that £400 we all got from the government last winter — that's gone. standing charges — the kind of line rental for your energy supply — is going up. so most people won't see much difference — and some analysts say the worst off amongst us will, again, be disproportionately hardest hit. the government say they have provided unprecendented support to families, £40 billion worth — and that help now is more targeted. labour has accused them of siding with oil and gas companies to the detriment of consumers. so we can get into the politics, how we got here — and what next for our energy market. we'll have various experts on hand, eager to answer your questions on that. but more importantly, it's getting darker out there, so what are you making of the months ahead? how did you cope last winter? are you dreading facing up to that again — particularly if you're already struggling? the debt charity stepchange says the trouble is you can count the pennies as much as you like — plenty of people simply can't budget their way out of this. your thoughts — your stories — energy bills and you. really looking forward to getting your stories over the next hour. get in contact. text 85058. at two minutes past nine let's get the news headlines from deena campbell. the energy regulator, 0fgem, has announced it's lowering the energy price cap for the three months from october. it means a typical household bill, not including standing charges, in england, scotland and wales will fall by around £150 — tojust over £1,900. the fall has been driven by a reduction in wholesale gas prices. donald trump has been formally charged with election interference in the us state of georgia. it makes him the first former president to have his mugshot taken. he denies 13 charges. the national crime agency is investigating the deaths of 88 people in the uk who bought a poisonous substance from a man in canada. kenneth law, who was arrested near toronto in may, has been charged in canada with assisting suicide. the head of spain's governing body for football is expected to step down today. luis rubiales was heavily criticised after he kissed a player on the mouth during the trophy presentation for spain's women's world cup final win on sunday. good morning. great to have your company. four minutes past nine. energy bills and you, the summer grinding to the end. not much of a summer. we start looking to the months ahead, and we concern ourselves with energy bills again. they will fall slightly in the three months from october to december, 0fgem the regulator saying that will be the case for the typical household. we want your experiences morning. you can ask any question you like about where we are, how we got here as a nation around energy bills. also, the wider energy market, profits that energy companies are making, though standing charges, any issues like that, feel free to get in touch. call 08085 909 693. text 85058. we have various experts on hand. we are after your personal stories, how are you finding it already? and during the summer months? people across the country are finding themselves in difficulties around energy bills. you are looking ahead to october, november, december, january, thinking, how am i going to go? really difficult compared to just three years ago. we know the reasons why, the external reasons, we have gone through that, government support will change over the next few months, it has already changed from £1100, few months, it has already changed from £400, £40 billion of public money that went into taking the edge of the energy bill because for all of the energy bill because for all of us across the uk. your thoughts on all of that on the usual number this morning. let's speak to our cost of living correspondent who is with us. we have adam in bristol and we have got ben from the price comparison website. he is in the studio without. thank you for being with us this morning. kevin, good morning. talk us through it. no matter how many times we talk about the price cap, you have to remind yourself how it works and why it has implications for our energy bills. can you make it simple? i’ll implications for our energy bills. can you make it simple?- can you make it simple? i'll do my best. the energy _ can you make it simple? i'll do my best. the energy regulator- can you make it simple? i'll do my best. the energy regulator of - can you make it simple? i'll do my best. the energy regulator ofjim i best. the energy regulator ofjim sets a maximum price that can be charged to us, as householders, for each unit of gas and electricity. remember, it's really important, this is not a cap on your total bill, if you use more, you're going to pay more. if you don't use very much, you are to pay less. you can look at it two ways. one way is that you look at the price for each unit, for gas it is under 7p each kilowatt hour, for electricity, 27 p. but you do not turn the heating on and say i wonder how many kilowatt hours i will use today? what you do as you think how much is that going to be on my bill? 0fgem illustrates this cap by saying how much a bill would be for one yearfor cap by saying how much a bill would be for one year for someone who uses what it considers a typical amount of gas and electricity. that is the number we are looking at today. it was just above £2000 for that typical customer for an annual bill, someone only direct debit, it's falling just below 1923, that is 151 pint drop but it is more than a £500 drop in the year compared to last winter. really importantly, as you mention, the charges are going up, and these government help that was in place is definitely not as generous this winter coming as it was last year. generous this think with