together hoping to force the hand of at least ten republican senators. in just hours the house side will vote. what happens in this fight could determine what happens with the infrastructure package and president biden's $3.5 trillion budget package. the u.s. economy and the biden agenda in the balance. cnn chief congressional correspondent manu raju joins us on the hill. manu, juries, walk us through the timeline for today. >> well, today the house democrats are going to move forward on that plan to keep the government open up until december. also extend the nation's borrowing limit through the november 22 mid terms, but there's a problem. they do not have the votes to get that out of the senate. today they plan to pass it and then in the senate the republicans say they have the votes to blog it. they want the democrats to move that debt limit increase, a very politically toxic vote on their own through a separate process, and that is leading to major questions about how this gets resolved, but ana, it's still uncertain whether the democrats can get this out of the house at the moment because they are skwubling internally over $1 billion they want to add to funding the israel security system known as the iron dome. some progressives are pushing back on that. trying to resolve that issue and once they do they hope to get it out of the house and we know what the fate will be in the sunday, the republicans will block it and figure out what plan "b" will be. >> the political stakes could not be higher for either party. who has leverage? >> remains to be seep. democrats are unclear on how they will respond once republicans do block this effort going forward. you mentioned. a number of major issues, roughly $5 trillion in new programs and spending as well as taxes all hang in the balance as well. next monday the democratic leadership has set a deathline to have the house vote on september 27th on that $1.2 trillion infrastructure plan that passed the senate last month but there's a problem. progressives are threatening to sink that plan. if that larger democratic-only approach to deal with the rest spending and expand the social safety net has not passed congress by that point and there's no chance it will pass congress by that point but multiple liberals told me over the last day or so that it makes sense to slow down potentially thwart that bipartisan infrastructure bill if they don't get that larger package. listen. >> democrats think you're bluffing on this and you will fall in line. >> they can take that bet if they want. i can -- i can say that they are bluffing on how many republicans are going to go with us, but fine they had that number of republicans to go on the bipartisan bill, we would still have enough votes to defeat it. >> progress you haves in the house are threatening to sink the infrastructure bill if the reconciliation bill isn't passed in both chambers by next monday. is that the right approach? >> we had an agreement from the beginning and that was there might be one package. it might take multiple votes but that one package would move forward. i know a lot of people would say let's try to break this thing apart and take it in smaller bites but the reality is in the world of the filibuster we've got one bite at passing a lot of this through, and we cannot fail the american people. >> this is the real question, whether or not the progressives ultimately fall in line, and whether they do in fact block the infrastructure package and if they do what does that mean for the rest of the biden agenda? so many questions here, ana. uncertain how they will get resolved and ultimately will it all collapse? that remains to be seen. >> manu raju, thank you so much. let's bring in cnn economics and political commentator cat ran rampell and senior political analyst and former adviser to four presidents david gergen. let's try to simplify this all and why it matters for our viewers. everyday americans are worrying about going to work. they are worried about making rent and paying the bills and now they are supposed to worry about congress paying its bills. what is at stake for viewers at home here? >> there is never a convenient time i would say to have a financial crisis and another recession, but probably now is the least convenient time precisely because of all of the other crises you just mentioned that america is going through. if the united states government cannot pay its bills and, again, these are bills that have already been committed to not new spending. this is about base paying off your u.s. credit card bill. if the u.s. government can't pay its bills a few things happen, up, social security checks can't get paid, military service members don't get their salaries, et cetera, all of the things that they say that the government pays for. two is that we violate the constitution. the constitution explicitly says that the public debt shall not be questioned and, three is that we could potentially set off panic throughout financial markets around the world, the financial crisis piece of this that i was talking about. right now u.s. debt because we've never defaulted among other things is considered the safest of safe assets and if we prove we're actually quite cavalier about paying back our creditors, then that not only freaks out people who buy u.s. treasuries, u.s. debt, that almost every other financial asset that is benchmarked against u.s. debt, so you could have this potentially cascading set of panic throughout financial markets around the world that could take us back into recession, so not a lot of good outcomes here. >> yeah. david, just the politics of this, at katherine pointed out, republicans agreed to spend the money that is now, you know, coming due, but yet they are saying they are not going to vote for this. democrats are squabbling over how much they will allow on the other side and the fact that these two measures are punt together now. are republicans thinking they have leverage here to kind of sit back and do nothing because they see democrats