that span. here is san jose, northbound traffic a little busy, and so is 101. you can still get up to cupertino if you have a little patience. firefighters in contra costa county has knocked down a brush fire burning right next to highway 4. we spoke with firefighters, we are at the scene along think franklin canyon road. >> reporter: this fire got just inches away from the highway, you can see where it torched this hillside, highway 4 directly on the other side, firefighters were able to put it out but it made for some scary moments for drivers. flames and thick smoke were visible from the freeway, and one lane of traffic was closed. this started around 1 am on a hill between franklin canyon road and highway 4. cal fire responded, the finer fire was burning on the slope but moved pretty quickly. i spoke on the phone with steve hill with contra costa fire department district, he told me they had some issues getting some water here because there were no hydrants nearby. the cause is not known, but it is likely this could have been triggered by a malfunctioning vehicle, or by a cigarette. the crews are staying on scene for several hours, nobody was hurt, there was certainly a good reminder, we are in fire season, and this could have started from a malfunctioning vehicle or cigarette. so definitely be careful out there because we are surrounded by a lot of dry brush. ktvu fox 2 news. thank you. some new information in oakland about a police of education that is happening right now. early this morning, police rushed to jackson street near interstate 880, they found a person down on the ground, they determined the victim was hit by a blunt object. investigators questioned people living at a nearby homeless encampment, so far no arrests have been made. the victim was taken to the hospital and is expected to be okay. tonight, 10 more democratic presidential candidates will take to the debate stage in miami, following the first debate of the 2020 election we saw last night. there were many of the lesser- known candidates last night, they had the chance to be seen for the first time before a national audience. >> doug is joining us from washington to tell us which to permit is investigating the discovery of two bodies in castro valley. deputies say a man and woman were found dead in a guesthouse behind the home on fourth avenue. the two were in their 40s, they died from gunshot wounds. the sheriffs department is investigating these deaths as a possible murder-suicide. deputies say they may have been dead for several days, they have been called to the house before, and they say they do not think there is any threat to the public. people in sacramento and around the bay area numbering the life of a fallen officer after she was shot and killed last week, responding to a domestic dispute call. later this morning, there will be a procession and memorial service for 26-year-old officer, tara o'sullivan in roseville, it starts at 10:00. it'll be held at the bayside church adventure campus and it is open to the public. last night, mourners held that this candlelight vigil in honor of officer, tara o'sullivan . hundreds of people came together at the sacramento police and sheriffs memorial, the loved ones said, her heart and her intelligence will never be forgotten. >> her strong, beautiful smile was so contagious. it was truly as bright as the setting up online dates with men, then robbing and shooting them. the solano county sheriff's office says the first victim was an 18- year-old man, back in april, the unidentified woman drove with the victim to lake solano park, where the suspects two male friends were waiting. deputies say they robbed and shot the victim, left him in the remote area but he somehow managed to get help. last week, deputies received a similar call about a man who was also shot and robbed.>> we realize, not only in the same fashion this was executed, that the descriptions are matching and it is a very similar pattern. >> both victims say the female suspect was driving a green land rover, a home security camera captured video of the car during one of the shootings. investigators were able to track down and arrest the three suspects. counselors will be on hand today when the ford dealership reopens following tuesday's deadly workplace shooting, many people are leaving flowers at the business for the victims. xavier soto was engaged and a father of two, he had been working with the dealership since 2012. light had two sons, and at 8:00, a candlelight vigil will be held at the downtown morgan hill amphitheater. police say the investigation so far shows the attack was spontaneous. the gunmen had worked in the parks to permit for the past 8 years, he was told on tuesday afternoon, he was being let go. investigators say he stayed in the store for a while then went to his car and returned with a 38 caliber revolver, they say he barged into the office and shot his supervisor, xavier soto. brian light came and fought with him before he shot him twice.>> this is nothing short of heroic, and those actions allowed people to flee, to offer them the precious moments they needed. >> officers seized 12 guns all registered in his name. oakland scholarship warehouse bio trial is on a break until july 8, after the fourth of july holiday. several defense witnesses testified yesterday, ahead of that break, oakland firefighter, daniel kenyan testified that in 2013, he helped his daughter move out of the ghost ship warehouse 3 years before that deadly fire, and said he never saw hazards in the building.