morning. welcome to "mornings on 2." i'm pam cook in for tori campbell. >> good morning. i'm dave clark. let's check your labor day forecast. steve's off. but rosemary is here. >> today, a lot like yesterday, which means it could feel muggy in your neighborhood. you may look up at the sky and think, it kind of looks like it's going to rain. for some some brief showers in the forecast. we're tracking a few this morning. i'm tracking a few cells here. you can see just north of the san mateo bridge in the bay here. for the afternoon, this batch of moisture will continue with us. it's going to bring that possibility of a few sprinkles. it really shouldn't ruin your outdoor plans. we're talking hit or miss. 65 in concord. 63 in napa. 62 san francisco. 64 in areas around novato. 67 in mountain view. feeling a little muggy already this morning with relatively mild temperatures. as we get into the noontime, temperatures will again warm very similar to what we had yesterday. a few upper 70s to low 80s for other warmest locations. around the bay, widespread 70s. 60s at the coastline and then for the second half of the day, 60s at the coast, 70s along the peninsula. upper 70s to low 80s as you get into redwood city into san jose. for the east shore line, upper 60s to lower 70s. temperatures feeling like sunday. and again, the possibility of maybe a few scattered showers. i'll show you the future cast model along that possibility and have a look at a detailed map with the numbers expected for your neighborhood coming up. >> all right. thank you, rosemary. the new eastern span of the bay bridge is due to open in 22 hours. crews need to install a few more things. they are doing that as we speak. for now, though, the bay bridge is still closed. that will affect labor day traffic. we have live team coverage for you. we have ktvu's tara moriarty at the construction headquarters right now. the crews are planning for the big opening ceremony. but first, as always, we start with sal. tell us about our commute. quite a day ahead. >> it is quite a day. another day where you will see people using alternate routes. yesterday was still crowded. probably the busiest days were thursday and friday. 880 looks good if you want to get out there earlier and drive to the san mateo bridge where traffic is doing well. traffic looks good on the san mateo bridge. yesterday, we had quite a day on the san mateo bridge especially on the approaches from hayward and driving to the 92 and 880 interchange. we have a crash, northbound 280 at monterey. one car overturned. the san francisco fire department is on the scene. now, traffic is pretty light. there's not a huge traffic jam but there's a momentum slowdown near monterey boulevard. 7:04 back to the desk. actually, i'm gonna toss it to tara. tara, i'm sorry i forgot about you. what's it like out there? >> reporter: well, there was this sense of excitement the first couple of days we were out here. it was very noisy. they were hauling debris. most of that work has been completed. crews are kind of tired. don't forget. they've been out here round the clock. officials have said this bridge should be open by 5:00 in the morning. but there's a chance it could open earlier. everything is on schedule. the s-curve is gone. the approach is smooth and straight and inside the tunnel, new l.e.d. lights and fresh paint. demolition is done to make way for the bike path. crews are wrapping up paving and striping. the chp says it has a plan in place once the bridge opens. >> caltrans will tell us the bridge is clear and ready to open and ready for traffic. at that point, we'll stop traffic on the feeder roads. the caltrans crews will pick up the phones. it won't be one or two cars going as fast as they can. and then we'll guide the cars across the bridge. >> reporter: the chp is in maximum enforcement code. they say expect congestion around the bridges later today. last night traffic on the golden gate was slow. the other bridges were fine. the holiday weekend is helping us out trafficwise. in an hour we'll receive an update on the construction and will bring that live to you. tara moriarty, ktvu channel 2 news. >> all right. 3:00 this afternoon, a chain- cutting ceremony will be held celebrating the new eastern span of the bay bridge. it begins with speeches from several people including san francisco mayor, ed lee and lieutenant-governor gavin newsom. after the chain-cutting there will be a procession over the bridge of antique cars. that should be quite a thing to see. finally, caltrans will right there at the top of our home page. a sad start to labor day this morning in the south bay. two women are dead after being involved in a car crash. it's turned into a criminal investigation. ktvu channel 2 reporter, janine de la vega joins us from the scene to tell us who police are looking for. >> reporter: well, pam, the driver who may have caused this accident is on the run. that's why police have blocked off the road near first and skyport near the airport. take a look at this accident. police say the two cars hit head-on, one went into the pole. the other car is completely crushed. you can see what looks like a bumper and stuff. the body of the passenger is still inside. police have blocked off the lanes near north first near skyport, except for one lane to investigate the accident that happened around 3:20 a.m. when emergency crews arrived, they found the silver mercedes crashed in the pole. nobody was inside. the driver ran away. there were two women trapped in the toyota. firefighters used the jaws of life to free the driver and took her to the hospital where she later died. the passenger died while still inside the car. those who heard the crash describe it. >> you can't even make out the secondary vehicle. i don't even know what that is. it's mangled and twisted. unfortunately, it's one of the tragic things that happen here in san jose. >> reporter: police say there was at least one witness who may have seen something. officers have interviewed that person. they want to track down the driver of the mercedes through the registration. they are checking with hospitals to see if anybody walked in with injuries consistent with a car crash. it's unknown if alcohol played a factor in this accident. and back out here live, again, the northbound lanes of first street actually are back open up now. but skyport -- from skyport near technology, that's closed off because the accident investigation team is still gathering evidence. they are still waiting for the coroner to arrive. it will be at least an hour or two before those cars are towed away. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> many bay area airports and freeways will be busy with people heading home from the weekend. the chp plans to be out on the roads in full force cracking down on speeding drivers, those not wearing seat belts and drunk drivers. the extra enforcement began on friday. it ends before midnight tonight. last year, 35 people were killed on california roads during the labor day holiday. half of them were not wearing their seat belts. 