getting blamed for any shutdown or other consequences since they control congress and the white house? >> well, as you said in the beginning, ana, this is very complicated and it's worth simplifying. i have full confidence right now that the congress and the president will come together and we'll not default on our loans or on our spending. we owe these bills. we've always paid them, as you've said. in the past on 80 different occasions, 8-0 occasions, the congress and the president worked this how the. they have never failed to work it out. one thing that's -- i caution a note here that's really port. ten years ago we almost went over the cliff. you'll remember we came very close to defaulting, and it was worked out at the last minute when we were on the edge of the cliff. at that very time that cost us economically. we paid a big price for that. our credit rating was downgraded, and if we went through another downgrade here in the midst of this pandemic, you know, all bets are off about what that does to the economy, so i think it will be done one way or the other. i think we'll get an agreement. the question politically is does it shift the blame to one or the other parties and who winds up. are they putting a tail on the donkey. where does that tail wind up, and i don't think we know that yet. that's why both sides are being cautious, but i think the costs of failure, katherine outlined those extremely well. >> let me come back to you on that, katherine, because you both made this important, and it's an important point, playing chicken with the nation's finances have become routine with the congress but the u.s. has never failed to pay its bills, right? how realistic is an economic catastrophe as treasury secretary janet yellen is warning about? >> well, if it happened for all the reasons i just explained it would be very, very bad. i hope dearly it does not happen. here's a reason why i'm a little more nervous this time around even though it seems likely we've been through this game before and it's always gotten resolved. the issue is if democrats are going to do this alone, that is through a special process called reconciliation, that has a lot of intermediate legislative steps that require floor times t.basically tames a fair amount of time for them to get that process going so that they could do it alone, and it seems like democrats are waiting instead for republicans to blink and decide to agree to suspend the debt ceiling through a bipartisan basis so if they wait a while to begin the protracted basis and we have a fair amount of uncertainty about when the government is going to run out of money, probably sometime in october. that's what secretary janet yellen has said, and we don't really know. there's even more uncertainty around because of the pandemic and, you know, how frequently revenues are come and that sort of thing you could have a situation where we are about to run out of cash much more quickly than we had anticipated an democrats don't have their ducks in a row and that's what i'm worried about in this situation. that's had a little different from previous ones because, again, all of those protracted steps, democrats would have to go through and they seemed to be putting off because they are hoping i think naively that any republicans would do the right thing here. >> david, the president's party, bra additionally struggled to hold seats in mid-term elections. does this feel like the last chance for democrats to turn president biden's agenda into reality through legislation? >> i think democrats have a real risk in look towards the election. if the election were held taltd republicans would probably get the house back so the democrats really have to focus on this, but i do think, janet yellen -- katherine's point about whether we have so little time. we do have very little time and that's why janet yellen, the treasury secretary, has already moved this into the center of the conversation because the country, you know, for a lot of people around the country this all comes out of the blue. what are you talking about. why are with own the edge of a crisis on paying our bills and i think she's going to get people stirred up. the real issue politically is, again though who winds up taking blame for all of these deficits and the rewards that comes from passing a major democratic bill, do the re-wards outweigh the costs of driving up the deficits more in the future? >> reporter: well, we're back at what they call the carlton reserve, 25,000 acres of a wildlife reserve where right now i can hear a chopper circling over. we've seen atvs come and going as the search continues very active. they are still very much searching for brian laundrie. now, this comes after just yesterday police told us that they had exhausted every avenue possible here but what else happened yesterday? you said it, aprila. the fbi also questioned the parents and now they are back here. we learned from one of the search teams inside that they were requesting for assistance to help with this search yesterday afternoon so clearly they were after something that changed in the last 24 hours. now you mentioned that autopsy for the human remains found in the grand teton national park. we expect that that might be able to give us at least some more insight on confirmation of the identity. remember, fbi agents did say that the remains found were september with the description of gabby petito and her family has been notified, and here's something else. we've obtained a 911 call that paints a picture as to how this road trip that the two went on, gabby petito and her fiance brian laundrie was going at the time. at some point somebody called 911 indicating a domestic dispute between the two in moab, utah. listen to the 911 call. >> we drove by and the gentleman was slapping the girl. >> he was slapping her? >> yes, and then we stopped. they ran up and down the sidewalk. he proceeded to hit her, hopped in the car and they drove off. >> do i have time to get into this? so these are little