What happened is that theres a group from public works, the City Public Works Department that comes out and helps Homeless People get into shelters. They were talking to a man and he apparently did not want to go into a shelter. At some point, the public works folks called the Police Department and said the man had a large knife and that he was acting in a threatening manner.
