Setting out to change that, the Dugout Barber Shop owner enlisted the help of a former customer, state Sen. Mike Testa, R-1. That Facebook message resulted in pending legislation that would allow salons and barbershops to conduct business beyond their brick-and-mortar shops. Not only convenient to customers, the one-to-one onsite service addresses COVID-19 exposure concerns for those reluctant to venture out, Bermudez said.
