cruz county. she is missing and she was last seen at the school in watsonville. she was supposed to board a bus, but it is not clear whether she ever did and she's wearing a black shirt and black pants and carrying a tinkerbell backpack. if you have any information, please call 911. pressure social media may have been the reason an accused child groper turned himself in to palo alto police. 47-year-old rob chapman called the dispatch line a little more than a day after incriminating surveillance photos were posted on social media and chapman was accused of groping a 12-year-old as she shopped with her mother in the staggon as farmer's market sunday afternoon. they're trying to figure out what damaged liverpool lil's, a popular pub. heavy smoke poured from the building about 7:45 this morning. firefighters believe it started in a shed out back that spread to an office above the bar. the dining area and kitchen suffered heavy smoke and water damage. no word yet on when it will reopen. more confusion and problems tonight for heald college students who tried to pick up their transcripts after the school's schools shut down abruptly. as students lined e said they waited for hours and still did not get their transcripts. others are having problems transferring to another school. >> other community colleges don't accept their credits from here so we're having an issue with that because all of the credit that we have pretty much is done. we can't use them nowhere else so we went to school for nothing. >> heald says it's investigating the claims and is trying to work with ney cupertino has agreed to stop dumping chemicals into permanente creek. that creek starts in los altos before draining into the bay. david louie has details now and reaction to this multi-million dollar settlement. >> reporter: long time residents remember a day when permanente creek of fish and frogs and they died off because of sillen yum from the lehigh hanson quarry and neighbors tried to fight the quarry for years. this facility has been operating for 80 years here and for 80 years they've been using their creek as their own personal sewer and this is a great day. a great day because the quarry has agreed to spend $5 million to install facilities to clean up waste water to federal clean water act standards and you will also pay a $2.5 million penalty. the settlement has teeth. >> now if the company violates any part of that we can seek contempt of court. it's an order and the judge enters it as an order and it's quite powerful. >> epa has 24/7 access. we don't have to wait. we don't have to give them warning and we can go right on to the facility to do inspections. >> lehigh issued a statement saying, quote, we are pleased to resolve these issues with an agreement that is outlined to operate in a safe and environmentally responsible manner. >> we are glad that it will encourage them to avoid externalization of their costs by making them clean up and dumping it in the environment. >> reporter: residents say they will know when they achieve victory when they once again will see fish living in permanente creek. in los altos hills, david louie abc 7 news. governor brun has a new goal for the state in its effort to go green. in an executive order today governor brown set a new target of reducing carbon emissions to 40% below the 1990 levels by the year 2030. he says it's the most aggressive goal enacted nationwide. he's ordered specifics, but state water officials say it will require accelerated development of renewable energy and alternative fuel sources and getting more electric cars and heavy duty trucks on the road. >> unexpected opposition has turned up to the warriors' plans to build a new arena in san francisco. the coalition of opponents says the the arena has the potential door hospitals in mission bay. carolyn tyler is live on 3rd and 16th streets with the story. carolyn? >> reporter: dan this is very sudden. a warrior spokesperson says he's as shocked as anybody about this turn of events and this attempt to block the warriors arena scheduled to be built right here. >> the $1 billion privately financed warriors arena seemed to be moving ahead as rapidly as the team itself and an 18000 seat facility the twin office towers in retail in mission bay. >> the warriors want everybody to believe that the arena is a done deal and a slam dunk but the reality is the battle is just starting. >> sam springer speaks for what he says is a coalition of stake holders at nearby ucsf. it is not directly involved. a traffic nightmare and the warriors' owner says 17 nba teams nationwide are within half a mile of hospitals. >> so this is a very common occurrence from brooklyn and the staples center and everywhere else and they all work and they work together and opponents say there's nowhere near enough parking. the area is already increasingly congested according to ucsf employees we talked with. >> it's already challenging with the giants on home game. >> besides traffic opponents reportedly want the arena site for ucsf expansion saying mission bay and health care hub. >> for many years in the entire mission bay program we not only had uc and pharmaceutical research and we had an entertainment center that was planned in there. >> still members of the newly formed mission bay allowance say they're prepared to file a must have been to get. >> reporter: it was very emotional. the second person stuck there is the san francisco mother of four children ages 5, 7 9 and 11 a hely experienced climber who has tried this several times before this time she really wanted to reach the summit and she has been in contact with her husband. she told themhim, this is it. no more. >> terry trevino has been on mommy duty while trying to expedite his wife's return from nepal. shivan is reportedly stuck at base camp with a bad chest infection. >> that elevation which is 18,000 feet is not conducive to her feel anything better and it's only getting worse. >> she and their 11-year-old son were on mount everest. he returned more than a week ago, but she stayed to try to reach the summit and then the earthquake hit. >> she was going across the -- they call it the golden gate bridge. it's the longest ladder bringdge that they had and she held on for dear life. >> they're hoping to hear soon from the state department on how they plan to evacuate the 30 americans that are on the mountain. their four children are staying optimistic. so is bob dickinson of petaluma who last i found out his missing son spencer was alive. the 21-year-old called him from base camp. >> it was spencer and he said hi, dad. those were the first words and i was -- [ screaming ] screaming and he goes dad, be quiet. he goes i'm on a fat phone, i've only got a couple of moments. call my mom tell her i'm okay upon. >> dickinson