specific reference to this question, the reason we talk about the average household as an annual cost is because that is the number that price comparison sites will compare what you are currently on versus what you could switch to. when you run an energy comparison, you will see i am spending x amount per year, you will see i am spending x amount peryear, i you will see i am spending x amount per year, i could spend x amount if i switch to this particular deal. that is why the price cap is reported in that way. i agree, it's confusing. we see this every time, the price cap is recalculated. it happens four times a year. we run our survey, happens four times a year. we run oursurvey, how happens four times a year. we run our survey, how many people understand what the price cap is. even with all the information we have, all the interviews we do, everything that we do to get this information out there, it is still about half of the population do not know what the price be more straightforward? what is the clearest way possible? if i knew that, i would be working for 0fgem. i don't know, all we can do is try and ensure that people understand the price cap is a generalfigure. there is no such thing as a typical household. there is no such thing as average usage. you need to look at what the unit rates are and see how they stack up to what you are currently paying, and if you want to switch, you need to look at how the look on a deal you might want to switch to. that is the most sound way of working out whether there is a deal out there thatis whether i only know what i pay. i recently looked on the website interestingly, and i could not see the unit rate specified. i had to estimate what my annual usage was and it would calculate something for me and give me a comparison. when i look at my electricity bill, i can see i currently pay 7.8 p per kilowatt hour. for gas and electricity. the numbers that kevin said at the beginning which was 7p per kilowatt hour, that is a very small change from what i am currently on. it's very difficult to know what should i be paying? what is a good rate? should i look for a fixed tariff. if i was only fixed the last price cut was announced at the beginning of the summer, that was the first time that prices had dropped enough that suppliers felt confident bringing fixed deals back to the market. we have not seen as many as we would have not seen as many as we would have hoped. it is not a full suite of deals. there are fixes around. you may need to be already a customer of the supplier that is offering the fixed be eligible for it. it's not like you can switch from one to another easily get. if you are considering a fixed deal, the fact is you are probably not going to be fixing to save, because the savings are minimal. you might be saving about £25 a year which is basically nothing. the reason you would look to fix is for price certainty so you know you're growing at rates are not to the system and for all the hardware needed and all that kind of thing. clearly, it is a big issue for people who do not use much gas and electricity because they are paying a charge and you can't do anything about it. you cannot cut your energy use and cut your standing charge. it's not possible. they have been going up. 0fgem, 0fgem will challenge this morning on the standing charges, which is really importantly, vary depending on where you live as well. there are areas like merseyside and north wales where it's more expensive than other areas. that's a historical thing to do with getting energy to these areas. 0fgem are saying they have looked at trying to shift some of these charges from a standing charge onto the unit charge and say that's difficult, it's not fair, in certain circumstances, that debate is clearly going to continue. i am worried about and adding an extra layer of complication, but i am going to do it. remember, these charges are all about england, wales and scotland, and how you pay, this is something you can do something about. how you pay depends on what you paid. forsome about. how you pay depends on what you paid. for some people, they will still be paying every three months on standard credit, often by check, thatis on standard credit, often by check, that is £120 a year more expensive thanif that is £120 a year more expensive than if you pay by direct debit, windows charges are smoothed out over the year. there are lots of people who do not have that option and have a prepayment meter, they will pay slightly more than those on direct debit. all these charges in the mix, if you like, and i'm afraid it's a case of sitting down, looking at your charges, looking at what you pay, budgeting accordingly, you haven't turned the heating on yet. now is a good time to look at this. what is the justification? we are all paying more in standard charges to recover the cost of buying fuel for the customers of all those small suppliers who went bust. we spoke to adam who was talking about being moved of bulb, and went to 0ctopus, that feels like a long time ago. and the energy companies are still asking us for more money on standing charges to cover that cost. meanwhile, we are seeing significant profits for a lot of these companies as well. where is the justification in the increased charges on standing course? , ,., ., in the increased charges on standing course? , ., , , ., course? yes, some of this is from what happened — course? yes, some of this is from what happened over _ course? yes, some of this is from what happened over the _ course? yes, some of this is from what happened over the last - course? yes, some of this is from | what happened over the last couple of years, some of those charges being passed on, and covering