7:09. we have new information from oakland police who are offering a $10,000 reward for information about a deadly weekend shooting. a 48-year-old man was killed saturday night outside an apartment building on daisy street just a few blocks from the mills college campus. police say he went there to meet a friend when he got into an argument with another man and was shot. he later died at the hospital. so far, police don't have any information about the suspect, the investigation continues. 7:09. we have more coverage of the rim fire still burning in and around yosemite national park. it's burned 228,000 acres since august 17th. it's now 60% contained. it may keep burning, though, for a few more weeks before they knock it down. 4500 homes are threatened. it's the fourth biggest fire in california history. the smoke from the fire is causing major air quality pr lems in the sierras. the worst smoke is expected in alpine and northern mono counties. if you have breathing problems, reduce your outdoor activity. officials recommend you shut your windows, turn on the air conditioning and make sure you drink a lot of water. stay hydrated. many tuolumne county about businesses are saying -- businesses are saying thank you to the firefighters by giving them free meals and donations. signs have gone up praising the firefighters and police officers out there fighting the flames. several veteran firefighters say they've never been treated as warmly as they have been in tuolumne county. well, san jose has been named the happiest and healthiest city in the country. the magazine praised the farmers markets, community gardens. san francisco came in number 7 for its cultural offering and the fact you can walk around many neighborhoods. the bay area is at the center of a legal battle over food labels. the mercury news reports dozens of class-action lawsuits have been filed in the bay area accusing companies of putting misleading labels on their products. if the lawsuits are successful, they could be forced to change the health claims they put on the label. procter & gamble and ben and jerrys and others have banned together to fight the -- have come together to fight thisle. the area called the jungle. it's the biggest homeless camp in the continental u.s. some people have been living there for more than a decade. homeowners in the area are concerned, though, about fires that break out but also the hygiene at that homeless encampment. 7:12. b.a.r.t. employees speaking out. what they are saying about the impact of the bay bridge closure and the stalled contract talks. the consequences of the congress of the united states overriding a decision of the president of the united states of this magnitude are really very, very welcome back. the taliban claiming responsibility for an attack on a u.s. base in afghanistan today. nato says no troops were killed in this attack. but you are looking at the aftermath of the attack on the base near the bored of pakistan. they exploded bombs, burned trucks. they shut down a key truck used by nato supply trucks. at least three insurgents were reportedly killed in the attack. president obama has sought congressional approval to launch a strike on siriia-- syria. our reporter is live with more. >> reporter: good morning, pam. president obama made a huge gamble this weekend. he's decided a strike on syria is necessary but he says he won't proceed until he has approval from congress. all eyes here in washington are on capitol hill while both houses are still on summer recess until september 9th. many of the members have returned to washington already for a series of briefings from the white house. now, white house aides and the president himself are flooding the zone. they are hur ridley making calls and reaching out to members lobbying for a strike. graham and mccain, these are two powerful senators on the committee. they will meet with president obama today. on tuesday, the president will meet with chairs and ranking levels from key committees. lawmakers are divided. some don't think the u.s. should intervene at all. others say the plan is way too proud and would like to see it narrowed down significantly before they give authorization. there's no consensus on capitol hill and eadzed on both sides of the aisle say if a vote were held today, they would not get the votes needed. back to you. >> any talk of congress being called back early to debate on this? >> reporter: there's talk but no action yet. members have not been called back formally for a vote. and to note, president obama has not called for this as well. so that really indicates that the white house knows they don't have the votes they could use before they head into a tough vote even after a week of lobbying next week. pam? >> all right. thank you so much for that. pope francis is asking catholics around the world to join him in a day of fasting and prayer for peace in syria this coming saturday. the pope condemned the use of chemical weapons but said all sides should put down their arms and negotiate a settlement to the conflict. supporters of the syrian government protested outside of the u.s. embassy in damascus. they waved pictures of president assad and chanted against the strike on syria. he there were also demonstrations across the u.s. and in europe against the military strike on syria. 7:18. more spying claims this morning from documents leaked by former nsa contractor edward snowden. the journalist who first leaked u.s. government documents from snowden now accuses the national security agency of reading the e-mails of some presidents. journalists glen greenwauld says the e-mails are being read as part of the nsa's surveillance program. the new york times is reporting that law enforcement officials working on a counter narcotics program have had access to a huge at&t database that contains the records of decades of american's phone calls. now, the government pays at&t to pay employees in drug- fighting units all over the country. those employees reportedly supplied the drug enforcement agents with the information. right now we want to check in with sal. bay bridge is closed. a lot of people coming home. >> well, pam, you've become an expert. >> well, sitting in a lot of task and listening -- traffic and listening to you. >> we expect it to be busy this afternoon as a lot of people come back. the bridge is still closed. tara has been telling us there's a possibility it could be open today. but caltrans won't say. thept don't want to get everyone's hopes up. we'll hear from tear ma soon. northbound 280 they are clearing up a crash near monterey. traffic is light in the area. vehicles are being towed away. let's go out to live pictures. northbound 101 looks good approaching the 80 split and there are no major problems if you are driving on the san mateo bridge which has taken most of the traffic during this closure. it's a cloudy start. also a look at the oakland estuary where perhaps a few sprinkles here. that according to stormtracker2. i will show you that in a minute. we have the two elements here really contributing to what we are feeling today. you may have felt it yesterday as well. a little muggy. mostly cloudy. a few light showers reported and today we'll have a similar setup. so the subtropical moisture continuing to flow in from the south commingling with the system here. as it does, squeezing