skies. giving you a view at some of the sunshine. over portions of east bay we have a mix of sun and clouds to start. meanwhile widespread gray in the bay, along the coastline, the peninsula and to the north bay. here's a look from up above at what is happening. as we get into areas like livermore and concord, reporting a little cloud cover. yesterday you started with mostly sunny skies. so the cooling trend continuing. the onshore breeze strong this morning through fairfield. 23 miles per hour. gusting at times to 30, even 35 miles per hour. so that will continue for today. in concord we have the onshore breeze at 13 and napa reporting 14. temperatures this morning similar to yesterday, starting in the 60s. 64 livermore now. 63 walnut creek, low 60s oakland. 61 fran. to the north bay, 62 novato and 61 napa. yesterday afternoon we had the clouds clear out, even the coast saw some sunshine in the afternoon. 60s and 70s around the bay and the coastline yesterday. for today we will have partly cloudy to mostly cloudy skies as we get to 10:00 or so. notice still in san francisco, still in the east bay, takes until 11:00, noontime before it clears out of the way. but the peninsula could be partly cloudy to mostly cloudy at least on the west side for today. along the coastline we have that as well. into the afternoon temperatures will remain mild to warm, giving you a look, 60s at the coast. upper 60s and low 70s around the bay, on the east side. as we get inland, we have 70s and 80s. no 90s in the forecast for today. when we come back i'll look at the numbers for the afternoon and how long this cooling trend is going to continue. we begin with developing news in lake county where the rocky fire is still raging out of control. firefighters warning the situation will get much worse before it gets better and they are blaming hot and dry weather, changing winds and the lack of access reaching the front lines. right now there are at least 23 major fires burning in california. look at this map and you can see just the extent -- this is a map from cal fire. if you look at the -- across the entire state you can see there are fires from up here at the oregon border all the way down to the cleveland national forest near san diego. the gray fires indicate fires that are fully contained, not enough of those. lightning strikes are to blame for a series of fires burning east of eureka. there are three fires getting the most attention right now. this is the rocky fire here. that is burning, the largest, right now 27,000 acres. it's only 5% contained. that fire started wednesday afternoon and there are no signs that it's going to let up any time soon. sections of highway 16 and 20 are closed because of the fire danger. the fires has so far destroyed 24 buildings. and more homes. there are evacuations and advisories for more than 12,000 people in the area. >> really dark smoke was right behind our house. we had everything in our car ready to go. >> some residents are hoping to stick it out even though their homes are in the path of the fire. residents say they know they are in danger but insist they are sticking together and watching out for one another. >> a lot embers coming down. mostly concerned about the firefighters, they have to be beat. keep up the good work, guys. >> nearly two dozen firefighters have been called in. there are teams from across the bay area including crews from san francisco. another destructive fire, the frog fire. that is up here in the modoch national forest. 3,000 acres burned, and one life lost. dave rule was a firefighter in san diego and came here to help the fire season. officials lost contact with him. his body was discovered the following day. governor jerry brown has ordered flags to be flown at half-staff. closer to home, there's a large wildfire that is nearly contained. the rag fire, burned 8,000 acres, 95% contained this morning. the wragg fire began july 22nd. at its height 1,000 firefighters were called to put out that blaze. it had been contained and flared up again. all roads did reopen. initial firefighters pointed to a vehicle accident as the cause but now officials are taking a closer look. bart says day one of the transbay tube shutdown went pretty well. workers replacing tracks between the transbay tube and the west oakland bart station. workers are installing a half- mile section of new crossover tracks and replacing 932 old and worn out rail ties. once the improvements are made it will allow bart to speed up service by easily moving trains around during delays. there were concerns during the shutdown between san francisco and oakland this weekend that would be problems for bart riders. however, bart says its bus bridge is working well. the agency is providing free schultz between the 19th street -- shuttles between the 19th street bart station and two blocks away from the reck bart embarcadero station. >> they let us know ahead of time. they have to do what they have to do. >> full bart service will return for the early morning commute tomorrow but the transbay tube will be shut down again for the three-day labor day weekend to complete all the track improvements. as you might expect bart ridership is down this weekend. ridership dropped by about half yesterday. by late afternoon trips were down to 47,000. bart says it took about 20 minutes for buss to make the bay bridge trip. instead of riding buses or driving some people decided to take the ferry. ridership for the san francisco bay ferry soared yesterday. there were 2,500 passengers in the morning, up 24% from a normal saturday morning. the vallejo san francisco ferry was up 6%. the san francisco bay ferry is doubling its usual weekend service on the almeida/oakland/fran route, while providing extra ferries between the san francisco/vallejo route. passengers are enjoying the scenic ride. they say they are surprised by the long lines to board the ferries. some people said they waited more than an hour yesterday. other two take bart to -- others world health -- who take bart, they are driving instead. right now not a lot of traffic this sunday morning but traffic is expected to pick up later in the day and there will be a wait later in the day going through the tolls. at this time we're actually 11:00 yesterday it was bumper- to-bumper at that toll plaza if you plan to drive into the city maybe the best advice, just head out early. we're following developing news in memphis, tennessee where a manhunt is underway for the gunman who shot and killed a police officer. it happened 9:15 last night police say 33-year-old officer sean fulton was conducting a traffic stop and shot multiple times. he died at the hospital. he's the third memphis officer to be fatally shot since 2011. a sandwich shop in pacifica is cleaning up after it went up in flames overnight. that fire was reported about 1:00 this morning at the prime dip restaurant on pacific coast highway. one of or photographers shot this video as he was driving through the area. no word on what caused that fire. caltrans wants to spend another $5 million safety testing the safety of the bridge. regarding water exposteriorier but a test in 2013 showed no problems. and many thought it was a waste of taxpayer money. this year though it became apparent there were signs of corrosion on the steel rotdz that hold that tower in place. rods. there are now problems with the turf at levi's stadium. 