>> he is a fire person, he knows what the law is, he knows whether or not a fire code violation occurred, in essence, he said it was okay. >> defendant, derick almena will testify the week of july 8 when the trial resumes. san francisco is getting ready for pride weekend, hundreds of thousands of people will be in the city for pride, there have been no specific threats but the police will be out in full force this weekend. authorities are asking everyone to be aware of their surroundings. they will also be enforcing open container and public intoxication laws. police are encouraging people to take public transportation. the pride festivities are starting to ramp up ahead of sunday's big parade in san francisco, and although a lot of the big and major activities really don't begin until saturday, some people are already coming into san francisco gearing up for the celebration. boutiques and bars and restaurants in the castro are already decked out in rainbow flags. a member of the democratic club says they want people to take part in the festivities but also, they want them to honor their lgbt history because the theme this year is generations of resistance. >> we want people to enjoy pride and celebrate, but also remember what got us here, all of the uprising and protesting and fighting. >> pride means just knowing who you are, not being ashamed, just being you.>> had to slow the metering lights down, and that means traffic is backed up beyond the maze, getting into san francisco. the incident is gone, i don't think i remember ever seeing someone on the bridge with the skateboard, but these things happen. interstate 880 in oakland looks okay, there have been no major problems. when i was on the phone with chp, they also told me that the person wasn't necessarily arrested but they were indeed put in handcuffs to be taken off the bridge. southbound 880 is slow, on the peninsula, recovering from an earlier crash on 101 and san mateo, that is gone. 48, novato, i also get a couple others that i won't put on there, otherwise it would be too crowded. why isn't san raphael there? because it has been down forever, that specific temperature needs to be fixed. it has been missing for way too long. i'm sure it is on underground weather, but i don't have access to it on this computer. look at that low, that is a whopper for this time of year. it is really just a continuation from what we have seen from winter and even into spring, these lows continue to drop in, there has been no change in that pattern. sometimes patterns get stuck or you see them repeating themselves, that is exactly what is happening, even though it is at the end of june. there are some areas where you get a little rain, up around shasta, around the oregon border. if you june, 72 in livermore, it should be around 87 degrees. and some of the lows were very cold this morning. calistoga, morocco, to name a few. look for unseasonably cool conditions, low clouds, and higher clouds on the way later, and staying my old but a little bit warmer tomorrow, the lows are not going anywhere. see the cloud cover zipping around the bottom, that is going to funnel in later today. temperatures are staying cool. 50s and 60s, now starting to bounce off some of those lows, but with the onshore breeze, it is going to stay unseasonably cool. 52 in ukiah, that low is really lines. an indiana mother is wanting other parents about her 12-year-old daughter, after she contracted a flesh eating disease while on a family vacation in florida, it happened a few weeks ago on the florida panhandle. she knew something was wrong when her daughter's foot began to swell and she began to develop a fever. they went to the er where they learned about the rare infection, it quickly spread and she required a number of surgeries, she is now learning to walk again.>> i told my mom, i just want to be normal again. with my leg. >> is started from a spot in her toe, i mean, it almost cost her her life. >> doctors say the rare disease only survives in water, and can only enter through an open wound, it is deadly, and it can affect more than a quarter of the patient if not treated afternoon, you can blame that low, right up in oregon, and it is producing some rain, around shasta, around humboldt county, not much, but there is some there. some cool lows this morning, from 45 and 49, there was a lot of 40s and the forecast highs, san francisco all the way out to livermore, well below average. the biggest dip is for those well away from the coast. that low will continue to be two speeds, slow and stop. as it rotates around, it is going to funnel in some higher clouds and patchy low clouds. 50s and 60s for some, but we will be a cool day, already about five degrees cooler southwest. 60s and 70s for your highs today. 