these were birds of the past. these things do . birds of the past. these things do not represent me now. —— makes her case in congress. —— if these were birds there*s growing international condemnation of china after a bbc report detailing allegations of rape, torture and sexual abuse of uighur women held in detention camps in xinjiang. the us has called it *atrocities which shock the conscience*. and the uk has called it chilling. this was in parliament earlier. it*s a further compelling addition to the growing body of evidence of the gross human rights violations being perpetrated against uighur muslims and other minorities in xinjiang. the evidence of this scale and the severity of these violations is now far—reaching. it paints a truly harrowing picture. if china wishes to dispute this evidence, they must allow unfettered access to the region for the un high commissionerfor human rights or another independent fact body. yesterday we played you the distressing testimony of former detainees and a guard who were held inside the camps in the north west of china. one of the victims told the bbc she was gang raped. translation: they did whatever evil their mind could think of. - and they didn*t spare any part of my body. biting it to the extent that it was disgusting to look at. they didn*t just rape. they were barbaric. they had bitten all over my body. the woman*s name is tursunay — she told the bbc she was kept at this camp in a cell with 13 other women who used a bucket for a toilet. we also heard from a former inmate at another camp — who said she was forced to be complicit in the rape of young women. here*s what else she told the bbc. translation: i worked six months| as a cleaning worker for the women. han chinese men would pay money to have their pick of the pretty young inmates. myjob is to remove their clothes completely and then handcuff them on their bed so they cannot move. it*s estimated over a million uighurs and other muslims are detained in camps in xinjiang. china denies rights abuses — and says they are "vocational educational and training centres" to de—radicalise uighurs and other muslim minorities. it*s called the bbc report *lies and disinformation*. here*s a spokesperson for the foreign ministry translation: there is no so-called systemic sexual assault _ and abuse against women. china is a country ruled by law and our constitution guarantees and protects human rights and it is embodied in a legal system and to the government*s work. the vocational educational and training centre and training centre strictly abide by constitutional law and guarantee the students basic rights and forbid any insult or abuse. the bbc has defended its reporting as fair and accurate — so has matthew hill, the reporter who spoke to the women. lets hearfrom him. i have spoken to several women in istanbul, in america, in holland, sweden. and i interviewed them forensically. and a consistent picture emerges from their testimony, of rape, of hair being shorn off, as they entered the camps, jewellery being ta ken. on one occasion, of 100 women being forced to watch a young woman being gang raped in one of these re—education camps and that, they say, was as a means of control. so anyone who looked away, there were repercussions for them. there is a picture of a very specific torture which involves an electric rod. and also, forcibly being told that they are putting an iud, a contraceptive, and in some cases, forced sterilisation. these allegations are very serious and the women were in tears. the emotion seemed to me to be very, very genuine. first hand accounts from inside the internment camps are extremely rare — and reaction from the international community was swift. here*s matthew hill on what*s been said. the international parliamentary alliance on china, over 50 parliamentarians across the world, 19 different countries have all signed this letter, which is alleging that he allegedly which is alleging... ..genocide and condemnation from australia has also been very strong and in the chair of the senate in america for international relations. she is one of the 50 signatories in this letter but they debated it in parliament and in holland and the senate and in france, so there has been a significant reaction to these very brave woman. some of the allegations aren*t new. last year the bbc*s john sudworth uncovered evidence of hard labour in xinjiang. according to these documents hundreds of thousands of people from ethnic minorities — including the uighur community — are being forced to pick cotton in fields in xinjiang. this report by a chinese scholar from june last year details other allegations of forced sterilisation and women being fitted with contraceptive devices. china denies the allegations. some countries accuse beijing of a campaign of genocide. next lets hear from nury turkel — a uighur lawyerfor the us commission on international religious freedom who is advising the joe biden administration. they have been committing these crimes, these heinous crimes, with impunity because the international community has failed to respond in the last three, four years. the severity and the scale of the industrial scale oppression that has been undertaken in the uighur region cries out for global condemnation. the international community including business communities, we as consumers, have been trying to normalise xi jinping*s china*s behaviour. we have seen this in hong kong. we have seen this in the uighur region. just think about this. the chinese government is committing genocide. why on earth as a business leader, why on earth as a policymaker, why on earth if you are a head of state would you continue to ignore if not wilfully stay silent? so there*s huge pressure on governments to act. last month the uk announced a clampdown on businesses buying goods from xinjiang to ensure firms "are not complicit in, nor profiting from, the human rights violations in