with critics saying he should be working with congress to implement his agenda. david spunt is live at the white house with more. good evening, david. >> reporter: hi, mike, good evening. we are hearing that tuesday is going to be the immigration reform day here for the biden administration. they've been waiting to do this for a long time. of it's going to be rolling back many policies from the previous administration. fox news has learned the president will establish a task force that would reunite families separated at the border. then-candidate biden for almost two years on the campaign trail talked about this issue. the white house planned for the president to sign the orders two days ago, on friday, but because the confirmation votes put alejandro mayorkas as homeland security secretary is delayed, the president is waiting patiently. mayorkas is expected, though, to be confirmed tomorrow night. president biden, mike, also expected to increase refugee admissions. he has said in the past that he wants to boost the number from 15,000 people per year to 125,000 people per year. >> you knowing, one thing i always liked about joe biden was that he does pride himself on working in a bipartisan fashion, and i do too. farmers want it, employers want it, and the economists tell us if we were to actually deport 11 million souls from our shores, that would lead to the loss of 4 or 5 million jobs of american citizens. >> reporter: but that plan alone has republicans from border states concerned. many argue now is not the time to let people in especially during a pandemic. >> another executive order that really will have a profound effect on mention new mexico, border states, it's unbelievable that we would actually compromise the safety and health and really the national security of our nation by these executive orders. >> reporter: executive orders are one thing, but the biden white house is dreaming of a bipartisan package that he can sign into law are. south carolina senator lindsey graham has teased the idea, said that he would be willing to work with the administration son -- on some of these proposals. meanwhile, president biden also wants to propose an 8-year direct path to full u.s. citizenship. mike. mike: david spunt starting us off at the snowy white house. thank you. >> reporter: thank you. mike: president biden would like to see bipartisan support for his coronavirus relief bill, but democrats indicate they're prepared to push it through even if republicans are not onboard. now ten gop if senators are offering a counter-proposal at a third of the cost. rich edson has more from washington. >> reporter: in a letter this morning to president biden, ten senate republicans say they're unveiling a covid relief proposal, and they want a meeting with the president to discuss it. hours later the president touted his own version on twitter. writing, quote: my american rescue plan will extend unemployment insurance insuring folks can count on the checks continuing to be there there in the middle of this crisis. the white house has outlined a $1.9 trillion proposal. democrats are planning to move it through congress using a procedure called budget reconciliation. that would allow them to approve the bill without republican support. republicans say the white house plan is filled with handouts to democratic constituents and that their version cuts those provisions. >> we're targeted to the needs of the american people, treating our tax dollars as if they're our tax dollars, not just money to spend, and putting it where we need to come out of the pandemic. >> we need to learn a lot more about it. right now we're in a position where delay and inaction are the enemy of moving forward. >> reporter: republicans say the democrats' $1.9 trillion bill is too expensive, and they oppose some of its specifics like raising the minimum wage to $15 an hour and money for state and local governments. republicans say their plan would cost around $600 billion. they say it would, like the white house bill, spend $160 billion for vaccine deployment, testing, tracing, treatment and supplies. the republican senators also say they would offer more targeted relief checks than the $1400 payments outlined in the white house proposal. if democrats try to push their larger version through congress, they'd likely need the support of all 50 democratic senators to succeed. mike? mike: rich edson, thank you. for more, let's bring in republican senator rick scott of florida. senator, welcome. >> hi, mike, how you doing? mike: let's start by taking a look at the details of this $1.9 trillion white house plan. $1400 checks for individuals making up to $75,000, $170 billion for school funding, boost weekly federal unemployment benefits to $400, increase federal minimum wage to $15 an hour. senator, how do you assess that package in. >> well, let's remember this is all being led by bernie sanders who's now the democrat head of the budget committee, all right? this is all bernie sanders' idea of where we should go. republicans believe in targeted relief. now, let's remember just about a month ago we spent, we committed over -- almost a trillion dollars, and in the last 12 months we've spent or committed $4.5 trillion. we have no idea how much of