for the university. homeland security is already notified the school it could be kicked out of the student and exchange visitor program leaving its overwhelmingly foreign student body scrambling. >> it means for those students that their visa status is no longer valid unless they can somehow find another school in which to maintain full-time enrollment. >> reporter: wang will be formally sentenced in the fall while a dark legal cloud hangs over the university he once ran. now, the school will have an opportunity to respond to homeland security's concerns. they must do so in writing by april 17. devin fehely, kpix 5. this is the north bay traffic backup we have been monitoring all day long epic gridlock because of an earlier u.p.s. big rig fire. chopper 5 is over the san rafael bridge. you can see the pavement where the truck caught fire. those lanes were supposed to re- open just about now. instead, caltrans says it will be closer to 7:00 tonight. it has been a nightmare for drivers since before 5:30 this morning. kpix 5's anne makovec takes a look at the flames that destroyed hundreds of packages and caused gridlock. >> reporter: this is the accidental final destination for 8 to 900 packages being sent via u.p.s. the big rig carrying them was westbound on i-580 in san rafael when it hit the median and drove along the center divider spilling diesel with one of its two trailers catching fire along the way. it happened just before 5:30 a.m. and the backup lasted all morning long. >> it's terrible traffic today. very bad. >> reporter: after crawling for hours, many drivers had to pull off the highway. >> i have been out here for a long time and i need to get to a restroom. >> reporter: other drivers were running out of gas and just gave up. >> we were trying to go to work over there but i mean it's really, really packed right now and i mean it's like what's the point of going through here i mean? >> reporter: the good news the driver of this big rig is fine. an investigation will determine if he may have fallen asleep behind the wheel. there is no indication drugs or alcohol were a factor in the crash. as for these packages, u.p.s. says they had were headed to san rafael -- they were readed to san rafael. -- they were headed to san rafael. u.p.s. has liability up to $100 on each package. if it is worth more than that it depends on the company's deal with the shipper. u.p.s. is notifying shippers now. anne makovec, kpix 5. >> again, the lanes should be reopened in about an hour. a new class of police officers was welcomed into the force today in san jose. 22 officers marched proudly in their graduation. san jose mayor sam liccardo read the name of each officer and welcomed them to begin serving the city. it is a dangerous job and the police chief's message to the new officers was a solemn one. >> we all know that em -- [ indiscernible ] to serve and protect -- [ very poor audio ] [ indiscernible ] unfortunately on march 24, we witnessed those dangers play out. officer michael johnson will forever be remembered as a hero and never be forgotten. >> johnson was killed on the job. he told the new officers to be safe. the auditor's office released the yearly report on the san jose police department. one of the main issues noted, use of force incidents by officers. new at 6:00, kpix 5's christian hartnett explains what this would mean for san jose police. christian. >> reporter: the department hasn't commented on the report just yet. chief esquivel needs to read through it but recommendations in this audit are pushing the department to hold officers more accountable when using force. >> oh, my god! >> reporter: this cell phone video taken in september of last year shows an off-duty san jose police officer slamming a woman into his car. according to san jose pd, the off-duty officer was allegedly rear-ended by the woman who drove off. he chased her down and showed her his badge. then the struggle began. internal affairs determined the officer's use of force was justified. but now there's a call for the department to look close when an officer uses force to see if the punishment fits the crime. >> when they internal affairs looks at the appropriateness of the force, was it excessive, they should also look at what gave rise, what was the crime, if you will, that got everything started? that's not in the mix. >> reporter: independent police auditor ladoris cordell took a look at more than 300 public complaints over use of force in 2014 alone. her report recommends a more thorough examination of the use of force incidents and the role officers played in them. >> it might send a message then to officers that to understand that if there is a complaint made about your use of force, the department is going to look at what gave rise to the force, what did you do that may have or may not have but may have provoked the force? >> reporter: cordell's report also recommends that san jose pd implement a more thorough evaluation of racial bias accusations, not one accusation of racial bias has been sustained in the department's history. live in san jose, christian hartnett, kpix 5. right now, the mess on van ness, a lot of frustrated drivers having to navigate detour on the evening commute. it's a live look at van ness avenue right now in san francisco. cars and construction crews are coming head to head. california pacific medical center, the hospital is being built right there. while that's happening no traffic is allowed so van ness, which is 101 in the city, is closed between post and geary streets. started last night at midnight. >> we actually want to avoid van ness in its entirety if you can. right? the detour -- central detour zone starts at pine street on the north end and on the south end, alice street so 10 blocks detoured. >> that's not good. no. i want to just tell everyone you know what are you looking at, you know? [ laughter ] >> that's it. that's what gets me going. >> kpix 5's ryan takeo is live at the roadblocks with an update on how things are moving, or not. ryan? >> reporter: not moving right now, brian. things aren't really changed much in the last hour. take a look at what they're doing. they are actually building a pedestrian walkway underneath van ness right here. and it's going to connect what's going to be a huge campus for cpnc. right now it's just a hole in the ground and it will ticket underground to some medical office buildings right here in place of this furniture building. the evening crush has set in. and drivers are calling this van mess. drivers being diverted, buses only allowed through van ness avenue. it's a huge headache. get used to it. it's going to be like this on april 24 to 26 and labor day weekend. you want to avoid this area. this time around we have our own countdown. 