pieces of the puzzle that are coming together as investigators try to find out where is brian laundrie. we've also learned that police have spoken to a woman who claims that on august 29th she and her boyfriend picked up brian laundrie at he was hitch-hiking in that area of where the human remains were found, anna. >> lila, quickly full, an autopsy of the remains matching petito's description was set for today. when will we know the results? >> reporter: well, we don't know. that's something that we can maybe get part of early on with a preliminary report, with some preliminary find federal government they can match that dna quickly, but it could also be a while if not everything is in place to help the medical examiner move forward with the findings and confirmation. >> seems like obviously a key piece of the puzzle right now. laila santiago, thanks for that update. joining us now is anthony barksdale, former deputy police commissioner. yesterday deputies said they had exhausted all avenues looking for laundrie and today investigators are back out there. what do you make of this reversal? >> sometimes you have to go back to a crime scene. maybe you got some new information that you didn't have before, that you need to focus on a specific area looking for specific evidence, so you go back, and as long as the crime scene is protected, it's maintained and held, it's a good thing. it happens when you have a case like this, so to me it's good law enforcement work. >> this nature preserve is large. 25,000 acres. extremely wooded as we can see, swampy and likely full of gators because after all this is florida. how difficult is it to conduct a search like this? >> cnn chief national affairs correspondent jeff zeleny joins us from the u.n. jeff, besides his speech, the president also met with the australian prime minister in the midst of tensions with france. what can can you tell us about that meeting? >> aprila, we're learning that president biden's meeting with prime minister scott morrison is wrapping up. that's been an hour-long meeting. normally not as much attention would be shining on a meeting between two longtime allies, the u.s. and australia but it certainly has because of the submarine deal we've been talking about since last week. a trilateral new approach to essentially confront china between australia, the uk and the u.s., so president biden has been talking with the australian prime minister right now. he'll be leaving new york shortly flying back to washington to meet this evening at the white house with british prime minister bores johnson so certainly focusing on those allies, but, of course, it's left france out, a longtime u.s. ally. the president emmanuel macron of france not even coming to the united nations. he's furious at the u.s. over this submarine deal, but a bigger point here of president biden's speech to the united nations general assembly, his first such address was trying to move america and the world beyond what he called it an era of relentless war to an era of relentless diplomacy. he laid ought owl of the challenges from covid-19 of course to cyber threats to other types of terror threats and he said it is incumbent on the world to simply work together. so it's certainly testing his resolve. he's long talked about the mantra america is back. now he'll be judged on his own record here and frankly there was some skepticism in the room among leaders at his remarks. there's some anger still over the afghanistan pullout but he did defend the withdrawal from afghanistan, and he said it's simply time to move on beyond that. he said this is not 2001. there are new more modern day threats, so the president's first address here to the u.n. certainly laying out his position and turning the page from the trump administration, no question. difference in tone and style but the question is for some allies how much difference is there in the substance? ana. >> the action. jeff zeleny, thank you. the president's speech before the u.n. comes at a potentially pivotal moment. we talk about all these challenges, the dispute with france, the tragic drone strike that killed african civilians, chaotic withdrawal from afghanistan so what impact might this speech have? joining us to discuss cnn global affairs analyst kimberly dozier and cnn military analyst retired army major janel james spider marks. it's always great to have you both with us. kim, a president not at war for the first time in 20 years and he certainly thought to shift america's focus and makes clear that america is back to clear its leadership back on the world stage. was this a successful reset? >> you know, i think the u.s. allies and part first listening to this speech would have welcome it had and embraced it if they hadn't just gone through the chaotic afghan withdrawal and then seen the u.s. declare this relationship between australia, the u.s. and the uk that has left france, a minimum wage or european ally upset and aggrieved and left other eu allies wondering how they are going to be dealt with in future by the u.s. can they trust the u.s., and they are also looking at what's left behind in afghanistan. maybe president biden thought it was time to go, but the manner of the u.s. departure left behind what many europeans considered to be a vortex for rising islamic extremist, extremist violence and possibly refugees headed to their shores. >> and general, while he tried to focus forward, the president did take the time to defend the withdrawal from afghanistan. considering the chaos it a took place including this u.s. drone strike in kabul that we just learned over the weekend killed ten civilians including seven children, was it a missed opportunity to express a mea culpa? >> well, he certainly could have done that. i think the key thing and certainly kim nailed it absolutely wonderfullly in that this military that we have seen in conflict over the course of the last 20 years has never been tactically better prepared and we should all feel wonderful about that, but at the same time i think