is the way out of this? where are we going to see these political negotiations coming from or being led from? well, i hope, you know, it's always difficult, as you see, as everyone has been watching, it's taken it's like it's such a slow, painful process to have the haitian political parties and leaders try to agree on anything. i think we're getting pretty close now. that will be very important. but i think even more important is to get the security situation under control. the haitian national police are doing actually quite well given the strength of the gangs, although i think sometimes that is overrated. i think gangs have not really faced another force that is well equipped, well led and trained and ready. the haitian national police have had some small victories lately, but they need help. they definitely need help. and that's where this international force that was authorised by the united nations in october, it's still not there and it has to get there as soon as possible. the uk's broadcasting regulator, 0fcom, has found that programmes on gb news presented by conservative politicians broke broadcasting impartiality rules. 0fcom rules say, a politician cannot be a newsreader, news interviewer or news reporter, unless there is editorialjustification. it found that two episodes ofjacob rees mogg's, state of the nation, two episodes of friday morning with esther and phil, and one episode of saturday morning with esther and phil, failed to comply with the broadcasting code. in response, gb news said — it was deeply concerned by the ruling and that it will raise it directly with the regulator "in the strongest possible terms". the media group called it a "chilling development" forfree speech saying viewers might disagree with 0fcom's findings. gb news says it will continue to feature serving politicians hosting programmes "just as other 0fcom regulated services do." earlier stewart purvis, broadcaster, and former content regulator for 0fcom, gave his reaction to the ruling. i have some sympathy with gb news because i think they've had trouble understanding 0fcom's interpretation of the rules as well. so i can understand why they are coming back with a very robust argument. but i do think, for a democracy, we really need to have a situation where going into a general election, we are not going to have ten minute rants from party cheerleaders at the start of every programme on a certain channel. that cannot be the right thing, either by british tradition or the right thing in terms of british democracy. i think they have to go back towards the traditional interpretation. politicians can't present programmes about big issues of the day. they can present party political broadcasts, but they can't present news or current against humanity. but another thing that they point out is that the state of nicaragua could be held accountable because they have violated the 1961 convention, especially article number nine, which is a prohibit that a regime or a government will take the state of a citizens for political religious reason, which is what daniel ortega and rosario murillo have done. but if they are held accountable, what is it you want to see? what realistically do you think is going to happen? well, there's very little that can happen in nicaragua today because the people of nicaragua and myself included, we don't want another revolution. we saw what happened. when you have a revolution, you have another dictator, which is worse than the one you had before. what could happen? well, it will be possible that if they build up a case that daniel ortega and rosario murillo could be brought to an international court of justice. would they recognise the court ofjustice? well, you know what is happening at this moment? they are suing germany and other countries, they are joined on the case against israel. and therefore, they are recognising the validity of the court. they themselves have done something that is really very questionable. one wonders what they're thinking about it, what you were saying previously, that i am calling for all the members of the opposition in nicaragua tojoin forces. we need to act together. we need to be able to form a coalition regardless of where they come, whether they are former sandinistas or former somasistas from the left and from the right. but where is the you know, where is the democratic space in nicaragua? is there any democratic space left and who is going to fill it? there is no democratic space in nicaragua. i mean, daniel ortega that's developing. that one could be quite heavy rain with gusty winds, gales likely in the far north of scotland. it will be a pretty mild night out there, milder than it was last night. temperatures no lower than 9 or 10 degrees. those two bands of rain that we start with in england and wales willjust tend to fade away and it will brighten up in many places, leaving just a few showers. a few showers will continue in northern ireland, but the earlier, heavier showers in scotland will move away, sunshine will come out and the winds will ease as well. temperatures still reaching 12 or 13 degrees in scotland and northern ireland, but again peaking at 16 in the south—east of england. we could see a bit of rain developing in the south—west of england by the end of the day. that weather front is going to move back northwards again overnight and into wednesday, taking rain northwards too. some of that rain for a while affecting northern ireland, perhaps some southern and eastern parts earlier i spoke to william o'neill, the united nations designated expert on the human rights situation in haiti, and he gave us his assessment of the situation on the ground. it's continuing at a pace and with an intensity that i have never seen before. i've worked in and on haiti for over 30 years now, and it's by far the worst i've ever seen it. kidnappings, rapes, killings. people are living in terror. they can't leave their houses in many cases. they certainly can't get out of the city. it's like an open air prison, except they're not even open air any more because many people i know are in hiding in their houses, or they've even had to leave their houses because they're afraid they're going to be targeted. so they're in hiding and moving around. it really is a horrendous situation. what is the way out of this? where are we going to see these political negotiations coming from or being led from? well, i hope, you know, it's always difficult, as you see, as everyone has been watching, it's taken it's like it's such a slow, painful process to have the haitian political parties and leaders try to agree on anything. i think we're getting pretty close now. that will be very important. but i think even more important is to get the security situation under control. the haitian national police are doing actually quite well given the strength of the gangs, although i think sometimes that is overrated. i think gangs have not really faced another force that is well equipped, well led and trained and ready. the haitian national police have had some small victories lately, but they need help. they definitely need help. and that's where this international force that was authorised by the united nations in october, it's still not there and it has to get there as soon as possible. the uk's broadcasting regulator, 0fcom, has found that programmes on gb news presented by conservative politicians broke broadcasting impartiality rules. 