7:31, better news on the bay bridge? >> it is better, the traffic is beginning to unwind at the bay bridge, after there was some police activity on the span. that caused a backup, right now the backup is beyond the maze, a 25 to 30 minute delay. if you have your stickers for the carpooling, you should be a little bit better than everyone else. this is a look at the commute on 880 n. and south, it is not a bad commute. southbound is getting a little bit slower in the fremont, so a couple of things, northbound 280 at 101, that earlier crash is gone, but traffic is backed up into the city. let's go back to the desk. we are starting with breaking news from the u.s. supreme court, just a little while ago, the court ruled a case that could reshape elections in the future. we have the latest information. >> reporter: good morning, dave, the first ruling coming about 20 minutes ago, the supreme court says, federal courts have no role in policing political districts, it means there will be no limits on gerrymandering, possibly limiting the way after the 2020 census. we are still waiting to hear about whether a citizen question will be asked on the census. the trump administration says they need to ask people if they are american citizens in order to enforce the rights act. criticisms say italy to an undercount of some 6.5 million people. we already know that the groups are getting prepared. >> it is about whether or not everyone in america counts. >> we want to know who is in this country, and as a sovereign nation, we have that right, it has been a question on the census for decades. >> that question has not been included since 1950, and that ruling expected within the next hour because questionnaires need to be printed out before the start of the census in april 2020. regardless of what happens today, alameda county leaders and immigrant communities are planning to rally today in response to the ruling, they are going to be on the steps of the alameda county superior court house today at noon, that decision is expected to, any minute now. we will break in with that ruling as soon as it comes down. ktvu fox 2 state budget, he has said he couldn't be more pleased with it, and that is all that was left to resolve, some small issues. it includes the $21.5 billion surplus, the largest in 20 years. state lawmakers rejected the latest request for an independent audit of the dmv, the department of motor vehicles. the proposed audit would have investigated how the dmv was handling requirements with the real id program, and also the problems with the rollout of a voter registration program. democrats in the state senate were against that proposal, they say it would duplicate two of the reviews of the dmv that are happening now. those reviews are expected to be finished by the end of july or early august. oakland police have released an edited internal affairs report on the department's 2016 sex exploitation scandal, the documents reveal more detail about five police officers who had encounters with teenager, jasmine, at the time she went by the name, celeste. she met many of the oakland officers on facebook, there are a number of explicit messages, and detailed in the investigation. the documents only involved the officers whose misconduct falls under california's new police transparency law. in a statement, the mayor says she supports the law, she said, this increased transparency is critical to repairing public trust in police and healing the devastating effects of this scandal in our community. the report is 252 pages and more than half of it is redacted, we have it posted in its entirety on www.ktvu.com. a bankruptcy judge has set october 21, that is the deadline to file claims against pg&e for its role in recent wildfires come they say they will begin an advertising campaign letting wildfire victims know about the deadline to file evidence of their claims to be paid as part of pg&e's bankruptcy proceedings. at the time, pg&e estimated the wildfire liabilities will be about $30 billion. a jury has found the thomas keller restaurant group not guilty of discrimination, yesterday's verdict clears the famous chef and his two restaurants involved in that lawsuit. vanessa scott allen was a server at new york's restaurant before asking for a transfer to the restaurant, the french laundry. she told managers she was pregnant. defense lawyers say she was never formally offered a job transfer and called it a misunderstanding. she was seeking $1 million in damages. more than 97% of the citations issued on bart last year were thrown out, bart issues almost 100 citations to people who fail to show a ticket when confronted by authorities, about one in 10 people who were cited paid their fines, which is $75 for adults and $55 for children, that left bart with some 6200 unpaid fines. many of them were thrown out because they were from either out-of-state or they gave bogus information to inspectors. they plan to stop selling paper tickets at four stationed this summer, the agency wants more passengers to use cards, people won't be able to buy the paper ticket at the downtown berkeley station starting july 8. the 19th street station will do away with paper tickets on july 22, the embarcadero station will stop selling august 19, you will not be able to get them at the palo street station starting september 3, they are working toward a card only payment system by next year. still ahead, target is trying to boost their business during like it, and so two people walking their dogs or playing with children, but this popular beach received a grade of an f by the environmental organization, it ranked as having the worst water quality in the bay area and the third worst of all california beaches.