30 minutes into the san francisco 49ers first training camp practice pieces of sod starting to break off. the niners kicked off their first training camp yesterday. hundreds of fans were watching when it happened. the coach says crews plan to work through the night to repair that broken up turf. you may remember last season the field was replaced several times between april and september. the year-old $1.3 billion stadium is set to host the super bowl in a little more than six months. oakland raiders in napa for their training camp. the team officially had their first practice yesterday. oakland also has a new head coach jack del rio. the team only won three games last year but optimistic about this upcoming season. the first game is friday august 14th against the st. louis rams at the coliseum. kraft is recalling some individually wrapped cheese singles because of a voluntary choking hazard. found in american and white american pasteurized cheese. a thin strip of the packaging film could remain on the cheese slice even after the wrapper is be headed to downtown oakland to enjoy the art and soul festival. it's the second day of that popular event and fox 2's kristien with what people can expect. >> reporter: we're about five hours early so you can imagine not a lot going on. let's give you a look at the venue. it's near oakland city hall and downtown civic center area here. big show going on. area closed off and ready for fun. let's show you what this looks like in previous years so you can get a sense of what the art and soul festival is about. it's an opportunity for art, food and music lovers to come together and enjoy in downtown oakland. there's a little something for everyone. there's dance, music and activities for the whole family. organizers say the art and soul festival is kind of like the little festival that turkey's bored we are iran. authorities say the militants of the kurdistan worker's party used two tons of explosives to attack the station. there's been an escalation of violence between the government and kurdish rebels in the country and at least 24 people have been killed in the violence, most of them soldiers. there is disappointment in the search for a missing malaysia airlines jet. there were reports a plane door was found on the same indian ocean island where the plan's flap was discovered last week. a malaysian official just announced the new object is a bladder, not a plane door. meantime a wing flap has been taken to a special lab in france to undergo tests. the men who found the debris on the island hoping it will lead closure to some of the families. >> for the investigators and also for the families of the victims who don't know what happened, it will be good if this is the plane. >> the malaysian government wants to span the search for more airplane debris around that island. a statement from malaysia today says a wing part has been verified as having come from a boeing 777. the same type of plane as flight 370. people living on the island hold a special church service this weekend for the families of the passengers from that missing malaysia airlines jet. flight 370 disappeared in march of last year, and island residents say the families of passengers waited long enough to find out what happened to their loved ones. secretary of state john kerry says the u.s. is making progress in the middle east. during a trip to cairo, egypt, kerry said the u.s. is strengthening a relationship with what he described as a key muslim nation. >> we have confidence in egypt. it's important to be beginning to rebuild elements of our relationship hope weather conditions will be more favorable today as they battle the more than 2,000 major wildfires burning in california. the largest one, the rocky fire near clear lake, 46,000 acres and 24 homes destroyed. and joining us on the phone now is public information officer for the rocky fire, battalion rick frawley. good morning. >> good morning. >> you have changing winds and dry conditions. this fire continues to keep growing, it's 5% containment? >> yes, 5% containment. 46,000 acres. we had significant activity last night, significant growth but we were able to have standby of firefighters at the intersection of highway 20 and highway 16 in order to help to limit the expanse and growth of the fire to make sure that we can minimize the exposure to the residents here in the clear lake area. >> it practically doubled. do we have a hope or is there a strategy we say ok, when do we think that the lines get around this fire? that will get some improvement on the numbers and slow it down? >> the weather conditions have been favorable and are -- we're hoping that today the weather conditions favorable as well as additional resources on the fire line. will aid in maintaining the control line that we're establishing. we were also functioning, utilizing additional resources that are responding into the incident that will also help to support the challenges that our firefighters are facing. >> you speak of the firefighters, how are your resources holding up? certainly the safety of everyone out there is on everyone's mind and we know so many crews have gone up to fight the fire. how are people holding up? >> safety is one of our primary concerns for our firefighters as well as for the public. but we have a well trained staff and command staff that is supporting the efforts we're bringing in additional resourcees so we can have timed rotations of resources, so that we don't hit any fatigue factors. >> i want to ask you, we saw some interviews with some homeowners that were talking about staying put even though there are advisories and evacuation orders. they are saying we're just going to stick together. are you having a big problem? there are always people that don't want to leave and people that feel they can take a stand. are you seeing lot of that? or folks we're hearing from, are they a small number? >> no, we have not received many reports of residents that are remaining in those mandatory evacuation areas. that the public has been very cooperative in terms of making sure that they evacuate in a timely manner. very supportive of our efforts and we really appreciate that from the fire suppression and public information perspective. >> one last question for you. i know you said the weather is expected to be better today and hopefully that will do some damage in terms of stopping the fire, what do you blame most for the rapid spread of it? is it access? has it been the weather conditions thus far? >> a combination of and the weather turned around and has improved but unfortunately hasn't been enough to help out the guys out there. it's still very warm. >> but sounds like things are turning around, maybe an improvement there for them, the conditions. >> right. we'll look at that in a moment. first, a live look over portions of the east bay where the low clouds, more widespread, you probably have noticed yourself the temperatures have dropped off, relative humidity has come up, the clouds are back, onshore breeze back and again this should help with the firefighters, it helps to slow the fire just a little bit but still even into the afternoon talking low to mid-90s. so still very warm and relative humidity does get down to about 20%, 25%. another warm day in store with that southwesterly breeze 10 to 15 miles per hour. as they mentioned out there on the fire lines, very steep and rugged terrain and really having a difficult time out there. and the smoke has been shifting depending on what extended forecast coming up. a woman killed in hayward after being hit by a union pacific train. it happened about 4:30 yesterday afternoon on tracks that caused industrial parkway near pacific street. police think the woman was on the tracks by mistake and didn't intend to commit suicide. her name hasn't been released but police say she was in her 40s. new this morning, a crash that injured 11 people under investigation in southern california. it happened about 8:15 last night in santa clarita. police say a limo with nine people crashed into two other cars while exiting the freeway. authorities say the most seriously injured people were traveling in that limo. right now it's not clear what caused the crash. the bridge in long beach reopened after a driver going the wrong way caused a deadly crash. it was after 7:00 yesterday morning. police say a driver veered from the westbound lanes into oncoming traffic and crashed into two other cars causing what looks like a fire with a lot of black smoke there. the driver of one of the cars died at the scene. three others were hurt including a police officer who suffer minor injuries. while trying to help one of the drivers. the as and girlfriend of pitcher sean dolittle aaron dolan are teeming up to help the family of the police sergeant scott lunger. there is a table where fans can drop off letters or write messages to his family. it's behind section 120, between home plate and third baseline. it will be there when the gates open until the end of the third inning. sergeant lunger was shot and killed while on patrol july 22nd, he made in a men's senior legal baseball league and was a big as fan. hundreds of people attended a service to remember three of five people who were killed in a home in modesto last month. the public memorial service was held for 6-year-old elizabeth. 