coming up in a few minutes. tony and allison, back to you. it s happened four times in the past two months. gay men attacked and in some cases robbed. these hate crimes happening and around the dupont circle area have police concerned. this morning matt acland has the latest details from police, live in northwest. matt. reporter: tony, allison, you are right, police are concerned about these latest attacks. like you said, there has been four in the last two months. in fact kiev kathy in fact cathy lanier spoke yesterday and warned gay men in the dupont circle and logan area to make sure you are aware of your surroundings. several individuals ranging in age from late teens to early 30s. in the attack here at 15th and r. streets northwest on june 2nd, police say a man bent over tieing his shoes was attacked by three young men who first uttered a homophobic slur. then they hit the man with a wooden object. it was around 5:20 in the afternoon. it doesn t surprise me. no
pierced his intestines five time. there was no way to recover from it. reporter: the offduty police officer who pulled the trigger here inside of this dog park told police a drastically different story. he said that bear-bear not only attacked but actually bit his dog. when he stepped in to try to break up the two, that s when he says, bear-bear tried to attack him, too. the anne arundel county police have not charged the officer but are still investigating the incident to determine if he was in the wrong. certain specific information which was not known initially that is now known. i think there will be grounds for bringing charges. he is a monster, in my opinion. and i feel like he should have his right to a weapon taken away. this person made an awful, awful decision and he destroyed a family with that one bullet. reporter: police have not released the name of the offduty federal officer because this is still an ongoing investigation. what we do know is that he i
wars. not everyone thinks changing the guidelines now is a good idea. lamar smith of texas argued against the change saying reducing the penalties for crack cocaine could expose our neighborhoods to the same violence and addition that caused addiction that caused congress to act in the first place. illegal drugs drive bad behavior. reporter: former federal prosecutor and heritage foundation scholar says the new law evens the sentences for crack and cocaine use it does not mean anyone already in jail under the old guidelines get their sentences reduced. no, you don t. you got sentenced under a lawful sentence passed by congress, signed by the president. this law does not apply retroactively. reporter: the bill was signed into law today in the oval office without television cameras and the president made no remarks the change in sentence was a promise that senator obama made when he ran for president in 2008. high-ranking city official caught breaking the rules and
rec recognisance. reporter: an i.c.e. spokeswoman tells news 4 martinelli montano was free because he did not meet the criteria for mandatory detention and not a level one offender, meaning dangerous or violent. he was released with restrictions. prince william county delegate bob marshall wonders if i.c.e. should change its assessment saying drunk drives can be dangerous. you might say at the second one you are a threat to the community. reporter: marshall hopes this case will prompt local residents for congress to deal with illegal immigrants. they need too demand from their representatives sufficient attention so innocent people driving on the road don t get killed by illegal immigrants. this was entirely preventible but wasn t prevented. now to the latest on a horrible shooting rampage in connecticut. a worker opened fire in a beer distribution plant killing eight people before taking his own life. that shooting happened in manchester, connecticut. the shooter
few hours later. reporter: police believe the victim may have been a runner out for a sunday morning jog near the kensington station. he was wearing running shoes, running shorts. he also had his shirt off and we believe it was wrapped around one of his arms like a runner would. reporter: it is not clear exactly what the man was doing when he was hit or why he department notice the train. did you guys recover anything like head phones, ipod, anything that may have indicated that he was just not listening, couldn t hear a train approaching? no, we didn t recover anything like that on the scene. but still, events like these do occur with or without head phones. the train can actually slide into town very quietly. i don t cross when the train goes by. it just seems elementary. the victim is described as white, in his 30s, with short dark hair. he is about 5 8 , weighs 125 pounds. police say he was wearing blue running shorts, blue socks and white running shoes. h