>> there are multiple cases of sewage in the area, sometimes that might happen because if there is a connection between the storm sewer line and the sewage system, that might be overflowed very intense rain events, that can discharge them as the bacteria. >> this is the second year in a row this beach has made the list, two other beaches made the top 10, aquatic beach in san mateo and keller beach in richmond. >> a gastrointestinal illness will decrease as the bay goes down. >> the runoff gets carried into the sea, but it is not all bad news because others scored very high, and the beaches in the east bay were average. the problems may be occurring during the rainy season, the upside is, during the summer months, the upcoming census , that question will not be on the 2020 census because the justices blocked the question for now, saying the trump administration's explanation for the question was insufficient. the trump administration said that the question, are you a u.s. citizen, was an important part of protecting voter rights for immigrants, many people in immigrant communities were against it saying, many families would be afraid to fill out the census for fear that in some way they would be identified. >> that is a major supreme court ruling, on this last day of their term, we will be talking more about the supreme court a little bit later. now, we are going to talk about your commute, sal is watching everything, how does it look? >> it has been a mixed bag out there, if you're just getting ready to leave the house, some commutes are okay, some have been busier than normal, let's start off with a look at the richmond bridge, this commute seems to be gaining some slow traffic. we also have a look at the bay bridge, that one has been worse because of a person that was at one point on the bridge with the skateboard, that person was taken off the bridge but it did cause a lot of slow traffic. i would add 10 or 15 minutes. we have traffic that is going to be busy on 880 s., we also had some minor bart delays because of a person on the train that was causing a disturbance. northbound 280, getting into san francisco, it is a mess because of an earlier motorcycle accident. the silicon valley commute has been filled in, nothing unusual but it is slow getting into that west valley. 7:46, today's weather, here is steve. >> all right, we will get right to it, a really cool pattern, not only here, but also in parts of lake county and mendocino county. a cold start to a summer morning. are you sure about that? the high today around 75 and 77. please say that again. that is amazing. because usually we should be about 97. 50 up in truckee, 52 in ukiah, very cool they had a high temperature of 74 yesterday. that low off of medford, that is ushering in a much cooler pattern for us, and a little bit of splash and an activity up around shasta. if you have trouble plans up there, not a lot, but there might be enough to dampen some outdoor activities. here are the highs yesterday, and areas that should be much warmer than this. concord, 74, ukiah, 74, and livermore, 72, cool degrees. so some low clouds this money, some higher clouds coming in from the west this afternoon, but staying mild tomorrow, just a little bit warmer, you can see and getting caught up in the bottom of the system and they will be swinging in later today. we will have to because that will be below average again, plenty of low clouds from that low, which is a very going very far. we are beginning to warm up a little bit after a cool morning. a lot of low 40s as well, mid- 40s, upper 40s, even on the peninsula. i know stanford made it up to 48 this morning, yet at 58 in developers. the dow jones down just a bit, 19 points, 26,517. the s&p 500 in the nasdaq are posting gains this morning, the nasdaq the highest percentage, and more than half of a percent, 7957. amazon is rolling out another problem, option for delivery, it is teaming up with rite aid, to make it easier for people to get their packages. amazon shoppers can pick up their packages at designated rite aid stores for free. the service will be available at more than 1500 stores by the end of the year. target taking on amazon during its biggest sale day of the year, they are holding their own event on july 15 and 16th, that is the same days amazon is hosting its annual prime day shopping promotion. target started the online event last year, reported record sales, companies say shoppers will be able to take advantage of the new same-day delivery option, as we have been talking about, walmart and ebay have also announced major sales during that same timeframe. apple has purchased a startup that makes self driving cars, the company has been running a small fleet of self driving shuttles in texas, analysts say apple likely purchased that company in order to add the engineering talent with own self driving efforts, but it didn't look like apple is getting out of the race. in january, you might remember apple eliminate the more than 200 positions in that division. apple also probably scooped up drive.ai for a bargain, they were on the verge of shutting down, but one time that company was valued at $200 million. the race to self driving cars, apple is back in. thank you. facebook ceo, mark zuckerberg is evaluating facebook's policy on those deep fake videos, he was at a conference in colorado inside facebook is examining how the company should handle these deep fake videos that are created with artificial intelligence and high technology that creates a false but realistic looking clips. facebook has had for the longest time, it should not decide what is and is