cities. anne makovec joins us with more. >> reporter: good morning. about a dozen local mayors are headed to sacramento today to meet with jerry brown face to face. they are upset over what they call another state grab at local funds. governor brown's current plan is to shut down about 400 local redevelopment agencies. the same agencies cities and counties have been counting on to help spur growth, which leads to more taxes they can collect. the state is also considering shifting billions of dollars in costs to counties everything from the monitoring of parolees to welfare. now, chuck reed says cities like his are already so far in the hole, they don't know how they could afford it. >> budget news is worse every day, more bad news it seems when it comes to budgeting in california. first they try to take money and we have our own problems with revenues and now we have pension costs going up again. >> reporter: he says this plan is actually illegal under prop 22 which voters just passed in november, you may remember. it was supposed to put the brakes on so-called state raids of local government coffers. here in san jose, the city council voted to give up to $1 million in redevelopment funds to two local tech companie so they will stay or expand here in san jose. they are hoping that investment is going to pay off. the city council is also considering transferring $58 million from the redevelopment fund to the city's coffers which would then help protect it from the state. soar in looking at -- so they are looking at every option including this afternoon this face-to-face meeting with the governor. >> thank you, anne makovec live for us this morning at san jose city hall. oakland schools facing more budget cuts while at the same time, teachers may be getting a pay raise. let's go to sonja shin in oakland to explain. sonya, good morning. reporter: good morning. the oakland school board will be meeting today here to discuss a trade-off that would include budget cuts and pay raises. school budgets could be cut by 7% next year to cut expenses by $12 million. and at the same time, all school district employees could get a 2% raise, a pay increase that would cost the district about $2 million according to the oakland tribune. a district spokesman acknowledges that this may not be the best time to raise salaries in an economic climate when state employees across the state are taking furloughs and other concessions and public schools could lose money if governor jerry brown's proposed tax extension doesn't make it on the ballot and pass in june. but the spokesman also says oakland teachers haven't had significant pay raises in quite a while and the superintendent is committed to make this happen. oakland teachers have some of the lowest salaries in the country. and the president of the oakland education association has said that these raises are sorely needed but they don't want them to translate into bigger class sizes. back to you. >> thank you, sonja shin. a bay area union leader has been murdered. berry bingham the political director of seiu local 616. coworkers didn't see him for days, got worried and call police, who found him body in his townhouse in oakland. there were signs of trauma. the 64-year-old bingham known to friends as berry b previously served on the alameda school board. a man is dead after he was shot by police in the foothills east of san jose. shortly after noon yesterday, officers got a call about a robber in the area. the victim said he followed the suspect into a ravine where the suspect threatened him with two knives. santa clara county deputies and san jose police rushed to the remote neighborhood. >> law enforcement showed up and approached the man down in the ravine and came back at them with an undisclosed weapon and shots were discharged. >> the suspect was pronounced dead at the scene. it is off to wisconsin today for president barack obama. he will be visiting some factories there to push the themes from last night's state of the union address. the president wants to target spending on research, innovation and education. >> we know what it takes to compete for are traveling highway 4 this morning, or the carquinez bridge, use caution out there. visibility is down to a quarter of a mile. temperatures a bit chilly as well in the north and east bays. 37 to 45 degrees, mostly clear elsewhere. inside the bay temperatures 47 to 53 degrees. and 49 to 55. we are all going to warm up quite nicely today. expect yet another record setting temperature today. now, in the inland areas you are going to continue to see the haze size conditions and that just may keep some of your daytime highs quite cool. 60 degrees in some areas but up to 70 in others. we'll see 61 to 69 inside the bay. look at the coastline. beautiful if you can make it out there, do so. 62 to 67 is the expected high. weather-wise, what is happening, high pressure continues to build. as that high pressure continues to build, that is what is setting the stage for all the record temperatures. the low pressure system we were watching yesterday, we were expecting it to bring us much more clouds through the close of the week and into the weekend and possibly even a rain shower. well, that's now a thing of the past. it will skirt over us and it's going to bring some lingering clouds with it but not going to bring any rain. but it will return temperatures to seasonal averages by the weekend. until we get there, we are going to have a winter warmup. upper 60s for the peninsula to the south bay. east bay, cooler temperatures because of the tule fog. otherwise closer to the bay, 69 degrees for oakland, north bay temperatures in the lower 60s to the upper 60s particularly for santa rosa. here's the seven-day forecast: our sunny skies will continue through friday. but by saturday, those clouds return and into sunday, we are going to see temperatures fall back to seasonal averages so for those of you who like it cool and mild, you're going to get it by the weekend but i tell you this, by monday there is going to be yet again a warmup. here's your roads and gianna. >> over to orinda we go. we have one way traffic control in effect due to a fatal accident that happened yesterday. camino pablo at miner road delays in the area. pg&e crews are on scene. i guess there was a power pole that was knocked down due to that accident that may be causing delays through the area. no word on when they should have that intersection re- opened. but do avoid the area if you can. if you are working your way along the eastshore freeway, limited visibility. we have a fog advisory in effect for solano county and contra costa county, as well. so 80, 680 and all your drive through that portion may be affected. 73 miles an hour right now though along the eastshore freeway coming out of fairfield. elsewhere if you are headed near the benicia bridge, well, lost that camera again. give up. all right, it's really socked in, very foggy there, limited visibility across the span. also for the carquinez bridge, as well. here's live look at a bay bridge you can see. the toll plaza not bad. 18 minutes from the carquinez bridge to the maze. clear across the upper deck into san francisco. the metering lights are still off. if you are headed along the san mateo bridge, everything looks good in both directions. no delays to report through there. 101 along the peninsula also off to a good start this morning. slight delays around the southbound side of 280 but overall who are urging him not to eliminate redevelopment agencies. the governor wants to redirect nearly $2 billion in redevelopment money towards schools, public safety and reducing the budget deficit. san jose's chuck reed is among the mayors meeting with brown today. a board meeting today will focus on cuts and raisings at oakland schools -- raises at oakland schools. while schools are facing a 7% cut to next year's budgets, the school board also considering a 2% pay hike for teachers. the proposed pay increase would cost the district around $2 million. and president obama traveling to wisconsin today to visit three factories and to push the economic message from last night's state of the union address. the president is encouraging investment in education, research and technology. congresswoman gabrielle giffords is about to move to a rehab facility today. these are some live pictures of the houston hospital where giffords has been in intensive care. she has been staying there because of fluid in her brain. her condition has now been upgraded from serious to good. the. the man known as spider dan has been found guilty and faces up to a year in jail. you may remember last september, daniel goodwin was caught scaling the millennium tower. he spent four hours climbing the residential high-rise ignoring orders from police to come down. goodwin has been convicted of two misdemeanor charges. he said he climbed the building to raise awareness about fire safety in high-rise buildings. no charges against another spider-man who climbed a high- rise in hong kong today. the man known as the french spider-man took about 40 minutes to get to the top of the hang sang bank headquarters, about 450 feet high. he posed for photos after the climb and talked about future plans to
