of course expecting paul ryan to be elected speaker of the house and moments ago that did happen. paul ryan, the wisconsin congressman and chair. the very powerful house and waves committee, he was elected with an overwhelming 236 votes. that of course is a majority that -- the majority that he needed. nancy piloss i -- pelosi, came in with 184 votes and daniel webster, a florida congressman, backed by the house freedom caucus conservative group within the house, he received nine votes after coming out and saying he did not want to be nominated. john boehner kicked all of this up. he's speaking aside from the speaker ship, and resigning all together. john boehner got very tearful. he said at one point if you falter -- and you will -- hope always brings eternal. if you do the right things for the reasons, good things will happen. at the end of that little speech he went over to his tissue box and waived it in the air. that received a chuckle from the members -- waved it inside the air. paul ryan was elected today and he's seen as sort of a bridge between the moderate side of this g.o.p. conference and the conservatives as you'll recall, kevin mccarthy wanted to make another california congressman, at the speaker ship and the house fremont cause us was freedom caucus, making the way for paul ryan, guys. 8:04. a preliminary hearing is due to start? santa cruz for the teenager who is accused of killing 8-year-old maddy middleton. he's being charged with murder and kidnapping. prosecutors say gonzalez lured maddie into his family's apartment, killed her, and hid her body in a recycling bin. also a hearing is scheduled in marin county for those three young drifters suspected of a pair of high profile shootings. the defendants, morrison lampley, season angold, and lila allgood, are accused of murder, accused of killing a hiker at a marin park. the arraignment was postponed to give defense more time to prepare. and more problems for the santa clara jail in san jose. a man who admitted to knowing about a homicide wanted to turn himself in. >> but instead, he was turned away. now, a correctional deputy has been reassigned. let bring in jeanine delavega, and the people under continued scrutiny, jeanine. >> reporter: this gives the sheriff's office a black eye because, as you mentioned, the maybe jail surround the microscope, and several authorities are on jail for alleged wrongdoing. there's of the jail guards are in another jail because they're accused of beating death an inmate at the main jail and now this latest incident. here's what the sheriff's department told us. a man who identified himself as hugo castro went to the county jail on monday to turn himself in and handed a note to a civilian jail employee about where they could find a body, but the deputio duty apparent -- deputy on duty told him this was not his jurisdiction, and went to where they found the body on south third street, now the sheriff's department is investigating the deputy and questioning why he let castro go. it said, quote, if the initial findings are true, then the custody deputy failed to meet the expectations of the department and we'll take the appropriate actions to deal with the deputy. the sheriff notes when castro originally walked into the jail, he didn't indicate that he was responsible for the murder and there wasn't a warrant out for his arrest. still there's big red flag here because a man who was trying to surrenderer was let go. according to a court document, he confessed to strangling him. he is being held at the jail where he tried to surrenderer and the deputy has been reassigned pending the outcome of an investigation. gasia? >> jeanine, thank you. time is 8:07. a man who may be linked to a deadly shooting in livermore over the weekend is in jail. sacramento police arrested 24-year-old john bunch in alameda county on tuesday. it was in connection with a murder in sacramento last month. now, we reported he was arrested for a deadly shooting in a cvs parking lot in livermore. police in livermore say at this point, they have not charged bunch and they have not ruled him out. in the meantime, police are still searching for 18-year-old jason brown. they say he is connected to that cvs parking lot, as well as the sacramento homicide and a murder in fresno. 8:08. china is getting rid of its 1-child-per-couple policy. china introduced the controversial policy as a way to slow down population in 1980 and reduce the demand on resources. china is the most populated area in the world with 1.3 billion people, but estimates india will take over the population in 2020. the sacramento kings hosted the city's three heroes last night. the basketball team presented special balls to spencer stone, anthony sadler, and alex important chance for fans to weigh in on the future of the raiders, however some fans suspect maybe this is more of a formality than anything else. you can expect emotions will be running high at the paramount theater in oakland. nfl representatives, they will be there fielding questions, also listening to questions from raiders fans, concerned about the team possibly making a move to southern california. the owner of the raiders says -- and has said in the past -- he wants to keep the team in oakland, but there's all that talk about the raiders and san diego chargers, possibly sharing a new stadium outside of l.a. fans are hoping that is not a done deal just yet and they're hoping also the nfl and raiders ownership. >> i think oakland does deserve it, but it's the nfl and i can't really say what's going to happen. i'm hoping they stay though. >> fans want to see the silver and black playing in a new stadium in oakland, that's what city leaders would like, as well, but the mayor doesn't want any public money to be spent. the mayor will be on hand for