not true, leading back to outside fact checkers. it is worth asking whether deep fakes are a coletely different category. instagram, which is owned by facebook, plans to start a state test run in canada this week to remove the like feature. they say they are trying to prevent bullying on the outcome of they say removing this button could also help relieve some of the pressures associated with social media. the behind us, but steve paulson is here to tell us that it is not that warm out there. >> all right, we do have a very quiet start to the tropical season, nothing in the atlantic, we have a little guy in the eastern pacific, say hello to alvin, that is not going to do much. this is a tropical storm, not a hurricane. it is feeding off of some warm ocean temperatures, it is going to drift toward the northwest and run into cooler water. at least the first one is in the books. this system has just been amazingly deep for this time of year, that is a cooler pattern for us, even some light rain, hit or miss, up towards the oregon border, and the highs will be below average for everybody, from san francisco to livermore, the bigger drops are the inland temperatures. but, santa rosa and san jose, well below average. some higher clouds, you can see those are taking the turn at a bottom of this system. right now, we have a mix of sun and low clouds, we had a lot of 40s this morning, now we are in the 50s and 60s, but even towards the south, you are getting 50s. look for the higher clouds to start to come in a little bit later, the sun goes to partly cloudy and that low will eventually work its way out, but unseasonably cool for yesterday and also today. not as windy as yesterday but went up to 25 miles per hour, 60s and 70s in areas that should be much warmer than that away from the coast. right now, we do have slow traffic unwinding from earlier incidents, and also just a normal routine, as you try to drive into san francisco, this is a look at the westbound bay bridge, you can see traffic is moving along okay, there have been no major problems on the bridge in the last hour. but, there are a couple things that made it flow from earlier on, this is 880, this is slowing down a little bit. as you drive into downtown oakland, across the bay, and into san francisco, we do have some sluggish commutes on one- to-one, and northbound 280 is heavy to the 101 interchange because of an earlier motorcycle crash that is now gone. this is a look at the san mateo bridge, it is busy, and so is the dunbarton bridge. and in the silicon valley, we also have the same routine of getting into sunnyvale, cupertino, mountain view, palo alto, all of it is pretty slow. we have some breaking news from the u.s. supreme court, the court has just blocked a u.s. census bureau from putting a question about citizenship on the upcoming 2020 census, the majority of opinion in the ruling says the trump administration explanation was just not sufficient. the ruling just needs a july 1 deadline to avoid printing of the questionnaires. we will break it down further in the next half hour. this morning, contra costa county firefighters knocked out a brush fire near highway 4 in martinez, it started around 1:00 this morning on the hills between franklin canyon road and highway 4, they were able to knock out the fire in about 40 minutes, there is no significant damage. the cause is not known. we have new information to bring you on an investigation that is happening right now in oakland, early this morning, police were called to jackson street when they found a person down on the ground. officers determined the victim had been hit with a blunt object. investigators questioned people living nearby. there have been no arrests. the victim was taken to the hospital and is expected to be okay. people in sacramento are remembering a fallen officer after she was shot and killed while responding to a domestic violence call. there will be a memorial service for 26-year-old, tara o'sullivan . it is going to be held at the bayside church adventure campus and it is open to the public. last night, mourners held a candlelight vigil, hundreds of people came together at the sacramento police and sheriffs memorial. her heart and intelligence will never be forgotten.>> her strong, beautiful smile was so contagious. it was truly as bright as the sun. her humor would bring us to tears at family gatherings.>> police say she and three other officers were ambushed on june 19 by 45-year-old, odell ramos, who is facing several charges including murder and battery. he had a francisco, so things are getting a little better. san mateo bridge traffic is moderately heavy, there have been no issues there. if you look at the maps, you will see routine slowing on 880, and also parts of idaho. the end result is a much cooler pattern, this is a cool air aloft, northwest wind, 30 to 40 miles per hour. these were the highs yesterday, 72 up to 76, there's some well below average temperatures. hoods borough made it up to 45. there were many 40s and also in the santa cruz mountains as well. i know woodside made it up to 47, we are beginning to warm up a little bit, mixed with some low clouds in the morning, that some higher clouds with sunshine as well, then a cooler day. the clouds will be funneled right into here, so late in the afternoon, we will be mostly cloudy, that will keep temperatures in check. 