floyd had to be murdered for us to get here to try to make some changes, i can understand people feeling that way. reporter: today governor jaurn carnie appointed two retired judges to investigate what happened at vaughn and see how to prevent it from happening again, he wants to keep officers as safe as possible moving forward. reverend christopher bullock and other local church leaders say while they re okay with the judges who will review the standoff, they want to make sure it leads to action for inmates and officers. they want a federal reserve and a more holistic revow of the prison system. we want them to come in and say you must carry out our policies to clean this thing up. reporter: any review needs to lead to action. there s been studies in the past but the important changes haven t been made. until they are, a career in the prison is going to be a real tough sell in delaware. what mother out there is going to tell their 25-year-old kid to come do this job
