has the department turned around. this morning the police show announcing in a couple hours that retired ever as you may remember the bart -- but because of training and what was done in the wake of it. since that shooting a bart citizen oversight committee was formed. a police auditor hired and bart police chief rainy made it clear when he was hired he was ushering in an error of change. one writer we talked to said he's not convinced that is all being done. >> i'm just letting everyone know they are doing what they can for that not to happen again. >> reporter: you don't have that confidence yet? >> no. >> reporter: back out here live at the fruitvale bart station. bart's police will call in another opinion. if -- oliver has been a chief in highway police departments for the -- it's still unclear at this point how long this review is going to take. but from what we understand it will start next month. live in oakland claudine wong ktvu channel 2 news. new this morning the investigation of an early morning house fire in berkeley continues right now. fire started in the basement but quickly spread to the attic. she called 911 a second time after turning on the lights. >> the first time i didn't smell it as much as i did. when i turned the lights on then i saw it. >> luckily she was not hurt but that fire forced her out of her house. investigators still on the scene don't know how that fire started. >> investigators are blaming a barbecue grill for setting off a fire. it started late yesterday afternoon at the six story building. it only took firefighters about 15 minutes to get it under control. people who live in the building were bracing for the worst. >> we saw a big fire and then all black smoke going that way. it scared me. >> there are no reports of injuries and people living in the hotel were allowed back home. investigators say most of the damage was caused by the water used to put out that fire. time now 6:05. happening in germany president obama is about to give a major speech in berlin right there at the brandonburg gate. he will be calling for a reduction in the world's luck --ing we'll wring you a living. topped its banks and flooded woods and avenues. the first phase of repairs is finished and the damage road has been repaved. next crews plan to fix weak points where water seeped through the levy and reenforce a bridge at university avenue. 6:05 is the time right now. a traffic crack down kicks off in san mateo county today to keep people safe. 20 officers will -- the enforcements is response to four deadly accidents involving pedestrians in the past two months. time now 6:06. that is something to pay attention to. sal is paying tax to san mateo. what is happening out there? united states and the taliban. this morning afghan president hamid karzai is breaking off important security negotiations with the white house. karzai is angry that the taliban and the u.s. will start peace talks without first bringing in the afghan government. karzai also says the name of a new taliban office in the middle east disrespects the afghan people. he says he won't pursue any peace talks with the taliban until the united states leaves those negotiations. despite the upcoming negotiations with the u.s. this morning, the taliban claim responsibility for an attack that killed four american troops last night. the taliban says it fired two rockets sat the base which is located just -- rockets at the base which is located just outside of kabul. ktvu kyla campbell reports. kyla. >> reporter: he wants the u.s. and russia to each cut their nuclear stockpiles by one- third. that will leave 1,000 nuclear war heads in each country. we are taking a live look in germany where the president is about to give this major policy speech. he is not expected to propose a timeline for his re-- they discussed this so his renewed push will drop that even low. republicans in congress are expected to fight the pat's call to cuts. i'll continue watching for president obama to bin gwynn this major policy speech on reducing nuclear war heads around the world. i'll have the latest developments for you next hour. live in washington kyla campbell ktvu channel 2 news. first lady michelle obama and the obama's two daughters traveled to berlin with the president. the first lady has her own schedule of events including a visit to the berlin wall memorial. in dublin yesterday first lady michelle obama and their daughters met up with u2 leader bono. complaints about a gay pride flag at city hall in calistoga caused the city to take the flag down. the gay pride flag was put up last friday to celebrate napa county guy pride week. but some in the community including a former mayor told the press democrat they objected to that flag flying next to the california state flag and the u.s. flag. the rainbow flag was removed on monday. the city council never formerly considered raising the flag in the first place. meantime the wait goes on for the u.s. supreme court to issue its ruling on proposition eight. coming up at 6:25 what one of the lead lawyers in the case is predicting will happen. a third girl has now come forward to accuse a former east bay football coach of molestation. prosecutors have filed new criminal charges against baron edwards. a judge raised his bail to more than $34 million. edwards faces 39 felony charges. he. tonight family members anden aen -- aye yeah was killed one week ago in north oakland. just an hour before he turned 