6-month-old rachel and their mother dr. amanda cruz. many of the people who attended yesterday's service were friends, family members and private service for the family. 30-year-old martin martinez is accused of killing them. as well as his mother and another child believed to be his niece. a special tribute to the 8- year-old killed in after she disappeared from her home sunday. a 15-year-old neighbor is accused of killing her. he was charged as an adult for her murder, kidnapping and rape. vacaville police arrested a pleasanton company during a car carjacking during a test drive. they were out on the test drive friday night with the salesman. they said they needed to stop at the bank to get a cashier ghieks the car. while at the bank woodcook said he had a gun and they were on i- 80 before being take noon custody. concord police searching for a man wanted for two crimes that happened recently in the downtown area. police say 52-year-old james belvin is a suspect in a robbery and assault with a deadly weapon. last seen driving a gold 1991 honda accord with a california license plate. police also say he's a registered sex offender and may be armed and dangerous. president obama is set to unveil new regulations tomorrow aimed at cutting carbon pollution that come from the nation's power plants. he says the final plan will impose even steeper cuts on greenhouse gas emissions than previously expected. opponents say they will stop the rules from being implemented by suing the government. mosquito with west nile killing cecil earlier this month. zimbabwe authorities also say a lion had been killed in a hunt several months ago. a badger nursed back to health being released to the wild today. brought in june 6th after found near the body of its mother. wildlife officials say the female badger was semi conscious and had to be hand- fed back to life and is ready to be released into the wild at a 300-acre ranch. the empire state building was lit one a different kind of light last night. hundreds of people stopped to take a look at the endangered animal shining on the side of the building. organizers say it's the first of its kind live video project and it was part of a promotion for a new discovery channel documentary called raising extinction, set to air in december. the display was designed to breeze, blowing through the delta this morning. as we get into the afternoon the clouds will be clearing back to the coastline but we will continue with the onshore breeze, in fact winds could pick up a little especially along the coast just inside the bay so expect if you're going to be heading in that direction. the low clouds are expected to remain along the coastline. although we had good clearing yesterday afternoon. we may see pockets of sunshine once again this afternoon. 65 degrees expected if in steinson stinson beach. clear lake 90 for the second half of the day. keeping in mind the rocky fire still out there. and the folks having to deal with the smoke. 74 oakland for the second half as well as hayward. 79 castro valley. morgan hill going to 83. 83 gilroy and upper 70s in san jose. mostly sunny, partly cloudy in santa cruz for the second half. 78 expected there. as we get up along the peninsula, 78 redwood city as well as menlo park. mid-70s expected for san mateo. 67 san francisco. low to mid-60s for halfmoon bay, pacifica and into daily city. the extended forecast, day by day as we get back to work tomorrow, temperatures will continue to cool and look at what happens on tuesday. in addition to the morning clouds temperatures will continue to fall off. even looking at upper 70s in the forecast for inland communities. now into august, atypical for this time of year. we're going to only remain below average, for a couple of days notice temperature bounce back into wednesday and thursday. warmer weather expected on thursday, low 90s back near the forecast. at the private funeral for bobbi kristina brown. the daughter of late singer whitney houston. relatives of houston and her ex bobby brown attended the invitation only ceremony outside atlanta yesterday. bobbi kristina's sister reportedly walked out upset over a tribute by whitney houston's sister-in-law pat in law who brown called "phony." she said she was not happy with what was said during the funeral and the feud is "far from over." earlier this year 22-year-old bobbi kristina was found unresponsive in her bathtub, possibly from a drug overdose. she will be laid to rest in new jersey next to her mother. a teacher due on charges. 52-year-old john lloyd waived a preliminary hearing last month allowing the case to go quicker to trail. he taught 5th grade at paradise valley elementary school in hollis ter, he's been on administrative leave when the first female student came forward and accused him of sexual assault. he's in jail without bail. a new report says former subway spokesman jared fogle admitting to paying for sex with a 16-year-old girl in a series of text messages. according to business insider the text messages allegedly sent by jared fogle have been subpoenaed by the fbi. subway suspended their relationship with jared fogle after his home was raided regarding the child porn foundation. and the head of his charitable foundation was arrested on times this morning. you can see san francisco with the clouds and the fog as i mentioned a moment ago. even a little bit of patchy drizzle will be possible this morning. these clouds are going to clear out of the way. we'll have our temperatures nice and mild as we get into the afternoon, a little bit below the seasonal average as our cooldown continues for the seconds part of the weekend. 63 in walnut creek. as well as oakland. low 60s santa rosa, napa, novato, mid-60 in areas like mountainview as well as san jose. a lot like yesterday if you're stepping out. the areas in the inner east bay waking up with cloudy skies yesterday. we had sunshine so the low clouds a little farther inland this morning for some. 84 antioch this afternoon. 82 concord, 83 morgan hill and i'm pointing out the warmer locations. 74 this afternoon for the art and soul fest going on there. 67 san francisco. 78 redwood city, san francisco fair in town and 79 expected for you. so perfect day to be outdoors, this cooling trend is actually going to continue all the way through about tuesday. i'll have a look at the numbers in the extended forecast coming up. hopefully the weather can help firefighters get a handle on the fires. >> that's right. look at the map because we're following this developing story of the wildfires across the state. if you can see this map of california you can see there at least 23 major fires in california. they stretch all the way from the oregon border to the cleveland national forest which is near san diego. on the top part of the screen you can see fire indicators have yellow lightning coming from them. those are the lightning strikes that are blamed for the wildfires that are burning east of eureka. the biggest fire, however, in california now is the rocky fire. officials announced this morning it exploded from 27,000 acres to 46,000 acres. 