and signists are scrambling to test the impact of the variant on vaccine effectiveness. the fear is that it may evade immunity and spread more easily. it was first detected in south africa. the health minister issued an alert saying this variant has an unusually high number of mutations. cnn has just learned that the u.s. will join other countries in restricting travel from south africa and nearby countries. so we want to get now straight to jeff zeleny at the white house. so, jeff, in nantucket where the president is. what are you learning about travel bans and all of this news? >> reporter: that is right, alisyn. we're learning that president biden moments ago has issued a travel ban here to the united states from south africa and seven other countries in africa on the continent of africa. the white house said they are following this very carefully. the president was briefed about this new variant just a short time ago here on nantucket where he's spending his thanksgiving holiday with his family. and quite frankly officials are just trying to get a handle on how dangerous this new variant is. one official telling us just a few moments ago, quote, our scientists and public health officials are working quickly to learn more about this variant. so pretty basic vague language there but we do know that significantly the president now joining other countries in banning travel to the u.s. from south africa and seven other countries on the continent of africa. >> okay, jeff, stick around. we want to go to pete muntean in washington for us. pete, how quickly do the airlines have to scramble with this new breaking news? >> reporter: we know that the changes go into effect on monday. according to the white house, with the new varpt. and we wore wondering when this would go down across europe. the u.k. the first to act on this just yesterday. in fact some of the restrictions were coming down as people were still on board flights in the netherlands, a plane filled with hundreds of people emptied out in amsterdam and all of the folks have to stay cordoned off in one part of the airport until they figured out exactly how to deal with the restrictions. thankfully here this is not happening as fast. although we'll see how the airlines react here. we know that delta and united are the two airlines in the united states operating flights between the united states and south africa. delta does that flight three times a week between johannesberg and atlanta and then newark and johannesberg. they were monitoring this today. and the department of transportation and the cdc and the state department are monitoring as well. and this is created a little bit of chaos in the travel space in europe. the international air transport a thought it was knee jerk saying that governments are responding in emergency mode causing fear among the traveling public. but this is a huge gut punch to the travel industry which was really just started to recover a little bit. it was only three weeks ago that travel restrictions were relaxed for foreign nationals coming into the united states. if they could prove they were fully vaccinated, take a test within 72 hours and prove they have a negative coronavirus test before coming into the u.s., they could travel more freely here. something that was a big sea change. and this really shows how quickly things could change in the travel space in this pandemic era. a really tough pill to swallow here as the new restrictions have been announced for south africa including seven other countries as well. >> if jeff zeleny is with us, i want to go back to him for a second. because we remember when there was a travel ban put in place when we first learned about covid-19 when president trump stopped to try to stop travel coming in from china but then it came in from europe. so does this white house, are they talking about anything they learned from that experience? >> reporter: well certainly that has something coming up on almost the second anniversary hard to even imagine that when former president trump did ban travel from china. but, look, certainly many lessons were learned in that respect. but one thing that we should point out, american citizens and lawful residents here are not included in this. you will be able to fly home to the u.s. and all other passengers would have to test negative as well. so that is one thing that the white house officials are making clear to us. and we do have a list of the seven countries in addition to south africa. i'll just run through them. botswana zimbabwe, al is oato and mozambique and malawi. these are the countries that the white house is talking about. and they're just trying to get a handle on how serious this variant of concern is, the w.h.o. saying earlier today calling it a variant of concern. so certainly they're trying to, as we heard dr. fauci say earlier today, just trying to get more information about how serious this variant is spreading. but the white house acting very quickly on this friday afternoon here. certainly following the lead of many other european nations as well. >> jeff, one more quick question, why are they waiting, excuse me, why are they waiting until monday to start this travel ban? sflfrnlt that is a good question. i don't have an immediate answer to that seeing how this is worked in past. it takes a while to get things in the system. so perhaps to get some american citizens back on flights, perhaps it is because of the holidays. we'll check back with the white house officials see if we could learn more on why the timing is that. but i do recall from earlier travel