the cost of those businesses that went under, what suppliers will say is, hang on a minute, there are two different areas here where the big profits are made as generation, it is not in our supplying energy to customers, again, that's a debate thatis customers, again, that's a debate that is going to continue, clearly, it is a political debate about how they are taxed and so on. that is where that whole argument comes from. campaigners really are looking very hard at this standing charge issue because it affects people who feel as though they can't do anything about it. what campaigners are also saying and charities too that the part you can control, this is no time for complacency. you may see that cat come down, things are getting cheaper, but actually when it is all thrown into the mix, especially the government support being withdrawn and so on, it is going to cost you probably as much and it will be as difficult this winter as it was last winter, and as a result, that's pretty important to think about your energy use. another think about your energy use. another thing campaigners — think about your energy use. another thing campaigners are _ think the volatility in the energy market of the last couple of years, many including 0fgem are raising questions about how to have a competitive market including reforming the cap. as part of it is crucial to consider how to protect customers who cannot afford their energy bill. there needs a social tariff as soon as possible to help those who are struggling to make mincemeat. what do they mean by a social tariff? mincemeat. what do they mean by a socialtariff? how mincemeat. what do they mean by a social tariff? how does it work? this is something 0fgem has said it needs to be looked at as a possible solution. the idea is you get a cheaper deal if you are uncertain benefits. targeted for the lower income households on benefits. it is something we see in other sectors. broadband, there is a social, social tariffs, there are two big stumbling blocks if you like. the first is that a lot of people and some of these other sectors do not know about social tariffs, it has been proudly advertised by the suppliers. the second is how it is paid for. this is a huge question. if you have a discounted rate for one group of people, then the likelihood is that the cost of that is picked up by suppliers, how will they fund that, thatis suppliers, how will they fund that, that is by higher prices for everyone else. the idea is that this discounted rate for certain people on lower incomes and benefits, the people who are struggling the most, there is a real issue about how that is introduced, how that is paid for and how that is marketed. thank you very much, kevin, very well explained. we are going to have more experts with us for the next half an hour and beyond if you are going to continue to listen to us on five live. and broader issues around the cost of living situation has become out of the summer months and start to think how things be through the autumn and into the winter. 08085 909693 is the number if you want to speak to us. the tips on how to save money on your energy bill, other help with the cost of living advice you can go to, there is a particular section of the bbc news website and it is called tackling it together. all sorts of advice and tips on how to deal with it. it is 9:30am. it is time we got the news. thank you, chris. the energy regulator, 0fgem, has announced it's lowering the energy price cap for the three months from october. it means a typical household bill not including standing charges — in england, scotland and wales will fall — and wales will fall — by around £150 — tojust over £1900. the fall has been driven by a reduction in wholesale gas prices. donald trump has become the first former us president to have his mugshot taken, as he was charged with racketeering and conspiring to overturn the 2020 election in the state of georgia. he described the charges as "a travesty ofjustice". the national crime agency is investigating the deaths of 88 people who had bought a poisonous substance online. kenneth law was arrested in canada in may. he's alleged to have run websites selling products to assist with suicides. the ministry of defence says there's been no "definitive proof" that yevgeny prigozhin, was on board a plane that crashed in moscow but it's "highly likely" he is dead. the russian mercenary leader was listed as being on board the privatejet, but there's been no confirmation he was killed. the head of the spanish football federation, luis rubiales, is due to resign today. he's faced heavy criticism after kissing midfielder jenni hermoso on the lips after last weekend's world cup final. he had also made a lewd gesture as he celebrated spain's victory at the final whistle. the former premier league referee, mike dean, has admitted he failed to correct a mistake in a chelsea—tottenham match last season to prevent his friend, anthony taylor, receiving extra "grief." dean was on var duty at stamford bridge, while taylor was in charge on the field. chelsea wanted tottenham defender cristian romero sent off for pulling marc cucurella to the floor by his hair. dean says he made a "really bad call" in not sending taylor to review his decision. british 400m runner, matthew hudson—smith says he has "big plans" for next year, which includes the paris olympics. hudson—smith won silver at the world athletics championships in budapest. and the commonwealth games federation says its "main focus" now is on finding a new host for the 2026 games. that's after settling its disputes with the australian state of victoria, which withdrew as hosts last month. good morning, it is chris warburton