0fcom rules say, a politician cannot be a newsreader, news interviewer or news reporter, unless there is editorialjustification. it found that two episodes ofjacob rees mogg's, state of the nation, two episodes of friday morning with esther and phil, and one episode of saturday morning with esther and phil, failed to comply with the broadcasting code. in response, gb news said — it was deeply concerned by the ruling and that it will raise it directly with the regulator "in the strongest possible terms". the media group called it a "chilling development" forfree speech saying viewers might disagree with 0fcom's findings. gb news says it will continue to feature serving politicians hosting programmes "just as other 0fcom regulated services do." earlier stewart purvis, broadcaster, and former content regulator for 0fcom, gave his reaction to the ruling. i have some sympathy with gb news because i think they've had trouble understanding 0fcom's interpretation of the rules as well. so i can understand why they are coming back with a very robust argument. but i do think, for a democracy, we really need to have a situation where going into a general election, we are not going to have ten minute rants from party cheerleaders at the start of every programme on a certain channel. that cannot be the right thing, either by british tradition or the right thing in terms of british democracy. i think they have to go back towards the traditional interpretation. politicians can't present programmes about big issues of the day. they can present party political broadcasts, but they can't present news or current parties in her home country nicaragua to come together and challenge president daniel 0rtega the americas' longest serving leader. nicaragua is located in central america, boardering costa rica and honduras. a history of dictatorship, civil war and natural disasters has left it one of the poorest countries in the western hemisphere. the president is daniel 0rtega a left wing revolutionary who first served as president from 1985 toi990, with the sandinista national liberation front. in 2007, he made his political comback, getting re elected as president and he's still in power. his leadership has marked a return to authoritarian methods, including changing the consitution in 2014 to allow him to run for a third consecutive presidential term, and violent suppression of mass anti—government protests in 2018. bianca jagger founder and president of the bianca jagger human rights foundation, who explained to me what's happening in nicaragua. i found the report of the independent human rights expert, where they say that the international community should hold daniel ortega and rosario murillo accountable for grave human rights violation and as well for crimes against humanity. but another thing that they point out is that the state of nicaragua could be held accountable because they have violated the 1961 convention, especially article number nine, which is a prohibit that a regime or a government will take the state of a citizens for political religious reason, which is what daniel ortega and rosario murillo have done. but if they are held accountable, what is it you want to see? what realistically do you think is going to happen? well, there's very little that can happen in nicaragua today because the people of nicaragua and myself included, we don't want another revolution. we saw what happened. when you have a revolution, you have another dictator, which is worse than the one you had before. what could happen? well, it will be possible that if they build up a case that daniel ortega and rosario murillo could be brought to an international court of justice. would they recognise the court ofjustice? well, you know what is happening at this moment? they are suing germany and other countries, they are joined on the case against israel. and therefore, they are recognising the validity of the court. they themselves have done something that is really very questionable. one wonders what they're thinking about it, what you were saying previously, that i am calling for all the members of the opposition in nicaragua tojoin forces. we need to act together. we need to be able to form a coalition regardless of where they come, whether they are former sandinistas or former somasistas from the left and from the right. but where is the you know, where is the democratic space in nicaragua? is there any democratic space left and who is going to fill it? there is no democratic space in nicaragua. i mean, daniel ortega and rosario murillo really have abolish and destroy any legal institutions that we have in the country. i mean, it's very difficult. but if you think that way, we will have we will never have a change of regime. i mean, daniel 0rtega has been in powerfor so many years. nicaragua today is a an open jail with the people of nicaragua cannot really even come out in the street with the flag because that would be considered to be a crime and they will be put in jail. there is a persecution of anyone of the church, of poor farmers, campesinos, as we said in nicaragua, all political opponents have been expelled out of the country and stripped of their nationality. there is no one who can really stand up. the few that had been doing that, the last voices in nicaragua have been the church, and they've been put in jail or they have been expelled or they are not allowed inside the country. and now as well, he's going after, the only other religious denomination. no one is safe in nicaragua. the are living two hours, but we just came here to see it. locals told us that the wall got its makeover in the early hours of yesterday morning and here is another thing they noticed. the green of the leaves is the same colour as islington council's signage. experts reckon banksy�*s message is an obvious environmental one. this is a particularly big thing because of its scale and because of the clarity of the message and the fact that it exists in this built environment in a really clever and smart way. also pleased it exists here is the local mp who came to see it as soon as he heard. already it has put us on the map. finsbury park has got a banksy. the wall clearly needed repainting anyway so banksy is just helping out. banksy kept fans waiting for more than a day before claiming this work. confirmation it is the real deal will only attract more visitors to finsbury park's greenest tree. it has to be said, if you go onto the bbc website a lovely story there from the online no lower than 9 or 10 degrees. those two bands of rain that we start with in england and wales willjust tend to fade away and it will brighten up in many places, leaving just a few showers. a few showers will continue in northern ireland, but the earlier, heavier showers in scotland will move away, sunshine will come out and the winds will ease as well. temperatures still reaching 12 or 13 degrees in scotland and northern ireland, but again peaking at 16 in the south—east of england. we could see a bit of rain developing in the south—west of england by the end of the day. that weather front is going to move back northwards again overnight and into wednesday, taking rain northwards too. some of that rain for a while affecting northern ireland, perhaps some southern and eastern parts of scotland. most of the rain more likely from the south—west into wales, through the midlands and across northern england. scotland and northern ireland turning drier and brighter through the day. across the south—east of england it may stay dry, as well. here it is still quite mild — 16 or 17 degrees — but behind the rain, to the north, things are cooling off a little bit now. we're all going to see some rain over this week ahead, but there may not be too much rain across the north—east of scotland and we're probably going to miss most of the rain in the south—east of england. it's going to be wetter in the west, particularly across western parts of scotland. as we head into thursday, we will see the winds picking up across northern areas and these weather fronts bringing more rain into scotland and northern ireland in particular. as we move into the end of the week and into the weekend, it's staying windy, but the wind direction is changing, eventually coming to the north—west
