morning. mostly cloudy looking out towards the bay bridge along the immediate seashore. we have the return of the stratus in the form of some low clouds and fog. temperatures 37 in redwood city, 38 livermore, 40s. so all this pushes out, sunshine moves in. we'll talk about daytime highs. that's coming up 18 after the hour. right now here's roqui. >> thank you, roberta. it's 5:01. let's look at the miserable commute along the altamont pass. look at that. five miles per hour and 7 miles per hour once hit north flynn road due to a pothole that happened yesterday and still affecting your morning commute today. so caltrans is out there trying to repair this pothole for you but they are hoping to have it done by 6 a.m. but there's no guarantee so give yourself some extra time, a lot of extra time, out the door to the altamont pass or take alternates by grant line road or altamont pass road. those are backed up, as well. we have looked at those sensor, too. let's move now to oakland. eastbound 24 that connector ramp to southbound 13, this is closed due to another giant pothole and this pothole is actually four feet by four feet so it's big. you can see a picture it of on twitter page chp in oakland tweeted it yesterday. this is block the two left lanes in that area. and moving over now to the bay bridge toll plaza you would think these metering lights are on and it's only 502. but this is actually traffic from an earlier crash at the incline so give yourself extra time to get through the toll plaza. carquinez bridge to the maze, 18 minutes. then 20 minutes from the maze to downtown now due to the crash at the inclined. i'll send it to you. >> all right, roqui. thank you. after weeks of heavy rain, california's governor jerry brown declared a state of emergency. the storms we have been seeing since the beginning of january have caused flooding, mudslides and washouts leading to millions of dollars in damage all around the state. counties include nearly all bay area counties. the emergency rocks opens up funding to repair the damage brought on by all the rain. in just a few hours, dive teams will try to recover a car from alameda creek. authorities believe they will also find the body of the 18- year-old driver inside the car. kpix 5's jackie ward joins us live near the creek with an update on the search and recovery effort. >> reporter: whether dye times will go in the water today has still to be determined because we don't know what they think of the water levels right now. but just like yesterday chp plans to close thiols niles canyon, highway 84, to give emergency vehicles space, they are going to close niles canyon road. they are working in a narrow part of the canyon. despite high water levels yesterday crews from local and county agencies were able to locate the car that plunged into the rapids. an 18-year-old from tracy is in the car. she is on her way to visit family in menlo park. sergeant ray kelly of the alameda county sheriff's office says the drivers family and friends played a big role yesterday. >> you see the determination on their faces to find their daughter. it's very moving. and that determination and that love for her is what helped behind in car today. absolutely. literally throwing a rock out there and hitting what appeared to be a car and that allowed us to focus our attention. >> reporter: the sheriff's office presumes the woman is still in her car so the goal today is to try to recover the car and hopefully bring the teen's family closure. chp believes the recovery process will take several hours. this morning, we also know a lot more details about the driver herself and we'll share those with you in our next half- hour. in fremont, jackie ward, kpix 5. other problems from this latest round of rain, things should be back to normal in sausalito this morning after this mudslide shut down several lanes near nevada and spring streets. crews spent hours cleaning up the mud and removing nearby brush. and in oakland, that sinkhole that rocky mentioned a little bit earlier, well, the chp named it steve. it opened up yesterday along highway 13. crews filled it back up with concrete. but as rocky said it's still causing trouble for drivers out there this morning. today in san francisco, several women in government posts plan to take a stand against president trump. >> anne makovec is here to break down why women's healthcare is the key concern. >> reporter: today's announcement is going to be twofold, one to denounce president trump and the other to commit to protecting women's healthcare against any future cuts that might come from his administration. as we saw with this weekend's women's march, funding for reproductive healthcare is a major concern. participants say their message is unequivocal, they are just getting started. that's why san francisco's supervisor hillary ronin and more than a dozen female elected leaders will introduce a new resolution today one that makes it clear that if the federal government cuts funding, san francisco will find a way to provide women to access to abortion. >> it was important for us coming off the women's march coming off the first acts of the republican congress to attack women's healthcare to say, whoa, hold on, we're gonna make sure that we're protecting our healthcare here in san francisco. >> more than a million people worldwide took to the streets today after the inauguration of donald trump. the supervisor will introduce it today. >> went to a play at the orpheum saturday afternoon and we were in the middle of it. [ laughter ] >> thousands of people out there marching in the streets. >> it was crazy, wasn't it? >> it was trying to navigate our