hanging on as russian forces swarm the city. they rejected the proposal to spare their lives if they would stop fighting. meanwhile, russia is not in full control of the city yet. we're learning more about the treatment of ukrainians in the places russia has occupied where drone video shows dozens of graves. police say incest gators say police examed bodies in the city and vladimir putin is awarding soldiers accused of war crimes giving them an honorary title and praising their special merits, mass heroism and courage and kharkiv is still under attack. one woman told routers it's futile if all of ukraine is under attack anyway. s futile if all of ukraine is under attack anyway. >> she's referring to missiles that struck lviv on their way out of the country. lviv is a supplies and logistics hub with the city suffering the first fatality since the beginning of the war. that attack in lviv hit close to home today with my colleague and friend of the show malcolm nance seeing the missiles rush by as they conduct an interview. >> ukraine's unique territory -- >> it's not going down. >> no, but i've never seen a fast mover. i'm wondering whether that was a cruise missile. did you see the aircraft? are we in an air raid? >> yes. >> yeah, we are. we had air raids. there is another coming. >> wait, there will be three. stand by. striking to the west. that's two. at least one more. that wasn't a plane, that was a cruise missile. wait for one more, they fire them in 30-second intervals. smoke, stand by. cruise missile caliber. stand by. five, six, eight, nine, ten, 11, 12. >> there it is. >> there is the smoke. >> 13. >> that's tree. >> so three cruise missiles. >> yeah. >> joining me now from lviv is ali. that is harrowing footage. we had come to think of lviv as the safer place, at least the safer place because it is so far to the west. what does it mean that russia would strike there, i mean, literally in the middle of your interview with cruise missiles flying overhead? >> hi, joy. that is right. look, if you could hear an interview, the one that we actually saw the second one, it was so big i thought it was an airplane. that's the last thing we were expecting there and then you saw that of course throughout theco. the outskirts have been hit. they hit fuel depots and airplane factories but never the center of the city. this was a very builtup area full of apartments and houses and done at 8:30 in the morning when people are going about their daily routine. the russians said in a statement that they hit a warehouse where ammunition from the west was coming in from but they didn't say that they hit an auto repair shop and this is the first time they've killed people here in lviv. seven people were killed in the strike among the injured was a 3-year-old child that had escaped from kharkiv to be injured by a russian missile here in what was supposed to be a safe zone. we've seen waves and waves of displaced people coming here looking for sanctuary and looking for refuge in lviv but in longer finding that here. you speak to ukrainians through the day today and they won't say will lviv be hit again but when? that is when putin broadened the attacks and made it very clear there is no more sanctuary in this country. so people are very on edge here. they were shaken up before this happened when the outskirts of the city was hit. now they are really frightened that they could be a target in this war here in lviv. >> and, you know, it is pretty remarkable. is the idea and is what you're hearing on the ground that russia is expanding? because they don't seem to have the capability to be blunt to wage war throughout this massive country. they seem to have been at least up until the last couple weeks focussing on the east, on trying to create this land bridge to create mia. -- crimea. does it feel they changed that plan and again, trying to take the whole country? >> i'm not sure if they're trying. malcolm will be able to speak to this much better than i can. i'm not sure they would be able to take the country. as they're botching their attack more and more, they hold on to none of the major cities here except kharson and the ukrainians are in control of the land so they keep terrorizing the populations as we've seen in bucha and here in lviv. that tactic is to make the ukrainian people capitulate and say we've had enough of the bombing raining down on us even an inch of the land. a deal is off the table. determine whatever cost to hold on to their land with sovereignty to each other here in ukraine. >> ali, please be safe, my friend. really appreciate you in lviv. much appreciated. >> joining me now from a secure location is malcolm nance. he's fighting with the international legion of territory defense of ukraine. we watched that video of you and ali was attempting to interview you for us. we saw the cruise missiles fly overhead. explain to us why you are there and what you are doing. >> well, as you know, i spent quite a bit of time here in the prewar period and when the invasion happened, i had friends in donetsk in the ukrainian army who are