with you this morning. the energy price cap and you. we have been learning a lot more about it as we do each time. you have to remind yourself what it all means and what the implications might be for our bills. energy bills are going to fall slightly in the three months from october tojust fall slightly in the three months from october to just under £2000 a yearfor a typical from october to just under £2000 a year for a typical household, according to the regulator 0fgem. they have announced that this morning. currently the annual energy bill for an average household is just over £2000. it is about £100, £150 difference. just remind you as well, three years ago the cap was around £1000. we have had lots of listeners and viewers getting in touch this morning saying actually the price cap, what does it tell us? it doesn't tell us the overall cost of what we are going to end up paying necessarily. still the more energy you use the more you will pay for that energy. is a it confusing situation. the cap governs millions of households. it is the price per unit and not the total bill. and even though the cap might determine that typically your bill will come down a bit, that has to be offset against the fact that standing charges are continuing to go up. it is something we were talking about in the last half an hour or so. pretty controversially for some of our viewers and listeners this morning. and last winter's £400 support from the government has ended. so all in all when you balance it out many people will see little difference. some of your text and thank you for getting in touch. this listener is saying what is really unfair is the massive cost people put on those who chose not to pay on a direct debit but as a pay basis. i choose to pay what i use and don't let the company hold my money because i can't afford them to take huge amounts by direct debit. they penalised people like me by giving me the highest standing charge per day. that is from becky. graham in the isle of wight. hello to you, graham, thanks for getting in contact. the last water bill was received for the last six months. i got charged for a standing charge and then they tried to charge me again for waste water. we will get onto water bills in more detail after 10am if you are still with us on 5 live. a quick one on standing charges. the standing charges are unfair, say this contributor, for those who try hard to reduce their usage. the more you use the more you pay should be the way it works but the standard charges don't reflect that. 0nce the standard charges don't reflect that. once you get into where you are in the country it is a fixed charge for everyone in the country. another says it should be the usage that increases, not the standard charge. 08085 909693. all the day's stories on bbc news from 10am. and you can get tips on how to save money on your energy bills as well. as i mentioned on the tackling it together section on the bbc news website. 0n 5 live and bbc sounds —, we're continuting the discussion on the energy price cap until 11. hello to all of you thanks for getting it. we have also got richard layne with us. he is director of external affairs at step change, the debt charity. richard, good morning to you as well. let's start very quickly with one to you, richard. what are just alluded to for most households it will be pretty marginal as government support has come to an end already and at step change we have put in the wider context. lots of people are facing a perfect storm of rising costs. it is notjust perfect storm of rising costs. it is not just energy perfect storm of rising costs. it is notjust energy bills, we know people's food bills have gone up astronomically in some cases. we know that people are now facing incredibly steep increases in their mortgages as interest rates are going up. even if you want a homeowner lots of people are seeing some of that increase being passed on to them by landlords as tenants. for lots of people while this will be some respite it is not going to be some respite it is not going to be solving the cost of living crisis for them was white far from it, far from it. as we have been saying, the government has been saying we have given unprecedented support to families across the country in terms of that they have done is they have turned to borrowing all they have worn down their savings. so as we head into this winter, actually people's financial resilience for many households is at an all—time low. the savings they might have used up last winter when energy prices were skyrocketing argon. their ability to borrow is maxed out already. so when the government is looking for the need for additional support, they need to factor in the fact that there is no financial resilience left household and we're talking millions of people. and that is people who are working every hour god sends and that has massive implications beyond just being able to pay your energy bill. it has implications on you are not spending money on economy because all you are doing is working. we put stress on people's family lives, on their mental health. that is a cost of the economy and people's lives where people need to go to the doctor and get support mental health support. it isjust get support mental health and it is more than just being a bit frugal, people have got back on absolutely everything. they have changed the supermarkets they shop in so they can shop around and get the most bargains that they possibly can. but there is nothing to cut and that is what we are hearing all the time. i think what we would say to people in this situation and, sadly, as we have talked about there are millions of people, is if you are worried about your