bans there was a bit of a window given at that point as well. so certainly not an immediate ban, as pete muntean was reporting, it takes airlines time to gear up for this. so that is my guess why it is that delayed until monday. >> jeff zeleny, thank you very much. come back to us as soon as you have any other developments on this breaking news. thank you. let's get to jacqueline howard. so tell us why scientists worldwide are so concerned about this particular variant? >> well, alisyn, first there is still a lot left to learn, how transmissible the variant is and how well our vaccines work against it. but just moments ago when the world health organization announced that this variant now named oma cron is a variant of concern, here is what w.h.o. maria kirkoff had to say about why this variant is concerning. >> b.1.1.529 has some concerning properties. this varpt has a large number of mutsations and they have some chara characteristics. there is work on going in south africa and other countries to better characterize the variant itself in terms of transmissibility, in terms of severity and any impact like the use of diagnostics, therapeutics or vaccines. >> so you see there, alisyn, there is concern how well our vaccines work against this variant. as well as it has more than 30 mutations on what is called its spiked protein. that is a structure of the variant that it used to enter our cells and that is why there is a lot of concern here around how transmissible this variant is and how well our vaccines work against it. you see it is already been detected and in a few countries so there is concern there as well to see how quickly this variant can spread. >> thank you very much for that breaking news. joining us now is dr. william schaffner, a professor of the division of infectious diseases at vanderbilt university medical center. thank you so much for being here for this breaking news. how alarmed are you to hear what the w.h.o. has just designated in terms of the new variant? >> well, alisyn, oma cron, the name of this new vieariant, is variant of concern. that notched it right up there. they're concerned how rapidly it is spreading. they're concerned whether it causes for severe disease and of course they're concerned about whether our current vaccines will protect against it. never mind do our diagnostic tests pick it up readily, do our therapies work against it. so there is a whole lot of work going on in many laboratories trying to get answers to those questions. >> doctor, where are you in terms of the effectiveness of a travel ban. as you have just heard from the white house there is a travel ban effecting flights from south africa as well as seven other african countries and it is not starting until monday. how effective do you think travel bans are like this? >> travel bans are modestly effective. they could influence travel directly from that country to the united states. but obviously u.s. citizens will be permitted to come back. they could bring the virus. and people could go from the country of interest, south africa for example, and go to other countries that are not on the travel ban, and enter if you will by the side door. so travel bans are somewhat effective, but let's not expect a miracle. >> i've also heard there is a downside to travel bans in some sways south africa and other countries are being penalized for being transparent, for disclosing this information in a way that wuhan did not to begin with and so then other countries see that, you know, south africa because they test so well and effectively and they've been vocal in shares this information, that they're being penalized. do you think there is a downside to this? >> of course there is that downside. those who pick up more rocks and find things will find them and then be restricted. there is no doubt about that. so there is a plus/minus story to all of that. but not putting in the travel ban is thought to be a worse situation than putting it in. it is assessing the costs and benefits on both sides. tough stuff. >> how long do you think it will take for scientists to determine whether this new variant oma cron, is -- if our current vaccines that we're using are effective against oma cron? >> i think it might take in the laboratory a week or a little bit more. but we will be getting data on almost a daily basis to give us a better sense of that. and you can imagine that the vaccine scientists already are thinking about how to modify our current vaccines to cope with oma crom if that is necessary. >> even before we heard about this new designation, we knew that europe is seeing a spike in covid cases. do you think that that is a harbinger of what is about to happen in the u.s.? >> well let's come back to the u.s. for a moment. where we have the delta variant, which is the most common around the world, spreading still widely. we still have 60 million adults not vaccinated. we have many children now age 5 and older unvaccinated and we have many people who are eligible for boosters still not boosted. i would hope that within the next week or two weeks so many of those people will take advantage of the vaccine. that will help us in the immediate term. and i would anticipate that as bad as oma crom might be, our vaccine will be partially effective. so what we've got to do is what we know how to do right now, let's get everyone vaccinated. and when go out to group occasions, let's put back our masks. we're going to have to be cautious. >> dr. schaffner, thank you very much for helping us understand this breaking news. >> my pleasure. the new covid variant has