xinjiang. we*ve had developments on the other side of the atlantic too. yesterday a group of seven republican senators — led by rick scott — submitted a resolution calling for china to be removed as host of next year*s winter olympics in 2022 — while it is "simultaneously running concentration camps, violating human rights and systematically oppressing the people of hong kong." more than 180 rights organisations have also called for a boycott. well — joe biden is laying out his foreign policy vision in the next hour. among the issues he*ll have to address is how to deal with china. david adesnik is a former foreign policy adviser tojohn mccain. he lays out the possible next steps. i do think the united states together with the european allies in the east asian allies can target sanctions on the official specifically responsible, in some cases they may not have foreign assets in another cases it is significant. they were people who might liked to go and enjoy the benefits of being able to travel in the west despite being responsible for atrocities. and also i think speaking out and finding ways to help the chinese people learn about what the government is doing is important because it is a deeply insecure government. it is notjust terrified of uighurs or other ethnic minorities. the government is often terrified of its own people finally out the truth. the brazilian mining firm, vale, has agreed to pay seven billion dollars in damages for the deadly collapse of a dam two years ago. you might remember seeing these pictures of the collapse of the brumadinho dam — which sent huge amounts of waste from an iron ore mine — which completely engulfed a staff canteen, offices and farms. 270 people were killed and destroyed the entire community. our correspondent katy watson has more. it wiped out the community, people, communities and the path of the sludge that came down the valley, a polluted rivers, communities who rely on the river is nearby, and thatis rely on the river is nearby, and that is something that is part of the compensation in the settlement. that money will go towards trying to rebuild. but this is an incredibly difficult thing to resolve. there are hundreds of families who lost loved ones, more than 270 people lost their lives. firefighters are still on the ground trying to recover the few bodies that are still yet to be recovered. it is in operation that is still very much ongoing and it is a pain that is still very much ongoing in the community. i was there last year on the first anniversary of the incident. people there said they feel forgotten. i think that is still very much a feeling in the community that this is a settlement between one big money company and a state and get the people at the end of the day are those who are left to pick up the pieces. myanmar*s military rulers have blocked access to facebook, days after they overthrew the country*s democratic government. officials said the social media platform, which has become a key rallying point for opposition to monday*s coup, would be blocked until sunday for the sake of "stability". half of myanmar*s 5a million people use facebook and for some, it is their only access to the internet. our correspondentjonathan head explains why he believes the ban is only temporary. i think they realise that you simply cannot shutdown something so essential for a very long period. indeed, the military itself is still using facebook although its senior officers actually have been banned from his platforms. so they are trying to... at this date, looks like they*re very nervous in these early days of the coup about young people in particular or others organising through social media some form of resistance or opposition and they hope that by shutting down the main platform they can slow that down. but of course the more tech savvy urban burmese will find ways around it. they are using vpns, there is a big move over to twitter which hasn*t been used much up till now. meanwhile, protests against monday*s coup, during which civilian leader aung san suu kyi was arrested, have been continuing. at least three arrests were made in the country*s second—biggest city, mandalay, during this street protest — according to local student groups. yangon residents have been out for a third night banging pots and pans amid a heavy police presence. resistance in hospitals is also continuing. many medics have either stopped work, or continued while wearing symbols of defiance to oppose the suppression of democracy. there have also been demonstrations in support of the coup. hundreds of people gathered in the capital with signs reading "national betrayers who depend on foreign countries are not wanted". while all of these demonstrations look relatively peaceful, there*s concern that there may soon be violence. if people do take to the streets, there is of course concern that the military has very short patience with dissent and they will violently crackdown. as they have in previous years, specifically in 1988 and again in 2007. we do not want a repeat of this, but certainly people have the right to protest the fact that their elected leaders have been taken down by, right now, a constitutional coup. dozens of ousted lawmakers have also been taking action — refusing to leave a government guest house in order to hold its own parliamentary session in defiance of the military. here they are signing a pledge to "serve the people". the mps belong to the national league for democracy, led by aung san suu kyi, and are among hundreds who were confined by the military to guest houses before being told they were free to leave. this is what one politician had to say. translation: we, the citizens i of myanmar, were elected to serve effortlessly for five years. then the coup took place. we cannot let this kind of terrorism happen in our country. outside of myanmar — un secretary—general, antonio guterres, has pledged to mobilize international