out the possibility of a few scattered showers for your labor day. shouldn't really ruin your plans. i've been saying it all morning long. this is sort of what i expect. maybe a little drizzle and light sprinkles over the estuary and the port. this will move on. that will be about it. for today, a mix of sun and clouds. system bringing our system down. today we'll shave off a few degrees. you may not notice. this continues through fairfield and the onshore are surprised. one person is in custody after a police standoff in richmond. now backyards are being searched for a second suspect. welcome back to "mornings on 2." u.s. doctors are urging both parents and their children to get the flu shot as soon as possible. they say you simply can't afford to wait. with the potential dangers tied to the flow, the u.s. centers for disease control, point out thousands of american adults die every year from the flu. last year, 160 children died from the flu here in the united states. an outbreak of valley fever is forcing hundreds of inmates to be moved out of the prison to the central valley. as high-risk inmates are transferred out of the prisons, they are being replaced by hundreds of other inmates. reportedly two-thirds of the valley fever cases in prisons occur at the two locations. many of the new inmate arrivals fear the worst because valley fever can be deadly. a polio attack has hit parts of pakistan. the outbreak comes as a surprise as polio has been considered nearly eliminated in industrialized countries. reports indicate that islamic militants have banned the vaccine from the area. officials say they've accused health workers of being spies. there have been 27 confirmed polio cases in pakistan which is the third highest total in the third. there's a pet store chain. really getting into the halloween spirit early. petco unveiling star wars costumes for dogs. over the weekend, the petco debuted some of the outfits. check them out. some dog owners pose their pets in front of a green speen-- screen. took a couple area. there are no major problems. let's take a look at 880. it's very holiday like out there. but this weekend has been challenging for bay area drivers. i got a question on twitter about what it's going to be like to get to the as game today. i don't think it will be all that different from a regular monday afternoon. it won't be a big commute for you to deal with. it should be fine. b.a.r.t.'s a good way to get to the game. let's take a look at the san mateo bridge which has been taken most of the traffic from the closure. right now, the san mateo bridge traffic does look good including all of the approaches. san jose, a good area to avoid would be north first street near century center court because of a deadly hit-and-run crash. we have a report open the scene. we'll have an -- reporter on the scene. we'll have an update coming up. back to the desk. >> thank you, sal. we expect another bay bridge update from caltrans in about a half-hour. it's the last scheduled update ahead of this afternoon's chain- cutting ceremony marking the opening. new eastern span. yesterday, ktvu and our cameras took a tour of all of the work out there. caltrans workers say the span will open to traffic by 5:00 a.m. tomorrow. they say all of the work is going well. >> it was this mixture of -- mixture of fatigue and exhilaration and i'm not sure anyone has had a chance to kind of stop and think back on kind of everything that they've been through. >> now the demolition of the approach to the old eastern span, that's complete. next, the workers have to finish their paving and their striping and again that ceremony is set for 3:00 this afternoon. at that 3:00 p.m. ceremony is a chain-cutting ceremony. it will be held to mark the opening of the new eastern span. mayor lee and gavin newsom are both scheduled to be there and speak. and festivities include antique cars going across. that will be something to see. it is all taking place at the caltrans construction headquarters. for the first time, bicyclists and pedestrians will be able to use the bay bridge. the new eastern span will include a bike and pedestrian pathway. it opens to the public at noon tomorrow. for now, it will stop near the bridge tower. but eventually it will reach all the way to yerba buena island. >> when you get further onto the bridge, there are areas called lookouts that kind of stick out a little bit. that allows bicyclists and pedestrians to get out of the op and take a break. >> the rest of the bike path will be completed when the old bridge is demolished. caltrans hopes to have that done in 2015. the trails to get to the paths starts at the south end -- at the south end of the parking lot of ikea. to get more information, go to ktvu.com and click on the bay bridge closure tab. b.a.r.t. employees are speaking out about the impact of the bay bridge closure and their stalled contract talks. alex savidge joining us live now to tell us why some of the b.a.r.t. employees say the 24-hour service is causing safety concerns. good morning, alex. >> reporter: well, good morning. b.a.r.t. employees are using this weekend's bridge closure to highlight the difficulties of the job. of course, b.a.r.t. trains have been running around the clock since the bridge closed on wednesday night. as one worker put it to me, things have been crazy, to say the least, especially in the wee hours of the morning. in addition the union representing employees treated about unruly passengers causing a lot of problems this weekend. the transit union local 1555 referred to "annoying drunks" riding the trains this labor day weekend. another tweet, yikes! a b.a.r.t. spokesman told me there hasn't been an increase in calls for disrupted passengers over the holiday weekend. b.a.r.t. employees are complaining about stalled contract talks. we're in the middle of a 60-day cooling off period but the two sides are not expected to return to the bargaining table until september 17th to hash out the key issues of benefits and pay. >> i think this has gone on long enough. i think they need to come to some kind of negotiation. we can't afford to have this happen again, say, october 111th. can't have another strike. that would really be bad. >> reporter: workers blame b.a.r.t. management for the lack of progress so far. the two unions representing b.a.r.t. train operators say management is violating a court order by trying to force employees to vote on b.a.r.t.'s final offer before any further bargaining can take place. a b.a.r.t. spokesman told me that's not the case. management wants a response to its latest offer. the unions are planning to hold a news conference at 11:00 this morning to talk about the lack of progress in these negotiations. live in american morning in walnut creek, alex savidge, ktvu channel 2 news. the golden gate ferry had huge ridership. more than 8300 people rode golden gate ferries on sunday. that's 3100 more than last sunday. on saturday, more than 8900 people took golden gate ferries. that's up about 3200 over last saturday. now, for today's labor day holiday, b.a.r.t. is running on a saturday schedule. golden gate transit and the larkspur and sausalito ferries there will be running on a weekend holiday