already rattled global markets. the dow had the worst day in more than a year. taking a nosedive and closing more than 900 points down. cnn's matt egan joins me now. matt, we saw similar trends when delta first emerged. what is happening? >> well the news of this variant is not going over well on wall street. it was just 48 hours ago that we were talking about how wall street economists were upgrading their forecasts for the u.s. economy and this recovery was gaining steam but this variant calls all of that into question. so we saw the dow fall 905 points, 2.5%. that is the worst day since october of 2020. that is before the election, before the vaccine breakthroughs, let alone that they were readily available. s&p 500 down 2%. two stats that sum up the mood of the market, one oil prices down 13% to around $68 a barrel and that is the worst day since april of 2020 and that is a big deal because oil is sensitive to swings in the economy. and vaccine maker moderna up 20%. that is because investors are betting there is a lot more demand for vaccines going forward. travel stocks really got hit very hard today. we saw airlines like delta, united, they fell, carnival and other cruise operators and marriott and airbnb all fell pretty sharply. we do need to put this into context. despite today's losses, the market is still up 22% on the year and more than doubled from the march 2020 lows and there is just so much we don't know right now. we don't know how quickly this will spread, or how effective vaccines will be or how society or governments will react, although we are starting to get a little bit of sense for that right now. for now, though, investors are selling first and asking questions later. >> if vaccines are effective, then this will theoretically turn around? >> i think we've seen that before with the delta variant. there were worries about how effective the vaccines were going to be. there were some market tumbles. a lot of concerns about the economy and it did slow the economy. the delta variant did slow the economy. it creates a bigger mess in the supply chain because we're talking about more workers sick and factories that had to shut down but they were able to rebound. right now we don't know whether or not this is going to be like the delta variant, something more serious. we don't know yet. >> matt egan, thank you. >> thanks. >> it is black friday. one of the busiest shopping days of the year. so will that change with record inflation, with these new covid concerns? what's an office? or solving a workplace challenge that's yet to come. whatever the new world of work takes your business, the world works with servicenow. bogeys on your six, limu. they need customized car insurance from liberty mutual so they only pay for what they need. woooooooooooooo... we are not getting you a helicopter. only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ well it is black friday. one of the busiest shopping days of the year. retailers are expecting record spending this holiday season. even with supply chain issues and labor shortages and rising prices. alison kosik is live. tell us what you're seeing there. >> reporter: hi, allison. it feels like everything we spend our money on costs more but that is not stopping consumers who are shopping like crazy. the national retail federation is expecting holiday spending to break records this year with consumers shelling out anywhere from $843 to $859 billion by the time the holiday shop season is over. so today is black friday. it is the first unofficial start of the holiday shopping season. and 108 million people are expected to get out and shop today, physically specially we're seeing that today at macy's at herald square and 60% of them are shopping in store because they're concerned that the products that they purchased online may not make it to their destination in time for the holidays. because of the these supply chain disruptions that retailers have been facing, they've had issues building up inventory. some retailers have done better than others. walmart and target and costco and even macy's, they got creative to get ahead of the issue and side step the supply chain issue. i talked with macy's ceo this morning when he told me that one of the creative things that they did was charter a cargo ships to send their merchandise across the globe. listen to what he said. >> we moved up ship dates by 30 days to ensure that we would have it here for the holiday. that is helping us get all of our stock into our warehouses and our stores so across all of our gift categories we're well positioned this holiday season. >> reporter: other retailers have had a really hard time like the gap saying that they lost $300 million in sales just heading into the holiday shopping season. because of production issues and issues of course at the port. victoria secret said half of the merchandise for the holidays is currently stuck in transit. they've had to pivot and go to airfreight and you would think that would help but it gets there in two days but those at victoria's secret say it is taking nine days. >> it looks lively behind you. thank you for the update from macy's. we president and ceo matthew shay. let's start with what allison was just reporting, back in october you predicted this would be a banner year, record sales year. are you still sticking with that prognostication given the supply chain issues and now the inflation issues and now this new covid strain. >> well, hi, alisyn, thanks for having us. i think the new covid strand, the obvious question there is, as you've already discussed earlier