the afternoon hours. off and on rain and don't put away your umbrellas. that is the long and short of it. it will be a rainy week. >> rain is making its way to the bay area and there are concerns in the north bay with neighborhoods hitting hard and now they are in danger was sinkholes, flooding and mudslides. jessica flores is in santa rosa with a warning. >> reporter: good morning. we are in the fountaingrove community that was devastated by the fire. you can see a lot of homes are left with rubble and ash. a lot of homes are standing and the residents living inside those homes, but officials are telling those folks to be prepared to evacuate over concerns about sinkholes, mudslides and possible flooding as we go to the rainy season. the rain is expected to pick up later today. wildfires melted underground plastic pipes running through fountaingrove and that left a void underground. 14 foot-wide sinkhole is already in the community. this could lead to more sinkholes and officials are keeping their eyes on 20 other areas that could have destroyed pipes. they are worried about the ground collapsing. the worst case scenario, residents may be forced to leave their homes again. >> it feels like a nightmare. >> where we are now in our neighborhood, everything looks normal but it is not normal anymore. >> reporter: six sections of fountaingrove are at risk and so far, none of the damaged pipes are underneath homes. they have identified at least one damaged pipe underneath a road. some residents could be affected, a couple of hundred. officials have gone door-to-door to tell people to be prepared to leave with an evacuation plan. jessica flores, kpix5. >> today is the deadline for napa and sonoma county property owners to sign up for free government debris removal. a right of entry for must be turned in by 5:00 p.m. it's not mandatory but some homeowners are opting out out to do it themselves or they are using private companies. a debris removal resource fair is from 5:00 until 7:00 at amira middle school in sonoma. >> it is 603 -- it is 6:03. a slow ride in the vallejo area with a couple of problems and a new crash along westbound 37, right at the bridge near wilson. you can see slow downs are dipping below 10 miles per hour. we are looking at a 38 minute travel time for drivers between 80 and 101. give yourself extra time and also, interstate 80 is dealing with an earlier accident no longer blocking lanes but the backup is sticking around. a 25 minute ride to the carquinez bridge. traffic is moving at the limit. this morning, stand up and san jose ended with police making an arrest that started just before 6:00 last night on holly drive. police received a call about a woman upset about parking. at one point, she pulled out a gun and showed it to neighbors in the area. several homes were evacuated while police contacted the woman, who was eventually arrested. >> president donald trump is wrapping up his overseas trip to asia with the most controversial stop in the philippines, meaning with that president, often criticized by human rights activists for his violent handling of the drug war in that country. protesters gathered in the streets of manila to clash with police using water cannons. those demonstrations were held as president donald trump met with world leaders at the association of southeast asian nations summit. he met with the philippines president, rodrigo duterte. >> roderigo, thank you for the way you treated all of us. >> he is accused of overseeing a bloodied drug war and they said he is behind the killing of thousands of drug users and they said that president donald trump praised that strategy. >> he said something about living well. >> human rights concerns in the philippines came up briefly in the meeting. president donald trump ignored questions about it. >> we've had a great relationship. it's been very successful. >> earlier in the day, he met with his counterparts in australia. the focus was the same as the entire trip. >> a complete statement as to trade and north korea and other things. >> the president called this a very fruitful trip and boasted nearly $300 billion in new sales from manufacturers and appears to be counting nonbinding agreements for future deals. some signed contracts were previously announced. >> president donald trump faces blowback on the political talk show circuit from former intelligence leaders confused by the president's comments earlier in the weekend. president donald trump had a brief run in with vladamir putin and believed the claims that russia did not meddle in the 2016 presidential election. the president tweeted out this morning, that they will leave the philippines after many days of meetings and work to #make america great again. promises are rapidly being fulfilled. >> rising tensions in north korea. a show of force with military exercises in south korea during the president's final hours in asia. it was the first time three u.s. aircraft carrier strike groups had exercised together in the region in a decade. south