54 more hours of this closure. and drivers can't wait until monday morning when this whole area is back open. we are live in san francisco, i'm ryan takeo, kpix 5. a california state senator has beefed up security tonight because of his bill about vaccinations. dr. richard pan is at the center of the storm. his bill would limit parents' ability to cite a "personal belief" exemption when it comes to vaccinating their children. it comes after a big measles outbreak at disneyland. authorities aren't saying what kind of precautions are being taken or if there is a specific threat. another hearing on the bill is set for next week. vice president joe biden stopped in oakland and san francisco today wrapping up his bay area visit at pg&e this morning emphasizing the importance of job training programs. he talked about the private sector preparing people with useful job skills. pg&e has a program that does that. educating people for entry level positions. biden is staying in san francisco tonight. and he flies out in the morning. still ahead, putting the microscope on a bay area jail. who is now stepping in to look at allegations of an inmate fight club. >> tortured and now on the mend. who came to the rescue of that puppy? >> and some northern california farmers on the defensive. why they say they are being targeted because of the drought. >> of which by the way there is no end in sight. as you will see when we cover the forecast as we look live an investigation into the problems at san francisco jail including an inmate fighted club. kpix 5's ryan takeo on the problems and how the scandal is related to city politics. >> this about as many people as we have seen in this particular office. >> reporter: san francisco sheriff ross mirkarimi announced the fbi has agreed to look into the allegations deputies forced inmates into a fight club at the county jail. >> i'm not going to shy away and we're not going to retreat from the kind of actions and accountable -- >> reporter: he added he is trying to fire the deputy who failed to watch an inmate who escaped while taking out the crash recently the second escape just like it in eight months. >> if it appears that previously instituted security protocols were ignored and directly contributed to the escape. >> what i have a problem with is, he's already saying he is going to fire deputies that haven't even had due process yet. >> reporter: the president of of the deputy sheriffs association says the press conference was just a political ploy. he thinks sheriff mirkarimi is feeling the heat with the november election looming and the rank-and-file supporting his challenger. >> between now and november everything he is going to do is politically based. >> reporter: the sheriff lacks leadership. >> he is calling in the fbi. your having everybody else investigate when you have an investigative unit to do it. >> even in spite of the fact these incidents happened, what's more important is the swift decisive and immediate reaction to make sure that they do not happen again. >> reporter: sheriff mirkarimi says he expects the fbi investigation to be completed, quote, soon, possibly in the next two weeks. in san francisco, ryan takeo, kpix 5. >> the sheriff says his department is moving to implement more restickive guidelines for inmate workers. authorities statewide are on the lookout for a man accused of gunning down his girlfriend in front of her children. they say andrew butler shot kendra gonzalez sitting in a car and dumped her body on bascomb avenue tuesday night. police say the couple is from sacramento. gonzalez's family says their baby and teenaged daughter watched their mother die before he forced them out of the car, as well. >> there's no word to say what would say that's amazing in front of kids in front of your own son. >> somebody cold, callous to take off the streets. >> butler has ties to monterey county but they say he is in sacramento where the couple is from. investigators say he dumped the car in salinas. antioch police are looking for a suspect in an animal cruelty case. a dog was tortured and new at 6:00 kpix 5's don ford explains how the pup is now getting a second chance at life. [ whining ] >> reporter: still woozy from pain medication, after an ordeal that could have killed him, this tiny scared chihauhau puppy is finally in safe hands. they named him fireman. >> he had burns under his chest, his tummy, um, his armpits. the tip of his nose and ears. >> reporter: burned not from fire but from some kind of chemical. they say he was tortured. eight days ago someone tossed him over this 6-foot fence into the antioch animal care play yard. his ears burned so badly, vets had to amputated them. >> he is hurting inside and out but he is healing on the outside and with his great foster mom kristie she will heal inside too. >> reporter: for the first time in day fireman is starting to show signs of playfulness. still too fragile to run with the other dogs but looks like he will do fine. >> it's hard to not get attached. um, i