russia's offense ministry is vowing to increase missile strikes on kyiv after the sinking of the moskva vessel. u.s. officials claim it was hit by two missiles while russia claims a fire broke out on the ship. this comes amid the horrifying discover of 900 bodies following russia's withdrawal from an area. most of the civilians were executed and bodies abandoned in the streets. overall the united nations has recorded 4,633 civilian casualties in the country so far and that number is climbing. russia's bombardment of the key port of mariupol has left the city in ruins. the city has been able to with stand the kremlin's attack this far, weapons and supply shortages could weaken the resistance efforts. the governor said the city has been, quote, wiped off the face of the earth by russian forces. with that in mind, president zelenskyy is ask the biden administration to designate vladimir putin as a state government of terrorism. nbc news' raf sanchez is in ukraine where the governor said russian forces have been firing missiles. what's the latest? >> reporter: ukraine waking up to news that kyiv is once more underattack for the second time in 48 hours russian missiles have hit the outskirts of the city. the mayor said one person is dead. this is the most serious strike on the capital since russian forces retreated several weeks ago and it is shattering a sense of calm in kyiv. remember, just last weekend things were peaceful enough that president zelenskyy was able to host prime minister boris johnson of the uk face to face. now the russian defense ministry said these strikes were in retaliation for what it says were ukrainian attacks inside of russia. ukraine is not commenting on that. many people here suspect this is, in fact, retaliation for the sinking of vladimir putin's black sea flag ship, the moskva. u.s. officials confirming the ukrainian military hit that ship with missiles. russia is not saying how many of its sailors it lost to the depths of the black sea. ukraine is bracing for attacks all across this country but especially that long-awaited assault in the south and the east. and at all times, putin's missiles continue to rain down. seven people were killed in kharkiv yesterday and overnight there was an air strike here in lviv. it's unusual for there to be strikes this far west. we were woken up by the air-raid sirens at 5:00 a.m. it is a reminder that nowhere in ukraine is out of range of putin's missiles. >> raf sanchez in lviv, ukraine. thank you for that reporting. nbc news learned the next phase of the russian invasion in ukraine could begin in the next few days. they said the u.s. assessment is the russian military could move forces back into ukraine as soon as this weekend or early next week. russian troops retreated from around kyiv and northern ukraine about two weeks ago, moving north to belarus and russia. and as allies deliver the tanks and helicopters to ukraine, vladimir putin has sent a note warning that these shipments to ukraine could bring, quote, unpredictable consequences and we're adding fuel to the conflict. joining me is heather connelly, president of a nonpartisan think tank. also deputy assistant secretary of state for europe and asian affairs where she led the effort to enlarge nato. thank you for joining me, heather. i want to kick off learning the -- that we had seen russia retreating, but because of the sinking of the flag ship, they seem to be reengaging in ukraine. what do you say to that? >> it wasn't retreating. it was regrouping. so we've really seen the first phase of this conflict, which russia attempted a three-pronged invasion of ukraine. it failed. the russian military, we are seeing, a series of pretty catastrophic mistakes from a command and control arena, military equipment. but this is simply a regrouping, a more limited focus of their objectives, which is securing and seizing the entire donbas and then creating a land bridge from the territory of the russian federation across to crimea. but even that is going to be very, very difficult. it's amazing the -- through seven weeks of this war, the ukrainian military has done extraordinary things. really highlighting the sinking of the moskva this week. this is really the military that many thought would -- particularly the russian and the u.s. intelligence -- that thought would fall to russia, this is a military performing well. which is why the russians sent this diplomatic note to the united states. because it's american military equipment helping ukraine remain in the fight and potentially could see a victory. >> i think one of the things we saw also is that president zelenskyy saying we need more arms, more sanctions from the united states. how do you -- we expect to respond now that russia's president has responded saying, don't do that. what can we read and telegraph from that, heather? >> i think it's very interesting. day 52 of this war we have not seen russia's military or even through, you know, special forces in any way attacking western supply lines into ukraine, both humanitarian as well as the military equipment. we thought we'd see them trying to prevent this equipment because it is what is essential to keep ukraine in the fight. this is a warning. we will see an escalation, and it's because the ukrainian military is securing victories. but let me be very clear. this second phase of the conflict is going to be extraordinary. we're going to see annihilation of ukrainian cities. so it is essential that we provide ukraine with more defensive capabilities. this is where you've seen the biden administration i think really start to make a shift not just to allow the ukrainian military