korean ships participated and the drills were meant as a signal to north korea. the u.s. will not be intimidated by continued nuclear weapons and missile testing. president donald trump said he will make a major announcement on north korea when he returns to washington later this week. >> alabama senator tori -- senate candidate roy moore will not back down. he faces allegations from teenagers, one as young as 14 years old. he denies wrongdoing. polls show he has lost his lead in the race and election is now a tossup. they show he trails doug jones. before this he had a lead in the race and the special election is december 12th. >> some big changes amid allegations of sexual misconduct. >> anne makovec will explain the new procedures in sacramento. >> reporter: this #metoo campaign is bringing changes with new allegations this weekend against a sitting state senator. the state senate is changing the processes for investigating sexual misconduct complaints. they are hiring an independent legal team to investigate allegations of sexual harassment and abuse and recommend discipline. it will be up to the victims whether or not those findings will be made public. now, the allegations are handled by the senate rules committee and the results are under wraps. this process will protect the identity of whistleblowers and there will be a new process for all parties involved. the changes come after new allegations that senator tony mendoza sexually harassed at least two women who used to work at his office, including an intern in 2008. jennifer kwart told the sacramento bee she was 19 when mendoza got her to a conventional loan, in san jose, plied her with alcohol and made her so uncomfortable she invented a roost to fly home. he denies that and politicians are distancing them selves from him like president kevin de lesn. they literally live together in sacramento and de lesn moved out this weekend. is currently running for dianne feinstein seat and you may remember that the group of lawmakers, mainly women, wrote that #metoo open letter outlining harassment at the capital. they sent out a statement saying they are pleased senate leadership is taking this seriously. >> today is day one of a big project for pg&e in south san francisco. the company is working to the electrification of caltrain. sandra osborne is in south san francisco where work will take place all week. >> reporter: good morning. pg&e will relocate some of the existing electric facilities and they will be completely replacing about 200 power poles in the area. it is a 50 one mile caltrain corridor between san francisco and san jose and the change is said to improve travel times on the commuter rail system. pg&e will replace this in south san francisco after the power pole will help with the overhead wire system and the project almost didn't happen with the state needing $650 million in federal funding. earlier this year democrats helped republicans past this and nancy pelosi said she agreed to help round up votes but in return demanded the money for caltrain. >> they didn't have the votes to pass the bill on their own. this was one of the requirements in order to give them the votes today. >> reporter: pg&e will upgrade substations, one in south san francisco and the other one in san jose. in south san francisco and in san bruno they will do some of this work that will mostly be overnight near some residential areas. you could see one-way traffic at times, but resistance to flooding. the city of san jose faces 390 claims totaling more than $18 million from flood victims. the catastrophe led to 40,000 evacuations and $100 million in property damage. the city can now activate an emergency alert system to send notices to cell phones about potential disasters. >> kona supervises and san francisco investigate potential locations for marijuana businesses, as is all jammed up. no accidents, but slow from 238 to the dumbarton bridge. give yourself extra time if you are along that stretch. the east shore freeway is in the yellow and the bay bridge toll plaza still in the red, 22 minutes to san francisco. that is a check of your traffic. emily, the forecast? a little bit wet, depending on where you are with high def doppler showing green on the radar in the south bay and scattered showers in the north bay. zooming in, the vast majority of the rain is over the santa cruz mountains and moving east. you can see in fremont, the most of those showers are coming through on the morning commute. be careful. a live look at the san francisco airport, there may be weather delays because of all this rain and the sun is coming up with cloud cover and san live look at hi-def doppler. parts of the north bay are seeing wet weather. neighborhoods hit hard by the wildfire are in danger. there are sinkholes, flooding and mudslides. jessica flores is live in santa rosa with more on growing concerns. >> reporter: we are in the fountaingrove community and this was devastated by the fire. the reason this community is concerned is because