23 years old. police say he was heading home from a pickup basketball game when he got into a minor car accident. witnesses say the man who hit his car got out and shot scene -- shot and killed him. the reward money has climbed to $30,000 as police continue to search for those men. the mother of a missing plan -- shawn's mom told the san francisco examiner he should be considered at risk. she accuses police officer of ignoring a lead that he may have gone to marin county. she is planning to hold a vigil this coming. a charges against josh di callahan. coo -- they are accused of keeping a mentally they were threatened with animals. >> the case first drew police attention in october of 2012 when the victim was caught stealing candy from a local store. police suspected there was more going on and they began investigating and collecting evidence. time is 6:16. about 200 people on a dream liner jet hope to make it to tokyo today after their flight had mechanical problems yesterday. that boeing 787 left denver late in the afternoon yesterday. but the flight only made it to seattle. as the dream liner approached the specific coast the crew got a warning light. they alerted passengers there was a problem. >> they had an engine light. an oil light come on. so they came back and announced it. some of the passengers admitted they were a bit nervous because the dream liner is so new. you remember dream liner jets were grounded earlier this year because of batteries overheated while in flight. the plane did land safely. the passengers were given motel rooms for the night. new documentary is scout suggesting a terrorist attack took down twa flight 800. this morning ahead of that film a group of whistle blower announced the official investigation was wrong. the investigation concluded a gas tank blew up causing the plane to go down near long island in 1996. 230 people on board were killed. however the group of whistle blowers which included members of the original investigation team say radar information and eyewitness reports shows the plane was brought down by an outside source. the whistle blowers stopped short saying the plane was shot down. they insist the point where it normally is on westbound 237. also at the toll plaza it is backed up for about a 15 minute delay before you make it on to the bridge. southbound 101 san mateo at hillsdale watch for least of all nine tech companies involved. taco bell testing a new power protein menu at 40 of its midwestern restaurants. they will have double portions of steak of chicken. taco bell says people are touched down at denver international airport. thousands of people were sent scrambling for cover in the airport's bathrooms and stairwells yesterday. no one was hurt. no damage was reported at the airport. several flights were diverted for 40 minutes. tomorrow night a highly praised new movie aboutst tar grant is being screened in oakland. the grand lake theater is holding a private screening of fruitvale station. film was shot in the east bay. directed by oakland native ryan. at the sun dance film festival fry vail was the big winner. time is 6:25. people on both sides of the same sex marriage issue they are waiting for the ruling from the u.s. supreme court on california's prop 8. the began on same sex marriage. one of the lead lawyers for the antiprop 8 side says there will be more lawsuits if the high court rules for anything less than full marriage rights. >> we will win it for any american in all 50 states. whether that comes true or not. >> that is david he says the supreme court could throw out they lacked legal standing. in that case lower court ruling found the ban on same sex marriage is unconstitutional would stand. supreme court decision could come tomorrow assessing the police department and the reason why. claudine. >> reporter: we're talking about reforms. the announcement about who is coming in later today. we know who it is. we will tell you about that in a second. first let me show you the fruitvale bart station today. we've been talking to riders out here. what they think about the police department and the changes that have been made over the last four years. change has been the theme here since the fatal shooting of oscar grant at this station back in 2009. this morning the police chief expected to announce he's calling in some help to take another look at the department. mismorning bart police chief kenton expected to announce that retired police chief patrick oliver will come in next month to do a review. as you may remember the bart police department was under scrutiny after that decision. a lot of changes have been made in the department. when he was hired back in 2010, he made it clear that he was hired to usher in an era of change. that was in terms of officer visibility, and a new look at practices, policies, and procedures. riders say they want the continued progress to move forward. >> i'm satisfied. >> reporter: do you think there is any other changes you'd like to see? >> just keep moves forward. >> reporter: so who is patrick oliver? he is familiar with the agency and department because he was part of the committee that compiled the noble report. that report took a very critical condition on the department and recommended changes. oliver has been a police chief in at least two departments in ohio. he's also served as commissioner for the commission of accreditation for law enforcement agencies. again this review is expected