pressure, saying he wants to make sure the coup fails. he told the washington post it was "absolutely unacceptable" to reverse the results of november*s election that he believes took place normally. a spokesperson for the international monetary fund, which last week transferred about 350 million dollars in emergency coronavirus financing to myanmar, has said it will be guided by its membership in deciding whether to recognize the military regime but expressed concern about the situation. so, a lot of talk this week but no action as yet. and the association of southeast asian nations or asean, of which myanmar is a member, is facing growing criticism about its lack of response. charles santiago is the chairman of asean*s intervention group parliamentarians for human rights. we have asked for asean to expel myanmar out of asean. i think the time has come that asean has a really get its act together, because it is also reflecting and it has become an embarrassment of asean and for asean leaders. this is very embarrassing. but that is the reality we live in. and also i think at this time civil society in all countries has to put pressure on a government in order to tell our government you can not accept this happening in myanmar. is being asked to get a test. in brazil — the city of manaus — the death toll is rising. in south africa, hospitals are running out of oxygen. understandably — there*s fear of how this virus is mutating. but how worried should we be? i*m more worried than i was, it*s incrementally scarier than where we were a month or two ago. now let*s be be clear — what*s happening is normal. viruses do mutate. they change all the time. the variants were expected — but they still pose a problem for a number of reasons. first — some are more transmissible studies — like this one from the lancet — show that the uk variant spreads up to 70% faster. and there*s another concern. there is a realistic possibility that this variant may be associated with increased mortality compared to the old variant. faster spreading, potentially more deadly. then there*s how we defend ourselves. people who*ve been vaccinated — or had covid—19 already — have antibodies in their blood which give them protection. but it*s possible these antibodies may not resist all variants equally. the virus seems able to evade the immune response, evade the immunity from having been previously affected and effectual again. -- it but as well as these concerns — there*s better news too. pfizer and moderna have both announced their vaccines still work against new variants. we*re expecting trial data from astrazeneca soon. but if that*s now — what about the future. there are certain to be more variants. well, scientists are confident they can deal with them — for two reasons — first — vaccines can be adapted. it is actually a relatively straightforward process. it only takes a matter of months rather than the huge efforts that ever they want to last year. and second — case numbers in the uk are falling. the national lockdown means these variants are infecting fewer people. and that*s bought some time. as long as we managed to roll out the vaccine effectively to all vulnerable people, he shouldn*t have too much of an impact going forward. there can be no doubt that variants have complicated this pandemic. they will be a feature of life for months if not years to come. but we should emphasise — scientists remain confident that in time the virus in all its forms can and will be contained. now, one of the experts we just heard from is dr emma hodcraft, molecular epidemiologist at the university of bern. she*s been working on tracking variants and what the mutations are. thank you very much forjoining us. are you satisfied with efforts in the uk and elsewhere to track where these variants are going? i am the uk and elsewhere to track where these variants are going?— these variants are going? i am very satisfied with _ these variants are going? i am very satisfied with the _ these variants are going? i am very satisfied with the tracking - these variants are going? i am very satisfied with the tracking efforts . satisfied with the tracking efforts the uk has put forward. they are really the world leader in doing the genetic sequencing that we need to track these variants. that means you have to extract the genetic material of the virus for us to see the mutations that allow us to classify it as a variant that we know about or a new one. but across the world we have some steps to take care. even in europe we have a lot of disparity between how much countries are sequencing the lechler we have seen that step up recently. but a larger problem is what is happening in the rest of the world. some countries almost have no sequencing capacity and a lot of these have had fairly large outbreaks. so there is concern that variance could pop up here and be undetected for quite a while until they happen to get to a country that has better sequencing capacity. tell country that has better sequencing ca aci . , , . , capacity. tell me why sequencing is so crucial. some _ capacity. tell me why sequencing is so crucial. some people _ capacity. tell me why sequencing is so crucial. some people would - capacity. tell me why sequencing is l so crucial. some people would argue these variants are so widely spread now that they are beyond tracing and tracking, they are within the community. it tracking, they are within the community-— tracking, they are within the communi . , ., , ., ., community. it is really important to track these — community. it is really important to track these variants _ community. it is really important to track these variants because - community. it is really important to track these variants because they . track these variants because they have these different properties. we can only do that by looking at the genetic sequence and say exactly what mutations they carry. for example, the variant that is