to survive and try to repel russian forces. now we're saying, what does victory look like here? the other side of the coin is, what does russia's defeat look like. this is the concern, bill burns warning about russia potentially looking towards the use of tactical nuclear weapons suggest we have a lot of uncertainty as we head into the next phase of this war. >> i want to talk about that. because that's what surprised everybody is the u.s. intelligence is saying there might be use of tactical weapons not just because of what we're seeing in ukraine itself but because of how neighboring countries are responding, specifically finland and sweden. prior to this invasion we would say two or three months ago, it was unthinkable for finland or sweden to join nato. but because they're seeing the russian aggression they're wanting to expedite it. how likely is that, and what does that mean for russia and putin in this whole transition if that comes fruition? >> i want to be clear. the world changed on february the 24th, when russia invaded ukraine. you have sweden, finland, they were already very strong nato partners. and this was a consequence of the 2014 illegal annexation of crimea and russia's first invasion of donbas. but this was -- again, it speaks to the kremlin's extraordinary strategic miscalculation. they keep telling us that they don't want more nato or nato surrounding them, their behavior is a complete catalyst for countries that have previously embraced neutrality. they are changing their mind literally overnight. so we could see, in the next few weeks, finland and sweden asking for membership into nato or heading towards a major nato summit at the end of june beginning of july in madrid. even neutral ireland, not a member of nato, a member of the european union is saying we cannot be neutral about violations of sovereignty and territorial integrity. this is creating a rethink of countries that thought neutrality would protect them, now they don't want to be alone. they want to join alliances that protect territorial integrity and sovereignty. >> how far are we willing to push putin until someone calls his bluff? calling his bluff is using some sort of tactical nuclear weapons. >> this is where we need to start shaping the policy about what is the desired end state outcome here, and to prepare yourselves for a variety of extremely difficult scenarios. again, this was not of our choosing. vladimir putin is the one who invaded the republic of georgia in 2008, invaded ukraine twice. he's creating the anti-bodies that we're seeing a stronger and more durable nato and a western alliance imposing severe sanctions. as he paints himself into the corner we have to be prepared for use of chemical weapons, biological weapons and even tactical nuclear weapons. that's why it's important for the west to prepare their populations for this eventuallity. we want to give the kremlin the opportunity to rethink this but we see vladimir putin is in a place of iso rationism. unfortunately -- well, fortunately he will fail in this, but it does have catastrophic consequences, potentially for international security should he go down some 06 these most extreme scenarios. we have to hold tight here. we cannot give into this because if russia is successful in ukraine, they will keep going. and that means they will try to destablize nato territory. >> heather connelly, thank you for your expertise and for joining me this saturday morning. the united nations world food program estimates 60% of displaced ukrainians are, quote, worried about finding enough to eat. jose andres and his team have been on the ground working to change that. we'll speak to him soon. next we go live to kyiv for on the ground reporting for after strikes. don't go anywhere. r after strikes. don't go anywhere. allergies don't have to be scary. spraying flonase daily stops your body from overreacting to allergens all season long. psst! psst! flonase all good. what happens when performance... meets power? >> well, as we know from the start, russia called this a special military operation. practically banning the word war, calling this operation a war was prohibited in russia. and people who called it this way could end up in jail. this was done because russia expected this so-called operation to take place for three days, maybe a week. they expect today take kharkiv and kyiv within days. now they understand it's not going to end soon. and they're lacking, primarily, troops if we believe u.s. intelligence then over 10,000 russian soldiers have already died in this war. so they are currently lacking people and they also understand that this war is extremely popular in russia. so calling this a war against ukraine, something that was unthinkable 50 days ago is now a true possibility. if they actually officially declare war, this will basically allow russia to show the country -- the domestic audience, that the ukrainian people are enemies and bolster support for this war, sending reserve personnel. which is, in our estimates, around a million people so they can draw reserve personnel and throw them into ukraine. and obviously, if this happens, then ukraine will have extremely hard time in trying to sustain this number of russia troops in ukraine. >> the reporting that you're doing is really incredible and i hope you are staying safe. i want to ask you about reports coming out of "the washington post," a newspaper here in the u.s., that is reporting that ukraine officials are running facial recognition, i quote authorities are running facial recognition searches on dead or captured russian soldiers and using the scans to identify bodies and