in the segment, how effective are the vaccines against it, how transmissible is it. those are all things nobody knows yet so it is appropriate to be cautious but let's wait and see what we learn. as far as inflation and supply chain go, you heard jeff gannett of macy's and retailers that were able to do it did invest a lot in adjusting supply chains and pulling inventory forward working with others to get the merchandise but that happened in many cases but it didn't happen in all cases and there are some variables oifd of the control of some companies based on where their suppliers are, their shipping methods and the shipping locations. but overall, consumers are in a great place. they've got $4 trillion in savings. they're out shopping. sales are up in a big way this year. we expect a great holiday season. >> so do you think you're still going to break a record this year? >> we do, alisyn. in fact, the retail sales for the month of october were released recently showed that for the month of october sales were up more than 10% over oct a year ago and for the ten months that ended on october 31st, retail sales are up 14% for the year. so we've already had massive gains in terms of retail sales through the first ten months. we think that momentum will continue throughout the month of november or december, through the holiday season. so we're still confident because consumers are in such a good place because retailers have got inventory in place, they're going to find the gifts that they have on their list and we think it is going to be a great season. >> about the supply chain issues, what products and stores do you think are being hit the hardest? >> well, i think, and your colleague, allison mentioned that, i think it is eposodic and it depends on where the factories and the suppliers and what segment of the market are you in, as she referenced a couple of companies that have had different experiences. so the general merchandise categories have done very well. there have been some others maybe a little more specialized retailers that for unique reasons had some challenges. i think the important thing to recognize is that retailers have been working on this since the beginning of pandemic. they understood the real stress the supply chain was under and they've invested billions of dollars working with partners to get goods here. that is why we've survived the last 20 months and get most of the things we needed when we needed them. so i'm confident we'll final a way to get through this holiday season and the overwhelming majority of those items on the holiday list are going to get fulfilled. and that is why we encourage people to go out early. and we know people did start earlier this year than ever. if you get out early find the things you need and want take some stress off your holiday season. >> but are you finding all of those products at a higher price this year? how is black friday, today being reimagined by retailers because of inflation? >> well think we're living an environment where we're seeing historic levels of fiscal stimulus, $5 trillion of stimulus already been put into the economy which is more than 20% of gdp. and that is before we even get to the bipartisan infrastructure deal and what might happen next on social spending on those other programs that are being discussed. so we've really stimulated demand. at the same time we've had supply shocks due to the covid virus in other parts of the world that have closed factories and inhibited workers. so we have both of those things at once. pent up demand juiced by the stimulus and shocks to the supply side and that is great in an environment where rages are rising where products cost more, transportation, logistics and transmission and fuel prices, everything is costing more. so far wage pressure has continued its upward trajectory so consumers are keeping place with inflation and we expect to see inflation moderate and we'll have more stability in the prices and get things back in balance between supply and demand. >> matthew shay, thank you. >> thanks, alisyn. now to politics. kevin mccarthy has been loyal to former president trump and his kroefl allies in congress. but one of the very republicans that mccarthy has protected said he does not have the votes to be speaker if the republicans win back the house. we'll get into that fight next. and that's just basic wavy guy maintenance, right? >> reporter: we are just getting a statement from the white house and from the president explaining a little bit more about what he's been doing on this. he had a conversation today and briefed by dr. fauci who is his top medical adviser on the coronavirus. let's take a look at a portion of this statement. the president said this, this morning i was briefed by my chief medical adviser dr. fauci and about the variant which is spreading through south africa. we'll have more information. i'm ordering additional air travel restrictions from south africa and seven other countries as we know these new restrictions will take effect on november 29th which is monday. he goes on to say as we move forward, we'll continue to be guided by what the science and my medical team advises and then the president goes on to issue a longer statement about the need to get vaccinated here in america, that they need to get booster shots and focused on the unvaccinated, saying this is another reminder why vaccinations are so important. and i do have more information about why this this is going into echkt on monday. a official said it takes some time and this is a super quick time line in this official's