friend when officers drove up, shined a light on him and ordered him to freeze because he had been fidgeting with his waistband. the man ran. the officers fired 45 rounds, including 28 rifle rounds, several rounds struck the man, killing him. officers found no gun on the man, however officers reported recovering a handgun nearly one block away. the gun recovered in the vicinity was determined to be fully loaded an inoperable and forensic testing determined there was no gunshot residue on the man s hands. chicago s independent police review authority, or ipra, which we have talked about on the show before, found the actions of the officers justified. this was not uncommon according to the report. in many of these cases, ipra generally accepted the officers versions of events which were later undercut by video evidence. another one, in one case officers justified using force by claiming a woman attacked them but in the video officers can be seen aggressively grabbing the woman, throwing
and the release of that video shs the head of that organization resigned. the mayor asked him to step down. that s one part. so if after this video is shown and ipra continues to investigate and they figure out perhaps if they figure out that that investigator who was fired was actually in the right, that has huge implications. now we can t forget that aside from this, two of capman s accomplices were charged with murder in this particular case. even though the officer was the one that fired the shots, the accomplices were ten blocks away and they were charged with his murder. and they pleaded down to a lesser charge. so you have all of these other bits and pieces, pamela, to this particular case that i think that the stakes are a lot higher because of the implications. implications not only legally
reaction of the community? a lot of people are saying that the mayor rahm emanuel should come back from vacation in cuba, and this is a continuation of what this is is going on in the community, and with police. well, the mayor releasing a statement even from cuba asking for ipra and that is the independent police review authority to review the training for crisis intervention, and what that is, that is the training involved for all calls involving mental health crises. and lagrier s family is not saying or confirming that the 19-year-old was having a mental health episode. they are not saying that, but they are saying it does not matter, and even if he was, the police should not have responded with lethal force because the teen did not have a gun. and the officer involved is on desk duty for 30 days, and the
19-year-old, but also the 55-year-old ms. bettie jones. now all of this is still under investigation, and as i said ipra is leading the investigation, and the officer involved we should say is in administrative duty for 30 days. brianna, that is a new policy just announced after this shooting. so now, every officer involved in the officer-involved shooting in chicago will be evaluated before being put out in the field. brianna? this is one rather old incident involving a young man, and the video came out a month or so ago, and the major there now, rahm emanuel who is facing cr criticism, and people are calling for him to step down, and he is in cuba on vacation, rosa. there is a lot of pressure on him to come back. do you have any news as to whether he may? you know, i have asked the press secretary, one of the