way through to get to the parking. >> the vibes very peaceful. >> absolutely. you wonder how the rain affected it as well because i saw several people, you know, leaving that area a little early. so considering the weather effect. >> they were ready for it. >> how do they keep up that momentum? >> that is the question right what now what do you do how do you you know forward the movement. well, many people making contact with their congressional representatives. others are getting involved with local causes that they care about like volunteering or donating and there's a big push to get women into political office as those that already hold powerful positions try to do what they can to protect a progressive agenda in san francisco. >> thank you. this morning, president trump is scheduled to meet with automobile industry leaders. >> it marks day five of the presidency that's already gotten off to a busy start. for more insight we turn to our washington insider marc sandalow. so marc, what early trump actions will have the most impact on the bay area? >> reporter: okay. so you heard anne talking about healthcare. there's a lot of issues out there. they are obviously critical but a couple that's particular to the bay area the first is trade. yesterday the president said he was pulling out of the tpp, the trans-pacific partnership. this is very important for california. california does about $70 billion worth of trade with pacific rim nations. the ones that are going to be in the pact. bay area does a lot of trade. it's one of the reasons nancy pelosi voted for nafta. so president trump's trade policies are probably not great economically for the bay area. the other area to keep your eye on is immigration. this week donald trump has to make a decision about daca, which has do with children of illegal immigrants brought here when they were too young to know any better. and they have got an reprieve under president obama. during the campaign donald trump says he was doing away with that. if that's true, there would be thousands of northern californians who right now have legal status who no longer have legal status to be in the country. immigration and trade are probably the biggest two bay area topics in regards to president donald trump. >> one of the big newsmakers overnight last night president trump met with lawmakers including pelosi telling them that he lost the popular vote because of illegal votes. is there evidence of that? >> reporter: not only is there no evidence, there is lots of data that suggests that there was virtually no illegal voting. one of the reports suggests, this is a private meeting with congressional representatives, said that he said that up to 5 million illegal immigrants voted. that would mean half of all illegal immigrants cheated and went to the polls all of them voting against donald trump. he said it was the largest inauguration crowd in history. had he said that when he started speaking, the skies cleared and it didn't start raining until he finished his inaugural speech. he accused the media of making up a feud between him and the cia. 10 days earlier, he compared the cia to nazi germany. this is a pattern which has been very familiar. >> how much do these statements really matter? >> reporter: michelle, the scary thing is this. it's not clear whether president donald trump is lying because it's not clear he understands that the things he is saying may be false. if he believes these things and he has nobody in the white house to tell him, mr. president, don't say that because that's wrong, that is disturbing and again, as a reality tv show star, you can get away with those things. they may be entertaining. as a candidate they're disturbing. as a president, they're dangerous! ! what do you do when you say there are nuclear missiles in north korea, does the american public believe him? >> not good, kenny, not good. okay. so we have potholes. we have slow traffic. and we have bart delays. bart is delayed 10 minutes on trains headed to fremont and to the peninsula and this is because it's recovering from an earlier track problem. otherwise ace, muni and caltrain are on time. now to our roads. metering lights are on early because of an earlier crash on the incline there. as you can see a lot of residual backups. the maze to downtown this morning is going to take you up to 30 minutes so give yourself some extra time to get across the span of the bay bridge. another thing happening in oakland 24 the connector ramp to southbound 13 is closed after a pothole opened up. that pot shoal had feet by 4 feet so it's a huge pothole -- -- that pothole is 4 feet by 4 feet so it's a huge pothole, it may not be fixed until noon so avoid the area. hayward to foster city 880 to 101 about 13 to 15 minutes. that's normal. heading to the altamont pass that's not normal. 4 miles per hour and 6 miles per hour across the way there and that's across all of westbound 580 because of a pothole here too that happened yesterday. so crews are saying they may have this filled by 6 a.m. but that's not a guarantee. 123 minutes. >> once the rain stopped you will be on pothole watch i told you. >> you did. >> i never heard you name potholes before. one named steve. [ coughing ] >> reporter: well above average for this time of the year. it doesn't need for it to rain again to for it to be doing okay this year. mount hamilton looks like there's a little winter wonderland and snow in diablo and around diablo mountain range, yes! just loving the passage of a cold front. >> you sound like a pirate almost. >> arrr! we also have some light rain showers this morning about willow avenue outside rodeo into sawmill road. bottom line is, we still have a flood warning in effect for central sonoma county. the lower mark west creek is continuing to overflow. we are hoping for it to recede this morning. mostly chris will toward the bay bridge. areas of low clouds and fog lining the immediate seashore. otherwise a few breaks in temperatures. 