costs, your bills, it is really important to speak to people that you might owe money to, speak to your utility provider if you are worried about missing payments in particular. it is not necessarily going to solve the problem. we know that unfortunately there is no magic wand at the moment to fix these problems but it is better to have those conversations than potentially miss payments without them knowing. there is often a bit of a myth that if you talk to someone and tell them that you are in financial difficulty that you are in financial difficulty thatis that you are in financial difficulty that is going to be a big red flag on your account, whether that is your bank or your energy provider and they're not going to lend to you again or cut your service. that is not going to happen. at the moment, they do understand how much people are struggling and of course it is really important to recognise they have a regulatory obligation to treat their customers fairly, critically during a cost of living crisis. i appreciate that is not going to solve lots of people's problems but it is important to keep talking about these issues stop and particularly to keep talking to people and do something to lower the stag lane stigma around financial difficulty because often lots of people do suffer in silence and are so reluctant to speak up or ask for help. so it is important to have these conversations are recognise there is support out there. *igg*zse these conversations are recognise there is support out there. 10096 on and explained the situation and i asked if i could lower it because it is direct debit and they have refused, they said no there is nothing they can do. so in terms of reaching out and things i think some people are doing that. i have certainly done it this week and it was like a slap in the face. there was no help. but there was _ the face. there was no help. but there was no _ the face. there was no help. but there was no help at all. but this is it, richard, we say talk to them and have a conversation but if they turn around and say, sorry, no can do. what then?— turn around and say, struggling. i would say in circumstances like that please do get in touch with somebody like stepchange or citizens advice, who can advise you on what your options might be. particularly if you're not getting the answer that you want from your utility provider or your bank. it is important to speak to an independent organisation like ourselves and we will do our best to support you in any way that that £400 we all got from the government last winter — that's gone. standing charges — the kind of line rental for your energy supply — is going up. so most people won't see much difference — and some analysts say the worst off amongst us will, again, be disproportionately hardest hit. the government say they have provided unprecendented support to families, £40 billion worth — and that help now is more targeted. labour has accused them of siding with oil and gas companies to the detriment of consumers. so we can get into the politics, how we got here — and what next for our energy market. we'll have various experts on hand, eager to answer your questions on that. but more importantly, it's getting darker out there, so what are you making of the months ahead? how did you cope last winter? are you dreading facing up to that again — particularly if you're already struggling? the debt charity stepchange says the trouble is you can count the pennies as much as you like — plenty of people simply can't budget their way out of this. your thoughts — your stories — energy bills and you. really looking forward to getting your stories over the next hour. get in contact. text 85058. at two minutes past nine let's get the news headlines from deena campbell. the energy regulator, 0fgem, has announced it's lowering the energy price cap for the three months from october. it means a typical household bill, not including standing charges, in england, scotland and wales will fall by around £150 — tojust over £1,900. the fall has been driven by a reduction in wholesale gas prices. donald trump has been formally charged with election interference in the us state of georgia. it makes him the first former president to have his mugshot taken. he denies 13 charges. the national crime agency is investigating the deaths of 88 people in the uk who bought a poisonous substance from a man in canada. kenneth law, who was arrested near toronto in may, has been charged in canada with assisting suicide. the head of spain's governing body for football is expected to step down today. luis rubiales was heavily criticised after he kissed a player on the mouth during the trophy presentation for spain's women's world cup final win on sunday. good morning. great to have your company. four minutes past nine. energy bills and you, the summer grinding to the end. not much of a summer. we start looking to the months ahead, and we concern ourselves with energy bills again. they will fall slightly in the three months from october to december, 0fgem the regulator saying that will be the case for the typical household. we want your experiences morning. you can ask any question you like about where we are, how we got here as a nation around energy bills. also, the wider are after your personal stories, how are you finding it already? and during the summer months? people across the country are finding themselves in difficulties around energy bills. you are looking ahead to october, november, december, january, thinking, how am i going to go? really difficult compared to just three years ago. we know the reasons why, the external reasons, we have gone through that, government support will change over the next few