Howard county is under a code orange air quality alert this morning. That means elderly, children, heart or lung issues take it easy. Most of us are fine with code yellow air quality. Off now north and east of the metro area. Much of the region now tapering off to scattered showers in the shenandoah valley, nearby suburbs in maryland. The heaviest rain, this line in yellow, tracking through Frederick County, moving north of baltimore. But were not out of the woods yet. A little more rain off and on into the afternoon hours, maybe even just a few sprinkles, a little bit of drizzle. So keep an umbrella handy. Temperatures in the low and mid 40s and in the metro area, upper 40s around the bay. Were hovering in the upper 30s, right around 40 degrees in the shenandoah valley. So hour by hour into the afternoon, much of the region will stay in the 40s. But right downtown, we max to get around 50 degrees by late this afternoon. Today, much of the United States government will be forced to shutdown tomorrow. I want to be very clear about what that shutdown would mean. What will remain open and what will not. With regard to operations that will continue, if you are on social security, you will keep receiving your checks. If you are on medicare, your doctor will still see you. Everyones mail will still be delivered. Government operations related to National Security or Public Safety will go on. Troops will continue to serve with skill, honor and courage. Air traffic controllers, prison guards, those who are with Border Patrol will remain on their posts. But, their paychecks will be delayed until the government reopens. Nasa will shut down almost entirely. But, Mission Control will remain open to support the astronauts serving on the space station. I also want to be clear about what will change. First Lady Michelle obama and her daughters greeted the crews as they delivered the White House Christmas tree. Its a douglass fir from pennsylvania. Mrs. Obama said it will be decorated with pictures of military homecomings. No word on the cause of a power outage that has hundreds of people in the dark. More than 500 pepco customers without power. Most are concentrated in d. C. S southeast and southwest quadrants. Pepco isnt sure what caused the outages, but power should be restored by 7 00. Crews are working to repair a water main that broke. The 12inch main burst in rockville. It created a mess in the road. We are told more than 40 customers have been without Water Service for several hours now including the Animal Shelter. They are hoping to have the water tuned back on shortly. As we cover Prince Georges County, traffic is back to normal where a water main break caused a sinkhole that s