writing to us and telling us we're not going to survive tonight. we've been hit 500 times. these graduates of defense language institute are my friends. you know, as the more i saw of the war going on, the more i thought i'm done talking. all right? it's time to take action here. so about a month ago, the joined the international legion here in ukraine and i am here to help this country fight, you know, what essentially is a war of ex termination. this is a war and russia has brought it to these people and mass murdering civilians and there are people here like me who are here to do something about it. >> we have some video here. this is some video shot by ali's team of yourself with some sup -- supplies. there are 20,000 people from 52 countries currently in ukraine and have been there from the start of the war. what are international troops like yourself, what are you-all tasked to do? >> we're here for one purpose and one purpose only, to protect the innocent people of ukraine. it not a conventional war, joy. even though u yo have two armed forces going head-to-head here, what you have is you have another group, i won't even refer to the russians as an army. just using mass heavy weapons that are used in combat against civilians. they are destroying infrastructure and go to the cities and massacre men, women and children and that is the fundamental reason we're here. the legion is a multi national force, men and women. there are thousands here to protect this country. for the most part, we have to assist them in any way to stop this. i've decided came here to assist them with the skills i have myself. >> there is a tradition of americans and others going overseas to assist in wars overseas. eugene is somebody who people think of in that way as an african american young man 19 years old went over and fought in two world wars. there is a tradition of doing this and i wonder for you do you feel foreigners stick out wherever they are? people know that you clearly are not ukrainian when they see you. do you think that poses any special danger to the people who are not ukrainian who are there? >> no, it doesn't. the war being waged here isn't being wage against everybody. we're part of the ukrainian armed forces. we're bothers, and sisters with the ukrainian army and that being said, we are fighting side by side elbow to elbow with them. the russians on the other hand, they barely except for when they do offenses and move with armor forces, they're barely attacking ukrainians maintaining a line. the mass murder of civilians is the emphasis which is against all laws of war. these are war crimes. so believe me, the international legion here which is viable, strong combat, force, which is out on the line nobody is going around asking whether if you're asian or catholic or jewish, whether you're helping the people of ukraine. they are grateful for the help and i'm grateful to be here. i'm glad i can help my friends. i don't have to listen to them talk about how many children were killed that day. we're going to try to put a stop to it. >> what do you make of the shift in the war strategy. we had early on in the last couple weeks that russia was focussing on trying to create this land bridge to crimea because they want the land in the donbas region to crimea. it looks like they're off the strategy and pounding civilians in random cities even in western ukraine. >> this was always part of the russian strategy. that is not a new factor to it. what happened was they got destroyed in northern ukraine -- in the northern part of ukraine certainly forth west of kyiv near geneva and sumi. they had lines of supplies cut off and logistics destroyed and pulled the forces out of the country. now they're going for a land grab on 20% of the country to take the entire eastern portion of that -- of ukraine and leveling mariupol, leveling kherson and wiping that place out and every other village with long range artillery. this is why the united states needs to provide heavy weapons to ukraine. russia has one advantage on the battle field and that is long range artillery. let me say something to the president of the united states. give them counter battery long range artillery, multiple rocket launch systems to out range the artillery. if you do that, you stop the attacks on civilians because that's what tlair doing with the artillery. they are mass murdering civilians and they're -- you know, they're preparing the battle field as well but destroy villages. they don't care who is in them and not. that's what this fight is about. if we fail here, we're not going to because we're here to win and we are winning, but if we fail here, you know, the russians, they're here to wipe democracy out in this country and hopefully that would cascade to other countries. this battle is here, it's going to be fought now and we're going to win it. as they say here in ukraine, [ bleep ]. if you fight, you win. and this country is already winning and that's why russia is shifting the strategy. >> malcolm nance, stay safe my friend. appreciate you. thank you. pretty harrowing