would love to keep him but i know that he's got a perfect family out there for him somewhere. >> reporter: more than 500 families have signed up to adopt him. he still needs about 6 weeks of recovery before that happens. in antioch, don ford, kpix 5. >> antioch animal care has many other dogs available for adoption. there's even a break on the price if you say, fireman sent me. they will give you a discount. the storm that hit earlier this week brought some rain to northern california. it also did some damage to crops. hail fell in lodi pointing the vineyards. one grower says he has 75% of damage. if the grapes didn't get hit the leaves were shredded. they provide vital protection from the summer heat. >> i knew there was going to be hail but i didn't think it was going to be -- i never witnessed hail like that. that's going to be a bunch of grapes at some point. it was going to be. now it's going to be nothing. >> the damage isn't expected to cause a spike in wine prices. but the growers could take a hit because the harvest won't be as big. it takes one gallon of water to produce one almond and in california's drought situation, that statistics has people criticizing almond farmers for how they grow their crops. how they are defending themselves in this report. >> we try to stay out here on the drip line. >> reporter: with just five acres of trees north of modesto -- >> we have the first pruning in and now we are trying to get scaffolding going. >> reporter: he is a small player in california's almond industry. he is still concerned about protecting his long-term investment. >> my father-in-law was still alive we used to irrigate every three weeks and you're putting on 3, 4" every time all season. i think a lot of these trees were getting 40" of water and now you're surviving with less than 24". >> reporter: cutbacks everyone is required to make to get through the drought. the one agricultural group insists almond growers are being singled out for the amount of water they use to irrigate. >> it's unfair. we are only 12% of the irrigated land out there. >> reporter: compared to other crops the almond association says almonds aren't that thirsty. >> over the last few decades almond growers in particular have reduced their amount of water usage by 33%. and that's by using other forms of irrigation methods, for example drip irrigation, microsprinklers. >> reporter: it says growers are removing orchards and irrigating with just enough water to keep them alive. the people we talked with at this farmer's market in downtown modesto didn't agree. >> the almond farmers are taking a lot of the underground water that -- depleting that and we don't know how long it's going to take to restore that. >> i know there's controversy. but you know, we need the food. the valley feeds a lot of people. so i can understand both sides. >> and that was linda muma reporting there. industry leaders say almonds benefit the state's economy, providing more than 100,000 jobs. you know, almonds aren't the only thing. we grow rice which is a monsoon climate crop around redding and northern california. and there are feet of water put on those crops. so agriculture uses a lot of water. we all eat. as we head out to ocean beach, you can see that today the weather isn't helping much. we don't have anything on the horizon in terms of rain. we did used to get rain in the spring. not in the next week or so. concord 69 right now. san francisco 60. santa rosa 68. here's how it looks. high pressure over the west coast. there's that little upper level devil that low pressure that's abeam baja, california. high pressure wins out for the next couple of days. we continue with warm temperatures, sunny skies, could be warming up over the bay area. and the temperatures tomorrow will be in the mid-70s to prove it. around the bay will be near 70. coast in the low 60s. a few high clouds coming over from time to time. so we get a bit of a weekend warmup. dry for the most part for a week but there is a little system coming into far northern california and on monday, late monday and tuesday, there's the potential for perhaps for a few showers up in the north bay. rest of the bay area will get through unscathed. cooling off a little on monday though for everybody and tuesday will be the coolest day of the week. travel forecast heading out of the bay area 73 at redding. 57 at lake tahoe. 60 degrees at yosemite. overnight lows tonight will be looking at readings mostly in the 40s. and for tomorrow, looking nice. 74 at livermore. 65 in the city. 70 at oakland. and up in the north bay, 73 for napa. 72 in santa rosa. and 70 degrees in novato. extended forecast, warm weekend on tap cooling it down monday and tuesday. maybe a sprinkle in the north bay on tuesday. but then look what happens by the end of the next week. back into the mid-80s a little mini heat wave. at 6:30, kpix 5 has learned the former head of a south bay university is in serious trouble. jerry wang has just pleaded guilty. he had been accused of setting up a front for foreign students to get visa so they could remain in the united states. his university could close and the students could lose their visa status. 