most probably in the uk seems to have mutations that make it more transmissible. whereas the ones that are most prevalent in south africa or in brazil only seem to be more transmissible but might be able to evade immunity and if you just covered. that is really important for us to know because that helps us to change how we respond to him if it is more tractable we need stronger restrictions and if it has a possible impact on vaccines we*ve need to think about whether we might nate need to update our vaccines. it is really important area for us to know what environments might need to lead to these variants are rising. in places that had big outbreaks come is that where these mutations that cause her to re—affect people might be advantageous? in that case are those the areas we need to be what got most closely for a new unknown variance to emerge? fin what got most closely for a new unknown variance to emerge? on the issue of vaccines, _ unknown variance to emerge? on the issue of vaccines, you _ unknown variance to emerge? on the issue of vaccines, you talked - unknown variance to emerge? on the issue of vaccines, you talked about i issue of vaccines, you talked about developing vaccines so they can deal with new variants. what that means certain vaccines get used in certain places according to the prevalence of certain variants are just that new vaccines will cover all bases which i love this is something that scientists are talking about right now. how much can we put into one vaccine? and the flu we usually have a few different flu variance. we have not a few different flu variance. - have not experimented with this yet. but it is certainly an option. but another option is some areas that have one variant being more prevalent might be better off with a more specialised variant. of course another thing to keep in mind is that of global travel starts picking up that of global travel starts picking up again, those secluded areas might not stay so secluded so we might be better with one vaccine if it is possible that you had all variance. very interesting. thank you very much. please come on again very soon. emma helping guide us to more information. if you want more information, you can get that on the bbc news website. in the second half of outside source, we look in detail at the situation facing the republican party. it is going into donald trump second impeachment trial but has fundamental decisions about the direction he chooses to take in the next four years we look at that closely. good evening. the weather is set to turn colder across the uk as we head through the course of the weekend, particularly by sunday, where there could be some disruptive snow, particularly in the east. but for the here and now, heavy snow is a problem across parts of scotland. in fact, we*ve got an amber warning enforced from thursday right until saturday. over the higher ground, 20—30 cm, perhaps 50 cm over the highest hills anywhere from perth and kinross, up towards caithness and sutherland as well, and that*s all down to this slow—moving area of low pressure to the west, with this frontal system bringing that hill snow across scotland. further south, it*s a bit of a drier picture as we head through into friday, but overnight, plenty more heavy rain showers across parts of england, wales, northern ireland, too. and we*ve got this brisk easterly wind driving in further snow for much of scotland. mainly to the north of the central belt, down at lower levels and towards the east, it*s largely going to be falling as rain. overnight temperatures about 2—7 degrees, so things are turning cooler, but gradually through the weekend, that colder weather will move in for the north and the east. so, for friday, more hill snow across scotland, some rain at low levels and close to the coast. heavy downpours for northern ireland, parts of the northeast of england as well. some of these heavy showers falling on saturated ground as well, so could be a few flooding issues during the course of friday. heavy showers for parts of wales, southwest england as well, but towards the southeast, probably largely dry — up to about 10 degrees there. so, reasonably mild on friday but into the weekend, things are turning colder for all of us, and there*ll be further snow in places, particularly towards the east on sunday. now, for saturday, we*ve still got this weather front in the north, but it*s tending to fizzle away, so more snow to come across the higher ground of scotland, some of that falling to lower levels later in the day. and we*ll start to see snow falling across parts of northern england as that colder air starts to cut in from the north and the east. to the south of that, we*re holding onto the slightly milder air, so some rain showers across parts of england and wales on saturday. but overnight, saturday night into sunday, that*s where we*re going to see these blue colours returning across the map, cold air moving in on a brisk, cold, easterly wind. so, we are expecting some snow on sunday. the exact position and detail of this snowfall still a bit uncertain. it could be the southeast of england, east anglia, perhaps other eastern parts of england and scotland that could see the most of that snow, but do stay tuned to your forecast. there could be some disruption on the way by sunday. bye for now. hello, i*m ros atkins. welcome to outside source. several countries have hit out at china after a bbc report of rape and torture of women inducing jane. *s of the that was enough to disqualify him, but no. we find ourselves asking where is the limit for republicans? it*s a question they*re being forced to answer because of trump and because of newly elected trump has spent years pushing conspiracy theories from barack obama not being born in america to winter causing cancer to vaccine causing autism to this election being stolen. where do you go? liz make it about himself. putting his name on buildings, on