6,000 structures are still threatened. it destroyed 24 homes. we got an update a half-hour ago from cal fire on the conditions. >> we're hoping today that the weather conditions are favorable as well as additional resources on the fire line will aid in maintaining the control line we're establishing. >> lots of orders and evacuations, but some insist they are staying and sticking together and watch out for one another. >> a lot of embers coming down, spent the day watering the roof, the neighbors's grass. mostly concerned about the firefighters. they have to be beat. keep up the good work guys. >> there are nearly 2,000 firefighters called in to battle this one fire. there are teams there from across the bay area including crews from san francisco, there are mandatory evacuations and advisories for more than 12,000 people in the area. the frog fire has burned 3,000 acres but more importantly one life has been lost. they've ruled the firefighter from south dakota who came to northern california in june to help with the fire season, was in a vehicle on thursday, was looking for ways to battle the blaze when officials lost contact with him. his body was then discovered the following day. governor jerry brown has ordered flags be flown at half- staff. closer to home, there's a large wildfire that is nearly contained. the wragg fire is burning and destroyed 8,000 acres, containment though is 95%. it began july 22nd, at its height 1,000 firefighters were called to put out the blaze. crews had it nearly contained several days ago and then flared up again. all roads though have reopened. the cause of the fire was initially reported as a vehicle accident. officials though are now taking a closer look. happening now -- bart says day one of the transbay tube shutdown went pretty well. the transit agency posted video of workers replacing tracks between the transbay tube and west oakland bart station. workers are installing a half- mile section of new crossover tracks and replacing 932 of the old worn-out rail ties. once improvements are made it will allow bart to speed up service by easily moving trains around during delays. there were concerns that shutting down service would cause major problems for bart riders, however, part says the bus bridge is working well. the agency is providing free suttles that run between the 19th street bart station in oakland and the transbay terminal in san francisco two blocks from the regular embarcadero station. >> we were told about this ahead of time. that is the most important thing. otherwise i would probably be upset but they have to do what they have to do. >> full bart service will return for the early morning commute tomorrow but the transbay tube will be shut down again for the three-day labor day weekend next month. to complete all the track improvements. as you would expect bart ridership is down this weekend. ridership dropped by half yesterday. by late afternoon trips were down to 47,000. bart says it took about 20 minutes for buses to make that bay bridge trip on those buses. instead of riding buses or driving some people decided to take the ferry. ridership for the san francisco bay ferry soared yesterday. there were 2,500 passengers in the morning, up 24% from a normal saturday. the vallejo/san francisco ferry was up 6%. the san francisco bay ferry is doubling its usual weekend service on the alameda/oakland, san francisco route and will provide extra ferries between the vallejo and san francisco route. while passengers enjoyed the seenic reid on the by a they were surprised by the long lines. others who take bart to cross the bay on weekend are driving instead. this is a live look at the bay the gunman that shot and killed a police officer. it happened 9:15 last night. police say 33-year-old officer sean bolton was at a traffic stop and shot multiple times. he died at the hospital. the third to be fatally shot there since 2011. disappointment in the search for a missing malaysia airlines jet. there were reports a plane door was found on the same indian ocean island where a plane flap was discovered last week but a malaysian official announced the new object is a ladder, not a plane door. meantime the wing flap has been taken to a special lab in france to undergo tests. the man who found the debris on the island is hoping it will lead to some closure for the families of the passengers on board the missing plane. >> for the investigators and also for the families of the victims who don't know what happened it will be good if this was the plane. >> the malaysia government wants to expands the search for more plane debris around the island. a statement from malaysia today says the wing part has been verified by french authorities and boeing as having come from a boeing 777, the same type of plane as flight 370. secretary of state john kerry says the u.s. is making progress in the middle east during the trip to cairo, egypt. he said the u.s. is strengthening a relationship with what he describes a key muslim nation. >> we have confidence in egypt and it's important to begin to rebuild elements of our relationship based on this strategic dialogue. >> the u.s. and egypt resumed formal security talks that were suspended years ago amid the political unrest that swept the country. caltrans wants to spend another $5 million testing the safety of the bay bridge. according to the chronicle they hired a panel of experts to gauge the threat posed by salt water that is flooding into the foundation of the eastern span tower. however, a report says water exposure wasn't a problem. last year it cost $20 million in taxpayer money to do the test but this year it became apparent there was signs of water-based corrosion on the steel rods that hold the tower in place. now there are new problems with the turf at levi's stadium. 30 minutes into the san francisco 49ers first training camp practice and pieces of sod started to break off the turf. the niners kicked off their first training camp yesterday under their new coach. hundreds watched the practice when it happened. he says crews plan to work through the night to repair the broken turf. you remember last season the field was replaced several times. the 1-year-old $1.3 billion stadium is set to host the super bowl in a little more than six months. the oakland raiders are in napa for their training camp. the team officially had their first practice yesterday. oakland also has a new head coach jack del rio. the team only won three games last year but are more optimistic about the upcoming season. the raiders first preseason game is friday, august 14th against the st. louis rams cleaning up this morning after it went up in flames overnight. that fire was reported around 1:00 this morning. this is the prime dip restaurant on pacific coast highway. one of our photographers shot this video as he was driving through the area. no word on what caused that fire. kraft is recalling 36,000 cases of individually wrapped cheese singles because they may present a choking hazard. the voluntary recall involves the 3-pound and 4-pound boxes of kraft singles, white american and american pasteurized cheese. kraft says a thin strip of packaging film could remain on the cheese slice even after the wrapper is removed. it has a best when used by date of december 29, 2015 and january 4, 2016 following the manufacturing code s54 or s55, if you have it craft says return it to the store for a exchange or refund. don't get on the bad side of rhonda rousey. in rio last night she beat her challenger in all of 34 seconds. her sixth successful defense of her championship bout. there least a light jacket. temperatures will be coming up as we get into the next hour or so. i'll have the numbers for you coming up in a little bit. i want to start with a picture from chloe. she says the rocky fire has left the lower area and now moving northeast. 