immediately phoned spencer's mom who lives in san diego and was doing a tv interview. >> spencer he just called me. a more robust role for the security of asia and the world. he emphasized japan's long alliance with the u.s. and voiced support for the transpacific partnership. a multilateral trade deal that [ indiscernible ] >> for lasting peace and prosperity. that is toward sake of our children and our children's children. >> abe did not, however apologize for japan's use of so-called comfort women nations with korea china and the philippines. mike honda was not satisfied with abe's comments saying today, quote today's refusal to face history is an insult to the 200,000 girls and women from the patientia pacific who suffered during world war ii, this is unacceptable. >> things are slowly getting back to normal in baltimore tonight. thousands of demonstrators took to the streets in a large, but peaceful march outside city hall. the protest comes two days after violent riots in the city. a curfew was in place yesterday and it will continue for the rest of the week. >> it wasn't quite business as usual at camden yard. the orioles played to an empty stadium for the first time in major league history. the major league baseball organization decided to keep the gates locked because of concern for fans' safety. caleb joseph had fun with the fan-free, you can see him signing faux autographs and waving his hat to the empty stadium. >> abc 7 news was in santa clara when the 49ers and city officials promised to work together for a controversial parking proposal and they wanted to call a soccer park. soccer families and supporters were angry about the proposal because it didn't include comparable replacement field and they're open to alternatives claiming their initial proposal was -- bottom line is we have to make time and as we discussed in our proposal we were going give it two years before any movement happens and it's a good next step to talk with council to work on a solution. in my experience with the strength of our community, i don't think the community will give a soccer park up without a huge fight. >> it's agreeable to everybody. >> would you stop drinking soda if you saw a warning label on the can? >> it requires a warning on all sugary drinks. michael finney is here with that report. >> the controversy is fizzing up. >> supporters of the bill want a warning label on all sugary drinks sold in california and they are targeting soda for a reason. the label would read drinking beverages with added sugars contribute to diebabetes and tooth decay. >> all of the medical literature concludes sugar-sweetened beverages are the leading culprit in youth obesity leading to preventable diabetes. >> beverage companies and retailers are fighting the bill. they say it oversifrm li phis a complex health issue and itting nors the sugar and other snacks like doughnuts. if a warning would stop you from drinking soda, it would add a $2 tax to every pack of cigarettes sold in california. right now say taxes are 87 cents per pack. the federal government adds another buck. supporters say an even bigger tax would discourage smoking and if the bill fails they plan to take it to voters next year. >> southwest airlines have found a way to get smashed all over social media and the airline is surprising passengers with onboard performances called live at 35 as in 35,000 feet and here an indy rock band plays on a flight out of dallas on afternoon. 62 in san francisco and 67 in oakland. temperatures came up a few degrees and 71 and half moon bay in the mid-50s and the high so far and you're looking at downtown oakland from the emoriville camera where it is nothing, but blue skies and 78 in santa rosa and napa petaluma and the warmest spots concord fairfield and livermore 79 and that was the warmest spot and san jose camera showing you nothing, but sunshine here and coastal cooling begins on friday and it is going to be cooler in all areas this coming weekend. from our east bay hills camera you'll notice a little bit of haze there. we are expecting the air quality to decline in the south central bay and the santa clara valley tomorrow as the temperatures come up and by friday we're talking about moderate air quality across the entire bay area and the weekend is looking better. >> high pressure starting to build in and what we are going see is the warm pattern setting up at least for a couple of days inland and not everywhere though. tonight we'll see onshore winds continuing coming off the cool ocean water and a reverse will take place tomorrow and light offshore wind pattern will bring the warmth for the inland areas and all of the way down to the beaches. speaking of it will be much warmer for your tuesday. 70s coast side and 90s inland and notice the fog and the breeze knocking those temperatures down along the coast and a surge of fog coming in, and a southerly surge coming in and saturday will spread that cooling across that inland areas, as well. so if you don't like the heat you don't have to worry about it, it will not last long. tomorrow morning, clear skies and i don't need the jacket or the coat and upper 40s to the mid-50s and for the afternoon, it will be hot for the south bay and 89 in morgan hill and san jose santa clara and 82 in santa cruz and now you know why people might be headed there. 73 in half moon bay and pretty nice day in downtown san francisco and well above average and 76 north bay and near 90 santa rosa, napa and stenson beach, 72 degrees and in the east bay 83 in oakland and 86 inland spots on the hot side and summer like heat and 91 in livermore and 90 degrees in concord and accuweather seven-day forecast and the heat hangs on inland and everyone cools off over the weekend as the fog starts to increase and by sunday we go from 92 to 78 and a 14-degree temperature drop and even the coast will be significantly cooler and we'll keep you in the upper 50s to the upper 70s for most of the first half of next week. >> thanks so much. still ahead mongolia. ukraine is turning to the california highway patrol for some training. four chp officers traveled to ukraine as part of a partnership with the state department. the officers helped train instructors for the country's new patrol police as it will be called. about 2,000 new recruits are expected to report for duty in june. this was the first overseas deployment for the chp. the officers provided tactical patrol training technical exercise and exercises in expertise and mentoring. a more foreign training sessions are expected as part of the partnership with the state department. >> a contra costa county supervisor underwented double transplant surgery after waiting eight weeks for a kidney. it began early this morning. no word yet on how it's going, but staff saided procedure