30 more minutes until all lanes on the richmond/san rafael bridge are expected to open. they have been closed all day because of an earlier u.p.s. big rig fire causing gridlock. a new stretch of pavement was laid down where the truck caught fire around 5:30 a.m. the fbi is stepping in to take a look at major allegations against sheriff's deputies at the san francisco jail. sheriff ross mirkarimi asked for an independent investigation into an alleged fight club. the fbi will also look into an incident where an inmate escaped while on trash duty. more cement has been found caked along a creek in oakland. >> the spill is in glen echo park and it's putting plants and wildlife at risk. kpix 5's da lin explains how the situation has gone from bad to worse. >> would like to not distract ourselves with finding the guilty until after we make sure that we protect the environment. >> reporter: this manmade disaster is taking a tremendous toll on the wildlife at glen echo creek. game wardens say nothing in the creek can survive the cement. much of it had hardened smothering plants, insects and other animals. this bird that was rescued yesterday ended up dying. >> it's just very sad. it's a sad situation. it was -- it's a part of our environment here. it has been a part of us. >> reporter: an east bay m.u.d. worker accidentally opened a valve like this one wednesday and allowed 12 truckloads of cement to pour into the creek. east bay m.u.d. initially thought the spill only affected a small area. but neighbors alerted workers about the new section of the creek covered in cement. the substance also made its way down to a golf course about half a mile downstream turning the water yellow. >> looking back we could have done a better job, um, of surveying it but these sites, they're fluid, hard, they change. >> reporter: workers experts the daybreaking the cement and vacuuming the pieces out of the creek. biologists say it will take months if not years for the creek to return to normal. >> hopefully they will just, um, clean up the place and let's get us back to normal again. that's all we want. >> reporter: this cement taken out of the creek gives you an idea what they are dealing with. they will work throughout the weekend. in oakland da lin, kpix 5. >> the creek might be narrow but it covers quite a bit of ground. elizabeth cook gives us a closer look at the areas impacted by the spill. >> reporter: the east bay m.u.d. crew opened a manhole cover and poured cement into a pipe. that is where the spill started running downhill, mostly in underground culvert through backyards then under a church and saint teresa catholic school. the creek and the concrete then come to the surface slowly coating the three-foot-wide creek and killing everything in its path up to the broadway terrace. then today, the new trouble. neighbors found the foam cement along a 200-foot stretch of the creek closer to the original leak. >> the creek by the way feeds into the popular lake merritt. game wardens say the drought prevented the cement from being washed into the lake because the water level at the creek is very low right now. a wild pursuit of a suspect on a horse in southern california ends with a beating caught on camera. tonight, ten deputies are on paid leave because of it. reporter tom waite with a look at the violent arrest. >> reporter: thrown from a horse after a pursuit through the desert the deputies chasing the man are now at the center of a criminal investigation. the video shot by knbc shows the suspect francis pusok being stunned with a taser then kicked and even hit as he put his hands behind his back. this is pusok's booking photo taken after his arrest. >> it appears to be excessive to me based on video. >> reporter: the san bernardino county sheriff says 10 deputies were involved in the arrest and all of them are on paid leave while the department conducts its internal investigation. >> things happen in the video fairly quick. and as you watch the video it appears in the beginning that his hands are behind his back. then his hands move. there's some information he may have been kicking at one point. regardless, at the end of the day it appears to be excessive. >> reporter: deputies originally tried to arrest pusok for identity theft. but pusok fled eventually stealing a horse before the pursuit ended in apple valley. the 30-year-old suspect was treated for bruises. he is being held at a jail in rancho cucamonga. >> he looks terrible. >> reporter: his attorney met with him. >> this cannot be allowed. i mean, the last time we saw a beating like this was rodney king. and in my opinion, this is a far worse beating than rodney king, there weren't 11 officers on rodney king. >> reporter: a few deputies had injuries. the sheriff says some of the deputies involved in part of the pursuit know pusok. he has a number of past convictions including animal cruelty resisting arrest and fighting. >> pusok is facing charges. felony evasion, theft and possession of stolen property. a grand jury will decide if a south carolina police officer should stand trial for killing a man during a traffic stop. this video shows officer michael slager shooting the man several times in the back as he flees. the earliest the grand jury gets the case is may. slager is being held on a murder charge. at least two massive twisters swept through northern illinois last night. two women were killed in the city of fairdale. aerial footage shows homes rips off their foundations. crews have been combing the wreckage. they say everyone is accounted for but no one is being allowed back in their homes yet. authorities say with the debris and the power outages, it's just too dangerous. after months -- years really of speculation, hillary clinton is ready to make it official. she is expected to announce her campaign for president on sunday. we have the details. >> reporter: hillary clinton is running for president. the much-anticipated announcement is expected to come this sunday in the form of a video posted to social media according to sources close to her campaign. then she will go to new hampshire and iowa. in 2008, clinton had a surprising third place finish in the iowa caucuses opening the door for then senator barack obama. this time around, aides say she isn't taking anything for granted. >> going to iowa is going to be hugely important to her. last time, in 2007 and 2008, she was criticized for being, you know, too i am peer just for not going outside of des moines. >> reporter: also leading up to the announcement a new epilogue in her book else. the latest cnn poll has her at 62%. vice