70 already in her area. yesterday morning she sent me a photo that was very smoky. so again, we talk about the winds shifting and when that happens some areas get smoke and it begins to clear out. other areas get the smoke. so this morning the winds are variable for the most part. as we get into 10:00, 11:00, notice in some areas from the northeast, some areas from the south so the wind at any time could be shifting the smoke over portions of clear lake. so folks, you don't have it. now you may have it a little later today. as we get into the afternoon, south and westerly winds will pick up and take over. so the smoke will be pushed up to the north and to the east as well. another warm day for the clear lake lower lake area. in the low 90s. favorable compared to what we had just a few days ago when that area was dealing with very dry weather and triple-digit heat. still firefighters have their hands full as we've been listening and hearing about for days now. a look at what you can expect for today. in our area. low to mid-60s now. we'll go into the low 60s to mid-70 range for the lunch hour depending on where you're at. this is the coast, this is warmer spots inland. for the afternoon low 60s at the coast. 60s and 70s around the bay. 70s and mid-80s for some of our warmer locations today. when we come back i'll look at what you can expect for the neighborhood and how long this cooling trend is going to continue. new this morning, an overnight power outage is affecting hundreds in antioch and the light may not come back on until this afternoon. the outage happened after 12:30 this morning in the area of hillcrest avenue not far from highway 4, you can see a map on the screen, at one point nearly 1,000 people were without power. now that number is 172. pg&e pg&e still doesn't know what caused the outage. people gathered in modesto to remember a mother and two daughters allegedly killed by the father of one of the girls. these are pictures from last night's memorial. about 400 people gathered at the public service. the gallos center for the arts paid tribute to dr. amanda cruz, her 6-year-old daughter elizabeth ripley and 6-month- old baby michelle martinez. patients who had been treated by dr. cruz recalled her skills and compassion. cruz' twin sister says the loss is the five killings that happened july 18th in cruz' home. the other two victims were his mother and girl believed to be his niece. martinez has been charged in a separate death, that of a 2- year-old son of dr. cruz that died last fall of injuries stemming from alleged abuse. the as and girlfriend of pitcher sean dolittle are offering support to the family of police sergeant scott lunger. fans can drop off letters or write messages to the family. the table for this will be there when the gaits open to the end of the third inning. scott lunger was shot and killed july 22nd. he played in the baseball league and was a big as fan. the city debated the rent control ordinance for month but this tuesday a proposal stalled during a late night city council hearing. in richmond. on friday night they talked about this. rent went up an average of 13% last year. however, the contra costa times says 40% of fees can be passed on to tenants. another reading of the yord yordinnans scheduled for wednesday. police say last weekend there were two stabbings, three sexual assault attempts and five shootings. two of the shootings were deadly. authorities say violent crimes and property crimes are up slightly this year when compared to last year though homicides are not. police plan to target hot spots in the hopes of just doing something to stop this crime wave and say they were going to ramp up the patrols as long as northwest. the u.s. postal service is looking for help in san jose. because of the extreme name for city carrier assistants at the san jose post office there's a workshop being held to help prospective applicants. this workshop will be from 10:00 this morning to noon. at the san jose processing and distribution center. located on lundy avenue. thousands of people will be in downtown oakland today to enjoy good food and music during the art and soul festival. it's the last day for the event. christ ien is there to talk about the big names expected to perform today soul festival. you said great food, not a lot of food now. it's a little early. we have about three hours to go until the gates open here but this whole alleyway here is going to be lined with booths for food. again great food and the name of the game is the art and soul festival and that means we've been talking a lot about music, some great musiccal artists out here today. another big component is the visual artist. we're joined now by an artist who is here setting up this morning and showing off some of his beautiful artwork the aaron harris. if we can talk for a moment about your work. it's beautiful. tell us about what you do. your subject matter and what you do with it. >> sure. my work is all original. these are all original acrylic and oil paintings. basically a representation of beautiful women, -- excuse me, super icons, color theory, different popular people. basically represents creativity. one of the man -- mantras of our company is engage, believe. we want to promote creativity and promote believe, just believe in good and positive things. >> reporter: so that end you talk about engagement and the eyes in your paintings just pop. there is really a sense of connection to your work. >> exactly. when i look at faces and eyes, it's basically containers for the colors. and it has a lot of different layers so people we've noticed coming out to oakland, we've met a lot of beautiful people. all different types of genres of races, everything, everyone has been connecting with the work very well. very friendly and just been a really positive experience here. >> reporter: i saw your work before. i see a little andy war hol influence, embracing pop culture and getting a sense what have it means to the public. i mean we have elevated these people to iceons and this is a great way to show them and highlight them and really examine what they mean to us. >> right. that is another reason it's important to be out here in oakland because it represents culture. obviously the city is famous for being very cultural. that's pretty much what the work is exactly about, popular culture. colors, celebrating life, celebrating with the people in the community. so, again, we had a beautiful fun time just talking with the people, enjoying the festivities, the music pumping. it's a beautiful event. it's our first event too. so first time for everything and we just had a blast. >> reporter: make sure we get the message out, this art is for sale. >> right. >> reporter: people need to support their local artist. you are a local artist. >> the lion cecil the lion's companion jericho was dead but is not, jericho is alive. zimbabwean authorities now say a second american also killed a lion in an illegal hunt several months ago. walter palmer the dentist who killed cecil has been in communication with the u.s. fish and wildlife service but has shut down his dental practice and has been in hiding since the news broke. for him to be extradited a legal expert says the u.s. has to find that palmer could have faced criminal prosecution here for similar crimes. >> it's if a crime in zimbabwe and the allegations