stuff. up next on "the reidout" how does russia get away with the brutal inhumanity and what is the point of organizations like the united nations if they have no power to stop it and ronan joins me. not just dictatorships are using spyware, it's being used here in the u.s. you can't help but laugh at this tucker carlson manly man video. it clear he's feeling a little insecure about his masculinity. it's serious. the right wing obsessions with vanishing masculinity and woman member's bodies and trans people reveals the growing fascist tendencies on the american right. >> i think the war, even the word war is incorrect when you talk to malcolm, it's really important to stop using the word to describe artillery fire on innocent civilians. second, yes, there are comparisons to hitler and the double speak, right, that allegedly they are liberating. mr. putin himself said it. not just talking heads on tv. he said it two or three days ago, we have not seen what really happened in mariupol. that will shock the world from what my ukrainian government colleagues tell me but what we know is that is a city with a lot of ethnic russians and a lot of russian speakers putin himself is deliberately killing as a way to get president zelenskyy to sue for peace. it's killing civilians as a method of his war. >> that is what is striking in what malcolm said. he said they're not using their artillery to fight the ukrainian military. they're losing to the ukrainian military when they do fight them. they're using the most lethal armaments to kill people, just kill people in apartment buildings and maternity hospitals. this is terrorism at this point. do you think there should be any time wasted and designated russia to be a state sponsor of terror? >> well, i'm not an international legal expert but yes, that is my view. i think they should be. with all the consequences that go with that including financial sanctions and things that go with that, this is terrorism. i don't see the difference between what i witness in mariupol and what we witnessed on september 11th except for one thing, one is a state and the other is not but it's done for political objectives and designed to kill innocent people. and that's what we should call it. i think it's another important thing to under score they're not doing conventional combat with the ukrainians when they do that, they lose. that's what the battle of kyiv was. they lost that battle. and maybe that will becoming in donbas. that's what we suspect. right now, it's a deliberate strategy of terrorism and you ask the question why are they attacking lviv and these other cities? i think to do both at the same time. terrorize the civilians to launch a bigger conventional l war in the east. >> by the way, reporting. julia davis reporting russian propaganda is essentially using lord of the rings sort of comparing ukraine to "the lord of the rings," using words normally reserved for witches and demons to describe ukrainians and saying the american temple of satan located salem is supporting ukraine. it's really cookie stuff what you're hearing there. this many days, there is a big thing, what do you see that will end this? >> first, on the television stuff, i watch russia television from time to time. i know most of the people on tv an jt shocking what they're saying. and people that i know, know better when they compare us to satan. it's grotesque. they know it's really incredibly horrible to see. on terms of ending the war, two things, may 9th is the end of world war ii for the soviet union and the most important holiday for their country and before this horrific stuff, millions of people, russians, ukrainians, jordans estoniaens that died in the war and it should be celebrated. putin allegedly wants to have a victory before may 9th. i don't think that will happen. there is a false thing everything will end on may 9th. tragically, i don't think that's the case. this war will end in one of two ways, either one side wins or there is a stalemate on the battle field and if we want a stalemate on the battle field or want ukrainians to win, and i most certainly want both of those things, we need to do more to arm the ukrainians to achieve that outcome. and tell their stalemate they'll continue to fight. >> very quickly, should we rejoin the international criminal court? >> pegasus and there is a lot of competitors, joy. the makers are quick to point this out but it's accurate. a lot of people offer this service and some don't charge that much. this is accessible technology. it can crack a phone and take your text messages and photos and any personal information that could be weaponized against you and turn on your microphone, your camera, provide realtime monitoring and surveillance. so you understand very quickly how if you're a journalist, if you're a disdant, trying to conduct a secret business, this can be a dangerous tool and indeed, what happened over the last few years is there is an emerging controversy around the way in which this technology can be linked to violence around the world. >> it's -- that is really scary. so