to help millions of homeowners hurt by the housing collapse. good afternoon, i m grace lee. hi, everybody. i m frank mallicoat. 49 states agreed to the deal with the nation s biggest mortgage lenders and the number is big, $25 billion. that s right. it is a result of foreclosure abuses that took place after the housing bubble burst. anne makovec tells us what that means for millions of people struggling to cope their homes. anne. reporter: grace, the deal is mainly for homeowners under water right now. but it will offer some help to people who have already had their homes foreclosed. of that $25 billion involved in the deal, looks like more than up to $18 billion, more than half, is coming here to california. the settlement forces the nation s biggest banks to offer help to struggling homeowners part of a government move to hold banks accountable for abuses that fueled the collapse of the housing market. five banks agreed to a deal worth at least $25 billion. americ

cities. anne makovec joins us with more. reporter: good morning. about a dozen local mayors are headed to sacramento today to meet with jerry brown face to face. they are upset over what they call another state grab at local funds. governor brown s current plan is to shut down about 400 local redevelopment agencies. the same agencies cities and counties have been counting on to help spur growth, which leads to more taxes they can collect. the state is also considering shifting billions of dollars in costs to counties everything from the monitoring of parolees to welfare. now, chuck reed says cities like his are already so far in the hole, they don t know how they could afford it. budget news is worse every day, more bad news it seems when it comes to budgeting in california. first they try to take money and we have our own problems with revenues and now we have pension costs going up again. reporter: he says this plan is actually illegal under prop 22 which voters just