50s and 60s currently, we are running about 2 to 6 degrees cooler than yesterday. that low will slowly weaken and work its way inland over the next couple days which will allow temperatures to begin a warm-up but not so much today. it'll start tomorrow, 60s and 70s on the temperatures today, on the cool side for everybody. 10 to 15 degrees below average for some, away from the coast. it is a quiet pattern. the san francisco board of supervisors are changing the post plans at tourist attractions, it cost nine dollars to get into coit tower, the botanical gardens, in the japanese tea garden. under the plan, the price would go up for nonresidents during the times of the day come the prices would go down during the slower hours, the change was approved yesterday to allow the recreation and parks department to raise the races prices up and lower them based on demand at the facilities. madonna is taking a stand against gun violence, the material girl festivities are starting to ramp up ahead of sunday's big parade in san francisco, although the major activities don't get started until tomorrow, some people have already come into town gearing up for the weekend. bars and restaurants in the castro district are filling up, and a member of harvey milk's democratic club says they want to take part in the festivities but they also want them to altogether for the past 11 years to a conclusion. so, we didn't want to point toward anything else, we were very much thinking about, how do we end things with that movie? so now, the movie has had such a wonderful run, we wanted to have one last celebration with fans while the movie is still in theaters, so we are including a few special things after the credits this time around. and, those will be, we are going to have a deleted scene in there, authority -- a very fun scene with the hulk. and perhaps most excitingly, we are going to play the first two minutes of spiderman, far from home, which is a movie that unfolds very much in the wake of the events of end game. >> let's keep it real, i know you are getting this question a lot, there are 85 domestically, are you trying to beat it? >> at the end of the day, we are just ecstatic that people have this kind of response to the film, it has been staggering, it has been a crazy last few months. james cameron was an idol of ours growing up, part of the reason we are making movies is because of james cameron. it is surreal to be having this conversation, wherever the movie ends up, we are happy, we are ecstatic. at the end of the day, this is a thank you to fans and a launch into spiderman, far from home, which the head of marvel said is the last film of the infinity saga, the 23 movies. it is a nice handoff to that movie, and if you are upset that we didn't include a post credit sequence, now you get it. >> sounds good, the first movie was three hours long, how much time should we block off for this release with the bonus content?>> i think probably three hours and 15 minutes. you know, give yourself an extra 10 or 15 minutes, there might even be one or two surprises that we are not talking about.>> sounds good, last question, just give us your reaction to the fans reaction, i know you were watching it in theaters with fans, you got to see everything and how they reacted to all the cool stuff you included. how hard was it to keep the movie under wraps as well?>> what you are talking about right now, actually, is another of our main motivations for doing this, having this moment at the end of the run, that experience is so unique in the movie theaters, you may remember from when you saw it opening night, it is the energy . when it happens in the theaters, you can feel it, it is like being victim was an 18-year- old man back in april, the unidentified woman drove with the victim to lake solano park outside of winters where the suspects two male friends were waiting. deputies say they robbed and shot the victim and left them in that remote area, he was able to get help. last week, deputies received a similar coral call about a man that was shot and robbed. we have an update on a 2- paulson, we are going to crank up those temperatures, steve? >> not anytime soon, very slowly into the weekend, it is a cool pattern today. currently 51 degrees with the same wind as mount diablo, that is up to 40 miles per hour. 48 degrees and mount diablo, there is a new inversion, that is for sure, that has been chewed up by that low off the oregon coast. it has produced some rain into northern california, and some higher clouds are getting funneled in, youcan see they are taking aim right at us, at the bottom of the system as it rotates around. some sunshine, and higher clouds in the afternoon, but 60s and 70s staying mild. cool for some, mild for others. below will be very slow to work its way inland, as it does, the temperatures will begin to rebound, but it is going to take a little while for that to happen. 