a lot of the plastic piping underneath these homes, a newer community, the pipe is plastic and a lot of that pipe actually melted, sparking concerns about sinkholes and officials are telling folks to be prepared to evacuate. one sinkhole has been identified, a 4-foot sinkholes with other areas where they've identified this where there has been melted plastic piping. they are looking at 20 more possible areas that could have destroyed pipe and they are worried about the ground collapsing in those areas. the worst case scenario, residents may be forced to leave their house once again. >> there are layers of complications. we want people to be ready because if there's enough rain, if roads are developing sinkholes, we might have to ask people to get out of there. >> six sections of fountaingrove are at risk and so far, none of the damaged pipes are underneath homes but a couple of hundred residents could be affected with the city having about 140 miles of pipe underneath this community and officials that there are various times this morning with scattered showers moving through. taking a live look at the hi- def doppler, you can see green is coming through the area with its zooming in and you can see just to the east of santa rosa, there is some green and also's, showers will continue -- also, showers will continue throughout south bay and you can see that you need to drive safely this morning. a cloudy start with light showers and more showers later that will slowly dry out. off and on rain all week and i will tell you when the biggest arms move through, later. >> people were startled in costa rica after a magnitude 6.5 earthquake struck west of the capital last night. cell phone video captured people running through the aisles of a walmart store with shelves swaying back and forth. no injuries are reported. >> another massive earthquake near iran and iraq killed hundreds of people. yesterday, the 7.3 quake reduced entire villages to rubble. it was so powerful that it was felt as far west as the mediterranean coast with at least 50 aftershocks reported. the death toll is 407 people and it is expected to grow. most of the deaths were reported in iran. >> let's check flames. fire crews are going there. the san mateo bridge is in the yellow with a 26 minute ride from 880 to 101. the bay bridge toll plaza, a 24 minute ride to san francisco. >> the search for two missing inmates is entering week two pick that escaped from the palo alto courthouse last monday. john bivens and trammell mccall are considered dangerous. a $25 million reward -- a $25,000 reward will be given for their capture. >> fatal shooting in san francisco resumed. an undocumented immigrant, jose ines garcia zarate, is accused of killing kate steinle in 2015. one more witness is expected as a rebuttal to the defense and closing arguments will start next week. jose ines garcia zarate faces a maximum sentence of 25 years to life in prison if convicted. >> a san francisco police officer is expected to move from the hospital to a long- term recovery center after being hit by a car. the officer was hit by an suv on bicycle patrol. he has been at the hospital for almost one month and today, he is expected to move to a rehab's -- rehab facility. >> a judge releases new video using #me too. >> i'm a sexual assault survivor and i signed a petition to recall jug -- judge persky. >> they said he was to selena and when he sentenced swimmer brock turner to six months in jail for sexual assault. persky just started a new role in superior court as a night judge. >> it's unusual in california state government with response to a sexual misconduct allegation. >> anne makovec explains how the cases will be investigated. >> reporter: it will now be more independent and transparent. the announcement of the changes comes in lockstep with new allegations of sexual harassment. the allegations against tony mendoza, a democrat from l.a., accused of sexually harassing at least two women in his office, including an intern in 2008. jennifer kwart tells the sacramento bee that she was 19 when mendoza took her to a convention in san jose and got her alone in his hotel suite and then plied her with alcohol. she was so uncomfortable, she made an excuse to fly home. mendoza said the allegations are completely false. last night, the senate announced it now will hire an independent legal team to investigate possible sexual harassment and abuse and then recommend discipline. it will be up to the victim whether or not the findings are made public. the way it is now, complaints are handled by the rules committee and the results are under wraps. for the allegations, they will be reviewed by the outside legal team for mendoza. the assembly has not announced changes in the processes for handling harassment allegations and will have a public hearing later this month. the have been responses from other lawmakers including a distancing from mendoza. there is a process going forth. senate president, kevin de lesn, lived in a house with mendoza in