contact hundreds of their families. do you have any information on this? >> the attacks on kyiv has been reality since day one and the russians simply are showing that they are still committed to the quest of destruction on my country and my nation. and will continue doing so until we submit. we have made it clear in the fighting around kyiv and in kyiv they will not be successful and as we have defeated them around kyiv, they will be more vindictive in attacking the ways that you have seen tonight in kyiv but again the big battle right now is happening, and continues to happen in the east. russians are trying to get some victories to present to their people for all the losses the russians are suffering every day. and they will keep suffering them until they leave my country alone. >> so we're hearing from your president that he wants more support from the united states and that they wants the united states to determine that russia is now acting in a state of terrorism. what do you think that would do on the world stage, and how can the united states and other countries continue support? we just saw that the president this past week released $800 million in additional weaponry to ukraine. but what else needs to be done? >> well, the reality is the russian regime has been doing this horror not just in ukraine but all around the world when you look at what it has done in syria, central afghan republic, you see this is a global actor and trying to cause as much chaos in global world order and global national law as is possible. so this is long overdue that mr. putin and the regime he's leading is recognized as a global threat to innumerable crises and trying to subvert democracy one way or the other. ukraine is the latest call. there has been too much, too many reasons to do that. and i think russia deserves to be thrown out of everything national forum and conference, and institution, all that it has done in ukraine all around the world. >> i think one thing that the world is taken back by how effectively your president and members of the parliament, such as yourself, have been able to communicate to the rest of the world. and one of the things that we found is that -- in doing our research is that your membership of parliament is incredibly young. the average age is roughly about 47 years old and you all seem to be digital natives. i can tell you i have friends in the state department and when the tragedy of the ukrainian invasion by russia started, they were telling me it wasn't going to last more than five days. we are now in day 52. is it your ability to be digital natives to constantly communicate to the world what atrocities are happening that you are finding as an asset and what else can the world to do to help elevate your expertise in this area? (sigh) on tonal. ♪♪ the citizens of grand rapids, michigan are coming together in the wake of a tragedy. a protest is scheduled for this evening demanding justice for patrick lyoya, the unarmed black man, father of two, who was killed by a police officer during a random traffic stop on april 4th. on wednesday the local police department released videos that showed before, during and after the fatal encounter. they appear to show the two men struggling on the ground before the officer shoots 26-year-old lyoya. they fled the con go for the united states seven years ago, his father said i came here to save my family, my son has been killed like an animal. the officer involved has yet to be identified but he's on paid leave. joining me is liz mcloughlin. what led to this deadly encounter and what's the latest in the investigation? >> reporter: this all started with a traffic stop and the investigation is still ongoing, expected to take time as michigan state police review every second of the encounter and how it escalated. was that traffic stop warranted, first of all? we saw it was because the officer said the plate didn't match the car. then was the foot chase ensueds me to necessary. the deployment of the taser, and then the use of deadly force and the video that shows the officer pinned down mr. lyoya and pulled his gun out and shot him in the back of the head. not the arm, the leg, should the gun have been out at all? all of these questions swirling at the center of the case as we've seen other police shootings sparking outrage. and civil rights attorney ben crump is representing the family, who's pushing for prosecution of that officer. this is what he had to say. >> this wasn't a felony offense. this wasn't even a moving violation. it was a tag -- inappropriate tag allegedly. i mean, when you think about all the things he could have done to avoid shooting patrick in the back of the head, just think about that for a second. this officer failed to follow the basic training. >> reporter: and that outrage echoed nationwide as people have been making their way here to grand rapids to protest. this was expected to be the fifth night of protests here. the biggest one so far. the city manager said today that he's urging peaceful protests. it has been peaceful here so far. >> please stay safe. there are so many questions around that. i accidentally stumbled on this with twitter and i was not ready for that graphic -- that graphic scene. i have to say, are there any questions around the fact that the body cam of the police officer seemed to have failed just seconds before the incident? >> reporter: yes, that's been a question that has continued to reoccur. it takes three seconds of pressure to stop recording on that body cam video. there was a scuffle, so they're saying it was a malfunction but it is unclear who applied that pressure and if it was