Senate democrats approved a historic rules change that all but ends the use of a filibuster to delay most president ial nominations. President obama welcomed the shift, but republicans are crying foul and warned that dangerous precedent has been set. Susan mcginnis is in washington with the details. Susan, good morning. It all started when the woman identified as miriam carey rammed security barriers at the white house with her car.
