good afternoon. airline passengers are still being delayed or left stranded after a technical fault which caused hundreds of flight cancellations yesterday. the glitch that hit the uk's air traffic control system was fixed within a few hours, but the knock on disruption is expected to last for several days. airlines are warning passengers they should check what's happening to their flight before cruiser in the wrong place after yesterday* significant delay. so we*re talking potentially about hundreds of delays and cancellations across the uk. but looking at arrivals and departures at manchester airport, we have a significant amount of planes delayed by half an hour or more that are taking off in the next hour or so but lots of them running as normal. for those people landing today, lots of them arriving back 2a hours after they were expecting to be arriving back on uk turf so there are big questions and frustrations for them about claiming compensation and getting refunds, not only for the cancelled flights but actually for those extra expenses. there are significant rights people have as a customer on a flight so it*s important people hang onto any receipts they have had to get trains or hire a car, in order to get back for a specific reason, orjust to get back as quickly as possible to the uk, they should be able to claim a refund directly from their airline for any of those extra expenses. so it is important passengers do that. airlines should have been arranging for alternative transportation back to the uk as quickly as possible but if passengers needed to get back faster than the airline were able to lay on an extra flight or find them space, then they should be getting a refund for that extra expenditure that they have had to fork out. in terms of extra compensation, it*s unlikely that passengers will be able to in this instance because this was an impact, and info event that impacted the whole of the flight sector, not one home in woking earlier this month, and police began a murder inquiry. they want to question sara*s father, his brother and her step mother, who flew to pakistan the day before her body was discovered. helena wilkinson is at surrey coroner*s court. it is nearly three weeks since sara sharif*s body was found in woking and it is still not clear the cause of death, how the ten—year—old girl died. though at the opening of the inquest here today, they heard that it is likely that it was not from natural causes. the coroner opened and then adjourned the inquest for a lengthy period of six months because of the complex police investigation. sara sharif has been deeply felt by so many. a ten—year—old girl found dead in her home. she had sustained multiple and extensive injuries. her body was found alone. there is still no sign of her father, urfan sharif, his partner, beinash batool, and sara*s uncle, faisal malik. they left the uk for pakistan the day before sara was discovered. police want to speak to them in connection with their murder investigation. soon after landing in islamabad, it was sara*s father who rang the emergency services in the uk. it was his call which led officers to the family home. today at surrey coroner*s court, an inquest was opened and adjourned for six months. the coroner said he wouldn*t normally grant such a lengthy adjournment but did so because of the complexity of the case and the international element of the investigation. while police continue to work with authorities in pakistan, here in the uk, officers are working to piece together a picture of sara*s life. in terms of that international investigation, as far as we have been told, there is no trace of sara*s father, his partner and sara* uncle but we have been told by police in pakistan on the ground who are conducting this search on behalf on surrey police that they are widening the area, covering four areas in the country, and they are doing so, they say, because they have received new information from multiple sources. thank you very much indeed. from today, it will cost motorists with older vehicles more to drive anywhere in london — as almost the whole of the capital becomes the world*s largest ultra low emission zone. the original ulez area, marked here in green, only applied to the very centre of london when it came into force four years ago. then, in 2021, it spread to include inner london, which is the area inside the north and south circular ring roads. and today, ulez has expanded once more — to cover outer london, meaning all 32 london boroughs will now be inside the ulez zone. the £12.50 charge will generally be payable on a petrol vehicle registered before 2005, or a diesel vehicle registered before september 2015. 0ur correspondent, joe inwood, is in south london for us now. joe, this is very controversial. yes, absolutely. i*m standing on the south circular. there seems to be the boundary. as you can see, it*s a pretty busy road. it*s also the road on which young girls died from an asthma attack and she was a first person in the uk to have air pollution listed on her death certificate. it*s exactly cases like that which are behind this move. but it is not without controversy, as you say foster even while we have been standing here, we have had a couple of people shouting rather salty comments out of the window. the ulez issue is really getting emotions high. these were some of the first cars to enter the new expanded ultra low emission zone. from midnight, olderand more polluting vehicles passing these signs need to pay a daily charge of £12.50. the mayor*s office says it is all about improving the air quality of the capital, preventing deaths like that of ella adoo—kissi—debrah. in 2013, she died following an asthma attack. she was the first person in the uk to have