we've never been more strategically lost and we've seen a number of those missteps beginning certainly with this very haphazard, incredibly chaotic, and it didn't have to be that way withdrawal from afghanistan, not the fact that we departed but as kim described this rather slipshod way in which it was executed, the loss of 13 service members and then on the heels of that the strike that was acknowledged as inappropriate and wrong and a terrible mistake and america needs to acknowledge and get away from the self-loathing and acknowledge that we've made some mistakes and move forward and this was an opportunity for the president to really put some mark errs down but he missed a couple. he failed to mention our ongoing competition and trying to identify areas of cooperation with china. that was kind of left to the side. certainly adventurism by russia left to the side and he made no mention of competition in space and what are we going to do with nukes? i mean, these are not old stories that need to be wrapped in new cloth. these are existing existential challenges that need a to be address ed and they weren't. >> he focused on human rights and talked about human rights and being a leading defend are of human rights around the world but how much tougher is it to make that argument when we see images of the treatment of the haitian refugees and migrants trying to cross the border or the criticism that after 20 years the u.s. didn't do more to secure protection for women and girls in afghanistan? >> you know, it's going to make it very tough for the biden administration to make this argument to some of its european allies with a straight face, especially when they are from the perspective of some of the u.s. troops that i'm talking to not making enough of a priority to get out some of the afghan allies, and they are also looking ahead to a shrinking picture in terms of shrinking troop numbers in iraq wondering what's going to happen to u.s. allies there and around the world other nations are looking at this, china and russia are making hay out of it in terms of rhetoric and propaganda saying, you know, why would you side with the u.s. when the u.s. is just going to leave you in a lurch? they are hypocrites. >> general, president biden did announce a willingness to rejoin the iran nuclear deal if iran agrees to full compliance. what's your reaction to that? >> well, frankly, i think it needs to be done. look, the united states runs the risk of having an almost century long relationship that doesn't exist with iran, right? we had the revolution that took place 40-plus years ago that. crew is going to disappear and the new crew is going to come in for another 40 or 50 years and the united states has no relationship with tehran. the ball is in our court, right? any relationship we have, the ball is in our court to make it right and we have to figure out where we can establish a relationship so we're not routinely going through a third nation to try to communicate which could be a nuclear power in the middle east, and if iran gets nukes saudi arabia is going to get nukes and that's the last thing that we need to have. >> general, kimberly dozier, appreciate it. >> thanks, ana. up next, it was supposed to be the one and done version of the covid vaccine but now comes word that anyone who got the johnson & johnson vaccine is going to wand a second shot. that's next live in the cnn newsroom. [deep exhale] [fast upbeat music resumes] [music stops] ♪ we believe everyone deserves to live better. and just being sustainable isn't enough. our future depends on regeneration. that's why we're working to not only protect our planet, but restore, renew, and replenish it. so we can all live better tomorrow. ♪ ♪ ♪ limu emu & doug ♪ got a couple of bogeys on your six, limu. they need customized car insurance from liberty mutual so they only pay for what they need. what do you say we see what this bird can do? woooooooooooooo... we are not getting you a helicopter. looks like we're walking, kid. only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ today promising vaccine news for some 14.8 million americans given the johnson & johnson single-dose vaccine. a new study finds adding a second shot raises a person's protection against covid to 94%. the company now saying a two-dose regimen of j&j is compared to a two-dose regimen of moderna or pfizer and that protection is critical as deaths here in the u.s. surpass the estimated death toll of the 1918 flu pandemic. more than 676,000 americans have now died of covid-19. the u.s. right now averaging nearly 2,000 deaths a day. nearly all unvaccinated. dr. peter hotez, professor and dean of the college of medicine joins us now. doctor, it's hard to believe that we've surpassed deaths from the 1918 flu. how much higher could the death toll go? >> remember, ana, 100,000 of deaths have come after april and may and after safe and effective vaccines are available so most of those 100,000 deaths are among the vaccinated. they are needless democrats all of them could have been prevented and now the institute for health, metrix and evaluation is saying we'll have another 100,000 additional deaths also entirely unnecessary before the end of the year so 200,000 deaths by anti-science as i call it. >> wow. and -- and new warnings now that this year's flu season which is quickly upon us could be worse as covid patients, you know, are already filling hospitals, reporters on health care shortages so that makes vaccines even more important. is it safe to get a flu vaccine and a covid shot at the same time? >> yeah, it looks that way and what we're seeing is pharmacists are giving one shot in either arm so your left arm covid and right arm flu and that seems to be okay, and by the way, it's really important to get your flu vaccine. flu is still a killer, not as much as covid-19 but between 12,000 and 50,000 americans lose their lives every year from flu so get your flu vaccine now as well. >> let's talk about this new data from johnson & johnson suggesting a