38 degrees in livermore. a lot of cooler air with the passage of the cold front. you're going to feel the difference out the door this morning and then with the wind kicking up to 15 during the afternoon it's going to feel raw during the day. make sure you have your jacket but you'll need your sunglasses. temperatures in the 50s around the string of beaches from rockaway through half moon bay into moss beach and montara. 50s around the peninsula and into the santa clara valley. we have 50 in san ramon. low 50s antioch and north bay. partly cloudy conditions into the 50s. more rain on tap. we'll talk about that at, what is it, 48 after the hour. but first, here's roqui. >> thank you, roberta. okay, it's 5:34. let's check your morning commute. a bart update. the macarthur station still recovering from an earlier track problem so expect a 10- minute delay on trains headed to fremont and into the peninsula. ace train is on time. muni and caltrain are on time, as well. now to your roadways. this is bad now and it's only 5:34. taking a look at the live bay bridge toll plaza, this traffic is started earlier than 5:30. those metering lights are now on but though turned on early because there was an earlier crash at the incline so the maze to downtown will already take you up to 25 minutes if you are heading out the door. give yourself plenty of extra time to get through the traffic. after the metering lights it's smooth into downtown san francisco. let's move to oakland. eastbound 24 that connector ramp to southbound 13 is closed after steve the sinkhole which the chp named yesterday is still out there being repaired. it won't be repaired until noon. give yourself time to get through the area. moving to the the altamont pass, barely moving at 5 miles an hour across due to roadwork on westbound 580 with a sinkhole blocking two left lanes since yesterday and they are thinking they will have it done in the 6 a.m. hour. but, of course, this is another nonguarantee so we'll keep you posted. i'll send it to you. >> all right, roqui. thank you. later this morning, crews hope to recover a car from alameda creek. they finally discovered it yesterday. but water levels have been so high, they have not been able to dive in. investigators believe they will also find the 18-year-old driver in the car. kpix 5's jackie ward is live near niles canyon road with more information on the teenager. jackie. >> reporter: michelle, while county officials haven't released any details on the driver, on social media friends friend have identified her as 18-year-old jada jenkins. jada was from tracy and she was driving to menlo park to visit family saturday morning when her car crossed the double yellow line on highway 84 and hit another car sending hers down into the rushing waters of the alameda creek. crews have to determine whether the water is low enough for them to safely pull the car out today. >> the water level coming down quite a bit may enable to us put more people in the water to get this done. if the water is still too fast, if it's too risky, we may have to get winches and getting the car secured. >> reporter: a spokesman from the alameda county water district said the water level was expected to lower on its own around midnight and as we come back out here live from what we can tell the water has dropped significantly. whether it's low enough for the car to be recovered today that remains to be seen because yesterday we could barely see any of the rocks behind us. so that may be a good sign for the search crews today. in fremont, jackie ward, kpix 5. >> do they know what caused the accident yet? >> reporter: no, not yet. actually, the chp says they won't know until they pull the car out of the water. but still even as we were driving on highway 84 yesterday and today, this have been a lot of mudslides, rockslides and, of course, all this rain has made the roads slick so chp will be taking all of that into consideration. back to you. >> thank you. the owners of a restaurant in pacifica have a lot of cleaning up to do after their building flooded. surveillance video shows the moment some big waves crashed right through moonraker restaurant. now crews have stripped the carpet and are trying to dry it up with dehumidifiers. >> the window shattered. glass went everywhere. the room filled up with water pretty quickly. >> and the repairs could cost up to $15,000. no word when it will re-open. flooding problems in novato. two miles of highway37 are shut down. one car has been stuck in the water since sunday. they hope to have the highway back open by saturday. a storm dumped as much as 6 feet of new snow in some areas of the sierra nevada. today road crews and resorts are cleaning up and getting ready for the skiing masses. forecasters say the snowpack is around 10 feet and skiers can count on epic ski conditions. in tahoe two men proved perfectly calm when an avalanche covered their car on highway 89. the two men dialed 911. while they waited for help, they took selfies of course and even discussed the situation on facebook live. >> so we were probably [ indiscernible ] how did this happen? this is ridiculous! stuck in a whole pile of snow. (upbeat music) - [voiceover] you are san francisco. we've been with you from the beginning. we've seen each other through good times and bad. sickness and health. we're with