in the formula will reduce it by at least 10%. but in the meantime it is facing the toughest cutback in all of santa clara county. morgan hill residents already have achieved a 29% reduction in water use. outdoor watering is restricted to twice a week and only at night. the state water board is demanding oort 14% cut and residents are scratching their heads over how to achieve that. >> what more can you do? >> i'm not quite sure. i know a lot of people will be putting buckets in their showers and collecting it that way and watering the plants. maybe we're coming into summer but maybe cutting back on gardening. >> kirt recently bought this house and is redoing the landscape to save water. he's not worried about meeting the 35% reduction mandate. >> i just installed a low-use toilet and changed that out and taken out the irrigation system. >> a city ordinance already imposes penalties for disobeying regulations and a warning was issued the first time and a second time was a $100 fine and the third time is $200, additional infractions are $500. we have a lot of warm weather in morgan hill and that really drives our water consumption on the outside. so outside watering is where we'll focus our attention on. to set an example, morgan hill has stopped watering median strips and will be letting parks go brown. >> we will try to cap off the water usage and no more car wash and landscaping and we cut down to the point and it's only once per week. we cannot let all of the plants die. >> the valley water district is seeking a uniformed 30% goal countywide. if the state's 6 to looking for help. members of his family are asking anybody with a boat or jet ski to please help them search for his body. authorities called off their search earlier this week. they've established a go fund me campaign for the 3-month-old daughter who is named ari arose. >> police in walnut creek are looking at a particular starbucks restroom because jacob turner is using a hidden camera to record people in the bathroom and they want to identify the victims and the starbucks is on locust street across from the shopping center. anthony is there live with the story. laura? >> hi. if there was ever an expectation of privacy it would number a restroom and eachven a public one. the situation here was anything but private. >> i wouldn't be horrified and i wouldn't like it. walnut creek police said the same man did it twice in two months, planted a video camera in the unisex bathroom at the starbucks and set it to record as people as men, women and children did their business. >> i thought it was not a very nice thing to do and i have no idea why he would do something like that. this is a big invasion of privacy and we feel people that were caught on camera have a right to know that they've been caught on camera and they have an opportunity to see justice get done. >> walnut creek police arrested jacob turner at his venetia home. thursday a store employee found a camera like this one attached underneath the sink in the unisex bathroom. it had been recording for about 90 minutes between 2:30 and 4:00. any thoughts about whether you might be on that? it's not impossible. it's not impossible. >> police believe turner also planted a camera in the same restroom in february. that one was discovered when it fell on the bathroom floor. >> you didn't happen to be there in jail on $65,000 bail. in walnut creek, laura anthony, abc 7 news. the measles outbreak that began at disneyland is officially over and there have been no new cases in six weeks and it sickened 130 people in california as well as other states, mexico and canada. >> the san pablo institution is closing in a few days. doctors medical center has run out of money leaving thousands of patients without a local hospital. abc 7 news reporter leann melendez has the story. >> reporter: it is a reminder of what every patient new and feared. >> i think it's horrible that they're closing because of all of the people that live in the area now they have to travel further. >> they were operating on a deficit, the latest number $18 million a year. the hospital was losing that much money because 90% of its patients are on medicare or medical. the hospital found it impossible to survive on those reimbursements which run as low as 60 cents on the dollar. hospital officials were hoping the community would support a parcel tax but that, too failed. >> right now it's winding down and letting the community know that we're closing and just trying to find another job, basically. >> the closure leaves a big void in the community known for its patient services like the thrive-through flu shot clinic something few hospitals do these days. the only other emergency room in west contra costa county is kaiser richmond. joslyn harris' mother has been coming here for years. >> she's on medicare and this is where she goes and with it closing i don't know what's going to happen now. denise went came to an attempt to avoid bankruptcy. officials with daughters of charity health systems including seton medical center and i hope these cuts will help attract a new buyer. prime health care backed out of a $837 million deal to buy the helps in march. seton is daley city's largest employer with 1200 workers. we want to take you back to the top breaking news story. the massive explosion and fireball in fresno from the ruptured pipeline. they injured more than a dozen people and shut down a major highway. abc's rick montanez is live. >> we have just learned that 14 people were injured by the massive explosion earlier this afternoon and it happened about 2:30 here at the fresno peace officer's gun range run by the sheriff's department and we'll show you video right now from earlier this afternoon. we are told that a county road worker was driving some heavy equipment out during some work here at the gun range when he somehow struck that gas line the pg&e line. that caused the explosion. we are told his injuries of course, were critical and he was struck by the explosion. a deputy was nearby to help him out and there were again 13 other people injured as well. those were some other crews that were working as well as some inmates from the fresno county jail who are often out here working at this site. the fresno fire department tells me flames are still burning right now because there is residual from this gas line coming out. a lot of pg&e crews are working to get the gas line shut off completely. this way they can have the fire contained completely and -- but again, 14 people range of temperatures this weekend and we're still looking at a slight chance of a few showers next week. here's a look at what's in store tonight and the fog around the coast will push in over the bay for the morning hours and then back towards the coastline for the latter part of the day so the sun will be out inland but not so much near the coastline and speaking of inland, this ridge of high pressure will keep you on the warm side for the upcoming weekend, but you will notice that along the coast it's going to be a lot like summertime where the fog stays around well into the afternoon. so your saturday highs will be in the 50s, and 60s coastside and inland in the 80s and the warmth holds on for sunday and coastal cloud keeping you company around the beaches and monday is where you finally feel the effects of the cooling breeze in the inland communities and temperatures start to drop down there. as you take a look at tomorrow morning and there could be mist and drizzle with the return of the fog around low 40s to low 50s and if you have earlier games for your kids, keep that in mind. cherry blossom festival is taking place for the second weekend in a row and you will see the clouds at 10:00 tomorrow morning and take a sweater or jacket and it will come out at noon time and it will be bright and breezy with the clouds returning for the evening hours. south bay, 82 gill roy