words baz the airlines have to get operationalized and there has to be a formal proclamation and protocols set in place with the tsa. so that is why it takes until monday. this is not simply just like a flipping a switch. but they said this is faster than previous tafl bans. largely because they're operating under some experience from the earlier stages of covid. so we do know that president is monitoring this as he's spending a long holiday weekend in nantucket. but the bottom line is officials are waiting and trying to get more scientific information about the spread of the variant. but clearly the u.s. and other leaders around europe and the world are taking this extraordinarily seriously, alisyn. >> jeff zeleny, thank you for all of that. and thanks for getting the answers to those questions. >> sure. >> meanwhile lauren boebert of colorado is now apologizing for her racity anti-muslim comments about another member of congress. boebert suggested that ilhan omar who is a democrat and a muslim might be a suicide bomber. >> i was guesting into an elevator with one of my staffers and he and i are leaving the capitol and we get in the elevator and a see a capitol police officer return running to the elevator. i see fret all over his face and i look to my left and there she is. ill an omar. and i said, well she doesn't have a backpack, we should be fine. >> whoa! >> so we only have one floor to go. so i looked over and said oh, look, the jihad squad decided to show up for work today. >> well congressman boebert has now apologized via twitter writing apologize to anyone in the muslim community i offended with my comment about representative omar. i have reached out to her office to speak with her directly. there are plenty of policy differences to focus on without this unnecessary distraction. lauren fox joins us now. this is interesting. lauren boebert is no stranger to inflammatory comments. why is she apologizing today? >> reporter: and she used is a same term, jihad squad on the floor just last week. and it should be noted that omar responded to this saying this event never even happened. and it was offensive. just to echo those comments. the other thing that is coming is that boebert didn't just say these comments in a vacuum. she went on at that same event to go after transportation secretary pete buttigieg who recently just had a baby with his partner. here is what she said. >> meanwhile, you have the secretary of transportation, good old mayor pete, he wasn't even put in charge of the supply chain crisis, someone else was tapped for that. because mayor pete is still at home trying to figure out how to chest feed. somebody ought to tell him so he could get back to work. >> reporter: and he is in a same-sex marriage that should be noted for part of why that is so offensive. and she also called the president of the united states, president joe biden, that piece of crap in the white house. so she has not apologized for those comments that she made at that same event. this is part of a broader problem on capitol hill just last week paul gosar of arizona was censured for an anime video he posted depicting the murder of a colleague and one of the key questions is where is republican leadership in all of this. where is kevin mccarthy in all of this. part of the challenge is that he has some on his right flank like marjorie taylor greene who has been saying over the last several days that kevin mccarthy doesn't have the votes if the house were to fall to republicans in the midterm election to be speaker because of the actions he's taken against some members. so this is just a mess in the republican conference right now where you have a number of members that continue to make headlines for offensive comments and gentyes, she did apologize not for the subsequent comments that we flagged. >> sheen joined her stand-up comedy routine that she thinks she's delivering there. i think we need more of an explanation of why apologize today. but we'll continue to cover this. lauren fox, thank you. is vladimir putin planning to overthrow the president of ukraine? >> well, thank you for having me. no, we weren't sure what the state would do. it was certainly something that we knew was a possibility, but we thought it was the right thing to do, and we want to move forward with it as we try to seek a new image for montgomery, and a new beginning, and one focused more on the economic opportunities, our investments in public education and our investments in our people in our community, as opposed to relics of the past. >> it doesn't sound like some of your fellow alabamans want a new image for montgomery. with this law, they want to preserve the confederate statutes and leaders names on street signs. that's why you're being find $25,000, they don't share this vision that you have for montgomery. >> no, apparently not, and that's unfortunately because i think we have seen in my ten years in office, a lot of interest in the community, a lot of interest in expanding our economic footprint, however one has to ask the question if we were changing this name from jefferson davis avenue to stone wall jackson avenue, would that still be an issue. so you know, what are we trying to preserve here? i think those are the questions that many of our leaders at the state level have to answer, and the other portion has, is a street a monument, is a school necessarily a monument. this came around the time when statues were being removed from new orleans and other cities around the country. i think we have to really look at this from a broader context. >> what's your plan?
