foundation scholar says the new law evens the sentences for crack and cocaine use it does not mean anyone already in jail under the old guidelines get their sentences reduced. >> no, you don't. you got sentenced under a lawful sentence passed by congress, signed by the president. this law does not apply retroactively. >> reporter: the bill was signed into law today in the oval office without television cameras and the president made no remarks the change in sentence was a promise that senator obama made when he ran for president in 2008. high-ranking city official caught breaking the rules and it's costing you money. d.c.'s inspector general said the woman in charge of the 911 system broke the law. tisha thompson has the details. >> reporter: fox 5 has been investigating the office of unified communication for more than a year now. we found problems with calls getting dropped, dispatchers behave be badly and giving -- behaving badly and giving out wrong addresses. but now things have gotten worse for the director. >> we e-mailed you, called you, talked to the mayor's office. you run away. >> reporter: fox 5 has been trying to get answers from janice quentin no about alleged problems inside the 911 system. during that time, we caught her driving two and from work in this government-owned chevy impala. a new d.c. inspector general's report says she has been breaking the law by driving that car. >> i was the one who asked the inspector general to look at this. this confirms the worst of what our suspicions were. >> reporter: phil mendelson said he ordered the investigation after receiving a tip that quintanno was in an accident driving the vehicle. according to the report, the government vehicle struck another vehicle on december 29th. when quintana was stopping at a shopping mall on the way home. in the report, quintana says she is allude to drive the city car equipped with emergency lights and sirens because she is an essential emergency district employee on call 24 hours a day, seven days a week. she told an investigator that she was on her way home and is allowed to make common sense pit stops. but according to the report, under district laws, the director is not permitted to use a district vehicle for commuting much less for personal use. >> the law is very clear that only the mayor, chairman of the council, police and fire are allowed to drive cars home. >> reporter: what really bothers meant letter son, she works and lives in d.c. but the accident happened in arlington, virginia. >> the agency needs new leadership. >> reporter: quintana refused our request for a comment as did the mayor who ultimately gets to decide if quintanno gets to stay or go. >> do you have any indication what the mayor will decide. >> reporter: we talked to the mayor over the last year in the things we found in the investigation. he has stood by her. we are waiting to hear. i think mendelson was right when he said he didn't expect much change to happen. >> thanks very much. now to a developing story out of connecticut. nine people are dead after an employee went on a shooting rampage. it happened at a beer distribution company in manchester. officials say omar thornton was asked to resign this morning. he was caught on camera stealing beer. he later opened fire killing eight employees and wounding two others. he reportedly then called his mother after the shooting to say good-bye then killed himself. officers responded. they found a victim when they first entered the building. we treated it as an active shooter. there was a full response, mutual aid from surrounding towns and police. the building was searched and the suspect was found shot. >> the girlfriend's mother claimed that he claimed racial harassment on the job. now to the economy, a bit of good and bad news. general motors and ford reported profits but tim geithner said unemployment numbers might rise again before they drop as the white house announces a plan to boost manufacturing jobs. matt ackland is following it live in the newsroom with the latest. >> reporter: the treasury secretary said americans should prepare for unemployment to rise a bit before it comes down. he pointed out overall the economy is slowly improving. meanwhile, the obama administration announced plans to create more jobs. today we spoke with two d.c. residents who really need them. >> pretty much a struggle. the economy doesn't have a lot of job offerings. >> reporter: she is a single mother of two and hasn't been able to find a job in over six months. trying to better herself, she enrolled in a trade school to become a medical administrative assistant. >> i thought maybe because i went back to school that i would graduate and get a job as soon as possible. wasn't happening. >> reporter: you might remember charles drummond. we profiled him in a story last june. he told us by phone today he still hasn't found a job. >> i am a man with -- i don't have much education but i am a hard worker. >> reporter: talk to most economists and they will tell you the key to turning the economy around is getting people like them back to work. for the most part, major u.s. companies are posting profits but most are sitting on the cash, still too worried about the future and not willing to hire new employees. that's bad news for the economy and bad for people desperately needing work. >> the economy is hard. some of the jobs that you apply for has already been taken. >> reporter: we learned today that people are actually saving a lot of money in the month of june. that might sound good but when people don't spend, companies worry and that isn't good when it comes to moving forward. she was interviewing for jobs but nothing yet. charles drummond told me he's keeping his finger's crossed. he has an interview in falls church. >> there was talk on the hill about the national debt and a stern warning to lawmakers. >> reporter: you are right. at a senate budget committee, senators were warned to not run up the debt any more than it has been run up. one expert testified that debt reduction has to happen soon and congress should address the problem following heart- breaking tragedy out of louisiana. sixteen teens from two different families drown in a river. they waded