sacramento, which is common for lawmakers who live far away. kevin de lesn moved out and said through a spokesperson he did not know about the allegations. de lesn is running for dianne feinstein's seat in the u.s. senate. >> anne makovec, thank you. a new poll suggested california voters don't want state members of congress cooperating with president donald trump. according to this, the times survey, 53% said that congress member should never work with mr. trump and 47% said they would like to see some cooperation. the number is lower for immigration issues. joe biden says he is not actively planning to run for president in 2020, but hasn't ruled it out. joe biden, 74, said it's not apparent whether this is good for him to do. joe biden ran for president in 1980 a to and in 2008. >> the chairman of the tax committee is confident that the chamber won't go along with the senate proposal to eliminate the deduction for property taxes. republicans in the house and senate are aiming to put a tax cut bill on president donald trump's desk before christmas. a big difference is that the house allows homeowners to deduct up to $10,000 in property taxes and the senate eliminates the entire deduction. they began airing saturday about the republican tax reform plan.. the ads urge stock market struggled to get momentum back. we saw a record highs that fell with all sorts of things leading up to that. the dow is lower by 35 points and the nasdaq is down by 15 and the s&p dropping four points. >> noise concerns will be discussed during the meeting at mineta international airport and san jose. the federal government recently rerouted flights into that airport and it caused noise in areas that previously had no problem. the meeting will be 6:00 p.m. at the boeing mcdonald conference room. >> pg&e is starting work on the caltrain electrification project. sandra osborne is live with construction taking place. we likely won't scene -- we likely won't see permanent power until 2021? >> reporter: yes. it's a 52 -- a 50 one mile corridor between san francisco and san jose. it will be a major project and will be done in phases with a lot of testing along the way. the timeline, this week, it kicks off the pg&e portion of this project. 200 power poles will be replaced and power poles will be put in for the system. an upgrade for two substations, one in south san francisco and the other and san jose and that work will start next year. in 2018, temporary power for train testing and permanent power will be finished by 2021. what is this meaning for you? it will be a lot more modern and a greener option as a mode of transportation. they promise larger train cars to fit more people and hopefully that will improve capacity and therefore, efficiency. sandra osborne, kpix5. let's get a check on traffic. mondays are looking busy on the roads. >> yes. we are tracking a new accident causing a big backup for drivers along 680 and 242. take a look at those headlights. southbound 80, we have an accident blocking one lane and speeds are dropping below 60 miles-an-hour. when you get past that, the ride is sluggish and heading toward 24, a 14 minute commute to 24 from willow pass. southbound 680 south of 580, 21 minute ride on that stretch toward 84. new reports of a crash on the dumbarton bridge with delays building at the san mateo bridge and folks are using this as an alternate route. travel times jumped into the red, 30 minutes between 880 and 101. the nimitz freeway looks a-ok. that is the only one, still in the green toward the maze. that's a check of your traffic. let's go to emily for the forecast. >> for your monday, it's wet and cloudy. the hi-def doppler shows scattered showers and in the north bay off the coast, more showers are headed that way. if we zoom to the south bay where the vast majority of the action is right now, fremont and eastward, san jose even seeing some showers at this hour of the morning, and that will be the story on and off all day. looking at the san jose live camera, you can see some showers and it's nice and clear and then there is rain we are talking about. in san jose, 63 degrees. san jose, 53, livermore at 50. satellite and radar shows a low pressure system with weather on the eastern end and lots of rain in the pacific northwest. we are seeing showers in our area and that will change and get worse -- a brief break -- but right now, cloudy with showers moving through. fast forward to the afternoon, green on and off and by this evening, most of those showers should be over and then clouds will break up. a little bit of a dry spell with sun and clouds on tuesday and wednesday, the clouds will roll back in with lots of green and yellow by wednesday. for your evening commute, a lot of rain. mostly cloudy and on and off rain. tuesday, a break and by midweek, a second round of storms with high temperatures moderate, 62 in half moon bay half moon bay and in the east bay, 69 and cooler toward vallejo, 62 degrees and around the bay, moderate. 62 in san leandro and oakland and