also constitute a crime in the united states and considered a sufficiently grave crime, that means something that can be punished by at least a year in prison, then a formal extradition request could be considered. >> on people that tried to storm the english channel tunnel yesterday. the migrants were able to break down several security fences as they attempted to reach the tunnel entrance. they are fleeing from war and poverty in their homeland in africa and the middle east. they hope to reach the tunnel and view england as their best chance for a better and safer life. puerto rico faces major money problems after it missed a $58 million bond payment. it was supposed to make that debt payment yesterday but the governor's chief of staff said it would not make that payment saying they "don'ts have the money." this comes as puerto rico has $72 billion in debt. the office hope to renegotiate date with creditors. republican presidential candidate lindsey graham hit the trail this week with senator sue the government to stop the rule from being implemented. a march for civil rights continues today, the naacp began the america's journey for justice in selma, alabama yesterday. an 850-mile march weather. it looks like a nice day for the art and soul festival with cloud cover, not too hot or cold. >> absolutely, just right for most of us. >> we have jerry day going on. that will be told this afternoon as well. temperatures in san francisco for the second half, upper 60s. you can cementy gray and patchy drizzle along the coastline. just inside the city you may find it damp as well. in the last half hour you begin to see some clouds over higher elevations begin to thin out over and along santa cruz, santa cruz mountains. here is a sign of things to come. clouds will continue to clear into the second part of the morning and early afternoon. the onshore breeze is quite strong for fairfield this morning, gusting to 32 miles per hour. the clouds are a little bit more widespread than yesterday morning and further inbound. some woke up with sunshine yesterday and this morning you have cloud cover in livermore, concord, perhaps walnut creek. temperatures are not bad at all. it's 65 in walnut creek, 67 livermore, 64 oakland, 62 to the north bay nevado. antioch you are at 65, 61 lafayette, danville is 63. as we get into the second half of the day, low clouds are expected to remain along the coastline. the rest of us will be mostly sunny with 60s at the post, upper 60s to low 70s along the bay, low to mid 80s in morgan hill, livermore, concord. i will put some numbers on your screen when i come back with how long this trend is going to last. >> thanks. weather is always a factor in numerous wildfires we are facing in california. we are monitoring the developing story near clear lake where a fast moving wildfire grew in size overnight. this footage was taken a short time ago. rocky went from 27,000 ache acres to 46,000 acres. containment is still only 5% at this hour. right now there are at least 23 major fires in california. take a look at the mapcalfire posted. across the state from north to south firefighters are dealing with fires from the oregon border to the cleveland national forest near san diego. the gray color indicates the active fires that are fully contained. there are a only a couple of those. lightning streaks are blamed for -- strikes are blamed for a series of fires. the rocky county in lake is the largest in california. it started wednesday and there are no signs it will let up soon. sections of highway 16 and 20 are closed because of the fire danger. the fire has so far destroyed 50 buildings including 24 homes. 6000 structures are threatened and there are mandatory evacuations or advisories for more than 12,000 people in the area. >> really dark smoke right behind that hill behind our house. we had everything in the car ready to go. >> despite the evacuation orders, some residents are hoping to stick it out even though their homes are in the path of the fire. residents know they're in danger but say they're banning together and watching out for one another. >> embers coming down. i spent the day watering the roof, watering the neighbors' grass. we are mostly concerned with the firefighters. they've got to be beat. keep up the good word. >> nearly 2000 firefighters developed called. there are crews from across the area including crews from san francisco. another destructive fire is the frog fire. 3000 acres burned but more importantly one life was lost. a firefighter from south dakota who came in june to help with the fire season. he was in a vehicle looking for ways to battle the blaze when officials lost contact. his body was discovered the following day. governor brown has ordered flags be flown at half staff. closer to home is a large wildfire nearly contained. it has burned 8000 acres and is 95% contained. the wragg fire began on july 22 july 22nd. crews had the fire nearly contained several days ago but it flared up again during the hot weather we had. all roads have reopened. firefighters pointed to a vehicle accident as the possible cause, but now they're taking a closer look at the theory. vacaville police arrested a couple in connection with a carjacking during a test drive. police say the two were on a test drive with a salesman and told him they needed to stop at a bank and get a cashiers check so they can buy the car. at the bank he threatened the salesman saying he had a gun and the two took off. police chased them on interstate 80 before taking them into custody. officers discovered a knife and replica hand gun. police are searching for a man wanted for two crimes. the 52 year old is a suspect in a robbery and assault with a deadly weapon. he was last seen in a gold 1991 honda accord with california plates. he is also a registered sex offender and may be armed and dangerous. a badger that spent two months in the hospital is being released into the wild. it was brought in on june 6 after found near the body of its mother. the female badger was semi conscious and had to be hand fed and nursed back to health. now she's ready to be released into the wild at a i have a little bit of rhythm. the problem is i don't have the drumsticks to get it done. >> good start. >> not bad. this, guys, is the main stage. we are trying to give an artists eye view of what it looks like. this is the area where the artists play. this is where sheila e will be. this is not her drum set of course. an artist of her caliber is bringing her own drums. you can see some of them right here. if you lack carefully you can see oh there we go, sheila e. look at that. from what i understand she will let me play on her drums. i asked if she had insurance on them because i want to be sure if i do damage, i am planning on getting like dave from foo fighters and nirvana on this. i plan on bringing it up a notch. tell us more about the art and soul festival. we met with a visual artist but music is a big part of it. >> music is a big part of it. from the againing we set out to be a premiere music vest value and i think we have accomplished that. this is our 15th year. we started with one stage and one sponsor in 2001. now we have multiple stages, blocks, and sponsors. it's a great festival. >> it's like the little festival that could. this was a grassroots small effort and turned into this opportunity to showcase what makes oakland special. >> absolutely. it was a convergence of two things. we wanted to catalyze development and activity in the downtown area. it was quiet in 2001. we were kind of the first ones on the scene. it was that convergence and also this is a city that is just filled with artistic talent whether it is visual artists, industrial artists, musicians, performance art, spoken word, everything. you find it here. there are so many talented