[ laughter ] it is 4:31 now. new this morning a fire at a san francisco hotel near union square at 2 a.m. at sutter and grant. everyone was evacuated. guests ran out in their nightclothes. many wrapped up in blankets. fire crews are on the scene. no reports of injuries. an out-of-control woman goes on a rampage behind the wheel turning van ness and pine street in san francisco into demolition derby. it all started about 7:00 last night. two plainclothes officers found what they believed was a stolen volkswagen sedan. officers say when they identified the themselves, the woman in the car drove toward them and hit a gas station before driving up pine street. then she turned around and she drove on the street and on the sidewalk. she hit a number of cars barely missed a man on a motorcycle and was headed right toward the officers. >> i was down the street and i heard, like, five shots or pops and then a break and then another five. >> the officers fearing for their safety and the safety of the community at large discharged their firearms at the driver. >> the woman died at the scene. she is in her late 20s or early 30s and police are still investigating whether the blue car was in fact stolen. a high-speed chase through four bay area counties ended with an suv rolling over and chp arresting the driver. it started in vacaville yesterday afternoon and covered three freeways ending in los altos hills. the chp put down a spike strip which deflated the car's tires. in the end, the driver of the pathfinder lost control. 24-year-old ramon bernal walked way from the wreck and then was surrounded by officers with guns drawn. a scandal is growing in the san francisco police department over racist and homophobic text messages. at least 10 more officers including a captain now under investigation. that's on top of the four officers already implicated. the city's public defender is looking at hundreds of convictions over the past 10 years that may have to be thrown out now because of the officers' bias. commuters in san francisco's marina district will have a new luxury transit option. starting today it's called leap. it's essentially a hybrid between a bus and car share going from the marina to the financial district. it officers swanky seats and workstations even a drink and snack bar. the ceo says it's like a lounge on wheels. >> right now commuters only have two major options. peak times public transportation can be tough to get a seat and private car sharing services are expensive. we set out to build something that was enjoyable, predictable and stress-free something that feels more like your living room than a regular city bus. >> one way is $7. the first route called the lombard express launches today. rates for an east bay senate seat is going to runoff. orinda mayor steve glazer is the top vote-getter in district 7. the registrar still has to count provisional ballots but it looks like glazer will state susan bonilla eastbound on the skyway they have lanes blocked. investigators are looking into possible links between real estate heir robert durst and the disappearance of two teenagers in northern california. both reported missing in 1997. tara mitchell was last 16 when she was last seen in eureka. another was 18 when she disappeared in san francisco. a man who wrote a book about about yourst says he was in those cities around the same time of the disappearances. durst was in those cities. >> before the case was in the public he had been living this random bizarre lifestyle throughout the 1990s even stealing identities >> he was the subjected of an hbo documentary and days ago and he was arrested in new orleans in connection with a homicide in l.a. in 1982 he reported the disappearance of his wife who was never found. three people were killed and four wounded in a drive-by shooting in stockton just before 8:30 last night outside a convenience store. the dead include two women and one man. >> we called out homicide and gang detectives. the remaining 6 victims were reported to different hospitals. this is a neighborhood known for gang activity along with shootings. >> the four people injured are expected to survive. it got heated last night at the berkeley city council. dozens rallied before the meeting upset about the city's plan to deal with the homeless. it would outlaw tents, sleeping bags from 7 p.m. to 8 a.m. > the politicians who allow for these laws to be put in place that make people be in these dire conditions where it's caused them severe sickness and death. >> one councilmember suggested diverting some of the money from parking meter enforcement towards homeless services. people to live in a walnut creek neighborhood are outraged because a sexually violent predator has moved into an area with children. 71-year-old charles chrisman was convicted of molesting young boys in san francisco public parks in the 1980s. he was moved from his home in bay point to walnut boulevard but no one in the neighborhood was informed until recently. >> i realize he needs a place to live but not on a safe school route where 10-year-old boys which is his prey are walking past him every day. it's not healthy for them. it's not healthy for the children or the neighborhood. >> a judge said he had to leave his bay point home because it was too close to an elementary school. crisman's lawyer said the new placement was thoroughly investigated, is jessica's law- compliant and was the only option of approximately 50 living spaces evaluated. secret service is investigating a letter that tested positive for cyanide. and as susan mcginnis tells us, the letter was addressed to the white house. reporter: the secret service says an envelope addressed to the white house has tentatively tested positive for cyanide. the letter was received monday at a facility located miles from the executive mansion where white house mail is screened. an initial test for biological agents tested negative but follow-up testing on tuesday showed a presumptive positive reading for cyanide. the envelope was carrying an unknown white substance in a container reportedly being tested. the secret service hasn't said if the envelope was addressed to president obama. the sample has been taken to another facility for more testing. cyanide is a potentially lethal toxin that attacks the heart and nervous system. so far, there's no word on whether mail handlers at the facility were exposed. the secret service says its investigation into the letter is continuing. susan people have died. mark kelly tells us the latest case involves a man found in a freezer. reporter: the middle of march but a man who lived in this home hadn't been seen since the end of february. >> i didn't worry but i did notice that i hadn't seen him. >> reporter: gavin smith was saddened to learn not just that his neighbor had died but how unusual the death seemed. the body found in a kneeling position inside a freezer. >> it's terrible that he is no longer with us. he was a really nice guy. >> reporter: one neighbor worries this small town is changing. there have been five bodies here just in the last 48 hours. on monday afternoon, a man and woman found dead inside the glenview apartments. police calling it suspicious. perhaps the most dramatic crime scene of all at napa's dale vineyards where a business meeting turned deadly. >> appeared to walk over and point a weapon at the subject as if were execution-style. >> reporter: deputies say vineyard owner robert dahl shot his business partner. after a chase from authorities, he turned the gun on himself. >> i thought robert was, you know, a sociopath. >> reporter: lewis purdue is the editor and publisher of wine industry insight. he says dahl had a criminal history and bankruptcy filing in minnesota. >> he had a reputation for not keeping his end of the bargain. >> reporter: in all, five lives gone in napa. the investigations into each still ongoing. in napa, mark kelly, kpix 5. two bats in fremont have tested positive for rabies the first near a community center this month, the second found friday near an elementary school. a dog picked it up by the playground at niles elementary school. that dog is now under quarantine. health officials are warning pet owners to make sure their rabies vaccines are up to date. california's water resources board has approved some tough new restrictions and here are some of them. restaurants will no longer be allowed to automatically serve water. customers will have to ask for it. hotels will be required to offer guests the option of not having their linens and towels washed every day. and people with lawns and gardens will not be able to water them for 48 hours after a rainy day. >> you see people's sprinklers on during the rain it's crazy. even the public sprinklers. when you're in a major drought and not doing commonsense stuff like that, it's irresponsible. >> water agencies will make sure their customers water their yards only twice a week. people who are caught watering more than that will have to pay a $500 fine. the new restrictions go into effect in 45 days. the drought has taken its toll on california forests this winter. the department of forestry says 3,000 acres have burned so far this year compared to 800 the same time last year. usually they operate with a smaller staff for the winter but not this year. cal fire called in extra firefighters to battle fires. because we really skipped winter, right? >> we skipped it entirely and the last full day of winter is thursday and boy, it's going to be the warmest winter on record and one of the driest, as well. but hey, i want to give a shoutout. remember yesterday i mentioned that i was running by the dublin/san ramon district? they said because of our report they sent their gardeners out there and readjusted their sprinklers. it won't sprinkle on the sidewalk.