president joe biden a distant second at 15%. but she does have her share of obstacles to overcome, including the email private server while secretary of lauren hill was 19 years old. she leaped into the spotlight in november when her dream to play in a college basketball game was realized. she had been diagnosed with an inoperable brain tumor months earlier. her classmates and teammates have been paying tribute to her throughout the day. for the university. homeland security is already notified the school it could be kicked out of the student and exchange visitor program leaving its overwhelmingly foreign student body scrambling. >> it means for those students that their visa status is no longer valid unless they can somehow find another school in which to maintain full-time enrollment. >> reporter: wang will be formally sentenced in the fall while a dark legal cloud hangs over the university he once ran. now, the school will have an opportunity to respond to homeland security's concerns. they must do so in writing by april 17. devin fehely, kpix 5. this is the north bay traffic backup we have been monitoring all day long epic gridlock because of an earlier u.p.s. big rig fire. chopper 5 is over the san rafael bridge. you can see the pavement where the truck caught fire. those lanes were supposed to re- open just about now. instead, caltrans says it will be closer to 7:00 tonight. it has been a nightmare for drivers since before 5:30 this morning. kpix 5's anne makovec takes a look at the flames that destroyed hundreds of packages and caused gridlock. >> reporter: this is the accidental final destination for 8 to 900 packages being sent via u.p.s. the big rig carrying them was westbound on i-580 in san rafael when it hit the median and drove along the center divider spilling diesel with one of its two trailers catching fire along the way. it happened just before 5:30 a.m. and the backup lasted all morning long. >> it's terrible traffic today. very bad. >> reporter: after crawling for hours, many drivers had to pull off the highway. >> i have been out here for a long time and i need to get to a restroom. >> reporter: other drivers were running out of gas and just gave up. >> we were trying to go to work over there but i mean it's really, really packed right now and i mean it's like what's the point of going through here i mean? >> reporter: the good news the driver of this big rig is fine. an investigation will determine if he may have fallen asleep behind the wheel. there is no indication drugs or alcohol were a factor in the crash. as for these packages, u.p.s. says they had were headed to san rafael -- they were readed to san rafael. -- they were headed to san rafael. u.p.s. has liability up to $100 on each package. if it is worth more than that it depends on the company's deal with the shipper. u.p.s. is notifying shippers now. anne makovec, kpix 5. >> again, the lanes should be reopened in about an hour. a new class of police officers was welcomed into the force today in san jose. 22 officers marched proudly in their graduation. san jose mayor sam liccardo read the name of each officer and welcomed them to begin serving the city. it is a dangerous job and the police chief's message to the new officers was a solemn one. >> we all know that em -- [ indiscernible ] to serve and protect -- [ very poor audio ] [ indiscernible ] unfortunately on march 24, we witnessed those dangers play out. officer michael johnson will forever be remembered as a hero and never be forgotten. >> johnson was killed on the job. he told the new officers to be safe. the auditor's office released the yearly report on the san jose police department. one of the main issues noted, use of force incidents by officers. new at 6:00, kpix 5's christian hartnett explains what this would mean for san jose police. christian. >> reporter: the department hasn't commented on the report just yet. chief esquivel needs to read through it but recommendations in this audit are pushing the department to hold officers more accountable when using force. >> oh, my god! >> reporter: this cell phone video taken in september of last year shows an off-duty san jose police officer slamming a woman into his car. according to san jose pd, the off-duty officer was allegedly rear-ended by the woman who drove off. he chased her down and showed her his badge. then the struggle began. internal affairs determined the officer's use of force was justified. but now there's a call for the department to look close when an officer uses force to see if the punishment fits the crime. >> when they internal affairs looks at the appropriateness of the force, was it excessive, they should also look at what gave rise, what was the crime, if you will, that got everything started? that's not in the mix. >> reporter: independent police auditor ladoris cordell took a look at more than 300 public complaints over use of force in 2014 alone. her report recommends a more thorough examination of the use of force incidents and the role officers played in them. >> it might send a message then to officers that to understand that if there is a complaint made about your use of force, the department is going to look at what gave rise to the force, what did you do that may have or may not have but may have provoked the force? >> reporter: cordell's report also recommends that san jose pd implement a more thorough evaluation of racial bias accusations, not one accusation of racial bias has been sustained in the department's history. live in san jose, christian hartnett, kpix 5. right now, the mess on van ness, a lot of frustrated drivers having to navigate detour on the evening commute. it's a live look at van ness avenue right now in san francisco. cars and construction crews are coming head to head. california pacific medical center, the hospital is being built right there. while that's happening no traffic is