50s and 60s on the temperatures, we have some very cool readings this morning, we are still cooler down this time yesterday. and some patchy low clouds and higher clouds will give way eventually over the next couple days to some slightly warmer temperatures, but today, it is unseasonably cool, the wind is out of the west, southwest, about 25 miles per hour. no 80s yet, what about the weekend? i will take a look in about 10 minutes. right now, looking at a couple new incidents that have come in, i just want to see if they are affecting the traffic, it is going to be a little bit slower than usual after the bay bridge because of a couple of incidents. i was looking them up. things kept coming in. right now, at the bay bridge, i would give myself an extra 10 minutes from the ordinary, it might take you 30 minutes. we've had a bride of things happening on the bridge, all minor things but they have added up to a bigger than usual delay, unless you are in the carpool lane. that seems to be okay. if you are looking at the commute on 880, it is beginning to get slower past the coliseum. san mateo and dunbarton bridge is beginning to loosen up a little bit, and when you get to the peninsula, 101 through san mateo, it is slow, and also slow from south city as you drive north into san francisco. straight to the breaking news from washington, we have been reporting since the last hour, the u.s. supreme court dealt a blow to president trump by blocking his attempt to add a citizenship question to next year's census. we have been watching this story, we are in the newsroom with more. >> reporter: the court ruled that the trump administration's attempt to put that question on the census will be blocked for now. the court ruled that there is no explanation for adding that question, so we understand that at this point, there is really nothing keeping the census from going on because you have already moved past it, the justice sent that case back to the courts for more consideration, the ruling is a step back for the president but the trump administration says the question is needed to improve the enforcement of the voting rights act. critics fear that acting asking somebody about their citizenship status would discourage millions of minorities from filling out the census and really lead to an inaccurate account of the population and that affecting congressional representatives. >> every question matters. we can no longer live in fear. and it is asking a lot, but it matters. this is how we will be able to secure funding for our communities, funding for our education, and our political representation. >> the constitution requires a census count every 10 years, a question about citizenship has been, had once been common, but not widely asked since 1950, it is unclear whether the administration has enough time to provide a fuller account. the supreme court ruled on redistricting that could reshape the political map, the high court said federal courts have no role to play in policing political districts drawn for political gain. the decision effectively reverses the outcome of rulings in maryland, michigan, north carolina, and ohio, where courts ruled new maps should be drawn, and make sure you join us for mornings on 2 on the nine, one if our guess is stephen woolpert, he will talk about the court ruling. governor newsom has until midnight to act on the states nearly $215 million operating budget, this is his first state budget, he can either veto sections or the entire budget, but he says he couldn't be more pleased, and all that were left to resolve our small issues. the budget includes the $20.5 million surplus, that is the largest we have seen in recent years. the proposed audit would have investigated how the dmv has handled requirements for the real id program and the troubled rule out of a voter registration program. democrats in the state senate opposed the proposal saying it would duplicate two other reviews of the dmv currently underway, those reviews are expected to be completed by the end of july, possibly early august. the alameda county sheriff's office is investigating the discovery of two bodies in castro valley, deputies say a man and woman were found dead in a detached guest house behind a home on forest avenue. they were in their 40s and died from gunshot wounds. sheriff's office is investigating the deaths as a possible murder-suicide. the two people may have been dead for several days, sheriff deputies say they have been called to this home before. they also say, they do not believe there is any threat to the public. oaklands ghost ship warehouse fire trial is on a break right now, several more defense witnesses testified ahead of the break. daniel keenan testified in 2013, he helped his daughter move out of the warehouse 3 years before the fire and he said he never saw hazards within the building. >> he is a fire person, he knows what the law is, he knows whether or not a fire code violation occurred, and in essence, he said it was okay. >> derick almena will take the stand the week of july 8. oakland police have released an edited internal affairs report on the sex exploitation scandal, the document details more details about the police officers who had encounters with teenagers. the report shows they met many of the oakland officers on facebook, there are many explicit messages between officers and the documents involved only those officers whose misconduct falls under california's new police transparency law. in a statement, the mayor says she reports the new law requiring police misconduct to be made public, she says this increased transparency is critical to repairing public trust and healing the what's yours®. the san francisco pride celebration is this weekend, and we are looking back at some of the milestone moments for the lgbt community. back in 1972, twin peaks tavern in the castro district made history as one of the first in the nation to have full-length windows, allowing the patrons to see and be seen by the public. and as paul chambers tells us, a lot has changed since then, but the fight for equality isn't over. >> the rainbow flag is a symbol of pride and acceptance in the community, it is an image seen all over the castro district in an area that had an open and welcoming nightlife since the 1970s. >> this is the first bar i've ever went in and the castro valley. >> in 1972, the owners changed the narrative for the nightlife. bringing it out of the closet, after installing full-length windows where people could be seen, becoming what is believed to be the first bar in the nation to do so.