air pollution listed as a cause of death. it is a disgrace that in 2023, we still have the worst asthma deaths in europe. it is unacceptable and boys especially, between the ages of 13 and 15, appear to be the most vulnerable. enfield in north london is one of the areas now in the zone. we've had to change both our cars but if it's going to help the environment then i think that's a good thing. we've still got the old model of car so it's not ulez compliant. - that's going to be 12.50 every day but i'm going to have to make - either a lot of changes and start walking... i i mean, i take my son to school, i go and visit my elderly mum. . it doesn*t sound a lot but it is when you have to pay that every day. now this is where the ultra low emission zone used to start — the south circular. but from today, it goes miles that way and any car driving these roads that isn*t compliant has to pay the charge. it*s faced opposition, with some conservative councils refusing to put up signs. if you look at the mayor*s own impact assessment, it will have a minor to negligible effect on air quality. so it*s very clear — despite what the mayor says — this isn*t about improving the air quality in greater london, it*s about raising money from londoners for him. this is about helping our air be cleaner and in a couple of years' time, tfl have predicted there will be no additional money made because of the number of noncompliant vehicles, but every penny net made is used to reinvest in public transport. the details around this scheme are hotly disputed, from the impact on air quality to the number of cars affected. whatever the arguments, london*s expanded ultra low emission zone is now here and the cameras are in action. joe inwood, bbc news. and have the time is just 16 and have the time isjust 16 minutes past one. our top story this afternoon. airline passengers are warned of days of distruption — because of a glitch in the uk*s air traffic control system yesterday with the rise of ai—generated imagery, and concerns surrounding disinformation, we look at how google might have the answer. coming up on bbc news, bbc midfielder ella toone says the behaviour of spanish fa president louis rubio lies at the women*s world cup final was unacceptable and says an apology will not be enough. next month, thousands of students across the uk will be heading to university — and for many, one of the biggest priorities is finding somewhere suitable to live. but a housing charity is warning of serious accommodation shortages, and as our education editor branwenjeffreys reports, the problem is expected to go from bad to worse — as demand increases. manchester, one of the biggest university cities, attracting students from home and abroad — creating huge demand for housing. they really haven*t given us any information about it. so i*ve been following one new student heading to uni. her mum graine has been trying to help aisling. over the summer, manchester uni*s housing site has been down. how much does it mean to you, aisling, to have the kind of accommodation you want to start university? i mean, that*s going to be like my home base. it*s obviously really important. and i know there are often like facebook groups for, you know, the accommodation. so it*d be nice to have a bit of time to talk to people i*m going to be living with. aisling*s worried because last year, there weren*t enough rooms. in several cities, including manchester, some first years had to commute. the university of manchester said its accommodation site was back up after a cyberattack and it*s making every effort to help first years find somewhere. in those cities where you've got a serious problem, the idea that all students are going to live next to the university in a reasonable rent is a thing of the past. unipol keeps a record of the rooms built and planned. the numbers are falling. things are not going to get any better in the areas of shortage. it's slightly worse than it looks, as well. to all intents and purposes, supply is grinding quietly to a halt. most new purpose—built student accommodation is privately built. in 2020, around 29,000 new bed spaces were created, but that number has been falling each year since. by 2024, it will be 10,000, says unipol. after that, building costs mean it could reach a standstill, even though student numbers are rising. student housing is part of a wider rental market. in manchester, fallowfield has always been a big student area. many students still choose to rent in streets like this, partly to keep their accommodation affordable — really important when the cost of living is biting into the value of their loans. but it*s hard because competition for houses is so stiff. elliot is about to go into his final year at uni. his biggest worry is getting and affording a room. his parents can*t help much — he*s from a low—income family and the maximum loan he gets isn*t keeping up with prices. i*ve had panic attacks walking around the shop before, seeing how much food*s going up and up and up. and the knowledge that if i didn*t have to spend all of this money on just having a roof over my head... you know, it*s about two thirds of my student loan go straight to rent. i don*t see a penny of it. if i didn*t have to spend that much, then, actually, i wouldn*t be worrying about using a food bank. the national union of students told us many other students are struggling as rents are rising faster than loans. ok, so quick life update. i got assigned my accommodation. it*s in a place i*m really happy with. i*ve done my deposit. now all i can focus on is just packing for university. while aisling is sorted, some other students are still going through clearing. some universities, but not all, say they can guarantee accommodation.