that money has not been spent. so it's helped people who have lost their jobs, let's help our small businesses get open, let's make sure we get this vaccine out. but this radical left agenda that is, you know, not worry about the fact that we have $27 trillion worth of debt? we're not living even close to within our means. i mean, this makes no sense. it's just payback to the liberal left. and, by the way, we're ten days into the administration, now he's already saying he doesn't care to work with republicans? you know, he's going to try to get this done with bernie sanders with just 50 democrat votes? and, by the way, look at the state bailouts. there are states like california that had a dramatic increase in their budget, and they want more money in new york wants more money? this is just a payback to the liberal left. mike mike so ten of your senate republican colleagues came out with a proposal of their own this morning. the price tag about $600 billion. it includes $1,000 for individuals making up to $50,000, $20 billion for school funding, keep weekly unemployment benefits at $30 and no federal minimum -- $300. and no federal minimum wage increase. your thoughts on this plan, sir? >> well, we need to work with together to get something done. we need to help the people who have lost their jobs, we need to help our small businesses, we need to get our schools open and get the vaccine out. now, we've already given $100 billion to our schools. in florida our schools are open. the cdc says schools can open now, so this idea we have to spend, you know, billions and billions and billions more, this is just a payback to the teachers union are. there's wonderful teachers out here that want to get back to work, but their union doesn't want them to. let's remember, this is somebody's money. this is not free money. so let's do it very targeted, let's take care of the people who need the help, and let's don't waste anybody's money. let's do the right thing for the american citizen. mike: here's your colleague, senator bernie sanders, on the white house proposal. >> i believe that we do because it's hard for me to imagine any democrat no matter what state he or she may come from who doesn't understand the need to go forward right now in an aggressive way to protect the working families of this country. weaver going to support the president of the united states -- we're going to support the president of the united states, and we're going to come forward, and we're going to do what the american people overwhelmingly want us today. mike: what does that tell you, take it or leave it? [laughter] >> yeah. that's exactly what he's saying. bernie sanders heads the budget committee for the democrats. he says he doesn't care if he gets one republican vote. do you think bernie sanders cares how big the budget is, how high your tax are going to have to go, what's going to happen when we can't pay off of this debt, what's going to happen to interest expense? no. he just wants to spend money. mike: a key white house economic adviser today said the american people don't really care how congress gets this done. take a listen. >> the american people really couldn't care less about budget process whether it's regular order, bipartisanship, whether it's filibuster, whether it's reconciliation. they need relief and they need it now. the urgency here is the cost of inaction. and the plan is to finally meet the challenge. mike: is he right? is this just a story inside the beltway? >> no. the american public wants people to go to washington, they want them to work together, but they do want people to spend money responsibly. they know you should spend money in a targeted manner. it's their tax dollars. this is not like free government money. it's somebody's tax dollars. it's yours or your kids' or grandkids'. they want to help people that need help, but we don't need to spend money we don't need to spend. mike: but to be fair, isn't this a reminder that elections have consequences whether it was the race for the white house or those two critical runoffs in georgia? >> well, just remember, joe biden said that he wanted unity, he wanted to work with republicans. when they say they don't care if a republican votes for this, that's not working with republicans. and so he's just saying they're going to, you know push this radical left agenda, you know, across the finish line. it's going to hurt american families because their taxes are going to have to skyrocket. mike: we're nearly are out of time, sir, but your thoughts on immigration reform this week and these executive actions we're expecting the president to take. >> well, i come from florida. we're an immigration state. we love legal immigration. we want to have a secure border. we tonight want illegal immigration. -- don't want illegal immigration. we have to take care of the daca kids, but you need to be doing this through congress. i sent a letter to the biden administration this week. tell me with all the actions you're taking how you're complying with the law. i want to understand how you're doing that. americans want us to enforce the existing laws that we have, they want a secure border, they want legal immigration and not illegal immigration. mike: florida senator rick