months, it has already changed from £1100, few months, it has already changed from £400, £40 billion of public money that went into taking the edge of the energy bill because for all of the energy bill because for all of us across the uk. your thoughts on all of that on the usual number this morning. let's speak to our cost of living correspondent who is with us. we have adam in bristol and we have got ben from the price comparison website. he is in the studio without. thank you for being with us this morning. kevin, good morning. talk us through it. no matter how many times we talk about the price cap, you have to remind yourself how it works and why it has implications for our energy bills. can you make it simple? i’ll i'll do my best. the energy regulator of - can you make it simple? i'll do my best. the energy regulator ofjim i best. the energy regulator ofjim sets a maximum price that can be charged to us, as householders, for each unit of gas and electricity. remember, it's really important, this is not a cap on your total bill, if you use more, you're going to pay more. if you don't use very much, you are to pay less. you can look at it two ways. one way is that you look at the price for each unit, for gas it is under 7p each kilowatt hour, for electricity, 27 p. but you do not turn the heating on and say i wonder how many kilowatt hours i will use today? what you do as you think how much is that going to be on my bill? 0fgem illustrates this cap by saying how much a bill would be for one yearfor cap by saying how much a bill would be for one year for someone who uses what it considers a typical amount of gas and electricity. that is the number we are looking at today. it was just above £2000 for that typical customer for an annual bill, someone only direct debit, it's falling just below 1923, that is 151 pint drop but it is more than a £500 drop in the year compared to last winter. really importantly, as you mention, the charges are going up, and these government help that was in place is definitely not as generous this winter coming as it was last year. generous this think with specific reference to this question, the reason we talk about the average household as an annual cost is because that is the number that price comparison sites will compare what you are currently on versus what you could switch to. when you run an energy comparison, you will see i am spending x amount per year, you will see i am spending x amount peryear, i you will see i am spending x amount per year, i could spend x amount if i switch to this particular deal. that is why the price cap is reported in that way. i agree, it's confusing. we see this every time, the price cap is recalculated. it happens four times a year. we run our survey, happens four times a year. we run oursurvey, how happens four times a year. we run our survey, how many people understand what the price cap is. even with all the information we have, all the interviews we do, everything that we do to get this information out there, it is still about half of the population do not know what the price generalfigure. there is no such thing as a typical household. there is no such thing as average usage. you need to look at what the unit rates are and see how they stack up to what you are currently paying, and if you want to switch, you need to look at how the look on a deal you might want to switch to. that is the most sound way of working out whether there is a deal out there thatis whether i only know what i pay. i recently looked on the website interestingly, and i could not see the unit rate specified. i had to estimate what my annual usage was and it would calculate something for me and give me a comparison. when i look at my electricity bill, i can see i currently pay 7.8 p per kilowatt hour. for gas and electricity. the numbers that kevin said at the beginning which was 7p per kilowatt hour, that is a very small change from what i am currently on. it's very difficult to know what should i be paying? what is a good rate? should i look for a fixed tariff. if i was only fixed the last price cut was announced at the beginning of the summer, that was the first time that prices had dropped enough that suppliers felt confident bringing fixed deals back to the market. we have not seen as many as we would have not seen as many as we would have hoped. it is not a full suite of deals. there are fixes around. you may need to be already a customer of the supplier that is offering the fixed be eligible for it. it's not like you can switch from one to another easily get. if you are considering a fixed deal, the fact is you are probably not going to be fixing to save, because the savings are minimal. you might be saving about £25 a year which is basically nothing. the reason you would look to fix is for price certainty so you know you're growing at rates are not to the system and for all the hardware needed and all that kind of thing. clearly, it is a big issue for people who do not use much gas and electricity because they are paying a charge and you can't do anything about it. you cannot cut your energy use and cut your standing charge. it's not possible. they have been going up. 0fgem, 0fgem will challenge this morning on the standing charges, which is really importantly, vary depending on where you live as well. there are areas like merseyside and north wales where it's more expensive than other areas. that's a historical thing to do with getting energy to these areas. 