into the water yesterday but none could swim. one teen slipped and fell into deeper water. the others tried to help but fell in the deeper water. a 13, 14 and 15-year-old from one family. a 15, 17 and 18-year-old from the other family died. the first teen that fell in the water was eventually pulled out and survived. preparations are under way for an event the district has never seen before. hundreds of people, maybe a couple thousand will be able to visit a free health clinic all day long. karen gray houston is live at the convention center which is the scene of what is being called the nation's largest doctor's office. >> reporter: it will be an extraordinary event. they are expecting huge crowds, anywhere from 1200 to 2,000 patients from d.c., maryland and virginia. it is a clinic for the uninsured who will see doctors, nurses and get tests and treatment that won't cost them a dime. preparations are well under way, setting up screening and examining rooms, getting supplies ready. >> you got hemoglobin meters then you have the cholesterol meters. >> every patient that walks in the door can meet with a doctor or nurse practitioner and get a physical exam. >> we will be offering hiv testing on site and counseling, making eye glasses on sight for the patients and doing prostate testing for prostate cancer. >> reporter: this is the 7th free clinic sponsored. the third one this year. a recent one was in new orleans, hundreds of doctors, nurses ant support staff are volunteering their services. >> i retired two years ago. this is for a worthwhile cause. a lot of people don't have treatment and don't get treatment for medical. >> reporter: the uninsured can get free doctors, free tests and free treatment but what if they need follow-up care. >> after the patient talks to that doctor, gets the prescription they need, we will give them information where they can go to get the follow- up care that they will need when the care clinic leaves washington, d.c. >> reporter: sometimes uninsured patients haven't seen a doctor in years and the preclinics are lifesavers. >> we stopped seven suicides in our clinics. people walked up and said here are the pills, here are the knife. if you weren't here, we wouldn't be here they houston, thank you very much. bp's attempts to permanently plug the oil well are under way right now. crews started pumping heavy drilling mud about an hour ago hoping to choke off the flow of oil for good. it's called a static kill. they hope they can then pump in cement and seal off the well. it does not mean the disaster will be over. >> this has been quantified as the largest maritime spill. we need to be mindful that we have long-term impacts. we need to be sobered by the fact that the oil has stopped and we are not dealing with the day to day threat any more. >> bp will go ahead with [ female announcer ] yoplait light. with 30 delicious flavors all around 100 calories each. yoplait. it is so good. maryland is jumping on the tax free bandwagon this year. last year parents had to go to virginia if they wanted the savings. melanie alnwick has more on the change in policy and who will benefit. >> reporter: maryland will lose out on about $19 million in tax revenue by allowing back to school shoppers to skip the sales tax. that may sound crazy especially when the budget is tight but retailers say it makes good sense. $606, that's what the national retail federation estimates an average family spends on back to school merchandise. every little bit of savings counts. this year maryland is joining virginia and 14 other states in allowing shoppers to buy their supplies tax free. peter fran said it's good policy. >> this is a little stimulus program for maryland consumers. >> reporter: virginia's tax holiday is august 6 to 8. school supplies less than $20 per item and clothing and shoes less than $100 is exempt. the states won't be taking in tax dollars on the sure sellers, retailers know the brings customers into stores. >> our members have been struggling. >> reporter: patrick donohue president of the maryland retailers association says today it's more important than ever to keep people from spending in neighboring states. >> hopefully tax free week gets them in the maryland stores and shopping maryland retailers. >> reporter: consumer spending has been slower than hoped so far in 2010. >> the economic recovery is based on consumer spending. it won't happen if people don't go out and start shopping. >> reporter: with the winter holiday season on the horizon, it's hoped a tax holiday will give sales a jump start. this year the district is not holding a sales tax holiday. it's hoping to hold on to $640,000 in tax revenue. >> i'm sure we will see people from the district. they can choosing to maryland or virginia. >> marylanders are probably happy to have it back after four years. will it be a permanent thing. >> the way the law passed, it's in perpetuity. i think even politically there was talk that they might do that. you never know where it's going to go in the future. more now maryland and virginia, it will be every year until they decide to take it away. >> good news for those of us that need to do back to school shopping. >> and retailers. jim webb is proposing a new bill to cut down on two of the biggest frustrations for air travelers, extra fees and lost or damaged bags. he wants airlines to be more up front about fees so travelers can compare costs better and the airlines would have to pay taxes on the fees and he wants to central liz control of lost and stolen bag gag claims. the highway lost data institute released a new list of the most stolen vehicles. the cadillac escalade is number one. ford f 250 next followed by infinity g 37. what makes the escalade number one? >> it's coming back, i should say. tomorrow -- a cool down tomorrow a little bit. we will have more clouds and showers out there. interest thursday -- we will probably have a heat advisory simply because the heat index will be running well over 100 degrees. you can see it out there. we have the clouds but it's muggy and even though we don't have a lot of sunshine, we have a heat index that is well up over the actual temperature. there is a little bit of shower activity, perhaps you got into some of that in your commute this afternoon. it's not very heavy but as we look at max hd radar, we look to the west of us. nothing hear in d.c. proper. i have noticed a little shower that is trying to form. this is really light, too. a sprinkle. just west of leesburg. right now the concentration of showers out along i-81, winchester perhaps you get a shower here on and off the next hour or so. raining around front royal now. that extends down 81. i talk about this because it will continue to work in our direction and there is more back to the west. that means perhaps from time to time we will have showers moving through on and on this evening. nothing terribly heavy. 