few hours later. >> reporter: police believe the victim may have been a runner out for a sunday morning jog near the kensington station. >> he was wearing running shoes, running shorts. he also had his shirt off and we believe it was wrapped around one of his arms like a runner would. >> reporter: it is not clear exactly what the man was doing when he was hit or why he department notice the train. >> did you guys recover anything like head phones, ipod, anything that may have indicated that he was just not listening, couldn't hear a train approaching? >> no, we didn't recover anything like that on the scene. but still, events like these do occur with or without head phones. >> the train can actually slide into town very quietly. >> i don't cross when the train goes by. it just seems elementary. >> the victim is described as white, in his 30s, with short dark hair. he is about 5'8", weighs 125 pounds. police say he was wearing blue running shorts, blue socks and white running shoes. he also had a light grey t- shirt wrapped around one hand. police say the man may have gone unnoticed last week because of all the confusion surrounding all of the power outages. multiple stabbings in maryland. prince george's county police say four people were stabbed on annapolis boulevard. it happened just after 6:00 p.m. tonight. police say the victims were attending a crab feast. they don't know what led to the stabbing. thus far nobody has been arrested. one of the victims is in critical condition. tonight the others are in stable condition. this just in. information from fairfax county police about a carjacking. police say the suspect confronted the owner of a car on lee jackson highway near the 1300 block. police chased the car and suspect into loudoun county. nobody was hurt. the suspect is in custody and will release the name sometime tomorrow. new tonight. a suspect predator who allegedly preyed on teenage bars is behind bars tonight. maryland state police say 44- year-old thomas crow is in custody on a half million dollars bond charged with sexual assault against two 15- year-old boys. back in 1996 he was convicted of the same charges and the boys in those cases were also 15. police believe he may have committed similar crimes in other parts of maryland. if you have any information please call maryland state police. the search for a missing kayaker ends as the man's body is found just 50 feet from shore. tonight fairfax county investigators are still trying to determine just what made the 46-year-old maryland man go in. he was kayaking with his nephew that was in the second boat. he tipped over a mile from the bell haven marina. divers crawled on their hands and knees on the murky potomac to find the body this morning. >> if you can imagine being in a totally dark room. now put on a breathing apparatus and then crawling through that room while seeing absolutely nothing. >> police say hugins may not have been wearing his life jacket properly. they don't know if he could swim. a fatal crash in prince williams county leaves two people hurt and one dead. police say 23-year-old's car struck a guardrail, struck an oncoming vehicle. the passenger in that car, a 56- year-old woman was killed. the 75-year-old driver and another passenger in the vehicle were both flown to the hospital with serious injuries. the man is charged tonight with driving under the influence, involuntary manslaughter. police say it is his third dui in five years. investigators are looking into a fatal collision this weekend between an amtrak train and a car. a 78-year-old female driver of that car was killed saturday when the train slammed. >> her vehicle and dragged it down the tracks. it happened along the north east corridor just outside williamsburg, virginia. the crash comes five days after the amtrak train struck and killed a woman who was standing on the tracks near hamilton, new jersey. riders will get a temporary reprieve of the fare increases we have been talking about tomorrow. today they paid a bit more per trip but metro now says it won't charge the 25 cents more for paper tickets until tuesday. that's so it can post new signs at the machines. there is a 20-cent peak that will take place on tuesday that applies between 4:30 and 6:00 p.m. we caught up with riders today who share their thoughts on the fare hike. >> they have to pay the bill some way. so if the fare has to be increased so be it. but please make the service better for the riders. >> it would be nice if metro used the fare increases to improve the metro rather than what it seems to be just using it to fill their budget gap and they have a budget gap from poor management. >> also going up the cost of three metrorail passes. the weekly short trip passes now cost $32.35. weekly fast pass now costing $47 and transit lean card for riders is now $102. metro says the fare hikes are necessary to help close a $189 million budget gap. it was a week ago tonight that hundreds of thousands of homes and businesses were in the dark following a violent storm that knocked out power in this area. for some small businesses in downtown silver springs, the black dwrowt lasted for almost the entire workweek. it was their second major blackout this year and this second blow may have been the final one. >> reporter: for four days invogue hair salon was in the dark and the owner told her staff to not come in because they had no electricity. >> we haven't been able to open or do anything. >> reporter: the business lost over four days following last week's storm. compounded by last winters storm when power went out for five days. pepco struggled to get it back on. >> how do you recover? >> you can't recover. these are days lost like it did in the wintertime. >> reporter: it is the same story along this block of georgia avenue in downtown silver springs. >> out of business. no income. >> reporter: this auto repair shop has been in the family for decades. last week employees had to be sent home. customers have been lost when the power went out. >> did insurance help out? >> no, i just got off the phone with my insurance today and for business interruption insurance to help i have to have physical damage at my location. because i don't have physical damage here no coverage. >> restaurants like the new firehouse had to toss out all the food and send employees home. >> insurance will cover the lost stock. food and beverages. lost business and wages. they are just gone. >> how bad has it been? >> devastating. >> it is the same predicament for the owners of the new pizza restaurant on the block. >> i don't think we can recover. pepco will give us a break on the bill for the next six chained and tied down inside his home allegedly by his father and stepmother so the two could go out gambling. police