The mill's closure, announced Monday morning by parent company UPM-Kymmene Inc., will put about 214 employees out of work as the paper business ends and its hydro power assets sold.
The proposed apartments would be constructed at a town-owned site that was once home of the Weston Avenue School and more recently was home to Maine School Administrative District 59's administrative offices until closing in 2012.