double dose of the j&j vaccine provides 94% against symptomatic protection and 100% against severe disease so where does this go from here? >> well, you know, ana, we've actually been talking all year about this. i've said since the beginning this looks like a real good vaccine as a two-dose vaccine. when you looked at the phase one, phase two trials, really high levels of neutralizing antibodies are really as good as the mrna vaccines. we don't really have many single-dose vaccines that we give to people, yellow fever, experimental ebola vaccine, maybe hepatitis "a" but almost all of our vaccines are a double dose. even a single dose of the j&j vaccine seems to be holding up in terms of leapt of protection though it's augmented by giving the second dose. >> if you were to advise somebody on which vaccine to get now that we have more data for all three vaccines that are currently authorized here in the u.s. for emergency use or full approval like the pfizer vaccine, which one would you recommend? >> you know, they all look really strong, ana, so in terms of protective efficacy i feel pretty good about all of them. they all have a good safety profile. you might argue that if you're a young woman you're at slightly greater risk of veesh rall thrombosis from the j&j vaccine so that might not be the one that you want but it's a soft call and same with the mrna vaccine. if you're a young male you may want the j&j vaccine because of the risk of myo already carditis. it's important to stress these are extremely rare events so all of the vaccines are highly efficacious and safe. >> doctor, you always have such good information. really appreciate it. thanks for being here. >> thank you. up next i'll take you to my hometown and introduce you to my champion for change. you know, at a time when images of immigrants and refugees desperately searching for their share of the american dream are dominating our screens, get ready for this very different type of story that i'm proud to share with you next live from the cnn newsroom. >> when i have the time. >> silylvia came from mexico to denver. she saw more opportunity here in the u.s., so she planted her two feet on the ground and started to try to figure out how she was going to make ends meet. she found focus points, family resource center. >> and that is when i meet the other ladies, and we start talking about, what would you like to do here? what do you do here? and everybody spreads, oh, i would like to have a business, and sell food and that idea started getting into my head. >> a lot of them have some entrepreneurial background, but they just needed a few more steps in order to put those skills together and really understand what was needed to have a culinary business. so, you helped create this place. >> i think all the ladies, including me, created it. >> it's a paid training program. and we focus on helping low-income immigrant and refugee women who want to start their own food businesses. >> what level of skills do they enter the program? >> as far as knowing the food they cook, they're all experts in their heritage cuisines. they've been cooking longer than i've been alive, so the question is, hey, how can we turn this talent, this interest into something more substantial? and that's what we use to help train them in how to work in a professional kitchen. first and foremost. and then how to turn that knowledge, plus the knowledge that they already have, into a business. >> comal gives them, really, a training ground and that hands-on experience that silvia realized they didn't have. >> most of the ladies feel like they can -- they are nothing. but when they come here, and with them talent, create, for example, a dish or something, then impact some other persons, then they say, okay. i am something. >> we are unique in the sense that we are focusing on helping immigrant and refugee women to give people who already have momentum the avenue to go through it. >> beef or the onion? >> olivia came to the u.s. from venezuela. she and her family are refugees. she wanted to be an entrepreneur here in colorado, so that's how she ended up linking up with comal. >> for me, this is a blessing. making me love the opportunity to do something i like. >> when you look at the people that comal is serving, what i see in them is part of my own family's story. there's great-grandpa, isidro, in the kitchen with all the pots and pans. my great-grandparents came from mexico shortly after the mexican revolution, fleeing poverty, seeking more opportunity. in fact, my great-grandfather started his own eatery. when i look at silvia, she is a champion for immigrants. she's the champion for latinas. he's a champion for the community of denver. >> thank you. thank you. >> silvia is one of many versions. she's a success. she does a lot for herself, but by doing that, she's helping other people. >> without comal and my idea, my dream, i don't think i would be where i am now. comal is my second home. opportunities. and success. >> she's such a cool lady, and a lot of these women, because they're women, just aren't afforded the same opportunities in the countries they're from, so a lot of ways, silvia is just like a beacon. she's helping to chart the course. and she now has her own separate business, while continuing to help comal and its participants who have come from nine different countries. not just from latin america but also syria, ethiopia, and afghanistan. so, you know, when you look at the current crisis there, afghan refugees might find a landing spot at comal in the near future. we'll continue to share these inspirational stories all this week, and be sure to tune in on saturday at 8:00 p.m. eastern for the "champions for change" one-hour special. that does it for us today. thank you for being with me. i'll see you tomorrow at 1:00 eastern. in the meantime, you can find me on twitter, @anacabrera. the news continues next with alisyn and victor. i wonder how the firm's doing without its fearless leader. you sure you want to leave that all behind?