allowed so van ness, which is 101 in the city, is closed between post and geary streets. started last night at midnight. >> we actually want to avoid van ness in its entirety if you can. right? the detour -- central detour zone starts at pine street on the north end and on the south end, alice street so 10 blocks detoured. >> that's not good. no. i want to just tell everyone you know what are you looking at, you know? [ laughter ] >> that's it. that's what gets me going. >> kpix 5's ryan takeo is live at the roadblocks with an update on how things are moving, or not. ryan? >> reporter: not moving right now, brian. things aren't really changed much in the last hour. take a look at what they're doing. they are actually building a pedestrian walkway underneath van ness right here. and it's going to connect what's going to be a huge campus for cpnc. right now it's just a hole in the ground and it will ticket underground to some medical office buildings right here in place of this furniture building. the evening crush has set in. and drivers are calling this van mess. drivers being diverted, buses only allowed through van ness avenue. it's a huge headache. get used to it. it's going to be like this on april 24 to 26 and labor day weekend. you want to avoid this area. this time around we have our own countdown. 54 more hours of this closure. and drivers can't wait until monday morning when this whole area is back open. we are live in san francisco, i'm ryan takeo, kpix 5. a california state senator has beefed up security tonight because of his bill about vaccinations. dr. richard pan is at the center of the storm. his bill would limit parents' ability to cite a "personal belief" exemption when it comes to vaccinating their children. it comes after a big measles outbreak at disneyland. authorities aren't saying what kind of precautions are being taken or if there is a specific threat. another hearing on the bill is set for next week. vice president joe biden stopped in oakland and san francisco today wrapping up his bay area visit at pg&e this morning emphasizing the importance of job training programs. he talked about the private sector preparing people with useful job skills. pg&e has a program that does that. educating people for entry level positions. biden is staying in san francisco tonight. and he flies out in the morning. still ahead, putting the microscope on a bay area jail. who is now stepping in to look at allegations of an inmate fight club. >> tortured and now on the mend. who came to the rescue of that puppy? >> and some northern california farmers on the defensive. why they say they are being targeted because of the drought. >> of which by the way there is no end in sight. as you will see when we cover the forecast as we look live an investigation into the problems at san francisco jail including an inmate fighted club. kpix 5's ryan takeo on the problems and how the scandal is related to city politics. >> this about as many people as we have seen in this particular office. >> reporter: san francisco sheriff ross mirkarimi announced the fbi has agreed to look into the allegations deputies forced inmates into a fight club at the county jail. >> i'm not going to shy away and we're not going to retreat from the kind of actions and accountable -- >> reporter: he added he is trying to fire the deputy who failed to watch an inmate who escaped while taking out the crash recently the second escape just like it in eight months. >> if it appears that previously instituted security protocols were ignored and directly contributed to the escape. >> what i have a problem with is, he's already saying he is going to fire deputies that haven't even had due process yet. >> reporter: the president of of the deputy sheriffs association says the press conference was just a political ploy. he thinks sheriff mirkarimi is feeling the heat with the november election looming and the rank-and-file supporting his challenger. >> between now and november everything he is going to do is politically based. >> reporter: the sheriff lacks leadership. >> he is calling in the fbi. your having everybody else investigate when you have an investigative unit to do it. >> even in spite of the fact these incidents happened, what's more important is the swift decisive and immediate reaction to make sure that they do not happen again. >> reporter: sheriff mirkarimi says he expects the fbi investigation to be completed, quote, soon, possibly in the next two weeks. in san francisco, ryan takeo, kpix 5. >> the sheriff says his department is moving to implement more restickive guidelines for inmate workers. authorities statewide are on the lookout for a man accused of gunning down his girlfriend in front of her children. they say andrew butler shot kendra gonzalez sitting in a car and dumped her body on bascomb avenue tuesday night. police say the couple is from sacramento. gonzalez's family says their baby and teenaged daughter watched their mother die before he forced them out of the car, as well. >> there's no word to say what would say that's amazing in front of kids in front of your own son. >> somebody cold, callous to take off the streets. >> butler has ties to monterey county but they say he is in sacramento where the couple is from. investigators say he dumped the car in salinas. antioch police are looking for a suspect in an animal cruelty case. a dog was tortured and new at 6:00 kpix 5's don ford explains how the pup is now getting a second chance at life. [ whining ] >> reporter: still woozy from pain medication, after an ordeal that could have killed him, this tiny scared chihauhau puppy is finally in safe hands. they named him fireman. >> he had burns under his chest, his tummy, um, his armpits. the tip of his nose and ears. >> reporter: burned not from fire but from some kind of chemical. they say he was tortured. eight days ago someone tossed him