what kinds of governments are using it? this is something that does sound like something russia is doing and got everybody monitored. you're talking about and writing about a much broader use of it in spain and this country, my ears perk up at law enforcement. how are local government, you know, entities like law enforcement here using it? >> so this company that i spent a lot of time reporting on specifically, nso group that makes pegasus, an israeli company, a lot of startup company is in israel. they make the argument that they're the lesser of evils because they sell only to law enforcement, only to government agencies as you point out that list actually includes the united states, the times reported awhile back the fbi purchased and tested this technology. the cia had helped get this technology. it was reported in this article used against the prime minister. you see how chaotic the results can be but yes, you know, this is claimed by some of the bigger players in this space to be only given to, you know, legitimate government affiliated law enforcement agencies. we see in the example in spain, joy, how that is no guarantee that not being used and the overall impression that i emerge with from this reporting is that this is everywhere. this is not some terrifying future in which every phone is a spy in your pocket. it is here now. it is a present that we're living through and, you know, the folks at nsf say we're an arms dealer. it's not our fault there is no conventions with our particular kinds of arms. that's one argument i see logic to. there needs to be international regulation on this. >> it's not going everywhere, though. there is a ukraine angle to your story. ukraine wanted it and didn't get it, why? >> a really interesting wrinkle. this is a toy of diplomacy and development. israel actually blocked ukraine from getting pegasus. the israeli ministry of defense oversees the purchase of the technology by foreign governments when we talk about nso specifically. that's one of the arguments they make. they say hey, israel is an ally of the united states. we don't do anything without the israeli government approving. and, you know, i also have insiders both in the israeli government and in this company and people who observe this industry saying that is no guarantee of safety. we've seen how israel used this to empower other countries around the world and dolled out this technology for this company and we've seen how the quite like in that example i gave used the same tactic. we in the same way once offered all kinds of development assistance building wells, building roads. we're also now at times helping countries procure spyware and ukraine wanted to get this. it say powerful tool in the confrontation like the one they're in now and israel didn't want to ruffle the feathers of the russian authorities. >> that's scary. i'm looking at my phone now giving it the side way. for people afraid of this software and afraid your phone will be turned on you, how do you protect yourself from it? >> i think you're certainly right that, from a male point of view, a lot of what this is doing is trying to drive anxiety. it's trying to teach men that it's normal for there to be roosters, figures like trump, or putin, for that matter. these hyper performing types are fascist types. and then the rest of, us other matters are supposed to be anxious. we're supposed to be worried. are we mail-in? if that is a fascist model where you have this guy who is at the top, and everyone else is supposed to be worried and follow on with them with that reason. >> michael, i think about what you would not replace. that is what charlottesville, they were thugs, i don't, know intense what's, walking on the streets and marching. to me, that was a hyper masculine flex, to. it was this anxiety among these young, college aged men. that somehow, taking away a statue of a long dead white man who own slaves was somehow threatening their very existence on this earth. and that, in their view, somehow, jewish people were fomenting this conspiracy to replace that kind of white man. that kind of, that particular right-wing white man with, i don't know what's, with brown people, back people, etc. i put it all together, and it's down not just masculine anxiety, but rationing zaidi. would you see? >> yeah, well, they certainly go together. the history of toxic racism is the history of toxic anti women beliefs. family phobia, a fear of real women showing up. and when a real woman shows up, it challenges that the stock thrown level of men. they somehow feel they have to reassert, violently, their prerogative to not only lorded over women, but other men as well. when you talk about tucker carlson and the lake, this generating a kind of mythical all powerful masculinity that, at its root, is afraid. it's a scared little boy trapped in the bodies of muscle bound than. where are they afraid of? abortion is about the fear of the disappearance of the white race. so, stop killing our babies, and increase our where genetically. racial intolerance is about the fear of seeding