>> most of the bars were dark and everybody would hide. >> everybody told them, it is not going to make it, people are not going to come in here.>> club owners say over the years, the nightlife in the castro has had its ups and downs, today, smart phone apps allow people to meet up without going out, but some say 10 years ago, this competition reality show brought people back into the nightlife.>> honey mahogany, the co-owner knows firsthand. >> i do think that show has really changed the way in which nightlife happens. >> the area has changed with the time, some are becoming more inclusive as the community gains more allies. others say, doing that is coming at a cost.>> we are sort of losing sight of the beautiful things in our community, our identity, our uniqueness, what we bring to the table.>> as the community becomes more diverse, some say they just don't fit in. that is why they see the future of the community is outside of this neighborhood. >> we don't have the space for women, we don't have a space for transgender folks that is dedicated.>> others are needed for the nightlife to thrive, they say the wave of the future, a place that caters towards lesbians, people of color, and the trans community often feel left out, that is why the bar was created.>> i had a place to go, and all of a sudden, i did not. >> back over in the castro, the bar owner is taking note, hosting a weekly party dedicated to those who feel they don't fit in. in a place that is supposed to be welcoming to all. in san francisco, i'm paul chambers, ktvu fox 2 news. this story is just one of several that ran in our 30 minute special, the yes, things are smoothing out, if you are driving across the bay bridge, you will see the traffic is going to be slow, the richmond ridge is also slow, things are getting a little bit better as you drive through. you can see traffic is a little bit slow but fortunately, the volume has been lighter heading across bridges into san francisco. a nice shot there of the traffic slowing into the city, the san mateo bridge is not bad, on westbound 92, if you are driving on the san mateo bridge, things are getting better. this is a look at the south bay commute with the road sensors. a lot of people are trying to get up into the valley, it doesn't look that bad, it looks like a normal morning commute, but i think we are going to start seeing lighter as we get to the end of the week. here is steve. thank you, we have a pretty strong low continuing to park itself off the oregon coast and the southern extent of that goes all the way down to southern california, we see the moisture coming in off the ocean. there will be some higher clouds, and even a little bit of rain along the oregon border if you are headed up in that direction. we have some patchy low clouds, a combination of the two is making for a very cool day. yesterday, these were the highs, fairfield, 76, that is it. a cool 72 degrees in livermore, some of the lows this morning were quite cool this morning. all between 45 and 49, there were many 40s, including woodside at 47, a lot of upper 40s in the center as well. not so far below for san francisco, but livermore, they should be closer to 87 degrees. that little will be very slow to kick out, eventually it will, then temperatures will slowly rise, it is going to be a very slow process over the next couple days. if you like this weather, you will like the next couple days. we are still running about three degrees cooler around the bay, and an upwards of six in the santa rosa area. it'll still be a breezy day with the combination of low clouds and sunshine, that low is producing some rain up in seattle and also portland. this will start to slowly kick in inland over the next few days but a piece of that energy is going to hang back over ups, so just a little bit warmer as we go into the weekend. 60s and 70s on the temperatures. san jose, 75, 68 in san mateo, the temperatures are very slowly rising but still slightly below average. still to come, a of the citations issued to bart were not paid, bart issued close to 6800 citations to people who failed to show a ticket when confronted by authorities, about one in 10 people who were cited paid now. the s&p 500 up a quarter of a percent, the nasdaq gaining almost half of a percent right now up to 7943. a new software issue could further delay the return of boeing 737 max jets, the faa says the problem was discovered during simulated flights last week. the 737 max jets have been grounded since march after two deadly plane crashes in five months, we understand the flaw is not linked to the deadly crashes, but the faa says the agency will lift the prohibition order for the sum of 37 max jets, when they determine it is safe to do so. taylor swift will be headlining amazon's first a