schedule. a.c. transit and vta will be on a holiday schedule as well. police in richmond are searching for a second suspect after a seven and a half-hour standoff. brian flores is right where this happened -- happened. he just spoke to police. >> reporter: about 40 minutes ago police moved into the home where the suspect barricaded himself. a tow truck here is here to remove a car that crashed after being carjack. the suspect literally barricaded himself in a home for six hours. he's been arrested. this all happened after midnight. a woman driving a car like a toyota camry was visiting her friend in the 2800 block of shane drive. when she left the home, that's when police say a man carrying a gun told her to give her her car and her belongings. she did but the suspect crashed the just a couple of blocks away. the victim called police and the carjacker ran into the home. it's unclear whether he's the homeowner or if there were other residents in the home. but a short time later, police arrived and created a five- block perimeter. >> there was a firearm recovered inside the vehicle. once the s.w.a.t. team became on scene, a male broke the perimeter from that address and then was then apprehended a short time later. >> one suspect was taken into custody but there are reports of another possible suspect that richmond police were scouring the neighborhood for. it's believed that he fled the area. no injuries to report this morning as well. again, you can see richmond police here, still monitoring the scene. they said they will be leaving here within the next 20, 30 minutes from now. again, tow crews are working to remove the car involved in the carjacking. one suspect has been arrested. a possible other suspect on the loose. brian flores, ktvu channel 2 news. a missing man from petaluma has been found. this makes the fourth time that same man has gone missing and then been located. john worth was reported missing yesterday morning after going for a bike ride. he was found last night by police a few miles outside of petaluma. his family says he often becomes disoriented from a brain injury he suffered 25 years ago and forgets where he is. the holiday crackdown on duis is coming to an end. some bay area counties have seen a reduction in drunk driving arrests during this weekend's holiday enforcement period. san mateo, solano and santa clara counties report significantly fewer arrests. the chp in san francisco says they are very happy with the cracked down results. >> we have 114 dui arrests. last night, no fatals on the freeways. >> the holiday crackdown officially ends at midnight. >> some more details. dui arrests are lower in this year's crackdown compared to last year. officers say from midnight starting friday august 16th to midnight saturday august 31st. 272 people were arrested for driving under the influence in the bay area. in 2012, there were 325 arrests during that same time period. dui arrests data collection continues through midnight tonight. 7:41. the new bay bridge will have a toll. but will it have a troll? what we're hear about a good luck charm that called the old bay bridge home. really morseful -- reforce million. >> hunters talking about catching a suspected arsonist in the act. right now we're doing pretty well on the roads on this holiday. as you look at 237. we'll tell you more about this labor day drive. muggy weather remains in the forecast for your labor day holiday and for some, perhaps a few passing showers. we'll have a look at the radar coming up. dear hunters in sonoma county caught a suspected arsonist in the act. james knowvac was arrested yesterday after four hunters saw him start several small fires near geyserville. they say he said he was doing a controlled burn. but they called 911 when his story didn't add up. >> we saw him start a fourth fire. so we called. >> he's suspected of starting a fire in heerldsburg and a fire behind his home. deputies say a witness saw a man throw flare from a car registered to knowvac. take a look. you can see novac lying on the ground after being stopped by the hunters. firefighters say yesterday's fire near geyserville burned approximately one acre. oakland's pride festival over the weekend had a new feature, same-sex weddings were performed at the festival's first ever wedding pavilion. seven couples registered to get married. many are still basking in the glow of the u.s. supreme court decision. >> it just feels so good being able to take that decision if we want too make it. >> an estimated 50,000 people turned out for the fourth annual pride festival in oakland. vector control officials on the south bay will be mosquito fogging this week. areas in milpitas and san jose are scheduled to be fogged wednesday night. now, they expect to start it at about 11:00 p.m. the work will take several hours. the santa clara county vector control says adult mosquitoes have tested mosstive in those areas for west nile virus and rezs have been notify -- residents have been notified. 7:47 is the time. let's check in with sal. >> right now it's a good time to be driving. not a hot going on. the traffic looks good on the sunol grade. it's moving along nicely. if you are driving on the sunol grade any time soon, i think you should have a good drive all the way down to the bottom of the hill. also looking at the commute in oakland, if you can call it a commute, i know that some people have to drive today, but most people are not driving. >> the traffic is moving along nicely. if you are driving to -- let's say up to the oakland airport exit maybe to pick someone up or take a flight yourself, it drivers heading north out of san francisco. it was heavy going north and south across the golden gate bridge. the all-electric toll system helped keep people moving somewhat into the city. there is a hot debate over what should happen to an important piece of art that was taken off the old bay bridge. talking about that 18-inch tall bay bridge troll. a piece of metal created by an oakland artist welded onto the old bridge by iron workers who fixed the span following the 1989 loma prieta earthquake. it was designed to -- well, the goal was to keep the bridge safe. it was relentcy removed -- recently removed but there may be a comeback. >> whereabouts are unknown at the moment. but we might have some information soon as to when and where he will be reappearing. >> the plot thickens. the legendary troll has protected the old bay bridge for almost 25 years. a lot of people hope he will be part of the new bridge. the oakland museum of california is futuring a replica of that troll as well as a display of bay bridge photos taken by the late forecaster peter stackpole. he was one of the first photographers hired by "life" magazine and photographed the building of the original bay bridge. now, his work includes black and white photos of the workers and of the structure. those photos will be on display at the museum through january 26th. this is the final day of the 2013 berny man festival. this event attracted 61,000 people a day to the desert, 120 miles north of reno. organizers say there was only one serious injury this year when one person was hit by a vehicle and had to be airlifted to a hospital. bernie man started in 