police, cases that have caused outrage. but there s a third police shooting and video that view have seen. we ve talked to two men who have seen it and they say it shows in detail the killing of black teen cedric chapman by a chicago police officer in 2013. he is running as fast as he possibly can away from the police when he is shot. brian kauffman represents chapman s family and has been fitting for the release of the video. he is dead within eight seconds of getting out of his car and running. lorenzo davis analyzed the video second by second and says this case cost him his job. we felt like it was unjustified shooting. davis led the review for the city agency that investigates all officer-involved shootings, called the independent police review authority, or ipra, a
investigation. which means she basically admitted they did no investigation themselves. ipra is a flawed organization. the head of the organization was fired two days ago. just to be clear, i want to be very clear the head of ipra was not fired. he stepped down. there were not broad calls for his resignation. she said this is a completely independent investigation. dorothy, to you. we just saw and we showed our viewers before you came on another video of a death and someone who was tased in their jail cell in 2012. what do you make of the city of chicago now releasing these three videos in the span of two weeks? are you happy to see that? no, it s not nothing to be happy about. it just shows how corrupt the cpd is in the city of chicago. these murders are being covered up. it s time for a change. the only chaung change i know is

civil rights violation. and we didn t see that. in a broad patterns and practices probe, the department of justice is looking at all of the policies, all of the implementation by the department to see if there is any constitutional violation. so they re looking at traffic stops, neighborhoods where police presence exist. they re looking at how people are booked. if they re pulling two suspects over for the same crime, how often are they arresting these people based on race, based on age. they re looking for any type of systemic discrimination. what we ve seen often is they often find this type of discrimination and it leads to broad, swooping reforms in these departments. craig, there are two issues here, right? there is the issue about the system in chicago, police oversight, whether ipra is the kind of policing the police actually works. you know, we have covered on this show pretty credible allegations by former investigators who said, you know, that they were pushed to not find d