0fgem are saying they have looked at trying to shift some of these charges from a standing charge onto the unit charge and say that's difficult, it's not fair, in certain circumstances, that debate is clearly going to continue. i am worried about and adding an extra layer of complication, but i am going to do it. remember, these charges are all about england, wales and scotland, and how you pay, this is something you can do something about. how you pay depends on what you paid. forsome about. how you pay depends on what you paid. for some people, they will still be paying every three months on standard credit, often by check, thatis on standard credit, often by check, that is £120 a year more expensive thanif that is £120 a year more expensive than if you pay by direct debit, windows charges are smoothed out over the year. there are lots of people who do not have that option and have a prepayment meter, they will pay slightly more than those on direct debit. all these charges in the mix, if you like, and i'm afraid it's a case of sitting down, looking at your charges, looking at what you pay, budgeting accordingly, you haven't turned the heating on yet. now is a good time to look at this. what is the justification? we are all paying more in standard charges to recover the cost of buying fuel for the customers of all those small suppliers who went bust. we spoke to adam who was talking about being moved of bulb, and went to 0ctopus, that feels like a long time ago. and the energy companies are still asking us for more money on standing charges to cover that cost. meanwhile, we are seeing significant profits for a lot of these companies as well. where is the justification in the increased charges on standing course? , ,., ., in the increased charges on standing course? , ., , , ., course? yes, some of this is from what happened — course? yes, some of this is from what happened over _ course? yes, some of this is from what happened over the _ course? yes, some of this is from what happened over the last - course? yes, some of this is from | what happened over the last couple of years, some of those charges being passed on, and covering the cost of those businesses that went under, what suppliers will say is, hang on a minute, there are two different areas here where the big profits are made as generation, it is not in our supplying energy to customers, again, that's a debate thatis customers, again, that's a debate that is going to continue, clearly, it is a political debate about how they are taxed and so on. that is where that whole argument comes from. campaigners really are looking very hard at this standing charge issue because it affects people who feel as though they can't do anything about it. what campaigners are also saying and charities too that the part you can control, this is no time for complacency. you may see that cat come down, things are getting cheaper, but actually when it is all thrown into the mix, especially the government support being withdrawn and so on, it is going to cost you probably as much and it will be as difficult this winter as it was last winter, and as a result, that's pretty important to think about your energy use. another think about your energy use. another thing campaigners — think about your energy use. another thing campaigners are _ think prices. prices could go all the way up as far as they wanted, with no limits. now, it is clear that it is not really benefiting anyone even though it is coming down, we have origins discussed the fact the volatility in the energy market of the last couple of years, many including 0fgem are raising questions about how to have a competitive market including reforming the cap. as part of it is crucial to consider how to protect customers who cannot afford their energy bill. there needs a social tariff as soon as possible to help those who are struggling to make mincemeat. what do they mean by a social tariff? mincemeat. what do they mean by a socialtariff? how mincemeat. what do they mean by a social tariff? how does it work? this is something 0fgem has said it needs to be looked at as a possible solution. the idea is you get a cheaper deal if you are uncertain benefits. targeted for the lower income households on benefits. it is something we see in other sectors. broadband, there is a social, social tariffs, there are two big stumbling blocks if you like. the first is that a lot of people and some of these other sectors do not know about social tariffs, it has been proudly advertised by the suppliers. the second is how it is paid for. this is a huge question. if you have a discounted rate for one group of people, then the likelihood is that the cost of that is picked up by suppliers, how will they fund that, thatis suppliers, how will they fund that, that is by higher prices for everyone else. the idea is that this discounted rate for certain people on lower incomes and benefits, the people who are struggling the most, there is a real issue about how that is introduced, how that is paid for and how that is marketed. thank you very much, kevin, very well explained. we are going to have more experts with us for the next half an hour and beyond if you are going to continue to listen to us on five live. and broader issues around the cost of living situation has become out of the summer months and start to think how things be through the autumn and into the winter. 