1986 before moving to the nevada desert in 1991. a popular rave festival on new york city's randall island was shut down early after two concertgoers died after apparent drug overdoses. the festival started on friday. it was scheduled to go through sunday but never made it to the last day. after using the drug, molly, a 23-year-old syracuse grad and a student from new hampshire died. >> i think people are getting more and more hooked on it because of the effects. >> i was surprised to hear that somebody, you know -- must have who the intended target of that shooting was in new york. 7:55. happening right now -- diana nyad is attempting for the fifth time to swim from cuba to florida and she may make it this time. these are live pictures. look at all of the water out there. we'll looking at her destination which is key west, florida. her crew says diana is now less than five miles away. this is the closest she's never come. if everything goes well, she could reach key west this afternoon. we want to show you video of nyad. this is her fifth attempt to swim from cuba to florida without being inside of a shark cage. morning, rosemary. we're looking pretty good. most people are not working on this labor day. some are. if that's you at the very least you don't have to worry about a lot of traffic. the bay bridge is still closed. it should be open by this time tomorrow for sure. but traffic right now is light on the alternate routes as we're looking at the san mateo bridge. we're gonna go and take a look at the traffic. it's a little bit heavy especially on the hayward side of things approaching the 92 interchange. we're looking at the map systems in richmond, mill valley, also down to hayward. b.a.r.t., caltrain and muni are on sunday schedules. they are doing very well. no delays. back to the desk. developing news, that deadly two-car accident has turned into a mystery for police. when they arrived on the scene. one of the drivers was done. janine de la vega joins us now from san jose with what happened and what police are doing to try to track the driver down. >> reporter: well, right now, the coroner just arrived and is examining the body. we want to be sensitive about what we show on camera because of how horrific this accident is. you can see that the force of the impact, just when the two cars collided, that silver car there crashed into the pole. the other car is just completely mangled and part of a bumper has fallen off. witnesses say they heard a screeching and a crash sound at around 3:20 this morning on north first street near skyport. when crews arrived, they found a toyota with two women inside. next to it, a silver mercedes that crashed into a pole but nobody was inside that car. police say it appears the mercedes was traveling northbound on first and crashed when the toyota as it made a left-hand turn onto skyportport. fire crews used the jaws of life to free the two women from the toyota. one died at the hospital. the other died while still in the car. >> i think if they had more presence, it would stop this nonsense from happening. i work at the motel so i see them driving by fast every day, all night long. the officers can't be on both sides of the strip at once. >> reporter: it's unknown if speed or alcohol mayed a factor in the accident. investigators will be looking for the registration to see who owns that silver mercedes. it's too early, though, to identify either of the two women in the car. first street is a heavily used road. the southbound lanes remain closed. probably for another hour, i'm told, and skyport is closed to technology. again, so they can complete their investigation out here. reporting live from janine de la vega, ktvu channel 2 news. right now, caltrans is holding a news conference to update the construction work. let's listen in for a moment. >> we're hoping that some kind of announcement do get made at the ceremony. but again, that's still up in the air. there's still a few question marks out there that we need answered. >> are there any questions on construction. >> at the very least not in danger of not making tuesday at 5:00 a.m.? >> we're absolutely in no danger of not making that. until the public hears other wi they should still -- otherwise, they should still plan their commute, returning home from the holiday, based on a 5:00 a.m. opening on tuesday. everyone from the media to construction staff, everyone is interested in getting this opened up as quickly and safely as possible. we're staying with the 5:00 a.m. time or perhaps an early opening. we hope later today, but that remains to be soon. >> what time is the ceremony and if you -- what time is the earliest you could open? >> we don't know. it depends on how much work gets done this morning. when they have to press pause for the ceremony. >> you have talked about 2:00 or midnight. but could it -- >> i don't want to say anything is possible. but there's a lot of work that goes into opening a bridge. you have to have the toll takers show up, you have to make sure the bridge has been entirely swept clean from a maintenance, cleanup and security perspective. >> the ceremony is at what time? >> it's scheduled for 3:00. >> who will be the v.i.p. ribbon cutting? >> that information is not public yet but you will find out at the ceremony. we want to leave some surprises. you can't unwrap all of your gifts. >> is the public invited? >> no. this is a low-key ceremony. there was not enough time to do a public ceremony? >> [inaudible] >> no. there was no improvization. i would say you -- on any construction project, you anticipate potential slowdowns with demolition or paving and we ran into a little bit of that. but we were able to make it to the time. there's nothing that we ran into that was not anticipated or that we could not catch up on. >> is it safe to say the bay bridge will not be reopening before 3:00? >> yes, that's very safe to say that. >> there's a lot of excitement. are people pretty tired? >> yes, everyone is tired. people are excited. it's kind of this last lap, the last leg of that marathon. we're all looking forward to getting to the finish line. >> when it comes to -- when you do reopen, how -- how will it be staggered? >> i will let officer hill address that from the chp. any other questions regarding construction? >> are you on schedule? ahead of schedule? have you had any surprises? >> no surprises and again, i can say that we're on -- we're definitely on schedule for the 5:00 a.m. opening. but it deep pebdz on what transpires over the next several hours with this last bit of work, the cleanup. we might be able to say later today -- we should be able to say later today as early as possibly as the ceremony what the opening time is -- whether we'll stick with 5:00 a.m. on tuesday or whether it's possible to get the bridge open early. we don't want to put out information out there that the public can't use. we want to give them accurate information to help them plan accordingly. right now, we don't have any information beyond 5:00 a.m. opening. >> are you ahead of schedule as far as what you got done? >> it's not just one schedule for everything. there's several projects taking place during the closure. i would say we're on schedule. some