you san francisco, and you bring out the best in us. care. zuckerberg san francisco general hospital and trauma center. the death toll from an avalanche good morning. time check 5:44. tuesday the 24th day of the month. we have some scattered rain showers just north of that right there. golden gate from marin you will need the umbrella to the north. relatively dry conditions to the south. and we have the afternoon forecast for you. that's coming up. it's traffic and weather in 4 minutes. the death toll from a avalanche in central italy is 14. six days after the disaster,15 million people are still trapped in a covered motel. half dozen bodies were found today. the first funerals were also held today. new video out of cuba this morning where strong winds and high waves are crashing into and over coastal freeways. the waves are expected to cause problems for drivers today. no evacuations for residents and tourists. experts are keeping a close eye on the conditions there. new video shows a dramatic rescue off the coast of san diego after two women were pulled into the water while walking alock rocks. beach-goers and lifeguards jumped into 15-foot waves to save them. it took 40 minutes to reach the woman who died in the hospital. the second woman is recovering. >> she couldn't move. i tried to get her to stand up. she couldn't. and then she, like, fell and i fell with her and another wave came and hit us and i ran back out to try to save the second one but she got too far away and the waves got real big. >> three bystanders who jumped into the water to help are still in the hospital. people on the east coast are expected to be slammed with more severe weather today as the storm morphs into a powerful nor'easter. the weather system that ravaged the southeast with at least 41 tornadoes is now moving up the atlantic coast. people in new jersey are already feeling its impact with wind gusts up to 50 miles per hour in some areas. heavy rain is also expected raising concerns over coastal flooding. >> lots and lots of flooding, um it, will start coming through the river over the seawall and we just get it everywhere in town. >> and the jersey transit trains are rolling again this morning after flooding and downed power lines delayed commuters yesterday. santa cruz coast high surf and hev put a tourist attraction to the test and some locals worry the old cement ship may be a thing of the past. days of 34-foot waves have caused the stern of the ship to capsize. its bow is also sinking into the sand. last year the world war i ship broke into two. some locals fear another storm could truly spell the end for the ship. >> very sad day for aptos. >> it reminds me of my own age i guess. [ laughter ] >> showers have sent hundreds of logs toppling from the santa cruz mountains to the sand. another key concern for crews this massive sinkhole in seacliff after a culvert broke. >> that's a landmark. >> i think as the forecast improves and people get out and about you will see a lot of topography has changed. >> even the trees at my husband, they cut down all the trees. >> were they eucalyptus? >> no. they would have already come down. >> it was probably oakland trees. >> they have been drought- stricken and got water and down they came and we can still see even though we won't have the gusty winds we could see more downed trees. that storm is saturated. have you tried to walk on the trails in the bay area? your foot just sinks. >> how are the roads? >> you know, the roads aren't good. let's start from scratch. a little fyi. niles canyon road is open for your morning commute. however, it will close at 10 a.m. for police activity so expect delays on southbound 680 and mission district getting into fremont. the san mateo bridge looking good. this is okay. this is a positive of the morning from hayward to foster city. you're looking good into the peninsula between 880 and 101 across the san mateo bridge. and the nimitz freeway looking good, as well. but here we are, for a 20- minute commute already from the maze to downtown, across the bay bridge, because of an earlier crash, so we have delays there. and expect delays along the altamont pass. this is what i was talking about. look at that. roadwork on westbound 580 a poll hole from yesterday being repaired. this -- a pothole from yesterday being repaired. it may be fixed in the 6:00 hour but probably not so give yourself some extra time to get through the altamont pass or just avoid it. the best alternate this morning would be patterson pass road instead of the altamont pass because look at that. north tracy boulevard to the altamont pass 173 minutes. that's over two hours. that's a terrible commute there. so mass transit would be a good alternate for if you are trying to avoid the roads throughout the bay area. but we have a macarthur bart station delay of 10 minutes after they are recovering from some track problems but otherwise other mass transit is on time. if you are going to name potholes the one on the altamont pass should be called monte. monte on the altamont pass causing like almost two-hour commute this morning. wow. rain is causing problems in the north bay this morning primarily around highway 101 as you make tracks from sebastopol into rohnert park. petaluma into novato you have very slippery conditions. we have another batch of rain showers that's poised offshore ready to "pushhhh" in towards the golden gate bridge movemently. otherwise dry across the bay area. nonetheless until 7:30 this morning we still have the flood warning in effect for the lower mark west creek in central sonoma county. lots of flooding there. has it been the rainiest january you can recall?