over this 6-foot fence into the antioch animal care play yard. his ears burned so badly, vets had to amputated them. >> he is hurting inside and out but he is healing on the outside and with his great foster mom kristie she will heal inside too. >> reporter: for the first time in day fireman is starting to show signs of playfulness. still too fragile to run with the other dogs but looks like he will do fine. >> it's hard to not get attached. um, i would love to keep him but i know that he's got a perfect family out there for him somewhere. >> reporter: more than 500 families have signed up to adopt him. he still needs about 6 weeks of recovery before that happens. in antioch, don ford, kpix 5. >> antioch animal care has many other dogs available for adoption. there's even a break on the price if you say, fireman sent me. they will give you a discount. the storm that hit earlier this week brought some rain to northern california. it also did some damage to crops. hail fell in lodi pointing the vineyards. one grower says he has 75% of damage. if the grapes didn't get hit the leaves were shredded. they provide vital protection from the summer heat. >> i knew there was going to be hail but i didn't think it was going to be -- i never witnessed hail like that. that's going to be a bunch of grapes at some point. it was going to be. now it's going to be nothing. >> the damage isn't expected to cause a spike in wine prices. but the growers could take a hit because the harvest won't be as big. it takes one gallon of water to produce one almond and in california's drought situation, that statistics has people criticizing almond farmers for how they grow their crops. how they are defending themselves in this report. >> we try to stay out here on the drip line. >> reporter: with just five acres of trees north of modesto -- >> we have the first pruning in and now we are trying to get scaffolding going. >> reporter: he is a small player in california's almond industry. he is still concerned about protecting his long-term investment. >> my father-in-law was still alive we used to irrigate every three weeks and you're putting on 3, 4" every time all season. i think a lot of these trees were getting 40" of water and now you're surviving with less than 24". >> reporter: cutbacks everyone is required to make to get through the drought. the one agricultural group insists almond growers are being singled out for the amount of water they use to irrigate. >> it's unfair. we are only 12% of the irrigated land out there. >> reporter: compared to other crops the almond association says almonds aren't that thirsty. >> over the last few decades almond growers in particular have reduced their amount of water usage by 33%. and that's by using other forms of irrigation methods, for example drip irrigation, microsprinklers. >> reporter: it says growers are removing orchards and irrigating with just enough water to keep them alive. the people we talked with at this farmer's market in downtown modesto didn't agree. >> the almond farmers are taking a lot of the underground water that -- depleting that and we don't know how long it's going to take to restore that. >> i know there's controversy. but you know, we need the food. the valley feeds a lot of people. so i can understand both sides. >> and that was linda muma reporting there. industry leaders say almonds benefit the state's economy, providing more than 100,000 jobs. you know, almonds aren't the only thing. we grow rice which is a monsoon climate crop around redding and northern california. and there are feet of water put on those crops. so agriculture uses a lot of water. we all eat. as we head out to ocean beach, you can see that today the weather isn't helping much. we don't have anything on the horizon in terms of rain. we did used to get rain in the spring. not in the next week or so. concord 69 right now. san francisco 60. santa rosa 68. here's how it looks. high pressure over the west coast. there's that little upper level devil that low pressure that's abeam baja, california. high pressure wins out for the next couple of days. we continue with warm temperatures, sunny skies, could be warming up over the bay area. and the temperatures tomorrow will be in the mid-70s to prove it. around the bay will be near 70. coast in the low 60s. a few high clouds coming over from time to time. so we get a bit of a weekend warmup. dry for the most part for a week but there is a little system coming into far northern california and on monday, late monday and tuesday, there's the potential for perhaps for a few showers up in the north bay. rest of the bay area will get through unscathed. cooling off a little on monday though for everybody and tuesday will be the coolest day of the week. travel forecast heading out of the bay area 73 at redding. 57 at lake tahoe. 60 degrees at yosemite. overnight lows tonight will be looking at readings mostly in the 40s. and for tomorrow, looking nice. 74 at livermore. 65 in the city. 70 at oakland. and up in the north bay, 73 for napa. 72 in santa rosa. and 70 degrees in novato. extended forecast, warm weekend on tap cooling it down monday and tuesday. maybe a sprinkle in the north bay on tuesday. but then look what happens by the end of the next week. back into the mid-80s a little mini heat wave. at 6:30, kpix 5 has learned the former head of a south bay university is in serious trouble. jerry wang has just pleaded guilty. he had been accused of setting up a front for foreign students to get visa so they could remain in the united states. his university could close and the students could lose their visa status. 