are ahead. but there's still striping. they are still putting down markers on the roadway. they are still -- i'm not farm with the marker schedule. it's hard to say -- there are probably some things ahead. probably some things catching up on. we feel good. i don't have all of the details on the the ceremony. but there could be workers involved with that. we'll have to wait to find out together. [inaudible] >> the bike and pedestrian will open at noon 0 on tuesday. we can't get to the island. a section of the bridge is in the way there. the hours, from dawn to dusk. there will be limited temperature parking from bremerton to our road, from 7:00 to 8:00 while we work out parking. there will be chp bike patrols and i believe there will be a meter system sewe don't have everyone piling up. people will be able to go slightly past the tower until about early 2015. but there will be crowd control for lack of a better term. >> is there a financial motivator? how much are you losing a day? >> i do not believe there's any kind of -- we want to get the bridge open as soon as possible. but i don't think that getting it open so we can start collecting tolls again is the motivator. the motivator is, you know, obviously we've inconvenienced the region to take -- by taking the bridge out of service for five days. our goal is to get the bridge open as soon as we can, get the public on a seismically safe bridge. so everyone can get their lives back to normal. >> and with that, i will turn it over to officer hill. >> good morning. officer daniel hill, chp public information officer. i will report on the traffic. the traffic was largely as we expected yesterday. today, being the labor day holiday, we don't expect traffic to be too heavy in he any one area -- in any one area. we anticipate, as is usual on a holiday weekend, that people will stagger -- stagger their return times from their vacations. you may see some trouble spots around the bare but we don't anticipate any -- around the bay area but we don't anticipate anything in particular. he we're maintaining our maximum enforcement period. last night -- as of last night we have had 114 dui arrests with no fatalities. i don't have the data for today. we'll remain our high level of control, we'll keep speed down and make sure the roads stay clear so everyone can make sure they are getting where they need to safely on this labor day holiday weekend. >> there won't be a heads up, an hour or two, to let people know the bridge is open? they will just open silently? >> as far as the chp is concerned, we will not be putting out any information as to when the bridge will open if it opens earlier. the reason being, we don't want to see people plan for the opening and attempt to be the first over the bridge. if we have that time announced, the public might think that would be a good time to stack up and stop on the closures. all of those things are extremely dangerous for the motoring public. it's an inconvenience for those trying to get from point a to point b. so we will advise people that the opening may come as a surprise for the motoring public. as far as the highway patrol is concerned, that's almost an intentional act to make sure there's nobody waiting for the opening and causing an unsafe situation on the freeway. we would like to remind people that stooping on the freeway or the right shoulder for any reason other than a legitimate emergency is illegal and dangerous. if you are stopped inby the chp, that's a moving violations that carries a point. we want to remind everyone not to stop unless it is an absolute emergency. the chp is standing by all closure points. once caltrans announces the bridge will be open, the highway patrol will stop traffic in the areas leading up to the closure so the workers can remove the cones and the closure indicators safely. once that's done, the highway patrol will run traffic breaks. we will slow down and guide traffic in the area previously closed. we'll let traffic build up to a safe amount the motorists that are the lucky ones to be the first to cross will see the highway patrol in front of them blocking the lanes and keeping everybody going at the limit. once the bridge is open, we'll monitor traffic. if we notice the traffic is becoming lighter and the speeds are increase, we'll run traffic breaks to keep the speeds nice and slow. we want to avoid people being confused by the new bridge or distracted by the sites and exceeding the maximum speed limit of 50 miles an hour. >> i was gonna ask you that. are you doing anything to keep from speeding? >> the alignment is similar to the s-curve installation. this will be a throwback to when all of this construction began. >> the highway patrol will be onhand and will be a visible present during the opening hours of the bridge to make sure that that bridge stays at the speed of 50 miles an hour. we want to avoid as many collisions as possible. we don't want to have anything related to speed. we want to make sure that everybody keeps their speed down to a 50 miles an hour. the open feeling may give something the temptpation why -- >> we're listening in live about the pending opening of the new bay bridge. chp says they will be at all of the kresh -- closure points. they will be there to monitor traffic, speed, issue traffic breaks and bafg escort cars across the -- basically escort cars across the bridge. we also heard from caltrans, the bullet points, the important points, the bridge will definitely open 5:00 a.m. tomorrow morning. possibly sooner and what caltrans is saying that they might know, they hope to know by about noon today, which is before the official chain- cutting ceremony, if it will open earlier. but they are not saying right now. they said major work is all wrapping up. mostly cleanup work needs to be done. they will cause at noon to sort of do the staging for that chain-cutting ceremony at 3:00. they will hopefully know if that bridge will open earlier. but the good news, it will open by 5:00 a.m. tomorrow. and we'll be out there live tomorrow morning to watch all of the cars drive across the first commute tomorrow morning to find all of the information you need to know about the bay bridge and any alternate routes to get you through the rest of the closure. go to the website, ktvu.com. we have a sunland miller is in washington, d.c. with the latest on how members of congress are responding. >> reporter: president obama took a huge gamble this weekend and decided a strike on syria is necessary but he says he won't proceed unless he has approval from congress. all eyes are on capitol hill. both houses are out still for summer recess until september 9th. many of those members have returned to washington for a series of briefings from the white house. white house aides and the president himself are flooding the zone. they are hurriedly making calls and reaching out to members. lindsey graham and mccain will meet with president obama today. on tuesday, the president will meet with chairs and ranking members from key national security committees but lawmakers on capitol hill are still divided. some don't think the u.s. should intervene at all. others say the white house's plan is too broad and they would like to see