people. we wanted to have a venue for showcasing all that talent and in a way that would bring new life to downtown oakland. >> speaking of talent, sheila e. that has to be a huge get. obviously she will be headlining but she's really about giving back to the community and making sure other artists get their opportunity and their shot too. >> absolutely. in addition to being a local legend, sheila e is also cofounder. they're all about quality music programs and education in the schools. they had a fund raiser at the fox last year and raised a lot of money for the schools. they're getting more exposure for art and soul festival for the cause. it's a perfect partnership for us to be working with them. >> sounds great. thank you so much and thank you for being such a great sport and letting me on the main stage. i have always wanted this view and it is incredible. sheila e is due in about 15 or 20 minutes or so. we are hoping again for the drum lesson a little bit later on. i understand she's on board with it because she even said i could try her drums. art and soul perfect day. i will have a look at your current conditions coming up. a sandwich shop in pacifica is cleaning up a of it went up in flames overnight. the fire was reported at 1:00 this morning. you are looking at the prime dip restaurant on pacific coast highway. one of our photographers shot this video as he was driving through the area. there is no word on what started the fire. a woman killed in hayward after hit by a union pacific train. it happened about 4:30 yesterday afternoon on tracks on industrial parkway near pacific street. police think the one was on the tracks by mistake and not to commit suicide. her name is not released but police say she was in her 40s. a crash that injured 11 people is under investigation in southern california. it happened around 8:15 last night. a limo carrying nine people crashed into two other cars while exiting the freeway. authorities say the most seriously injured people were traveling in the limo. it's park teen on trial clear what caused the crash. the gerald desmond bridge in long beach has reopened after a driver going the wrong way caused a deadly crash. it happened shortly after 7:00 yesterday morning. police say the driver veered from the west bound lanes into oncoming traffic and crashed into two other cars. the driver of one of the cars died at the scene. three other people were hurt including a police officer who suffered minor injuries while trying to help one of the drivers. a special tribute to the 8 year old girl killed in santa cruz last weekend. i want to show you the sand sculpture of a wolf created on the beach near the santa cruz boardwalk in her memory. according to her family and friends she loved wolves. maddi's body was found in a dumpster 26 hours after she disappeared from her home. a 15 year old neighbor is accused of killing her. he was charged as an adult for murder, kidnapping, rape. the -- offering support to the family of scott lunger. there is a table at the colosseum where fans can areas of the fire. it could be anyone's guess where the smoke is going to drift into the afternoon. as we get into the second part of the day the winds then become more southwesterly and areas close to the fire, about 13 miles per hour. wind hasn't really been an issue although it is very steep terrain out there and the firefighters are having a hard time. it's going to be another warm day. relative humidity will drop to 25% in the afternoon. still warm and relatively dry but not as bad as it was a few days ago as they continue to fight the rocky fire this afternoon. we have low pressure have reports on at least one of the parts belonged to. >> what the star of the film train wreck pledges to do this morning after someone contacted her online. we are following some developing news for you out of brooklyn. we are going to talk about that story in just a minute. first we want to move to developing news this morning from memphis, tennessee where a manhunt is underway for a gunman who shot and killed a police officer. that happened about 9:15 last night. the 33 year old officer was conducting a traffic stop when he was shot. he did die at the hospital and he is the third memphis officer to be fatally shot since 2011. amy schumer pledges to take a stand against gun violence. she stars in the movie train wreck and that's the movie playing when a gunman in louisiana opened fire in a theater killing two women and wounding others. this is surveillance video from the shooting. schumer made the pledge yesterday after a sandy hook survivor pinned an open letter to the actress urging her to do other about gun violence. schumer responded saying she thinks about the victims everyday and said "don't worry, i am on it. you will see ." a woman suing three credit agencies after she said they said she was dead. she spent months trying to convince the agencies that she was still alive. it's called a glitch but the glitch made it difficult to get loans, credit cards, or a home. the woman said she noticed the deceased notation on her report in 2013 and she spent months trying to convince them she was alive. death can be reported to a credit agency by creditors. new survey says college students don't check credit scores. u.s. bank reports only half of undergraduates check their scores. it is students 18 to 30. once a person begins using credit they should keep track of it. college is typically when a person gets the first credit card. the big bart trans bay tube closure continues. if you have to travel from san francisco to the east bay, bart says they have you does have a musical background. welcome back. >> good morning. let's start with a quick look at your weather with rosemary upstairs on the patio. are you cold? >> it's not bad. the onshore breeze is blowing and makes it cool but we tend to live the fabulous life because we have fabulous weather so often. that's what we are going to have for the afternoon. temperatures will be mild to warm but not too hot or too cold for most into the second half of the day. take a look at what's going on behind me. we are dealing with low clouds and fog along the coast. we have even a bit of patchy drizzle. we are used to it. that's what we speck during the summer months. this helps keep us with such nice weather. we have 66 walnut creek, 66 mountain view. the onshore breeze is with us, quite rebust through the delta at times, widespread cloud cover to the east bay. this is going to burn back and we will have mostly sunny skies away from the coastline and temperatures again cooling off even over yesterday. 82 concord, 84 antioch, 79 san jose, 78 redwood city, 67 san francisco, napa 80 for the second half of the day. it's hard to complain about this kind of weather. temperatures will continue to drop as we get to work monday. i will have a look at that in the extended forecast coming up. conditions across our state and especially in northern california are tender dry -- tender dry conditions, hot weather having an impact on fire fights across the state. we are tracking progress on wildfires across california. these are pictures taken this morning of the largest active wildfire, the rocky fire. it jumped from 27,000 acres to 47,000 acres which is 72 square miles. san francisco is 47 square miles. that's a huge swath of area. >> conditions across our state and especially in northern california are tender dry. that's what's allowing the fires to burn at such an explosive rate. last night we burned out much of the grass and by the time the actual wildfire burned we have a larger area to really make a constantly. >> cal fire says one of the approaches to fighting the fire is to burn land before the wildfire comes so when it reaches the area there is no dry vegetation to continue fanning the flames. the rocky