what does success look like at the end of the day? and when it comes to ipra and the decisions, we need a body that not only can make those decisions, but do it in a way that when they make a decision, that even when the public disagrees with it, they don t question the integrity of the work that ipra is doing. so this is a time and a place for new energy, new leadership, and a reinvigorated entity that has oversight to the actions of individual officers in the police department. now in the last week, we not only have announced the expansion of our body cameras for our police officers, to about a third of the districts throughout the city of chicago, a tougher policy, as it relates to dash cam and audio and enforcement of that and accountability in that area, and a task force made up of distinguished individuals to help us think through oversight, accountability, disciplinary

and she has the nerve to say she relied on the investigation. officer hernandez has not been asked to give a statement. he has not been contacted by ip ra. they were waiting for the state to let them know what the investigation would have. the state says they are waiting. this is a joke. it s the blind leading the blind. officer hernandez, however, talked to me. because he gave a six-hour deposition. you heard a snippet of his deposition on the short film. officer hernandez sat there with the attorney and agreed to talk to us and give a deposition. among the thing he is indicated in his videotape and it was hard to hear was that when he fired the gunshot, i asked his demeanor. he said i was a bit startled. he just murdered ronald johnson. he says he was a bit startled.
affairs. you have ipra, the independent police review authority. and then you have the police board, all trying to accomplish and create a structure of discipline, oversight, a punishment system to hold people accountable when they don t act appropriately. one of the reasons i m appointing sharon fairly, given her background and experience also with patrick fitzgerald s office and u.s. attorney s office that dealt with criminal justice and terrorism, to reinvigorate and have a level of accountability so officers will be held accountable respectfully, that doesn t answer my question. talking about rule 14, people told to get their story straight. ipra had the past has found rule 14 allegations, superintendent says fire them, it goes to the police board and they don t even get suspended. is that part of the problem?