0n 5 live and bbc sounds —, we're continuting the discussion on the energy price cap until 11. hello to all of you thanks for getting it. we have just alluded to for most households it will be pretty marginal as government support has come to an end already and at step change we have put in the wider context. lots of people are facing a perfect storm of rising costs. it is notjust perfect storm of rising costs. it is not just energy perfect storm of rising costs. it is notjust energy bills, we know people's food bills have gone up astronomically in some cases. we know that people are now facing incredibly steep increases in their mortgages as interest rates are going up. even if you want a homeowner lots of people are seeing some of that increase being passed on to them by landlords as tenants. for lots of people while this will be some respite it is not going to be some respite it is not going to be solving the cost of living crisis for them was white far from it, far from it. as we have been saying, the government has been saying we have given unprecedented support to families across the country in terms of that social affairs at step change. i have been doing this job on 5 live for a long time. it will have been slightly unusual conversation to hear the kind of thing that leah is talking about but now it would just be so typical of so many people across the country, won't it who are having to take second jobs and keep their head above the water, if they're able to do that at all. yeah, we are talking millions of people across the country, some of the estimates are that 9 million people are financially struggling across the country at the moment and i am not surprised that she is exhausted, it does sound absolutely exhausting. and it raises really important point that we have been in this cost of living crisis for 12, 14, 15 months and it has been really difficult. and for lots of people what they have done is they have turned to borrowing all they have worn down their savings. so as we head into this winter, actually people's financial resilience for many households is at an all—time low. the savings they might have used up last winter when energy prices were skyrocketing argon. their ability to borrow is maxed out already. so when the government is looking for the need for additional support, they need to factor in the fact that there is no financial resilience left household and we're talking millions of people. and that is people who are working every hour god sends and that has massive implications beyond just being able to pay your energy bill. it has implications on you are not spending money on economy because all you are doing is working. we put stress on people's family lives, on their mental health. that is a cost of the economy and people's lives where people need to go to the doctor and get support mental health support. it isjust get support mental health and it is more than just being a bit frugal, people have got back on absolutely everything. they have changed the supermarkets they shop in so they can shop around and get the most bargains that they possibly can. but there is nothing to cut and that is what we are hearing all the time. i think what we would say to people in this situation and, sadly, as we have talked about there are millions of people, is if you are worried about your costs, your bills, it is really important to speak to people that you might owe money to, speak to your utility provider if you are worried about missing payments in particular. it is not necessarily going to solve the problem. we know that unfortunately there is no magic wand at the moment to fix these problems but it is better to have those conversations than potentially miss payments without them knowing. there is often a bit of a myth that if you talk to someone and tell them that you are in financial difficulty that you are in financial difficulty thatis that you are in financial difficulty that is going to be a big red flag on your account, whether that is your bank or your energy provider and they're not going to lend to you again or cut your service. that is not going to happen. at the moment, they do understand how much people are struggling and of course it is really important to recognise they have a regulatory obligation to treat their customers fairly, critically during a cost of living crisis. i appreciate that is not going to solve lots of people's problems but it is important to keep talking about these issues stop and particularly to keep talking to people and do something to lower the stag lane stigma around financial difficulty because often lots of people do suffer in silence and are so reluctant to speak up or ask for help. so it is important to have these conversations are recognise there is support out there. *igg*zse these conversations are recognise there is support out there. 10096 on and explained the situation and i asked if i could lower it because it is direct debit and they have refused, they said no there is nothing they can do. so in terms of reaching out and things i think some people are doing that. i have certainly done it this week and it was like a slap in the face. there was no help. but there was _ the face. there was no help. but there was no _ the face. there was no help. but there was no help at all. but this is it, richard, we say talk to them and have a conversation but if they turn around and say, sorry, no can do. what then?— turn around and say, they should be. as we talked a little about earlier, not all energy bills are created equally sadly. young people on direct debits come on standard charges, on prepayment meters who are optically struggling. i would say in circumstances like that please do get in touch with somebody like stepchange or citizens advice, who can advise you on what your options might be. particularly if you're not getting the answer that you want from your utility provider or your bank. it is important to speak to an independent organisation like ourselves and we will do our best to support you in any way that we can. keep doing what you are doing, hayley. life can change fairly quickly, can't it, for the good of the bad so you take care of yourself and best of luck in your newjob. thank you so much, guys.