fire is at 5% containment with 24 homes destroyed and evacuation orders or advisories in effect for 12,000 people in the area. bart says day one of the trans bay tube shut down went pretty well. there is video on the facebook page of these workers. they are installing a half mile section of a new crossover track and replacing 932 old and worn out rail tiles. once improvements are made it will allow bart to speed service by easily moving trains during delays. there were concerns that shutting down the service between san francisco and oakland would cause problems for riders. however, bart says its bus bridge is working well. the agency is providing free shuttles between 19th street bart station and trans bay temporary terminal in san francisco to block the way from the regular station. >> they let us know ahead of time so that's the most important thing. any other way, i would probably be upset. but they have do what they have to do. >> full bart service will return for the early morning commute tomorrow but the tube will be shut down again for the three day labor day weekend to complete the track improvements. bart ridership is down, it dropped by half yesterday. by late afternoon trips were down 47,000. bart says it took 20 minutes for buses to make the bay bridge trip. instead of riding buses or driving some people did decide to take the ferry. ridership soared yesterday. there were 2500 passengers in the morning which is a 24% increase from a normal saturday morning. the san francisco bay ferry is doubling usual weekend service on the route while also providing extra ferries. while passengers are enjoying the scenic ride on the bay they were surprised by the long lines to board the ferry. some people told us they waited for more than an hour. let's check in on the drive to san francisco because lots of people are choosing to do this. this is the bay bridge toll plaza. traffic is moving steadily but it's still early. keep that in mind. as the the day progresses, traffic does pick up and there is often a wait on a normal day going through those tolls. yesterday by 11:00 am, it was bumper to bumper at the toll plaza. if you are planning on driving into the city, head out early. >> last hour when we checked that spot boris the spider made an appearance but it looks like he is done making his web. >> he is tired. experts in california say gas prices here could fall to under $2.50 a gallon soon. inside bay area reports it can happen if refineries continue to produce at full capacity and also switch over to winter blend gas in the next couple months. the winter blend is cheaper to produce. if both of those happen we could see prices at the $2.50 range by the end of the year. the reason for the recent hike in prices is according to efforts demand for summer blend gas outweighed supply. experts forecast that supply will be abundant in the fall therefore lowering prices. here is a look at what you are paying now. san francisco's average is $3.59. in oak land it's $3.49. gas prices are slightly cheaper in san jose at $3.47 and in santa rosa, $3.46. this is according to triple a's fuel gauge report. we were paying $4 a gallon at this time last year. in a few hours thousands of people will be heading to downtown oakland to enjoy the art and soul festival. it's the second day of this your extended forecast coming up. there is disappointment in the search for missing malaysia airlines jet. there were reports that a door from a plane was fouled on the same indian ocean island where a plane flap was discovered. a malaysian official announced that the new object is a ladder, not a plane door. the wing flap has been taken to a special lab in france to in are go a -- undergo a battery of tests. >> for the investigators and also for the families of the victims who don't know what happened it would be good. >> the government wants to expand the search for more debris around the island. a statement today says the wing part has been verified by french authorities and boeing has having come from a boeing 777, the same type of airline as flight 370. people living on the island are standing in solidarity with the families of the passengers on board the missing jet. residents of reunion island held a special church service. flight 370 disappeared in march last year. island residents say the families of passengers have waited long enough to find out what happened to their loved ones. 13 people were injured in a shooting in brooklyn new york. new york city police say it happened outside of a house party. nine people were hit by gunfire while four others suffered cuts and scrapes. all of them are expected to survive. nobody has been arrested. a new report says former subway spokesman jared fogle admitted to paying for sex in a 16 year old girl in a series of texts. the texts allegedly sent by fogle have been subpoenaed by fbi. last month subway suspended the relationship with him after his home was raided in connection with a child pornography investigation. in april the former exec it i've director was arrested on federal child pornography charges. mosquito spraying in san mateo after west nile was detected in adult mosquitoes collected earlier this week. spraying will be done via truck and it will start at 9:00 p.m. here is a map of the treatment area. it will go north to san mateo, west to creek and south to waiverly street. it will wrap up at 5:00 am tomorrow morning. >> there is always some part of the bay area that will have issues with mosquitoes and fog and everything. we have our own fog, nature's fog. it helps keep us nice and mild into the afternoon. while we may not like the cloud cover, you will appreciate as we get into the second half because temperatures will be nice and mild and enjoyable for those outdoor activities. as we look over areas -- what am i looking at? san jose. thank you. we have the gray skies into the south bay, into the east bay, into the north bay, inside the bay and along the coast, peninsula. that goes without saying. even patchy drizzle. our cooler pattern will be in place for the next couple days. let's take a look at hawaii. we'll look at local numbers in a moment. this is from one of our co- workers and colleagues enjoying the hawaiian islands. we have nice weather coming into areas for the weekend but we also have this intruding upon the hawaiian islands in the week ahead. for the folks thinking of traveling to hawaii, take a look at the current projected path. it is expected to actually weaken. right now winds are 105 miles per hour. it is a category 2. once it reaches hawaiian islands or nearby it is expected to be a tropical storm. right now the track takes it -- this can change. we still have a few days to go. it's something to consider if you will be in hawaii or maybe know somebody who will be there. i have a three hour time lapse on here too show you it is beginning to clear out, especially over higher elevations. we begin to see it burn off first. in the south bay your clouds are continuing to clear. we'll see this into the second half of the morning and early afternoon, partly to mostly cloudy along the coastline. the rest of us will be mostly sunny by lunchtime. onshore breeze has been blowing all morning and will continue into the afternoon, fairfield gusting at 32 miles per hour, a clear sign that the cooling trend will continue into the afternoon. right now 67 fairfield, 67 livermore, 64 oakland, low to mid 60s along the peninsula. for the game it will be nice in the stands. bring the sunblock. 80 in sonoma, 68 for sausalito, low 80s in livermore, 85 in brentwood, 83 morgan hills, 79 san jose. for the peninsula, temperatures are nice and mild. we have 66 in the city of san francisco. the extended forecast, cooling trend is continuing monday, tuesday. that's when temperatures will bottom out in the upper 70s