30 more minutes until all lanes on the richmond/san rafael bridge are expected to open. they have been closed all day because of an earlier u.p.s. big rig fire causing gridlock. a new stretch of pavement was laid down where the truck caught fire around 5:30 a.m. the fbi is stepping in to take a look at major allegations against sheriff's deputies at the san francisco jail. sheriff ross mirkarimi asked for an independent investigation into an alleged fight club. the fbi will also look into an incident where an inmate escaped while on trash duty. more cement has been found caked along a creek in oakland. >> the spill is in glen echo park and it's putting plants and environment. >> reporter: this manmade disaster is taking a tremendous toll on the wildlife at glen echo creek. game wardens say nothing in the creek can survive the cement. much of it had hardened smothering plants, insects and other animals. this bird that was rescued yesterday ended up dying. >> it's just very sad. it's a sad situation. it was -- it's a part of our environment here. it has been a part of us. >> reporter: an east bay m.u.d. worker accidentally opened a valve like this one wednesday and allowed 12 truckloads of cement to pour into the creek. east bay m.u.d. initially thought the spill only affected a small area. but neighbors alerted workers about the new section of the creek covered in cement. the substance also made its way down to a golf course about half a mile downstream turning the water yellow. >> looking back we could have done a better job, um, of surveying it but these sites, they're fluid, hard, they change. >> reporter: workers experts the daybreaking the cement and vacuuming the pieces out of the creek. biologists say it will take months if not years for the creek to return to normal. >> hopefully they will just, um, clean up the place and let's get us back to normal again. that's all we want. >> reporter: this cement taken out of the creek gives you an idea what they are dealing with. they will work throughout the weekend. in oakland da lin, kpix 5. >> the creek might be narrow but it covers quite a bit of ground. elizabeth cook gives us a closer look at the areas impacted by the spill. >> reporter: the east bay m.u.d. crew opened a manhole cover and poured cement into a pipe. that is where the spill started running downhill, mostly in underground culvert through backyards then under a church and saint teresa catholic school. the creek and the concrete then come to the surface slowly coating the three-foot-wide creek and killing everything in its path up to the broadway terrace. then today, the new trouble. neighbors found the foam cement along a 200-foot stretch of the creek closer to the original leak. >> the creek by the way feeds into the popular lake merritt. game wardens say the drought prevented the cement from being washed into the lake because the water level at the creek is very low right now. a wild pursuit of a suspect on a horse in southern california ends with a beating caught on camera. tonight, ten deputies are on paid leave because of it. reporter tom waite with a look at the violent arrest. >> reporter: thrown from a horse after a pursuit through the desert the deputies chasing the man are now at the center of a criminal investigation. the video shot by knbc shows the suspect francis pusok being stunned with a taser then kicked and even hit as he put his hands behind his back. this is pusok's booking photo taken after his arrest. >> it appears to be excessive to me based on video. >> reporter: the san bernardino county sheriff says 10 deputies were involved in the arrest and all of them are on paid leave while the department conducts its internal investigation. >> things happen in the video fairly quick. and as you watch the video it appears in the beginning that his hands are behind his back. then his hands move. there's some information he may have been kicking at one point. regardless, at the end of the day it appears to be excessive. >> reporter: deputies originally tried to arrest pusok for identity theft. but pusok fled eventually stealing a horse before the pursuit ended in apple valley. the 30-year-old suspect was treated for bruises. he is being held at a jail in rancho cucamonga. >> he looks terrible. >> reporter: his attorney met with him. >> this cannot be allowed. i mean, the last time we saw a beating like this was rodney king. and in my opinion, this is a far worse beating than rodney king, there weren't 11 officers on rodney king. >> reporter: a few deputies had injuries. the sheriff says some of the deputies involved in part of the pursuit know pusok. he has a number of past convictions including animal cruelty resisting arrest and fighting. >> pusok is facing charges. felony evasion, theft and possession of stolen property. a grand jury will decide if a south carolina police officer should stand trial for killing a man during a traffic stop. this video shows officer michael slager shooting the man several times in the back as he flees. the earliest the grand jury gets the case is may. slager is being held on a murder charge. at least two massive twisters swept through northern illinois last night. two women were killed in the city of fairdale. aerial footage shows homes rips off their foundations. crews have been combing the wreckage. they say everyone is accounted for but no one is being allowed back in their homes yet. authorities say with the debris and the power outages, it's just too dangerous. after months -- years really of speculation, hillary clinton is ready to make it official. she is expected to announce her campaign for president on sunday. we have the details. >> reporter: hillary clinton is running for president. the much-anticipated announcement is expected to come this sunday in the form of a video posted to social media according to sources close to her campaign. then she will go to new hampshire and iowa. in 2008, clinton had a surprising third place finish in the iowa caucuses opening the door for then senator barack obama. this time around, aides say she isn't taking anything for granted. >> going to iowa is going to be hugely important to her.