it narrowed down before they can give thorltization to the -- authorization to the white house. so congressional approval is not certain. eadz from both sides of the aisle say if a vote was held now, they are not confident the white house would win that vote. showing absolute green on the maps as you drive through. please give yourself extra time. sul noel grade -- sunol grade traffic looks good heading through the spweaub spweaub -- through the south bay with no problems. let's go to tara moriarty. >> reporter: they are gonna do this assess meant and try to get a feel of -- assessment and try to get a feel when the bridge will open. we're told that will will not happen before the ceremony. we've just concluded the headquarters. the roadway signs barrier rails and markers are going up. but there's still significant cleanup work to be done. clearing everything off the bridge. >> people are excited. everyone is excited. it's kind of the last leg of the marathon. we're all looking forward to getsing to the fin -- getting to the finish line. >> reporter: at 3:00 is the opening ceremony. but not open to the public. ed lee and gavin newsom will be here but who exactly will cut the gold chain has not been announced. that chain was also used for the inauguration of the original bay bridge back in 1936. now, officials are expected to make an announcement at that ceremony about exactly what time the bridge will open. we'll be there at the ceremony and pass along when it might open. live in oakland, tara moriarty, ktvu channel 2 news the 3:00 complain-cutting ceremony is being held to celebrate. not open for the public. we'll be out there for that. it will begin with speeches from a number of people including ed lee, and gavin newsom. we don't know who gets to cut the chain. after the cutting there will be a procession over the are talking this morning about the impact of the bay bridge closure. >> reporter: b.a.r.t. has been running trains around the clock since the bridge closed on wednesday. as one worker put it to me, they've seen a lot more unruly passengers and a lot more obnoxious behavior. we want to show you a tweet sent out by local 1555 which referred to annoying drunks riding the trains this labor day weekend. there was another tweet sent out by the same union and that tweet says the things we've seen during the bay bridge closure, yikes. one rider getting off the train early this morning said he has noticed a difference. >> it wouldn't be my -- the crowd i would like to ride the train with at all points in time. it is what it is. people are having fun. it's a holiday weekend. >> reporter: b.a.r.t. employee unions say this weekend's bridge closure and the 24-hour service are a perfect opportunity to highlight the difficulties of their job. meantime, b.a.r.t. employees, their unions are complaining about stalled negotiations with management. we're in the middle of a court- ordered 60-day cooling off period that expires on october 10th. the two sides have not talked and won't return to the bargaining table until september 17th to hash out the key issues of pay and benefits. the unions, the b.a.r.t. employee unions are planning to hold a news conference at 11:00 this morning to talk about what they say is a lack of progress so far in these talks. live this morning in walnut creek, alex savidge, ktvu channel 2 news. >> meantime, the golden gate ferry system had huge ridership over the weekend. more than 8300 people rode geg ferries on sunday. 3100 more than the last sunday. on saturday, more than 8100 people took golden gate ferries and that's up 2 3200 over the previous saturday. on thursday, folks ferries carried 57% more people than a normal weekday. for today's labor day holiday, b.a.r.t. is running on a saturday schedule. the golden gate and ac and vta also on a holiday schedule. after a six-hour standoff, police in richmond have arrested a carjacking suspect who barricaded himself inside a house. ktvu's brian floor flores is there in richmond. tell us what happened. >> reporter: over an hour ago, s.w.a.t. moved into the 3000 block of shane drive. really all that's left is a broken sign hit after a suspect crashed and barricaded himself for hours inside the home. he's since been arrested. according to police, this all happened after midnight. a woman driving in her toyota camry was visiting her friend a couple of blocks away on shane drive. when she left the home, that's when police say a man carrying a sign told her to give up her car and belongings. she did and quickly called police. but the suspect later crashed the car a couple of blocks away. the carjacker ran into a home. now, it's unclear whether it was his home or not. but a short time later, police arrived and created a five- block perimeter. >> there was a firearm recovered inside the vehicle. once the s.w.a.t. team became on scene, a male broke the perimeter from that address and then was then apprehended a short time later. >> we also spoke with the residents where the car slammed into a pole. residents say the suspect was not at their home, they say police trashed a room inside a garage, damaged property, even broke a window. the residents say they were held and treated as suspects for hours before they were released hours later. they say all they did was call 911. >> they kept us in the car for six hours. they brutally messed up my room. if you want to call the police, i think they should help you really. not put you in a worse situation you are already in. >> reporter: richmond police say they did is have a signed search warrant to search inside of the home. and some of the damage flames are calls. they say one suspect was taken into custody. there's another suspect. police believe he fled. there's damage in the home and garage as well. live here in richmond, brian flores, ktvu channel 2 news. officials in san bruno are about to give the public an update on the deadly pg&e pipeline disaster three years ago. the 2010 disaster killed eight people, injured 60 others and destroyed 38 homes. tomorrow, san bruno's mayor plans to talk about the rebuilding efforts in the crestmoore neighborhood. he will continue to push for reforms in how public utilities are regulated and managed. the san francisco water district is currently in negotiations to purchase water from the central valley office of oakdale. they will discuss a proposal tomorrow to sell about 1% of the district's annual draw from the stanislaus river. san francisco would pay $112,000 for the water. oakdale had extra water thanks to cons service and development -- sonar isvation and development -- of conservation and development. the san jose news says parking at the new stadium could range from $40 to $50 per car. right now drivers pay between $30, 35 to park at candlestick. caltrain is negotiating trying to determine how much service it will provide on a game day. the owner of the 49ers also responding to a conspiracy theory about the super bowl, yeah, retired baltimore ravens' star ray lewis says he thinks somebody push possly knocked out the -- purposely knocked out the lights during the super bowl. he thinks the nfl did it to give the 49ers a chance to come back in the game. well, jed york responded on twitter, tweeting