we re not doing a wall. does anybody have any doubt that we are not doing a wall? i have never had so much support as i have in the last week over my stance for border security, for border control, and for, frankly, the wall or the barrier. so, this is where we re at with the two parties negotiating the ongoing government shutdown, seemingly in completely different worlds. let s discuss with my panel of experts. first of all, congresswoman, congratulations, you re the new chair of the congressional black caucus. yes. congratulations. yes, 55 members. that s wonderful. congratulations. thank you. we re happy and honored to have you here. how does this end? what is the way out of the morass here? well, i think the way out of the morass is for the president to do what he originally said he was going to do, which was he agreed to the bill that came out of the senate that was voted on unanimously that said we will fund the government. the government should have never shut
money for the wall? i think that we have to talk about border security. we haven t seen a plan to talk about border security. when i ve talked to people in alabama, they want border security. doesn t matter what it is. and that s been the biggest problem but that s the thing. we all agree on border security. everyone agreed on border security. the question is president trump wants wall money. nancy pelosi and chuck schumer say no wall money and i m trying to get an idea whether you agree that wall money should be part of any compromise? i m not going to give wall money just to give wall money. what i d like to see is the plan about how that money is going to be spent, where it s going to be spent. that s what we ve been lacking so far in this shutdown for the last three weeks. we ve been talking about dollars and cents and not plans. as soon as i think people see plans and see how money is going to be spent. that s what congress is supposed to do. we re supposed to be the good
whether he can actually do that, lawmakers disagree. i may give that really threatening talk from the president that he doesn t have the power to execute. look, if harry truman couldn t nationalize the steel industry during war time, this president doesn t have the power to declare an emergency and build a multi-billion dollar wall on the boarder so that s a non-starter. unfortunately the short answer is yes. there is a provision in law that says the president can declare an emergency. both of those guys, democrats, mind you, earlier today in washington vice president mike pence and other administration officials met for a second straight day met with congressional aides, many of them democrats, talking about how to navigate their way out of this. this from the president just a few minutes ago. vice president mike pence, he writes, a group had a productive meeting with the schumer/pelosi
congressional staff on the shutdown are expected to continue. he says he s considering taking the extraordinary action if a deal cannot be reached soon. i may declare a national emergency, dependent of what s going to happen over the next few days. the impasse comes as president trump deals with a new political reality. thursday, democrats assumed control of the house and nancy pelosi took the speaker s gavel. this week, house democrats plan on pushing legislation to fund individual parts of the federal government to attempt to pressure republicans in congress and the white house. joining me now, acting white house chief of staff mick mulvaney. thanks so much for joining us. really appreciate it. happy to be here. so, where we are in negotiations, the meeting is over, and i know that speaker pelosi had said she didn t want to give even more than $1 to the border wall. president trump has talked about $5.6 billion. is there any give in the $5.6 billion in terms of whether or n