say somehow he was able to get out of the locked house while in chains and scream for help. >> he realized they were getting ready to go out gambling at a local casino and being a quick thinking boy he decided to hide the key on his person after the parents chained him back for the kitchen table and left he released himself and got out of the house and asked for help. >> the boy is now in the custody of his mother. brooklyn, new york. a jury resumes deliberations on monday in the case of two men who allegedly plotted to bomb fuel lines at john f. kennedy airport. it was called chicken farm and it was spoiled some three years ago. the government admits it was mostly just talk but says even talk about something as serious as blowing up a major airports can provide the foundation for terrorism charges. former vice president dick cheney is still in a fairfax hospital tonight after heart surgery in early july. his daughter liz says the 69- year-old dick cheney is out of intensive care and hopes to return home sometime this week. cheney had a small pump installed to help his heart function more efficiently. dick cheney has had five heart attacks since age 37. a hearing scheduled this week to examine b.p.'s use of dispersants to break up oil in the gulf. this new report is raising questions about how closely the coastguard and b.p. worked together to allow the use of the chemicals. >> reporter: b.p.'s points man on the oil crisis came to venice, louisiana, for a carefully choreographed p r. event. >> thanks, guys. >> reporter: by the ceo was hounded with questions about the chemical dispersant. >> what impact has it had? >> hang on a second here. >> reporter: it is not just the impact of the dispersants but the frequency of their use that is raising concerns. congressional investigators say the coastguard routinely approved b.p.'s question to dump thousands of gallons of dispersants a day despite a federal order to use it sparingly. >> some of those requests were accepted as they were asked and sometimes they modified those and that has been running, that process, since the beginning. >> reporter: almost 2 million- gallons of dispersantses went into the gulf water. the impact it will have on marine life is a prospect that worries much fishermen. they believe the dispersantses sank oil into the oyster beds that they fish. >> we won't be able to fish for a couple years. i have been doing this and i don't know how to do something else. >> reporter: b.p. says it is getting closer to permanently killing the leak. >> we are working on the relief well because we need to get the casing cemented and that's underway. >> reporter: it will begin as early as monday night ceiling the well by the end of august. but questions about just how much the spill has altered sea life will likely last much longer. cbs news, venice, louisiana. u.s. announcing today it will make a $10 million contribution toward the relief efforts in pakistan. the death toll in pakistan has risen to more than 1000 people. the disaster has left a million people homeless. 27,000 people are still trapped by floodwaters. the floods and landslides that devastated the north western province are now affecting other parts of the country. communication, gas, be with us tomorrow. that will keep temperatures in the low side. actually keeping temperatures from falling too quickly overnight tonight but most locations 70 to 75. a chance of a thunderstorm tomorrow. clear skies tuesday. very nice. but 92. here we go. mid-90s wednesday. mid-90s thursday. looks like the threat for a late day thunderstorm will be with us almost each and every afternoon of movement. not much going on. a few sprinkles. looks like one shower making its way up the chesapeake. a nice little downpour in toward anna rundle county. run through the numbers in the forecast for you. live doppler. want to show you this as well. go back to the forecast numbers. those are the ones we want. partly sunny skies. mild temperatures. now, some areas that may have picked up a little bit of light rain. some light patchy fog but winds are light and so fog can develop in the usual spots. but 62 to 59. nice. 60s in the suburbs. then 83 to about 87. late day storms widely scattered. nothing widespread but maybe a good downpour here and there. monsoonal flow out to the west. as we are look at most of the heavier activity with the exception of the peninsula of florida got to go over to the pan handle sliding down into the ohio valley and some sft cloud cover spilling in too. but most of the activity in our region was just here and there as we talk about it. it looks like high pressure which gave us a pretty nice couple of days. cloud cover keeping us mild. we had some dryer air. well, this area of high pressure is going to slide off the coast and park itself for about five days. that means it is just far enough to the east that we will be in this return flow. therefore, humid humidity levels will start to increase. flow out of the south, southerly wind then lose the daytime heating and lose that threat for thunderstorms. so again, midday late in the day is our best chance. but it is not going to have a widespread effect with anything severe like we had a week ago. but highs tomorrow. things are looking pretty good. 86 for the high temperature. 88 average. numbers are a blessing. mainly because of the partly sunny skies. tropics for you briefly. it has been quiet. but now we are in august. august is when things begin start picking up not only in the number of storms but the intensity and duration of these storms too. south africa, florida peninsula and this is the inter tropical convergence zone. waves come off the coast of africa. yesterday morning the national hurricane center said here is a cluster here. let's investigate it. okay, a 30% chance they said yesterday morning it could become something then this morning it was a 60% chance. this afternoon an 80% chance and now this evening they are giving us a 90% chance in the next 24 hours and could develop into something tropical like the next tropical depression. it does not have a very well defined center core at the surface seeing some areas, the red colors, colder and higher cloud tops and some of the early models want to take it just north of the island and maybe towards south eastern u.s. we will keep an eye on that. if it does develop into a tropical storm the name will be colin. seven-day forecast. chance of late day storms here and there. big story for tomorrow partly sunny skies with us. temperatures slow to rebounds. then the sunlight comes in on tuesday. 92. then the humidity increases wednesday, thursday. maybe the next chance to have pleasant weather will be next weekend. it will be interesting to see if july is going to be the warmest on