that's no conspiracy. i pulled the plug, unquite. there's a new policy to tell you about, requiring all of the uc services to be smoke and tobacco free by january 2014. uc san diego is ahead of the curve. they've started enforcing this new policy this week. now, the use of tobacco now banned in all indoor and outdoor spaces, including parking lots. the university is offering frito bako -- free tobacco treatment programs for faculty and staff who want to quit. a battle brewing in silicon valley. >> reporter: roads are closed at this hour as police investigate a crash that killed two women in san jose. why this accident remains a mystery. good morning. if you are driving today, still no bay bridge for at least most of the day and possibly until tomorrow. so you are looking at what you will be -- what will be the alternate route for many people, the san mateo bridge. it's a mostly clear start over parts of the north bay. mostly cloudy over the southern half. giving you a live look at oakland and for some perhaps a few scattered showers in the forecast for your labor day. i will have a look at what you can expect -- coming up. for an! only at sizzler! welcome back to "mornings on 2." just incredible video here. heavy rains in las vegas created this flash flood. it trapped drivers, caused streets to buckle. this is actually a rescue. look at them. rescue workers pulled two women and a baby from the suv after it was swept away by the floodwaters and landed on rocks. several campers had to be rescued. two highways were closed for a time. fortunately, no one was hurt. a fisherman drowned yesterday. the national park service is now investigating. it happened at about 9:30 yesterday morning off dylan beach. marin county fire department says a man's leg became tangled in a crab pot line as he was dropping that pot into the water. he drowned when the heavy pot pulled him under. the victim's name has not been released. 8:45. police in the east bay arrested two alleged massage parlor workers for prostitution. police in albany say the two women were arrested last thursday. their arrest followed a sting operation at h and y massage on san pablo avenue. police say the women solicited an undercover police officer. they were due in court september 30th. some of silicon valley's best-known companies will fight the government's decision to delay opening a patent office in northern california. the government says it doesn't have the money to open the office because of the sequester budget cuts. the high-tech companies say the office was going to be paid for by the annual patent fees collected from companies an investors. that was expected to be $2.8 billion. san jose applies for more a patents than any other -- patents than any other city in america. hopefully sal's traffic is light early on if you have places to be at today. >> now would be a good time to go as we look at some of these pictures. this is one of the last times i think you will be able to see the completely empty toll plaza, completely shut down. caltrans told me as i was reporting on this bay bridge story that they don't see any long-term closures like this weekend's for a long time if ever. i don't think they will do it again. take a good look at it. it won't happen again. >> this is a look at the commute on -- see a few low clouds resting on the hills. we have mid an high level clouds with us. a lot like yesterday. it will feel humid in our neighborhood. giving you a look at stormtracker2, here is the system that's commingling with subtropical moisture coming in from the south. the two combined helping to bring the possibility of the showers to our area today. shouldn't be a huge deal. if i get in closure, you can see some of the moisture coming off the coastline, we have monterey and if i get in closer, picking up a few scattered cells, just south -- it looks right over the dumbarton bridge. a little bit earlier the cell was over sunnyvale. dublin, san ramon. maybe -- maybe a few light sprinkles going on. this will be the pattern for today. a mix of sun a and clouds. perhaps a sprinkle and it moves on. the onshore breeze is still with us and will be with us helping to offset the heat in the afternoon. 21 miles per hour in fairfield and the onshore breeze will be blowing through san weekend. low to mid-90s in the forecast for the inland cities. upper 7s to low o80 around the bay. let's bring you up to date on some of the top stories we're following for you -- in a few showers, caltrans will decide whether they will open the new span the bridge early. they are make -- they will make an assessment at noon. a possible amouncement could come after 3:00 p.m. for now, caltrans says the bridge will open at 5:00 a.m. tomorrow. secretary of state john kerry and chuck hagel will testify temperature for the senate foreign relations commit tee hearing on syria. the obama administration wants to convince congress to approve a military attack on syria because of the syrian government's use of chemical weapons. police in stay are busy searching for a missing hit-and- run driver who disappeared after a deadly, early-morning crash that killed two women. ktvu's janine de la vega is on this story. you are at the scene. what's the latest. >> in the last 30 minute, the coroner arrived and removed the body of the female passenger that was in that mangled toyota. police say that car and the silver mercedes right next to it collided. it's unknown where that driver is because they ran away. police have blocked the southbound lanes of first street near skyport to investigate this accident that happened at around 3:20 a.m. when emergency crews arrived, they found the silver mercedes crashed into the pole. no one was inside. there were two women trapped inside the toyota and firefighters used the jaws of life to free the driver and took her to the hospital where she died. the passenger died while still inside the car. those who heard the crash described what it looked like. >> i saw them working on the second vehicle, individuals inside and these jaws of life -- using these jaws of life and they put a tarp over the vehicle afterwards. >> reporter: police say there was at least one witness who may have seen something. officers have interviewed that person. they want to track down the person of the silver mercedes through the rebel stration of the car. they are checking with hospitals to see if anybody walked in with injuries consistent with a car crash. it's unknown if alcohol played a factor in the accident. the lanes near first street and skyport are closed right now. police are wrapping up their investigation. so the cars still need towed. i'm hearing it could be another half-hour to an hour before everything opens up. janine de la vega, ktvu channel 2 news. many bay area airports and freeways will be busy this morning with people heading home from the long labor day weekend. the chp will be out cracking down on speeders, seat belt violations and drunk drivers. the extra enforcement started on friday, it ends just before midnight tonight. now, last year, 35 people were killed on california roads during the labor day day weekend. half of those were not wearing their seat belt. >> hopefully everybody will be safe. 8:53. it's