scott, thanks very much. >> see you, mike. bye-bye. mike: the clock is ticking in chicago -- ♪ where the mayor has ordered some schools to reopen, but the teachers union is threatening the strike saying they don't believe it is safe yet. christina coleman joins us live with more. hi, christina. >> reporter: hi, mike. this whole ordeal has a left so many students and parents in limbo. for many parents trying to help their kids learn with online classes at home while balancing their own job with has been a huge struggle. they're also worried about their kids struggling academically. >> learning just not as, it's just not equipped to give the kids all that they can get out of their classroom, out of their educational experience: and so we don't want with our children to be left behind. >> reporter: chicago public schools the third largest school district in the nation, plans to move forward with opening classrooms for some 77,000 elementary and middle school students tomorrow even though the district is still at the bargaining table with the teachers union. setting up the state for a possible teacher strike. >> the goal right now is to get a resolution. ctu has made it clear that they want a deal. we share those same sentiments, but we're still far apart on a couple of key issues such as vaccination and how we account for accommodations for individuals who maybe are just, you know, petrified to come back into schools because of covid. >> reporter: even though the cdc says there's low risk of transmission of covid-19 in schools with appropriate mitigation efforts, chicago's teachers union says they still have reason for concern. >> it's not really what happened to me, it's what happened to my fellow teachers and their students if they're forced back boo these unsafe working conditions finish into these unsafe working conditions in schools. >> reporter: toe progress was made this weekend between both sides, looming disagreements on teacher vaccinations and accommodations for staff working from home are still issues up for negotiation. mike in. mike: very interesting. christina coleman, thank you. ♪ mike: tens of millions of americans are under weather alerts tonight as a major winter storm blankets the midwest and mid-atlantic with snow and ice. cities from chicago to washington, d.c. is have seen several inches so far today. the storm moving slowly into the northeast. new york city could get up to 2 feet of snow over the next few days, and residents along the coast could see blizzard and storm surge conditions. meteorologist adam klotz joins us with the full forecast. adam, it's a story so far living up to the hype. adam: well, mike, it's really slowing down, and it's going to pick up more moisture, so the worst is yet to come. across the midwest we saw the snow across chicago and maybe some still learning at this point. but we're beginning to see heavier knowfall if the mid-atlantic, d.c. has seen plenty so far, new york will in the next couple of hours x this will slowly become a or nor'easter where it gets that wind off of the ocean. you suddenly see more snowfall. we've got winter storms and warnings --s and warnings -- watches and warnings. as far as timing goes with this system, a lot of this starts happening overnight tonight and really into tomorrow. until 9 a.m. currently in this future forecast, you continue to run through your monday, and this really fills in along the coast. that's all the a way through monday. i do think by tuesday we're on the back side of this system, and most of the heavy snow has moved on out. so really focus for the worst of this happening tomorrow. over a big chunk of time because it's such a slow mover. now, what about snowfall? >> reporter: hi, mike. well, this new proposal is just one of several that we've seen in the eight months since the killing of george floyd, and now this one is spearheaded by three members on city council. essentially, what it would do is disband the police department. the city would then move to a new program essentially having a department of public safety. in it, the tuition of law enforcement services -- the division of law enforcement services made up of licensed peace officers under the supervision of the public safety department. this proposal would also get rid of requirements to keep a minimum number of officers based on the population size. >> that doesn't mean reducing officers, it just means looking at public safety in a holistic way and seeing what is going to best keep people safe and get them the help they need. >> reporter: the ordinance cuts out the word "police," it also removes lines giving the mayor authority over the m.d.. minneapolis' mayor jacob fray saying he believes in a comprehensive approach, but he does not support all the language. his office releasing a statement, quote: he has not heard residents say we need to dilute accountability by the head of public safety reporting to 14 elected officials with divergent decisions. ultimately, voters will need to sign off on this. minneapolis, like many large cities across the country, saw an increases in violent crimes over the past year. this year gunshot wound victims have increased 250% compared to this time last year which had already seen a sharp increase in 2020. gun shot