83 degrees, spotty showers. a few showers lingering at 9:00. not much. then a few showers at 11:00 as well. i think we get a better chance overnight tonight and toward the early morning hours. we will show you why in a second. it's 85 in the city. 86 quinn at the could -- quantico. even with the heat index it feels like 90 out there. 91 quantico. feels like 98 for fredricksburg. the heat index is always close to 100 degrees if not above that in fredricksburg. we have chased the extreme heat the last couple of days. wichita, kansas, 108. the highest temperature in the nation was in kansas yesterday. 105 for little rock. this is moving in our direction. looks like we will get the brunt of this on thursday coupled with the humidity. so, it will feel like it's well over 100 degrees thursday. it will feel close to 100 tomorrow, even though temperature gets up to 92. thursday is the real hot day, up to 97. then better into friday and saturday. a little summertime cold front will come through and that will push down the humidity and temperatures. into the weekend, at least for now, it looks like it will be dry. big complex of showers and thunderstorms in chicago this morning. through the day it weakened a bit but we are getting the showers from that right now. you can see into ohio, that still has to come through. that's why we are carrying at least a chance for showers through the evening hours. back out to the west of us, we have high pressure to the northeast. area of low pressure to the south and that continued to bring in the atlantic particular moisture. knows as much as yesterday but brings in the showers and thunderstorms tonight. what about tropical storm colin, winds barely at tropical storm strength, 40 miles per hour. it kins to move to the west and northwest. here is the lesser antilles. there is puerto rico. in the forecast, colin is supposed to just nick, probably across st. thomas there, maybe north of god then move out north of the bahamas. the forecast for tropical storm colin weakening back to a depression the next 24 to 36 hours. another change, look at 6:00 sunday evening. it has more of a line to north carolina and virginia. we will be watching this. this forecast is now starting to shift further out to the west. this could have an i effect on the weekend forecast. it's too far to tell right now. scattered showers, maybe a thunderstorm tomorrow morning, 79. muggy with sunshine at noon. up to 88 degrees. temperatures tomorrow lower 90s, really dependent on how much in the way of sunshine we get. another round of showers and thunderstorms late tomorrow afternoon that will cool us off a bit. tomorrow at 7:00 a.m. we could have showers and thunderstorms, sunny breaks at lunchtime then tomorrow evening more showers and thunderstorms around and we continue this trend the next couple of days here. tomorrow 92. it will feel like 96 with the heat index. thursday 97. it will feel like about 105 to 110 with the heat index. drier cooler air coming in toward the weekend. we cool to the lower 90s and upper 80s. a real small brief heat wave if you want to call it that. >> we can take it. >> thanks, a job? >> reporter: so, basically there was a famous indian guru that died almost 60 years ago. i guess his followers have been coming for the last decade to worship him, pray inside the mass so lee yum and they let them come in for that special day. they have never done this with michael jackson fans so they are upset. they said, you know what, they have always been respectful, peaceful an they are actually covering up michael's grave with a big screen so if anyone wants to sneak in and pose as a yoga, they will not be able to see michael jackson's grave. that will continue on and michael jackson fans are not allowed inside. >> so yogis can go but the rest stay out. okay. dax holt, thank you very much. the delay is killing us here. 6:30 on fox 5. look for you on tmz on tv. today a luncheon in d.c. to showcase selections for this year's event, 97 short films from 11 different countries. 11 were made in d.c. the festival runs from december 9th through the 16th at the landmark e street skin that may and burke theater. let's check in with brian for a look at the "news edge at 6:00". >> a driver learns a hard lesson in the district. there's oil out there we've got to capture. my job is to hunt it down. i'm fred lemond, and i'm in charge of bp's efforts to remove oil from these waters. bp has taken full responsibility for the cleanup and that includes keeping you informed. every morning, over 50 spotter planes and helicopters take off and search for the oil. we use satellite images, infrared and thermal photography to map and target the oil. then, the boats go to work. almost 6,000 vessels. these are thousands of local shrimp and fishing boats organized into task forces and strike teams. plus, specialized skimmers from around the world. we've skimmed over 27 million gallons of oil/water mixture and removed millions more with other methods. we've set out more than 8 million feet of boom to protect the shoreline. i grew up on the gulf coast and i love these waters. we can't keep all the oil from coming ashore, but i'm gonna do everything i can to stop it, and we'll be here as long as it takes to clean up the gulf. an ohio woman was so desperate for a date she called 911. now she has a date to appear in court. police in norwood, ohio, claim bernadette called the emergency line four times in one night. she told the dispatcher she was trying to reach a date line and couldn't seem to get through.