legitimacy to black people who they fear will do the same thing to them that has been done to us. and then fear of a woman's, we've awarded over these women, even when we put them up on a pedestal, is a frozen 17th century respectability. the moment you shatter the image of an ideal woman for most of these men, you are the b words, and you are the worst. so all that comes together in that hyper masculine insist and tolerance that is new fascism that resists governance by everybody except another white man. that's why all of the stuff runs together, and you're absolutely right. >> well, the thing is, that the trans fixation, because let's be clear, it's not an anti-trans issue. it's for someone like a caitlin jenner. it's a fear of losing men to trans. it's like there's a conspiracy that trans is a thing that's been created by the left to steal men and make them into women. that it is unreal, is just something conspiratorial, because their focus on that. they don't talk about trans men, it's trans women. or maybe the fear that they might come upon a woman and realize it's a man. it's fixating specifically on trans women. and i think, in a very particular way. do you think so, michael? >> absolutely right. as the body snatchers, except in the states, the bodies that are trans notched our trans people. and think about it, how many trans women are involved in trans women's sports? we're directing all kinds of venom against them. the fear of trans is the fear of identification, right? not to get to psychoanalytic all here, but there's a fear that i will be but i despise, therefore i despise a before i become. it and as a result of that, if i can continue through a full big like disdain, it will distance me from the very thing that i fear. as joel said in the bible, the thing after the most is on behind me. the spear mechanism creates a disdain for the very thing that they fear that they might become. and it's kind of ludicrous in one way, because the whole notion of trans is to unsettle rigid conceptions of masculinity, of femininity, of idealized expressions of biologically, genetically dormant identities. and, they they want none of the. that's why they want to ban bodies, books, and ways of existence if they can. >> and timothy, to come back to you, i look at the aspect of politics. if the right was just so politically we are done obsessed with masculinity, and they had those finishes, that's fine. if tucker carlson -- look, tucker whole carlson is not jason statham. if he is afraid, they are nothing like him. he's the guy the bullet tie those dance with the stars. is not a mantra man himself. but the men who are doing it are not that, there is something else. they don't seem like super alpha guys. but, what i worry about is what they're powering is another man who is in no way macho. donald trump. but what they are doing -- he has led a movement, in my view. he cosigned the charlie hebdo people. he's cosign this neo-fascist move to the republican party. and now, it is powerful. and it could win elections. we could have a fascist government at the federal and state levels. are you concerned about that? >> yeah, i'm very much concerned about that. these do things work together that the sorts of ideas that you are talking about are designed to turn men into a kind of heard. they're designed to turn masculinity into fear. men are supposed to be afraid all the time, this was the afraid of the gays, of the trans, of the women. they're supposed to be afraid of demography, of not reducing ourself enough. so if you define in terms of fear, while you have gone as a herd, or a mob. now, that voting bloc isn't enough to give mr. trump elected. it is, however, enough with other voting lobbyists to get him close enough in 2024 that an act of violence committed by a mob could push him over the top. so, what i'm concerned about is the combination of getting close enough, and angry fearful mobs. and our constitutional system. those three situations create a nasty situation in 2024 very likely. >> very likely, and we've seen they've already done a run and it. they've already tried it. michael, very quick last word, this is not theoretical, they've already tried it. they've got real close that time, they can do it again. >> absolutely. if there's enough disdain for the presidents administration and the fear that they are not real men, they're not stepping up joe biden because of his compassion, their testosterone driven men. as a result of that, the very close to taking power once again. >> we know that there is no lack of men. men are not going anywhere. we've had lots of government on the show tonight, so if you are not. men are in fine shape. professors timothy snyder and michael eric dyson, thank you both very much. that is all for tonight's readout, all in with chris hayes starts now. tonight on all in, explosive reporting from the new york times, how the twice impeached ex president has turned himself into a modern-day party boss, and now he's cashing in and mar-a-lago. also, can republicans really take back power with a plan to raise your taxes?