wound victims jumped 105% from 2019. homicide, robberies and aggravated assaults also increased between 23-70%. now carjackings, that is another crime that we've seen increase in the last year, that is up by more than 300%, and car theft parts, now, that is up by 660% compared to 2019. mike? if it's a good thing and it prevents somebody else from losing their lives, i'm fine with it. >> reporter: and, you know what? , airline operate or ebbs want to stop the financial bleeding, and they believe what the biden administration is considering will undoubtedly slow their progress of recovery from the pandemic. mike: another hard-hit economic sector. charles watson in atlanta, thank you. as states struggle with the vaccine rollout, public health officials hope the single-dose johnson & johnson vaccine may speed things up. the company reports it is 66% effective in global tests, 72% effective here in the u.s., just only 57% effective in south africa. the strain already found here in maryland and south carolina, health experts say vaccines may need boosters to protect against these new variants. >> the companies and our government scientists are looking very closely at it and are developing the possibility of boosters that would more tightly address this new variant if we need to go in that direction. but it's a message that's saying this virus is evolving and could continue to evolve in ways that make it more dangerous, either more transmissable or more lethal. mike: dr. janette nesheiwat is a fox news medical contributor and family emergency medicine doctor. doctor, welcome. >> hey, mike. mike: is it possible that johnson & johnson's vaccine would be a lot more effective if people received a second dose like the other vaccines? >> sure, that's absolutely a possibility. but you've not to still remember, mike, 72% safe and effective so far is what the data shows. that's pretty phenomenal. just to give you an idea, the flu shot usually ranges from about 30-60% effectiveness, so 72% protected against moderate to severe disease which means it's most likely to save you, prevent you from dying. so those are pretty good numbers. it does still need to get fda approval, but it's so far found to be safe, effective, well tolerated and convenient in that you only need windows right now, and you don't are have to put it in a freezer or. definitely a tool in our arsenal box that we need to help really curb this pandemic and try to reach herd immunity. but, yes, so far the data shows one shot can give you 72% effectiveness here in the united states and maybe a second shot or a booster shot can certainly increase that. mike: is it possible the numbers are a little lower because it was tested against these new variants? >> yes, absolutely. just like the south african, found 57% effectiveness. the level is significantly diminished with the south african variant. but, still, you still get a good amount of protection from it. that's why we're still, you know, hoping to get it fda approved. in the next week, we're expecting it to be looked at and reviewed by the fda. it's only one now out of three of four vaccines we're going to be using. we've got several coming out, i think this is really going to be helpful, and giving out that first dose right now, i think, is a huge priority and understanding that it'll give you significant protection. it's just a matter of getting the supply, hopefully johnson & johnson will have about 100 million doses by april. that is their goal. mike: interesting. so once it's approved, if a family member, friend or patient calls and says i have an opportunity to get the j&j vaccine, what do you say, doc? >> yes, absolutely, go get it right now without hesitation, without delay. because it could potentially save your life. and even if you're in a low risk group, you could be an asymptomatic carrier and bring it home, maybe pass it to mom or grandma or someone who has heart disease or rue chemoya or is -- leukemia or is pregnant or obese or who has diabetes. you have the opportunity to get your vaccine, any vaccine, you make sure you sign up for it and get it because for most people the benefits will outweigh any potential side effects which are usually mild, you know, a headache, fever, sometimes some nausea, chills. those are self-limited, usually last one or two days and go away. mike: all right, there's orders, got it. let's put the numbers up on the screen about these covid variants. the u.k. variant, 434 cases in 30 states. the south african variant, or 3 cases in 2 states, and then the brazilian variant in one state. what are your concerns, doctor, about those numbers? >> so let's remember, mike, that viruses, they naturally mutate. when they replicate, they can mutate. most of the mutations are meaningless, but when you have a significant mutation like the south african mutation or the u.k. variant, what happens with the u.k. varian, it's 30% more deadly. the south african and the u.k. variants, they're both highly more transmissable. that means the virus can infect us and make us sick more so than the other lineages that we first started out with a year ago. so it is a great concern, but this is why we've got to vaccinate as fast and quickly and efficiently as possible. and how do we do that?