intentional. if they can rule it was intentional, that will add to the prosecution's case. so far that officer as you mentioned still on unpaid leave, still unidentified, unless they bring criminal charges. >> liz mccough lin, thank you so much. stay safe. this week multiple states passed anti-abortion bills including one state that now makes it a felony to perform the medical procedure. what's next for abortion clinics in these states next on "velshi." states next on "velshi. ♪♪ ♪♪ ♪♪ you know liberty mutual customizes your car insurance, so you only pay for what you need? oh, like how i customized this scarf? wow, first time? check out this backpack i made for marco. oh yeah? well, check out this tux. oh, nice. that'll go perfect with these. dude... those are so fire. >> so far nothing. our phones have not stopped ringing in seven months. people are still desperate to seek this care and now oklahoma is going to force us to turn them away. people have been waiting weeks for their appointment. they have been going without, they have been working to fix their cars, working to find child care, working to get the time off of work in order to get this necessary medical care. and so, for the state legislature to do away with this is very, very dangerous. >> rebecca, i think you mentioned a few things there that most people in our audience don't recognize. that's oftentimes the women seeking abortion the majority of them have children and they're trying to make the best decision for their families and oftentimes this law is going to impact women who don't have the means to go to other states. what's the chilling effect this is trying to have on women who are trying to do a medical procedure that is extremely private that the government has no business being in our business about? >> this state already has terrible health care outcomes. yes, most of our patients are already parents. they're making this as a parenting decision. they want to take care of the children they already have and they want to be financially prepared to expand their family when they're ready. oklahoma has 19,000 women to every single one ob-gyn. so even if people wanted to carry these pregnancies, whom are they supposed to go see to do that? this state also has one of the worst maternal mortality rates, one of the worst infant mortality rates. you can bet again these things will disproportionately affect poor women, women of color, undocumented women, people who fall in the cracks in our society. >> i want to ask you, what do you say to the governor who says that the reason he's doing this is because of pro-life stances. and you're just explaining to me that oklahoma has horrific health care for women who are trying to bring a pregnancy to term. what do you say to him? >> obviously there are so many better things that he could be doing with his time and his power. there are many, many needs that the state of oklahoma does not have filled. and, you know, he's not tackling those at all. so i would invite him to, you know, spend one hour in our clinic taking phone calls. one monday we received 200 phone calls in the first hour of the day. this is how many people are seeking this care, and who are desperate. they know that they cannot carry a pregnancy for whatever reason. and they're just trying to make a choice that makes sense for their life. for him to shame and criminalize this is not surprising, but definitely upsetting. >> seems like he wants it all ways. one of the questions i want to ask you texas is a majority minority state. 65% of women in texas ages 18 to 29 are women of color. in oklahoma it's 42%. this is a region of the country that has a large young and growing non-white population and they're the ones most affected. what can you tell us about the patients who come to your clinic. when you look at what's happening at preventing people from participating at the voting booth, it seems it targets young people and young people of color. what do you see about the patients that you're seeing and the changing demographics in your area? >> actually, not. it was and still is the right thing to do for me, and i think everyone who has a heart in a good place would do the same and actually, a lot of people did it and have -- no, she didn't inspire me. when i was doing my volunteer work i saw this similar situation, and i decided to use this image to speak to the world, but it wasn't actually my idea. it was the idea of a friend artist, whether whitefish. so -- >> but i think that with oftentimes what we -- the reason we use art is so that we can communicate difficult and intricate things and with that image, you have done that ask captured the world on how they can participate. can you share about the work you are doing with your mother on the ground and what you are seeing right now in day 52 of the war? >> what we are doing, actually there are a lot of things and sometimes it's hard to explain because we react to needs. sometimes needs medical help, someone needs clothes, but mostly we transport people from border to other places in poland. we are finding homes, accommodations for them, temporary and long-term apartments and we organize fund raisers is or financial, like now i organize a fund-raiser and i'm trying to share it in internet by my instagram, but mostly, but often now after 52 days of war -- we need to help them here also. we need to help them feel good here because i think the biggest need is feeling safe, being safe and that is what we are trying to do. >> and in collaboration with so many folks, have you seen the amount of people crossing into poland continue at the same pace as in the beginning of the war?