tonight's nfl town hall meeting and will let fans know where negotiations stand between the raiders and the city. that town hall gets underway at 7:00 tonight and the meeting has been open to the public but people were required to register online beforehand to get an entry pass and we checked this morning, indication, businesses have stopped stockpiling products. products grew at a rate of one and a half% in july, august, and september -- one and a half percent, after growing in the previous quarter, but economists think growth has been up, backed up by solid consumer spending in the summer. and unemployment benefits moved up. 260,000 people filed for first time unemployment insurance, up 1,000 jobs. one of the biggest banks in europe, is getting smaller. deuche bank will shut down operations in ten countries including mexico, new entry land, and norway and they're going to eliminate 9,000 jobs in the next five years. the ceo here says it will now refocus on markets where its products and clients are positioned to do well, and they're going to get out of higher risk locations. deutsche bank report the a $6.5 billion loss. a peninsula company known for its action cameras is taking photography to a whole other level. the product is expected to be available next year. analysts say they're impressed by the quality and stability of the picture. you can judge that for yourself right now. this is seen as a big step for the company after announcing a disappointing 3rd quarter sales. at the east bay. first of all, interstate 880 northbound, is very slow passing the coliseum. the accident on the east shore freeway, had a lot of slow traffic and that's because of that earlier motorcycle accident. we did learn the motorcyclist sustained major injuries. southbound 101, sir francis drake marin, we have some slow traffic coming in from the norm at commute. we mentioned that accident on the east shore at berkeley, but traffic is still very heavy. we have a look at highway 4, which has improved. northbound 87 in the santa clara valley, clearing up another motorcycle accident. we've had a lot of motorcycle accidents here, moist ic motorcyclists, i don't want to report you on -- motorcyclists, we don't want to report on you. 8:35. a meeting is set for san francisco's sunset district. they're going to talk about a plan that could bring taller buildings into that neighborhood. >> it's geared towards more affordable housing. brian flores has more, brian. >> reporter: hi, guys, there's certainly talk about affordable housing anywhere in san francisco. in the sunset district, the homes aren't very high, but that could certainly be changing if this plan goes through. under the plan, proposed by mayor lee, developers would be able to exceed current building height limits if they agree to include affordable housing. it's called the affordable housing bonus program. the plan would allow builders to add an extra two-stories to a development if 30% of the units are affordable, builders would be allowed to add three stories if all the units are affordable, to concentrate on middle income residents. the chronicle was told in september, the city has been successful in building low income, high rise developments but more can be done. we spoke with a person who used to live in san francisco, but moved out about five years ago. he now owns a home in the east bay. he was frustrated back then, and remains skeptical. >> i don't think it's going to help at all, just create more traffic jams than we have, which i'm experiencing just trying to get to the city, then you put all of these people in one specific area, they have cars, how do they park in how do they get out of there? >> reporter: mayor lee says this could help the city's housing crisis, but some residents are worried it could bring buildings as tall as possibly seven stories into their neighborhood. we'll see. that's why there's this meeting scheduled for tonight, as we take it back out here live at the ortega street branch library, hosted by the outer sunset park side residents association, as well as supervisor katy tang. david, gasia, back to you. >> brian, thank you. 8:37. there's serious warning this morning for parents in two east bay cities. >> this comes after two fathers who were dropping off their which were at arroyo high school in san low renz o, were -- lorenzo were held at gunpoint. >> reporter: it's especially alarming these two fathers may have been followed by the robbers after dropping off their which were at arroyo high school. the most recent robbery happened just this past monday, just after 8 a.m., when a 59-year-old san leandro man came back dropping off her daughter at arroyo high school. one man put a gun to his head, and took off when a family member called police. the same group of robbers appear to have targeted another man and his wife at their on home. in both robberies, they happened in the washington neighborhood, and in both cases fathers had just returned from dropping off their kids at arroyo high school. we had a chance to talk to some of the parents here who told us after hearing this news they plan on being extra vigilant. >> i will be way more vigilant. you really don't pay attention to that kind of stuff. you kind of drop your kids off and go on your way. it's a scary thing. >> it is concerning though, you know, more for the kids. also for the parents who are not real aware of their surrounds, you know, so more precaution i guess is in order. >> the two victims live a few blocks away from each other in san leandro, and in the 1st robbery the suspects fled in a nissan rogue, similar to the one in the picture, and the robbers appear to be in their late teens, early 20s, there are about 3 or 4 of them working together and they all wear dark hoodies and masks covering their faces. anyone