his plane, on his golf courses and we know his family believes he controlled the republican party*s future. but is this really about trump? it can feel like that with the second impeachment, but is there actually something deeper going on? this time article argues... the point is that a worldview shaped by fox news and facebook and talk radio isn*t tied to one man. the feeling the system is against them in america*s handing idea is under attack as deeply held. whether the republican party fits into those sentiments, we need to variants may be too contagious for face coverings currently allowed in public places. government guidance simply states that masks need to be "something that covers your nose and mouth." bandanas and religious garments are included in this, as are hand—made masks, which were encouraged last year due to shortage fears at hospitals and care homes. however, with urgent testing for cases of the south african variant being carried out and public health england investigating other possible new mutations, including the so—called *kent* variant, the government is being urged to consider strengthening its advice. the shadow secretary of state for health and social care today tweeted that labour is calling on ministers to "urgently review personal protective equipment standards for health and care staff and consider ffp2 masks for all of us on public transport and in shops, as germany and austria now recommend." london*s mayor has reportedly launched two reviews of mask advice on public transport. our science editor, david shukman, has been looking at the different types of masks most commonly worn in public and explains why there are growing reservations about their effectiveness. this one, it*s made from an old t—shirt. it*s got three layers, so should do a reasonable job of stopping any virus that i might release, which really matters because up to one in three people may be infected without even realising. next up in quality is the surgical mask. these are water resistant, so if someone coughs right at you, the virus should be blocked. they should provide you with some good protection and others around you, but they don*t fit very well. there are gaps at the sides that tiny virus particles called aerosols could get through. you can see how that happens in these lab tests. they show how air and aerosols can*t escape from around the masks. they show how air and aerosols can escape from around the masks. so, to guard against that, there are better grades of masks. they*re called n95 in the us, or ffp2 or ffp3 in the uk. these have a much closer fit. no gaps, which means you should be safer, but they are a lot more expensive. some disruptive snow, over the higher ground, 20—30 cm, perhaps 50 cm over the highest hills anywhere from perth and kinross, up towards caithness and sutherland as well, and that*s all down to this slow—moving area of low pressure to the west, with this frontal system bringing that hill snow across scotland. further south, it*s a bit of a drier picture as we head through into friday, but overnight, plenty more heavy rain showers across parts of england, wales, northern ireland, too. and we*ve got this brisk easterly wind driving in further snow for much of scotland. mainly to the north of the central belt, down at lower levels and towards the east, it*s largely going to be falling as rain. overnight temperatures about 2—7 degrees, so things are turning cooler, but gradually through the weekend, that colder weather will move in for the north and the east. so, for friday, more hill snow across scotland, some rain at low levels and close to the coast. heavy downpours for northern ireland, parts of the northeast of england as well. some of these heavy showers falling on saturated ground as well, so could be a few flooding issues during the course of friday. heavy showers for parts of wales, southwest england as well, but towards the southeast, probably largely dry — up to about 10 degrees there. so, reasonably mild on friday but into the weekend, things are turning colder for all of us, and there*ll be further snow in places, particularly towards the east on sunday. now, for saturday, we*ve still got this weather front in the north, but it*s tending to fizzle away, so more snow to come across the higher ground of scotland, some of that falling to lower levels later in the day. and we*ll start to see snow falling across parts of northern england as that colder air starts to cut in from the north and the east. to the south of that, we*re holding onto the slightly milder air, so some rain showers across parts of england and wales on saturday. but overnight, saturday night into sunday, that*s where we*re going to see these blue colours returning across the map, cold air moving in on a brisk, cold, easterly wind. so, we are expecting some snow on sunday. the exact position and detail of this snowfall still a bit uncertain. it could be the southeast of england, east anglia, perhaps other eastern parts of england and scotland that could see the most of that snow, but do stay tuned to your forecast. there could be some disruption on the way by sunday. bye for now. this is bbc news. i*m maryam moshiri. the headlines at 8pm — the success of the vaccine roll—out makes a rapid recovery in the economy more likely. that*s according to the bank of england. i am optimistic that we are now seeing a hugely impressive programme of vaccination and that we*re also now beginning to see positive benefits of it. and i think, you know, as we move forwards, that should reduce uncertainy. but on the jobs front, with high streets shut down, the unemployment rate is going to hit nearly 8% as the furlough scheme unwinds. government sources confirm the hotel quarantine scheme for uk residents returning from coronavirus hotspots will come into force on the 15th of february. the gps working overtime to get the vaccine to those who can*t leave their homes.
